To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. In the past 30 years, great advances have taken place in the development of tunnel boring machines, raise drills, large diameter drills and blind shaft borers that have revolutionized the shaft sinking and tunneling industries. Techniques for placing concrete linings, however, have not changed significantly during this period, and still constitute a stumbling block to the achievement of the rapid construction. In the past 5 years, Foster-Miller Associates, Inc. (FMA) has been involved with the development of a remotely operated shotcrete system for lining raise drilled shafts, an Extruded Tunnel Lining System (ETLS) for lining TBM bored tunnels, and a Continuous Shaft Lining System (CSL) for lining any type of machine bored shaft. This paper presents an overview of these three developments, including capabilities and limitations, a description of the concrete production, concrete placement, and advance rate, and control subsystems, a description of the concrete mix development required for each system, a discussion of test results to date, and an assessment of the state of development of each concept. Plans for future development will also be presented.

Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. The objective of this paper is to back analyze the August 6th, 2007, collapse at the Crandall Canyon Mine in Utah, in order to better understand the geometric and geomechanical factors that contributed to that collapse. In this work, the LaModel boundary-element program, along with the best available information, is used for the back analysis. To initiate the analysis, a six-step base model of the mining in the Main West area was developed. This base model included a step for each of the critical stages in the mining of this area. Next, calibrated values for the critical input parameters, rock mass stiffness, gob stiffness and coal strength, were developed and optimized based on the best available information. Finally, the model was used to simulate the final mining scenario. As a result of this back analysis, a number of conclusions can be made concerning the mine design and the August 6th collapse: 1) overall, the area was primed for a massive pillar collapse because of the large area of equal-size pillars, 2) the abutment stress from the active retreat sections and the adjacent longwall panels were significant contributors to the collapse and 3) from the modeling alone, it is not clear exactly what triggered the August collapse, although the active mining is a reasonable assumption.

This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

Development quarterly mine plans is generally time-consuming and requires consideration for many operational constraints and competing objectives. With lengthy turnaround times, there is often limited opportunity to adjust the quarterly plan details to account for differences between actual state of the mine operation at the time of execution and expected state at the time that the plan was developed. Actual mining task completion times can vary significantly from the expected task completion times, due to many factors. In the absence of revision to account for differences between the planned and actual state, resource allocations and mining sequences, embodied in the quarterly mine plan may no longer be the best approach at the time of execution to achieve an efficient mining operation. Simulation and optimisation tools can be used to support rapid refinements for development and execution of weekly mine plans. When initialized with an operations data feed to establish the actual state of the mine operation, optimisation models can be used to facilitate both automation and revision of the quarterly plan to produce a weekly or daily plan for execution. This approach can remove much of the manual burden of revision if the existing quarterly plan no longer represents the best approach to meeting production objectives. Following initialisation with mining actuals, simulation models can provide a representation of the range of likely mine operations outcomes. The models can be used to accelerate the planning process by providing visibility of future performance and identifying likely operational issues. They can also be used to test the robustness of the plan with respect to performance variability and response to disturbances. Following identification of issues, simulation models can also be used for evaluating mitigation measures, through automated testing of alternative plans. Integration of mine data feeds with simulation and optimisation tools enables automated optimal responses to variations between the quarterly mine plan and actuals to be tested prior to release of and execution plan and implementation. The use of simulation and optimisation in weekly mine planning will be discussed in this paper with reference to surface mining examples.

Coastal States Energy Company (Coastal), a wholly-owned subsidiary of The Coastal Corporation of Houston, Texas, owns coal mining operations in Utah and Kentucky. One of the Utah operations, Southern Utah Fuel Company (SUFCo), located 30 miles west of Salina, Utah, has been operated by Coastal since 1974. This operation is a single-seam, six-section mine operated from one portal area. It produces 2.2 million tons of coal per year and has a payroll of approximately 300 employees, Coal is mined by continuous miners, hauled by diesel-powered haulers and transported by belt conveyor to outside crushing and screening facilities. Sized coal is hauled by contract truckers 80 miles to a unit-train facility located at Levan, Utah.

