Introduction Uranium mining has been actively carried on in Canada for over twenty-five years mainly in Ontario at Elliot Lake in Bancroft, and in Northern Saskatchewan at the operations of Eldorado Nuclear Ltd. During this period, approximately one hundred million tons of mill tailings have been created and lie mainly on the surface close to the mining and milling installations. If all of the present reserves of uranium ores in Canada are mined, a further eight hundred million tons of mine tailings could be created in Ontario, Saskatchewan, the Northwest Territories, Labrador and British Columbia. The present control of effluents from existing tailings is managed by the operating mines under the regulations of both federal and provincial control agencies. It is the long-term effect of these tailings on the environment that has not been clearly defined or measured. Several years ago, the Canada Centre for Mineral and Energy Technology of the Department of Energy, Mines and Resources, embarked upon a program of research directed at the long-term effects of uranium mine tailings. Much of the research to date has been on tailings in the Elliot Lake, Ontario area where some tailings piles have existed for over twenty years. The program consists of two projects, one to address the problem of existing tailings and the other to examine alternatives in the management of current and future tailings. TAILINGS CHARACTERISTICS Uranium tailings are generally the result of sulphuric acid leaching in which the uranium and alkaline minerals such as carbonates and chlorites are leached out. If the ore contains sulphides, these minerals potentially present an additional hazard of acid generation over time and could increase the mobility of heavy metals and some radionuclides such as thorium-230. Except for the extracted uranium, most of the radionuclides from the ore remain in the tailings pile. Uranium ores in Canada span a wide variety of mineralization and associated gangue composition. Uranium minerals include pitchblende, uraninite, uranothorite, brannerite and the phosphate uranium minerals autunite and saleeite. Gangue minerals vary from acid consuming carbonates, and chlorites to acid producing sulphides and inert silicates. With such a wide variety in ore composition, the characteristics of the resultant tailings in Canada are in many cases site specific and the solutions to the long-term effects of these tailings may also be site specific.

During iron ore pellet production, bentonite clay is used as a binder. Typical pellet plants spend from $3 million to $5 million annually for the clay. If bentonite dosages could be reduced by using it more efficiently, a significant cost savings would result. If the binding mechanisms can be completely understood, procedures can be developed to use bentonite more efficiently. Classical bentonite bonding theory is based on the behavior of bentonite at low percent solids and high mixing shear rates. Under these conditions, bentonite was understood to expand, disperse into platelets, and dry into a bonding "film" or "gel." However, these are not the conditions that exist during pelletization, which is carried out at high percent solids and relatively low shear rates. In this paper SEM imaging was used to identify and explain the bonding mechanisms of bentonite on the surface of magnetite concentrate. It was determined that bentonite would form a fibrous network under the proper conditions and that the formation of these fibers corresponded with an increase in the bonding of particles by the bentonite.

Geosynthetic clay liners (GCLs) are manufactured barrier layers containing a high-quality sodium bentonite clay attached or adhered to geotextiles or a geomembrane. The GCL's low permeability and high strength make it an ideal replacement for low permeability soil or clay liners for mineral extraction and processing containment applications. This paper will discuss the advantages of utilizing a GCL versus compacted clay in containment applications. Some of the advantages include: the GCL's lower permeability (5 x 10-9 centimeters per second (cm/sec)) and corresponding better composite liner leakage protection, the GCL' s greater resistance to desiccation, differential subsidence and freeze­thaw, and lastly, the ease and speed of installing the GCL. This paper will also detail a number of important case studies related to the mineral extraction and processing industry. These case studies include using GCL in two large reclamation capping projects, as a secondary liner in two gold heap leach pads, as a composite liner in a dam for stormwater runoff control, and lastly, as a primary liner for a tailings runoff diversion channel.

