Bauxite ores in Fokida belong to Parnassus-Giona zone and are found exclusively in limestone in two bauxite horizons, which are of great economic importance and with very unfavorable conditions for the reclamation process. The ore bodies are usually less than two million tones. They are in many cases encountered near the surface as a result of the erosion and are exploited either with open pit or underground methods. Mining activity, which dates back 70 years, causes many changes to the environment and most of all to vegetation and landscape. The first step to mining exploitation of bauxite ores is the selection of an underground or open pit method taking into consideration mostly economical and technical criteria. Open pit exploitation, which causes the most severe environmental consequences, is done with the method of vertical benches in hard rock with the use of explosives. The impacts on the landscape that result from the method of vertical benches are: ? The front of the excavation that is usually solid rock of the hanging wall (limestone). The height of the benches varies from 10 to 20 meters and the gradient of the final slope is designed to be around 65o, unless the rock is not so stable and the gradient is reduced accordingly.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. BHP Australia Coal Pty. Ltd. (BHPAC) manages and, through its parent company BHP, partly owns seven large opencut mines in the Bowen Basin of Central Queensland, Australia. In terms of developments in surface mining in Australia, the operations of BHPAC are as representative as any. The seven mines managed by BHPAC produce a combined total of about 40 Mt/a (44 million stpy) of mostly high quality coking coal. They also produce small but increasing amounts of thermal and PCI coal. Virtually all of the coal produced is sold on the export market. In 1993, Australia exported 133 Mt (146 million st) of coal. Salable production was 172 Mt (189 million st) in New South Wales and Queensland and 180 Mt (198 million st) nationwide. Mining systems Surface coal mines in Queensland can be typified as large, long-strike-length, shallow-dipping and sometimes multi-seam dragline operations. There are exceptions. Blair Athol, for instance, works a 30- to 40-m (100- to 130-ft) seam beneath shallow cover but is still a dragline operation. Moura is truly multi-seam and steeper dipping but also is still a dragline operation. Mines in the Ipswich area are small shovel-truck operations.

Mining of molybdenum at Questa, New Mexico has been accomplished by block cave methods since August, 1983. As caving progresses, a periodic geologic evaluation is made of the rock-types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the ore body. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

INTRODUCTION The estimation of ore reserves is a process that begins with the earliest exploration stages on a property and continues throughout any subsequent evaluation and exploitation of the deposit. During exploration and preliminary evaluation, the results of these reserve estimates constitute the basic data for prefeasibility studies and economic analysis. The decision to continue exploration and development or to abandon a prospect is often based upon these studies. During the active life of a mine, reserve computations are continuously revised to assist in development planning, cost and efficiency analyses, quality control, and improvement of extraction and processing methods. Accurate reserve estimates are also required when financing a project, purchasing or selling a property, and for accounting purposes such as depletion and tax calculation. It is important to remember that the reliability of ore reserve estimates varies progressively through time as more and more information becomes available. The lowest order of reliability of estimation of reserves exists at the time of discovery. The maximum level of certainty concerning the ore reserves within a deposit is reached when the deposit is completely mined out. Between these two extremes are variable levels of certainty as to the tonnage and grade of the resource. This is particularly true of that portion of the mineral resource that constitutes the "minable reserve," as this portion is dependent upon economic as well as geological and technological factors. In the following discussion, several of the factors affecting ore reserve computation and some of the commonly used methods of calculation are presented. The first part of the discussion is confined to classical methods of hand calculation utilizing level maps and sections. The second part of the discussion presents an overview of somewhat more sophisticated methods of geostatistics which have been developed within recent Years. Geostatistical methods frequently provide the best ore re- serve estimates for many deposits. However, a digital computer is required for such geostatistically derived estimates due to the number and complexity of the cornputations involved. For many properties the classical nongeostatistical methods are adequate, particularly in the early exploration stages. In fact, it is the author's contention that even at those properties where the geostatistical approach is employed for reserve estimation, the geological and engineering staffs should prepare an estimate by traditional means. This provides an internal audit for the reserves and at the same time requires a continuing close appraisal of geologic problems that influence the presently known geostatistically estimated reserves and production at the mine.

As a nation, we have been known as perhaps the most wasteful in history. From the perspective of engineers and builders on the other hand, planned obsolescence and demolition did beneficially pave way for growth and provided environment for new businesses. Recent economic recession and intense competition from overseas, however, have drastically changed the economics. The high cost of capital and the demise of indiscriminate plant expansion have totally altered the way we conduct our business and run our operations. As a response to increasing demands for better efficiency with little or no funding available, everyone is forced to make do and do better with whatever little he has. Today it nay not be an exaggeration to state that modification of existing facilities may have finally emerged as a way of life. This paper will outline examples of how several companies have effectively modified existing facilities to do more and do it efficiently without having to demolish everything and/or to spend a fortune.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