"Freeport-McMoRan’s Sierrita operations refines molybdenum disulfide in a ferric chloride leach to remove impurities. To understand bottlenecks in the leach process and the true capacity of the leach system, a cross-functional team was established to look at theoretical models, kinetics of the leaching process, equipment limitations and operational strategies. A series of in-plant tests were run which resulted in a road map for improved throughput. INTRODUCTION Molybdenum, a vital component in the steel industry, is often found in nature as molybdenum disulfide (MoS2). Molybdenum disulfide deposits can exist as standalone components in an ore body, or can also be found within copper porphyry nodes. Processing for these copper/molybdenum porphyry ore bodies involves a first stage of flotation to produce a bulk concentrate before separation of the copper and molybdenum concentrates in a second stage of flotation. In this second stage of flotation, a reagent is added to suppress the copper particles, while allowing the molybdenum disulfide particles to remain hydrophobic and continue to float. This separation is very good at keeping the molybdenum out of the copper concentrate; however a portion of the copper continues to float through the circuit. As a result, there is typically some amount of copper in the final molybdenum concentrate. This copper must be removed in order for the molybdenum disulfide product to meet product quality specifications. Once the raw molybdenum disulfide product has been made, a separate process must be applied to remove any copper, lead, or other impurities remaining in the concentrate. This process usually involves the selective leaching of impurities out of the bulk solid. Gupta mentions three specific types of leaching agents, sodium cyanide, ferric chloride, and hydrochloric acid for the removal of sulfide impurities. Sodium cyanide is useful for the removal of copper compounds such as bornite, covellite, and chalcocite.1 Sodium cyanide solution dissolves these copper compounds, and the remaining molybdenum solids are filtered to produce a pure molybdenum concentrate. Ferric chloride works similar to that of sodium cyanide, but is particularly efficient in removing chalcopyrite and galena compounds. These compounds are easily chlorinated at elevated temperatures, producing copper chloride and lead chloride, through the reactions presented below:"

The Milwaukee Metropolitan Sewerage District (MMSD) has been working since mid-1977 on a fast track to meet a court-imposed schedule to rehabilitate a large wastewater collection and treatment system at an estimated cost of $1.7 billion. Because of glaciation, the Milwaukee area has an extremely complex geologic environment. The rock surface ranges from outcroppings in the northern and western parts of the area to 76 m (250 ft) below the surface at the mouth of the Milwaukee and Menomonee Rivers. Bedrock beneath the glacial mantle is a thick sequence of early to middle Paleozoic sedimentary rock. To cope with the many complexities of this large public works project, a Program Management Office (PMO) concept has been employed. A Geotechnical Engineering Group was established within the PMO to provide a continuous , unified approach to geotechnical engineering and full disclosure of all geotechnical information in the construction contract documents. It provides qeotechnical engineering to design and construction, develops and maintains a qeotechnical data base, and participates on the claims resource team.

The Deserado Mine, located in northwest Colorado, is an underground coal mine designed to produce 1.225 million tons (1.35 million short tons) of clean coal per year for the Bonanza Plant located in northeastern Utah. Coal is transported to the power plant via a 61 kilometer (38 mile) captive railroad. Most of the surface facilities and the stationary underground equipment is controlled and continuously monitored by the computers located at the surface control room. In addition to system control, the computer also continuously monitors vital environmental conditions using sensors located at various critical locations underground. The system's advantages are increased mine productivity and safety.