The role of bacterial oxidation in the mining industry is becoming more widely accepted. Western Australia has accepted the technology as a pretreatment for refractory gold concentrates more readily than most. The third of such plants has been completed at the Y ouanmi Gold Mine. This is situated approxi­mately 500 kilometres north east of Perth, in the Yilgarn mineral field. Y ouanmi concentrates are produced from underground ore and contain arsenopyrite and pyrite as the main sulphide miner­als. Refractory gold from this deposit is generally associated with the arsenopyrite portion of the material. Gold Mines of Australia Ltd ("GMA") initiated pilot scale testing at the BacTech premises in November 1993. The decision by GMA to use BacTech's technology was announced in February 1994. Design and construction commenced at this time. Bacterial growth on site was initiated in July 1994 and continuous opera­tion began in the October. Concentrate was added at 0.5 tonnes per hour and this has increased to 1 tonne per hour.

A joint research effort by Newmont Gold and Du Pont, working with Kurtis Mooney, of Tri-Combined Resources has developed a new ore-sample bag made of "Tyvek," a spunbonded olefin. "The goal was to find a bag with the best trade-off between efficient draining of moisture, minimal fines loss and compatibility with the conveyor drying process we were developing for our new assay lab," Charles Bucknam, analytical development coordinator for Newmont Metallurgical Services states. None of the available polypropylene, cotton or canvas bags had the needed combination of properties. "Our original tests in 1987 on the plastic bags we had been using showed an average loss of 5.4% of mud sticking to the bags when they were emptied into drying pans. Part of the sample was still in the bag as a residual." Tests on bags of "Tyvek" showed low residuals when the samples were dried in the bags before they were emptied, but about 3% of the fines were lost through the seams. Mooney recommended a new bag design, with fold-over seams.

In the Gold-Cyanide Process (GCP) the cyanide anions act to solubilize the gold and silver present in the ore, and mercury as well. The resulting mercury and cyanide rich effluent are serious health and environmental problems. Currently, there is no mercury treatment from the ore leach solution since there are no precipitating agents or other technologies which can be used effectively in the pH ~ 10solutions. Recently, however, we have developed a new chelate ligand that is impervious to this level of pH and it can be used to precipitate Hg from NaCN solutions. On an actual sample taken from an active gold mine the chelate selectively reduced the mercury level from 34.5 ppm to 0.008 ppm within 15 minutes. Importantly, the gold and silver levels remained unchanged throughout this process. Thus, the environmental impact of Hg released in the GCP can be drastically reduced. Moreover, with a mercury treatment technology now available it may be possible to change, or reinvent, the entire GCP process.

A concentrate biooxidation process was successfully demon­strated in the field in a remote part of northwestern Mexico. A 275 tonne (300 st) biooxidation heap was constructed using GeoBiotics' proprietary GEOCOAT™ coated concentrate process. The pyrite/chalcopyrite/sphalerite concentrate was bioox­idized in the heap for 60 days. Cyanide leach recovery of the con­centrate increased from 68% gold recovery at a cyanide consump­tion of 1.6 kg NaCN/g Au (llO lbs/oz) in the as-received concen­trate, to 94% gold recovery at a cyanide consumption of 0.37 kg NaCN/g Au (27 lbs/oz) in the biooxidized concentrate. The heap was constructed at a rate of7 tonnes (7.5 st) concentrate per hour, using typical heap leach equipment and easily scalable methods. Heap operations demonstrated that energy dissipation in the humid summer environment was easily controlled by low pressure aeration and management of solution chemistry and application. Observations of the demonstration heap appear to support the presence of reflux of moisture within the biooxidation heap.

