The extensive use of rubber-tired support vehicles as a complement to a fleet of load-haul-dump and drill jumbo units has proved invaluable in maintaining scheduled multilevel/multiheading development drifting advances at the Henderson Mine. Support equipment, whether self-powered or towed, releases primary drill-blast-muck equipment from the supportive functions of ground control, utilities installation, steel and concrete construction and supply handling, thus providing both balance and increased flexibility to an underground, rubber-tired mining system. Experience has indicated that increases in man productivity and improved safety and working conditions coupled with decreases in overall costs and mining cycle times are realized with the inclusion of support vehicles in the mining fleet.

Process improvement is probably the most widespread objective of mineral process plant operators in the late 1980's. An important part of such improvements is dynamic optimization which involves reacting to inevitable plant disturbances in such a way that productivity is maximized at every instant of time. This paper describes the way in which mathematical models can be and have been used in dynamic optimization. Both off-line and on-line model applications are described.

The Robinson district, Ely, Nevada is a hydrogeologically complex system with several distinguishable geologic blocks, each with a distinct background groundwater chemistry. To discriminate between background and mine-impacted groundwater, background wells, monitoring wells, pit lakes, waste rock seeps, and surface water samples were analyzed for a suite of major cations and anions, together with trace and precious metals, rare earth elements, 2H-deuterium and 18O/16O. The data allowed identification of groundwater flow paths, verification of hydrochemical source areas and characterization of natural attenuation mechanisms (e.g., mixing, dilution and mineral precipitation) that control the concentration and migration of metals at the site.

"Double Shield TBMs can be used in fast track projects for accelerated completion where there is limited information available on ground conditions and there are possibilities of encountering weak ground and shear zones. As such, the shielded TBMs are the primary choice of the machines in long tunnels, but face the possibility of entrapment in squeezing ground, which entails long delays and major risks. This paper examines the possibility of using ground improvement methods to increase ground strength, and thus, increase the capability of the machines to cope with squeezing ground conditions. In this study, 3D finite difference simulation of a shielded TBM in squeezing ground was performed to estimate the operational parameters including required thrust to get a machine out of an entrapment. This analysis was also used to evaluate the possibility of preventing machine jamming by the implementation of pre-excavation ground improvement to increase the strength of the ground. INTRODUCTION In order to face adverse tunneling conditions especially using a shielded TBM in squeezing ground, new shield designs, with extra thrust and torque, step shield geometry with reduced shield diameter from front to the back, and conical shape shields have been used. In addition, many of the new machines have the capability to implement ground improvement at distances up to 50 m ahead of the face in order to reinforce the ground and further increase in their chances to cope with squeezing ground conditions. While these features have been added to the machine, there has not been a thorough evaluation of their impact on improving the chances to avoid machine jamming in weak rocks at high depth, which is conducive to rapid convergence of the ground."

In underground coal mining, one of the biggest challenges is spontaneous combustion, which will not only present safety hazards but result in reserve losses as a result of burnt coal. The released heat coupled with other combustible gases commonly encountered underground will significantly increase the risk of explosion. In this paper, three-phase foam as an environment-friendly fire fighting agent composed of nitrogen, water and fly ash is introduced. The nitrogen facilitates inertization of the fire zone; the water helps cool down the fire and the fly ash can closely cover the coal to isolate the oxygen. What's more, the fly ash and the foaming agent are good free radical absorption. The comprehensive merits mentioned above make three-phase foam quite effective in quenching spontaneous combustion. Experiments indicate that three-phase foam can significantly slow down the temperature rise of coal during oxidation. The comparison between slurry and three-phase foam shows that the latter one is capable of flowing upward in the porous media so as to extinguish the high-point fire and concealed fire.

Silver is an economically important component of many complex, massive sulfide ores. Current beneficiation for these ores is almost entirely by flotation. Silver recovery often is low, but little is known about the flotation behavior of the silver-bearing minerals. Floatability studies were conducted using silver-bearing tetrahedrite and lead-zinc ore. The effects of xanthate collector concentration, conditioning time, potentiostatic control of the mineral potential, and pH on mineral floatability were evaluated. The floatability of the silver-bearing minerals was shown to depend on collector concentration and mineral potential. The effect of controlling mineral potential during the flotation process is discussed.

And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?

Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. The minerals barite (BaSO, -barium sulfate) and witherite (BaCO, -barium carbonate) are the chief commercial sources of the element barium and its compounds, whose many uses are nearly hidden among the technical complexities of modem industrial processes and products. Barite, the major ore mineral, is extremely vital to the petroleum industry, which in 1990 consumed about 90% of the world's production of 4.9 Mt as a major ingredient of the heavy fluid called mud that is circulated in rotary drilling of oil and gas wells. The remaining 10% of the barite production was consumed chiefly in the manufacture of barium chemicals and glass and as a pigment, filler, and extender. Barite is found throughout much of the world and is available from three major geologic types of deposits-vein and cavity-filling, residual, and bedded-in sufficient quantity at competitive prices to meet current demands. The world's demand for barite is expected to increase because of the world's need for oil and gas. Geologic circumstances are favorable for the discovery of new deposits of commercial value. Witherite, desirable as a raw material for the production of barium chemicals, is much less common and abundant than barite.

"Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."