"Microstructure stabilized crushed rock salt is a newly developed backfill material for infrastructural openings in HAW repositories. The motivation for this research is based on the fact that the microstructure stabilized crushed rock salt is considered to be superior to the currently used crushed rock salt. The avoiding of settlements with a simultaneous 100% backfilling of openings, early stabilization of the geological barrier and low permeability (< 10-14 m²) are the main improvements. With the newly developed backfill material, the gap between the crushed rock salt and the saliniferous composite backfill materials is closed. Due to the minimized amount of a binding agent, the material will still be easy to handle like a bulk material, yet guarantees close to 100 % backfill success without any settlements. This is accomplished with a long-term stable re-mineralization that is formed by the components of the binding agent. INTRODUCTION The permanent storage of high active waste in underground geological formations (HAW-repository) is the labored method in Germany as well as internationally. Experiences have been made over the last decades, e.g. in the Waste Isolation Pilot Plant (USA) and the mines Morsleben and Asse (Germany). For this purpose salt formations are preferred as host rock due to the adequate heat conductivity, creep capability, and low permeability. In order to maintain the low permeability of the host rock and to avoid any contact of the stored waste with the biosphere, the formation of flow paths has to be prevented. The cavities which have been mined for the purpose of waste storage have to be backfilled with material that is alike to the host rock. Therefore crushed rock salt is considered as an appropriate backfill material. Crushed rock salt is a bulk material that is produced by mining saliniferous formations. This material is mainly used in underground repositories as a dry backfill that is brought into the cavities by the use of mechanical (loading machine, slinger machine or scraper) or pneumatic energy (pneumatic stowing). In Germany it is intended to use dry crushed rock salt with a maximal grain diameter < 64 mm for backfill in a future repository in saliniferous formations. With this method applied, the porosity of the backfill is up to 35 % [1]."

The folded Appalachians are a physiographic province of eastern North America extending from Nova Scotia to Alabama. The province strikes through the state of Pennsylvania (see Fig. 1) comprising roughly 20 percent of the state and it is here that the focus of this paper will attend. The province is a thick sedimentary sequence which was compressed into a folded mountain belt by the Appalachian Orogeny which terminated at the end of the Permian. The stratigraphy contains both carbonate and non-carbonate rocks as a reflection of the depositional environment at any specific time and place during the Paleozoic geosynclinal accumulation. Although a great deal of variety and difference exists in the geology from one end to another, a common thread of structural and stratigraphic style exists. Carbonate rocks, limestones and dolomites, comprise a substantial percentage of the total Appalachian stratigraphy and are interbedded with clastic materials such as sandstones, siltstones, and shales. The carbonate rocks are extensively mined and collectively represent a vast economic resource.

Certain bituminous coals of recent geological age are known to contain a significant quantity of natural (fossil or subfossil) resin. Such resinous coals are found in the western U.S., particularly the Wasatch Plateau coal field in Utah. Some of the seams in this field contain approximately 5% resin which has been recovered by gravity and/or flotation processes since 1929. Resin concentrates thus produced are of low quality and are usually refined by solvent extraction and precipitation. The purified resins are of commercial importance, being used in the adhesive, varnish, enamel and ink industries, etc: Recently, an improved flotation technique has been developed which involves ozone conditioning to selectively float resin from such coals. In this flotation process, a concentrate product which contains 95% resin at a recovery of 80% can be obtained in a single stage from coal containing approximately 10% resin, whereas conventional flotation at a similar level of recovery produces a concentrate having a resin content of 30-40%. Economic analysis shows that the ozone flotation process has good potential for use by industry.

Fourteen uranium miners&apos; lungs from Colorado plateau were collected at autopsy and the concentrations of 238U, 234U and 230Th were determined by radiochemical procedures utilizing solvent extraction - alpha spectrometric techniques. The uranium and thorium isotopes are in near equilibrium with average concentrations of 238U, 234U and 230Th being 89.3, 95.2 and 91.1 pCi/kg respectively. The combined average radiation dose rate to lung from these three isotopes is about 24.2 mrad/year at death excluding the unmeasured contribution from the 226Ra and daughters. The average concentration of 230Th is about 65 times higher than the mean concentration of 230Th in lungs of non-miners dying at comparable ages from the same region.