Respirable dust produced during blasting operations in underground mines exhibits both diffusion and convection properties of the airflow. However, the application of the mathematical model presently used to calculate the change in time in the concentration of blasting pollutants is mostly limited to a single drift and cannot be easily utilized for blasts taking place in stopes. This paper discusses an analytical solution based on considerations that enable us to reliably identify the initial condition. Such an approach may be used for any blasting area regardless of its position, its size, or the ventilation system in use during blasting. In addition, a test procedure using field data is established to determined those parameters not measured directly. As well, equations are derived to find the diffusion coefficient, and the position and size of a dust source from the field data. Mathematical considerations The convection-diffusion problem, for a one-dimensional case, is described by the following partial differential equation (PDE): ct. = Dcxx - Vcx + source - sink(1) where C = the concentration of a pollutant T = time V = the mean air velocity in x-direction D = the diffusion coefficient X = distance away from the pollutant source source = any additional pollutant source specified by an initial value problem sink = decay of a pollutant inside the region specified by the boundary conditions. Respirable dust produced during blasting is best considered as an initial value problem (IVP). Two low water flux test covers were placed on acid generating waste rack dumps at the Kidston Gold Mine in Queensland, Australia The climate is semi arid with distinct wet/dry seasons. The present study was initiated to develop a cover system to restrict infiltration. The design of the cover required optimization of water storage and evapotranspiration. Instrumentation was installed on both dumps to measure infiltration, moisture conditions and climatic parameters. Field measurements over the last three years indicate that both covers are performing satisfactorily. Selection of the final cover for closure is described on the basis of these results.

The justification for a "ligand- selective&apos; approach to fine mineral beneficiation via flocculation is established initially. Special emphasis is placed upon the need to identify non-selective, interfering and complicating adsorption effects. Specific strategies directed towards the design and synthesis of complementary selective flocculants are detailed using a number of different polymers and chelating agents as examples. In this regard, the affinity of polymer-bound ligands for metallic cations, ligand concentration, possible modes of attachment, the application of spaced-out ligands and other considerations in the preparation of selective flocculants are highlighted.

Production scheduling is an integral part of intermediate- and long-range open-pit mine planning, affecting equipment selection, manpower requirements and project economics. The development of mining phases, or pushbacks, is discussed in conjunction with generating the best spatial extraction sequence. An approach to scheduling production from these mining phases is then described. Using computers and a production scheduling algorithm, the impact of cutoff grade and advanced stripping policies can be evaluated through sensitivity studies to maximize the return on project investments.

Work on the design of Kelex 100 was initiated several years ago at the Research Laboratories of Ashland Chemical Company. The effort was specifically directed toward the synthesis of an organic molecule which would strongly and selectively chelate copper ions in acidic solutions and form an oil soluble complex which would be stable in contact with an aqueous phase having a pH of approximately one. This publication describes efforts to establish data which could be used to estimate the economic utility of the new reagent. For helping to accomplish these ends, the author wishes to acknowledge the assistance of Mr. A. V. Mixing is a common unit operation in the mining industry. Mixers are often used in agitated leach, bio-oxidation, and pressure oxidation. In all of these cases it is important to understand the application and what it requires from a mixer in order to be opti­mized. In the mining industJy, it is obviously important to suspend solids. However, the shear level of each of these three applications is ve1y different. In acid leaching, the mixer needs to suspend solids and produce a good degree of blending. In pressure oxida­tion, the agitator must also disperse air or oxygen by creating fine bubbles. Because of the presence of microorganisms, bio-oxida­tion requires less shear than the other two processes, but the agita­tor must be able to suspend the solids, provide excellent blend­ing/heat tJ·ansfer and distribute the air. Thus, in the mining indus­tiy there is an application spectJ·um that requires different impellers to perfotm different jobs. Specifically, these jobs are blending, solids suspension, gas dispersion, mass transfer and heat transfer. It is important to determine whether the process is mass transfer or kinetic rate limited. Mixers affect a mass transfer limitation but have no affect on the kinetics.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health(NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

Steel mesh has been used successfully for many years to control friable roof conditions and prevent loose roof and rib material from caving into the roadway. Despite its extensive use, the installation of steel mesh is difficult to automate and many other products have been evaluated as an alternative for skin control. Ideally, the properties of these new products should be similar or better than those of the steel mesh. In particular, development of a strong and resistant shell that minimizes movement along the fractured rock and coal surfaces between the bolt anchors is recommended. A strong surface adhesion and the strength of a reinforced polymer skin can provide the necessary toughening mechanism required to enhance roadway surface support by forming a reinforced polymer/rock surface layer. Most of the Thin Spray-on Liners (TSL) evaluated in the mines are weak with slow curing times, and the plastic mesh currently used to support the coal ribs is relatively weak. Therefore, neither material can seriously compete with steel mesh. Currently, a new polymer product that cures in seconds and forms an instantaneous strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong.

Dust dispersion characteristics in mine airways are important for developing engineering controls for dust and explosions. Authors here have used CFD modeling approach to analyze the dust dispersion characteristics in mine airways. The technique was initially validated with the published field experimental data. The results obtained were in a reasonable agreement. CFD validation results show that in a single entry the dust concentration decreases exponentially as a function of distance. Finer particles can travel up to a distance of 350-400 m away from the source. Parametric studies indicate that air velocity and input dust concentration has significant influence on dust concentration distribution. CFD modeling was then applied to study the dust dispersion characteristics in a room-and-pillar mine layout. Preliminary results show that dust concentration distribution is highly dependent on the airflow patterns and air velocity distribution. The distribution is not exponential until the velocity in the travel way becomes uniform. Data developed in this study may be used to design mine layouts and engineering controls for dust control and explosions.

Vibration and air blast noise from blasting were evaluated during a research program which was sponsored by the U. S. Bureau of Mines. Blast variables were studied using small scale model (SCM) tests to evaluate specific variables as well as interactive effects, followed by experiments with production blasts at the surface coal mines. Experimental data showed that the primary variables affecting the ground vibration amplitude are the charge weight per delay and the length of the delay interval. Blast variables having a significant effect on the overpressure amplitude include the charge weight per delay, the length of the delay, burden and spacing, stemming amount and type, direction of initiation, charge depth and amount of detonating cord and cover.