The Sherwood Mine is being monitored to determine the nature and extent of changes in the mine and its environs which result from the closing and the cessation of pumping. Of particular interest was the possibility of piping-induced subsidence occurring as the mine flooded. Previous experience in the district indicated that this possibility was very real. A monitoring system, including acoustic sensors, extensometers, surface subsidence monuments, and ground water observation wells was installed in July 1978, just prior to the mine closing. Late in 1979, three piping-induced subsidence events occurred. The monitored data, and related laboratory studies are being applied to a quantitative description of piping-induced subsidence.

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

"From 1998-2002 the world's leading mining and metals companies developed the Global Mining Initiative (GMI) to understand their industry's role in the transition to sustainable development and to ensure its long-term contribution to sustainable development (SD). Since then, the industry has come a long way: For example, operational safety and health have improved significantly, environmental management systems and impact assessments have become the norm, community relations have been established, many mining companies report annually on their contributions to SD and the International Council on Mining and Metals (ICMM) has taken on the recommendations of the GMI as an industry association. However, since the GMI the concept of sustainable development has been evolving from a rather generic and loose definition (“weak sustainability”), to an absolute and strict definition of sustainability, based on the boundaries of our planet (“strong sustainability”). Similarly, other concepts such as corporate social responsibility (CSR) have evolved and even deviated from their initial intentions. This paper presents results from a literature review looking at how far this transition has moved from a scientific debate towards becoming mainstream. Furthermore, it explores, by using qualitative comparison analysis, if the current efforts of the large mining companies are still sufficient or if the industry is again at risk of falling behind societal expectations and hence should once again come together - for a GMI 2.0 - in order to update its approach. We conclude that the mining industry, whilst in a “weak sustainability” position and behind the peer group on climate change and natural capital considerations, is aligned with current societal expectations, expressed through the Sustainable Development Goals, and therefore there is no need for a GMI 2.0 at present."

Mechanical mining is steadily gaining in usage in the mining industry. A variety of machines are now being used, including tunnel boring machines, roadheaders, continuous miners, surface miners and augers. These machines have advantages compared to drill-and-blast mining methods, including increased safety, lower cost, uniform muck size and accurately sized openings. A century of experience with mechanical methods has paid dividends to the coal industry. Current trends guarantee eventual development of true general-purpose hard-rock mechanical mining machines. When several significant challenges have been met, mechanical miners will become integrated mining systems and will determine the design of mines.

Recent developments in fine grinding by the means of mechanical impaction are the result of continuing improvements in modern machine construction. This is especially true when related to the bearings and mechanically operated parts of impact mills. These improvements allow manufacturers to increase the speeds of the impacting members Most of the more common forms of size reductions, such as percussion, pressure, friction and sectioning, or cutting were at one time accomplished by human hands. These actions were transferred to machinery. Originally of limited application, their use widened as industrial materials and construction became more sophisticated.

The practice of dust abatement or control is not new to any operation of United States Steel Corporation. This report will review those activities, past and present, within the five operating districts of United States Steel-Coal Operations with specific reference to mechanical and continuous mining, and including both the health and safety aspects of the problem. Obviously, the first principle of dust control is to inhibit its formation If this is not practical, steps may be taken to prevent its becoming airborne. Airborne dust control can be realized by either collecting it at the point of generation, diluting it with large volumes of air to reduce concentration, settling it by various means, or with reference to ignition hazard only, render it incombustible by neutralization with an inert material. These basic principles have been verified by the work of many, including the Bureau of Mines, U. S. Department of Interior, Bituminous Coal Research, Inc., and the Mining Research Establishment of the National Coal Board of Great Britain. Their application to every day mining problems is best illustrated by the following examples.

When using perlite as an insulation, it is important to determine the requirements for different applications as this influences the processing of the perlite. In cryogenic applications, perlite properties of low density and fine particle size are desirable, while Loose fill insulation applications require similar properties and water repellency. However, in perlite insulating concrete applications, a coarser particle, of higher density, is required to provide improved compression strength. The essential properties of perlite including, particle size, density and surface treatment are discussed in relation to the various insulation applications. Also typical mineral processing and manufacturing techniques are reviewed

The regional geological setting and nature of the serpentinized ultramafic rocks are described. It is postulated that lateritization started in Miocene time. Repeated uplifts led to at least four physiographic cycles and to the development of a mature lateritic soil profile. Complete profiles are subdivided from top to bottom as follows: Zone A - chocolate-brown limonite; Zone B - ochre-brown limonite; Zone C - soft serpentine; Zone D - hard serpentine; Zone E - serpentinized peridotite; Zone F - ultramafic rock. Zones A and F rarely attain ore grade. Canga is conspicuously absent. Rocky ore of Zones D and E amounts to 40%, limonite ore of Zone B to 25% of total ore reserves. Nickeliferous serpentine is the major crystalline phase in Zone C. In this zone and deeper, crystalline quartz occurs, particularly in fracture zones where nickeliferous cryptocrystalline quartz is of ten accompanied by garnierite.

Noise induced hearing loss (NIHL) continues to be a problem in the mining industry. New noise standards (Part 62) promulgated by the Mine Safety and Health Administration (MSHA) are aimed at reducing NIHL in the mining industry. The National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in mining. Noise surveys, including full-shift worker noise exposure and equipment noise profiling, have been completed in several surface coal mines, with an emphasis on draglines. The results of these studies are reported, their implications concerning worker NIHL are addressed, and their application to administrative and engineering controls is discussed.