This paper reports on test work that explored the dissolution/precipitation reaction: ZnS + 2HCl - ZnC12 + H2S, which is part of a process used in the production of pure ZnS. The research focused on the influence of proton activity on the dissolution of zinc concentrates obtained from the Brunswick Mine No. 12 in Canada (Brunswick Mining & Smelting); the Red Dog deposit in Alaska (Cominco Ltd.); and the Tara deposit in Ireland (Outukumpu Zinc). A comparison between the results of the experimental dissolution as a function of pH and the dissolution predicted by thermodynamics suggest that the three concentrates contained sig¬nificant amounts of the more reactive mineral wurtzite, although XRD analysis showed mainly the presence of the mineral sphalerite.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. "This study adopts and analyzed a shield tunneling case in Taiwan, with a diameter from 5.25m to 6.70m and the smallest radius of curvature 100m, which was constructed in gravel formations as well as a vibration sensitive area. In this case study, a vibration monitoring plan, comprising the sensors inside the shield machine and on the surface, was proposed and performed to provide the vibration data during the construction. In this project, the major vibration reduction considerations were increasing the open ratio of the cutter head (to reduce the cutting function) and reducing the rotational speed of the cutter head. The results of the construction suggest the appropriateness of the above considerations. The findings could provide suggestions to the other similar shield tunneling cases. INTRODUCTION Underground vibrations during shield tunneling are typically isolated and absorbed by the soil. However, a portion of these vibrations may disseminate to the surface. These vibrations are considered micro-vibrations, which generally do not pose a threat to surface structures, and are thus seldom the focus of research. The present project was located in the Hsinchu Science Park where shield excavation bypassed numerous high technology manufacturing plants (e.g., wafer manufacturing plants). The vibrations generated by shield tunneling may affect the vibration-sensitive manufacturing equipment and instruments in these plants, and induce problems in manufacturing processes. Therefore, research to comprehensively understand the characteristics and potential influence of such vibrations is essential. To clarify the characteristics and potential influences of vibrations generated during shield tunneling, the vibration level in the excavation of the Taoyuan International Airport Access (TIAA) Metropolitan Rapid Transit (MRT) Project was examined, as it possesses similar excavation conditions to the present project. The parameters collected from relevant tests were provided as a reference to the firms along the excavation route of the present project to explain the effects of vibrations, and to relevant units for shield machine selection and project execution. No yield problems resulting from shield machine induced vibrations were reported by the firms, and the vibration levels measured in the present project were comparatively lower than those in the TIAA MRT Project. Because the related literature is scarce, this study aims to analyze the collected measurement data and provide suggestions on shield machine selection or designs. Such that we can more properly evaluate and control the impact of shield tunneling induced vibrations in similar projects."

For many major mining projects the time frame from initial planning to production can be measured in terms of decades. Hecla's Silver Shaft project, which is scheduled to go into production by the end of this year and includes a complete surface facility, shaft with an ultimate depth of 2,348 meters (7,700 feet), complete ore pass and loading pocket system, and 610 meters (2,000 feet) of development drifting and stope preparation, was initially concieved in the Fall of 1979. This duration of a mere four years from conceptual engineering to production is a testimonial to what can be accomplished when a progressive mining company and an innovative contractor work together as a team rather than developing into two warring camps as often happens.

The name of this symposium speaks for itself in the connotation normally assigned to the term 'political. "In this paper, various donors have contributed their stories of metallurgical bloopers, blunders, and scams. The paper covers areas from human error stories, through technical blunders, to outright scams. Included are some stories that involve geology as it relates to metallurgy, warehouses of precious metal concentrates, reagent selection, solutions that treat the symptoms instead of the problems, improper technological transfers, humorous design mistakes in the interest of being exacting, and many more. The stories are all true with the names and dates withheld and the cases presented in the true sense of the "John Doe Stories."

There axe two essential features of administrative practices in tunnelling in order to provide proper encouragement to innovative and economic tunnelling: first, that there should be a continuity in the decision making at all stages so that the full implications of decisions in early stages of planning and design are understood; second, that there should be appropriate provision for variation so that the greatest possible benefit can be derived from modifying the working scheme in relation to the characteristics of the ground and from study of its behaviour during execution of the work. The mining industry is an easy target for criticism from an environmentally sensitive society. Recent researches discovered that human activities, including mining. cannot be blamed for all of the pollution observed on earth. Interdisciplinary research is providing diagnostic and remedial solutions to problems such as acid mine drainage and cyanide-polluted streams. Researchers have also found that mercury-bearing hot springs and volcanic eruptions are partly responsible for some pollution. Geochemists, mining geologists, engineers, and environmental scientists can pool their efforts to make the environment cleaner and safer. Remote sensing of the environment and the use of microbes may become much more popular in the near future in the mining-environment arena.

