The Akjoujt Project is operated by MORAK SA, a company incorporated in the Islamic Republic of Mauritania. MORAK is jointly owned by General Gold International SA (A wholly owned subsidiary of General Gold Resources NL.), SAMIN, and the International Finance Corporation. The project was devel­oped to treat approximately 2.1 million tonnes of TORCO (Treatment of Refractory Copper Ores) tailings containing an average 3.2gAu/t, and 0.75%Cu/t. The process involves the use of ammoniacal cyanidation for gold extraction, and conventional carbon adsorption, and eventual desorption, of gold values. This is believed to be only the second commercial application of this leach chemistry in the world. The other being a small vat leach operation on the Paris Mine Dumps. (This operation was described by Mr M Ruane in a paper to a previous Randol Forum.) Initial work on the process, and the Akjoujt process design assumed that the reaction involved was anaerobic. This paper describes the operating experience, plant trial, and eventual installation which has lead MORAK to the conclusion that the process is not anaerobic, but requires oxygen, or an oxidant to proceed.

An effective elution technique has been developed for recovering uranium from ion exchange resins loaded in the carbonate leaching process. The procedure employs direct elution with acid. In comparison with conventional base elution, the procedure yields eluate of higher uranium concentration, results in a more complete elution, keeps the performance of the ion exchange resin at the fresh stage, reduces acid consumption, eliminates carbonate consumption and reduces waste for disposal. The technique has been successfully demonstrated in the field and patented. It lends itself to commercialization.

The evolution of engineering education and research has been profoundly influenced by computer technology and has concomitantly followed changes in this technology. Today, virtually all faculty have access to at least two hierarchies of computers: desk personal computers and at least one echelon higher (workstations or a variety of mid-sized computers). Most faculty have access to three or even four hierarchies: the two listed, plus super-mini and super computers. The ready availability of computers at a low cost has increased dedicated and site-specific computer technology. This has permitted universities to move into the field of macro-engineering, to address increasingly complex problems in resource recovery, manufacturing and many other areas, including important societal problems, like the environment. The creation of university research centers indicates the growing importance of macro-engineering involving large systems of interactive components. Funding agencies have increasingly favored such centers since they cross disciplines, generate inter-university consortia and foster university-industry programs.

Previous papers by the authors have presented a systems-engineering approach based on the premise that systems can only be optimized if all factors are considered and integrated into mine planning. This paper discusses the challenges inherent in optimizing the design of large-scale surface coal mining operations in Appalachia. Regulatory and permitting programs in the United States often focus on single parameters, rather than the full suite of desirable outcomes for sustainability. By utilizing geographic information system (GIS) tools to evaluate available data on environmental and social resources, the regulatory barriers which prevent operations from incorporating ecological and other sustainable development concerns into coal mine sustainability performance were identified. By analysis of the on-the-ground issues related to sustainability, the key parameters to be incorporated into an optimized coal mine design in Appalachia are discussed along with possible changes to the regulatory framework that would enhance incorporation of sustainability into coal mine design.

The Department of Control Systems and Instrumentation, VSB - the Technical University Ostrava, has been involved in a project dealing with utilization of landfill gases, when the methane gas utilization and minimization of its release into the atmosphere was the main concern. The landfill site is generally a place, where technology for energy production can be built. The conditions for this technology implementation vary and depend on various factors. This paper is presenting findings and experience gained regarding a method of methane gas utilization for energy production. This method is concerning building bioreactors at the landfill sites, which are already operated. Every bioreactor can be thought of as a process, which is controlled in order to maximize energy production and minimize the methane gas escape into the atmosphere. The bioreactor landfill can represent a number of environmental and cost savings and, at the same time, is able to comply with all legislative issues.

The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. The Tower Kill is a vertical "stirred" ball/pebble mill recently introduced in the Western Hemisphere. This device offers a significant power savings on wet fine grinding applications when compared to conventional tumbling mills. This paper describes the laboratory application of this mill wet grinding hydrated alumina to products of 50 percent passing 2 to 6 microns.

Ieropigi Fe-Ni deposit is located in northern Greece, in Kastoria?s prefecture near Albania?s borders. A laterite profile exposed by opencast mining and placed near the basement of the mine was chosen for sampling. Ten samples, representing ?pure? Fe-Ni ore, ophiolite-bedrock, ?red? ophiolite and ?enriched? ophiolite were collected, based on macroscopic observation. The samples were analysed by X-Ray powder Diffraction (XRD) for the determination of the mineral phases. Iron and Nickel concentrations of the same samples were also determined by X-Ray Fluorescence (XRF) methodology. The Fe-Ni ore samples consists predomi-nantly of hematite, goethite, chrysotile (serpentine), saponite and quartz. ?Red? ophiolite samples consists mainly of chrysotile, hematite, quartz, calcite and small amounts of paragonite and goethite. Bedrock and ?enriched ophiolite samples are comprised of chrysotile, hematite, calcite, quartz, nontronite, paragonite and sepiolite. The Fe content ranges between 13% and 49% in Fe-Ni ore samples and between 7% and 10% in ophiolite samples. The Ni content ranges between 1% and 3% in Fe-Ni ore samples and between 0.3% and 4.5% in ophiolite samples (the higher content is observed in the so-called ?enriched? ophiolite). A correlation between Fe-Ni concentrations and mineral assemblages is being attempted in order to evaluate the nickel-rich mineral phases. It is shown that the nickeliferous minerals are serpentine, hematite, goethite and saponite.