Since the Brundtland Commission in 1987, the use of natural resources has been an issue of global concern. Minerals are among the most important Earth resources and will definitely be essential for the development of societies also in future. Increasing scientific effort is needed not only to discover new deposits, but also to promote resource management in ecologically and socially sound way. Sustainable resource management is essentially a multidisciplinary challenge of developing life-cycle analysis and recycling of non-renewable resources from local to global scale. It offers great opportunities for geological surveys not only in EU, but all over the world to contribute positively to the welfare and sustainability of societies.

A prototype expert system for planning and designing underground coal mines has been developed in a doctoral study (Basu, 1991) at the University of Kentucky (U.K.). The objective of the study was to provide a design tool for configuring layout parameters, production systems, and for determining economic feasibility. Details of knowledge engineering and the prototype knowledge-based system for integrated and intelligent planning and design have been covered in the dissertation. The prototype demonstrates its robustness by allowing interaction among major design components, most notably among ventilation, ground control, and production planning. A plan for testing and evaluating the prototype, an important phase of software development, is presented here. Existing evaluation procedures for expert system prototypes are discussed and the evaluations for the underground coal mine design expert system prototype are included. The initial testing plan used senior-level mining engineering students to test the acceptance of the prototype. This test suggested the usefulness of such a system for training and instruction. This initial acceptance test was performed with the feasibility prototype. The other test objective, i.e., testing the model's accuracy, involved extensive participation of domain experts. For overall accuracy evaluation, an existing underground coal mine design was compared with the output from a design session using the expert system prototype. The testing procedure is not an isolated, independent development phase. Much of the accuracy evaluation is done at the time of knowledge base development. Therefore, the knowledgebase itself does not need a formal test phase. The major purpose of the field testing is to determine probable user acceptance. The acceptance test determines the completeness of the prototype and also will determine efficiency of user interfaces.

The National Institute for Occupational Safety and Health (NIOSH) and Northwest Barricade LLC (NWB) conducted a study to evaluate the effectiveness of a novel fire blocking gel for use in underground coal mines to extinguish or retard the growth of a coal fire. The gel agent was subjected to controlled laboratory testing to assess its ability to delay coal ignition. It was then evaluated to determine if manual fire hose application could be used to apply the agent to mine roofs and ribs to provide a safe egress for mine rescue teams from a fire area. The gel agent was also evaluated in a water sprinkler system to determine its potential for use in conveyor belt fire suppression systems. The agent was then tested in live-fire exercises to examine its effectiveness in retarding and extinguishing a deep-seated coal fire and wood fire. Lastly, the ability of a mine rescue team to quickly and safely apply the gel agent to a mine entry during a simulated mine fire exercise was determined.

In the past 15 years, rock mass classifications have experienced unprecedented development and have emerged as powerful practical methods for assessing ground conditions and tunnel support. Such methods as the RMR System (Geomechanics Classification) and the Q-System have provided many advantages over the classical Terzaghi rock-load method introduced in 1946. These new classifications have found wide applications all over the world but some doubts have been expressed and shortcomings pointed out. The author, who developed the RMR System, takes a penetrating look into the promises and the pitfalls of modern rock mass classifications. He dispels some misconceptions and shows how rock mass classifications can serve as effective and dependable design aids in tunneling.

A major cost to a mining company is funding of an exploration program. It is a necessary cost to insure the company's future. But if the exploration effort does not discover an economic are body, there is no return on investment and the days of the company are numbered. However, if you are aware of what exploration geologists are saying, it places the exploration process in a different light. Basically they are saying that ore bodies exist that contain 250,000 tons or less of gold and silver bearing ore that is cyanide amenable utilizing heap leach technology.