Building a new tunnel to accommodate CN North America's needs for double stacked container traffic for the next 100 years presented new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

The zeolites review arrived too late for the June issue. The natural zeolite industry continues to grow even as some companies look for the exits. Production for 1993 was estimated at between 42 and 44 kt (46,000 and 48,000 st). That is between 7 and 9 kt (7700 and 9900 st) above 1992 production. GSA Resources, Saint Cloud Mining, Steelhead Specialty Minerals, Teague Minerals, UOP and Zeotech all reported continued growth last year. At the same time the East-West Minerals' Eastgate mordenite mine, and American Resources' Ash Meadows clinoptilolite operations both shut down their processing plants and are attempting to sell the mines and facilities. In addition, Tenneco Minerals continued its attempt to sell the Mud Hills clinoptilolite deposit. Unimin entered the natural zeolite industry through its acquisition of several properties of Aimcor. The increasing application of roadheading machines in the coal industry has prompted the development of an appropriate selection methodology for such machine applications in specific locales. Accurate geological sections and comprehensive rock testing are required for all machine tunneling. Using suitable geotechnical parameters and index tests, sensitive both to excavability and standability of the strata, a classification scheme has evolved to help evaluate the rock mass vis-a-vis application of a given weight-class of roadheading machine. The classification parameters include point load index, brittleness, abrasiveness, average crack density, and ground water, which with assigned numerical ratings, lead to a quantitative global rating of the rock mass. For each rock mass class, the selection of an appropriate roadheading machine is recommended. The paper illustrates the application of the rock mass rating system and also describes simple index tests for evaluating the classification parameters for brittleness and abrasiveness. The development of precious metals ore agglomeration with a cement binder, by the U.S. Bureau of Mines, has allowed the economical heap leaching of low grade gold ores (<0,05 oz/ton) over the last decade, Even with the Bureau of Mines technology, numerous operations continue to experience channeling and blinding problems. A research project was undertaken at Nalco Chemical to address situations where improved agglomeration is needed, By increasing the incorporation of fines into the agglomerates,the segregation of ore by size which occurs from handling will be reduced and channeling minimized. A stronger agglomerate will reduce fines migration during leaching and prevent blinding of the heap, Both of these changes will give an even flow of barren solution throughout the heap and give solution contact with all of the ore. This paper presents the development of polymeric agglomeration aid, Nalco 9760 which has given a higher rate of and a higher total gold recovery in plant evaluations.

Optimisation of many oxide gold processing facilities, in most cases, either does not really take place or if it does take place it happens too late or takes too long. This is unf01tunate as extra profits and early cash flows are lost, in new projects, and/or may not be realised at all in others. The situation is easily avoid­ed by ensuring that the plant optimisation happens immediately following commissioning or for an established operation simply 'biting the bullet' and making it happen immediately as a 'better late than never' decision. This type of optimisation requires intense undiluted focus on each and every problem or restriction that contributes to reduced plant performance or bottlenecks, without letting go, until the predetermined outcome is produced. Thus a dedicated person with specific quantative goals is required for these tasks. Methodology and strategies for optimi­sation are discussed and numerous examples presented. The secret of successful heap leaching is discussed.

One of the least discussed areas in the ever-improving technologies of gold recovery from ore bodies and tailings is the chemistry of the waters used in the plants. Carbon-in­ pulp, carbon-in-leach, heap/dump leaching and iological oxidation processes are all affected by water quality. The remoteness of a lot of the plants means that the large water requirements can often only be met by a ground water source. The chemistry of waters from different sources poses different problems, but generally a lot of these waters are scale forming. Scale-forming tendencies can be described by calcium, magnesium, barium and strontium assays. They can be notated by Langelier and Ryznar indices. They can be plotted by computer programmes that print out scaling indices at different conditions. The propensity to scale can -be readily determined. The prevention of scaling -or at worst minimisation of scaling -is the ambition of the suppliers of scale inhibition programmes. This prevention/minimisation technology is discussed below.

Recently developed organic binder systems have the advantage of eliminating bentonite contamination. This results in better chemically reactive taconite pellets. Both acid and fluxed pellets show increased R40 reducibilities, whereas mechanical and physical properties of the taconite pellets are not adversely affected. Blast furnace performance of these pellets is excellent, and substantial economic benefits are achieved.