The Florida Peninsula has existed as a part of a much broader plateau, since at least the Early Cretaceous. This plateau, the Floridan Plateau, now consists of the present peninsula and a broad submerged shelf of equivalent size extending the length of the state and out into the Gulf of Mexico. Florida Peninsula was separated from the mainland United States by a negative area called the Suwannee Straits. To the south of this feature existed an environment similar to today?s Bahamo Banks where very pure calcium and magnesium carbonates with associated evaporites were deposited. Thus the Eocene and Oligocene contain little or no quartz sand or clay minerals except in the Panhandle west of the Suwannee Straits where some clastics were contributed by rivers from the north.

Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank&apos;s Multilateral Investment Guarantee Agency&apos;s Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."

In the early 1900s, vat leaching was a common process for treating gold ores. It was, however, labor intensive and was abandoned in the 1930s. Technology advances in recent years, though, have caused vat leaching to once again become a viable alternative in precious metal processing. At least three plants have been built. Others are being considered as alternatives to agitation and heap leaching. What is vat leaching? Vat leaching is a process in which ore is crushed and screened to a size of between 6 to 12 mm ( 0.25 to 0.5 in.) This crushed ore is placed in a large, boxlike container where an alkaline-cyanide solution is added and later removed. The process might be likened to indoor, controlled heap leaching. The ore does not require fine grinding in a ball mill. Therefore, capital and operating costs are lower than agitation treatment. But the extra handling causes costs to be slightly higher than heap leaching. If any amount of fines is present, the ore should be agglomerated.

INTRODUCTION The development during 1979 of a relatively small, but high grade (10,000 tonnes uranium at an average grade of 2 per cent), uranium ore body at Nabarlek in the Northern Territory, Australia offered an excellent opportunity to obtain detailed radiation data for an open cut mine operating during the dry season. The ore body (Queensland Mines Limited-1979), which was completely extracted in a period of four and a half months, consisted of a vein type deposit dipping at 30 to 45 degrees and contained a central core of pitchblende in massive and irregular pods, surrounded by lower grade fine grained disseminated pitchblende. Mineralisation extended from the surface to a depth of 72 metres over a length of 230 metres with an average but variable thickness of 1D metres. Ore near the surface had been heavily weathered and complex secondary minerals were formed which had dispersed from the main vein. Mining was carried out with large earth moving equipment. Overburden and weathered surface ore were removed initially with scrapers. At greater depths bulldozers were used to rip and assemble ore and rock at each level, and these were removed by large trucks to the ore and waste rock stockpiles. Where necessary, blasting took place during shift changes each evening. Mining was essentially continuous with two ten hour alternating shifts working for thirteen days out of fourteen. At the completion of mining a relatively small excavation (335m x 185m x 70m) remained, and this will serve as a tailings repository during the milling phase. FIELD MEASUREMENTS The inhalation of radon daughters, arising from the radioactive decay of radon gas is well established (Archer et. al. 1973) as a potential hazard in the uranium mining industry. Control over radon and its daughters to ensure that recommended exposure limits are not exceeded is achieved by providing adequate ventilation, and under normal circumstances natural ventilation from an open pit should be sufficient. However, during the dry season it is not uncommon for stable atmospheric conditions, with little horizontal air movement, to develop - particularly at night - and significant radon daughter concentrations may accumulate. Throughout the entire mining period measurements were therefore made of radon and radon daughter levels at representative locations within the pit and on the ore stockpile as it developed. Initially these measurements were carried out manually, using the Rolle method for radon daughters, (Rolle 1972) and .scintillation cells (Lucas 1964) or a two filter tube for the determination of radon (Thomas 1970). For the latter half of the period however, a continuous recording instrument, developed within the Laboratory was used to provide a detailed record of radon daughter levels within the pit. At the same time, continuous readings of wind speed and direction, and vertical temperature gradient between 10 and 3D metres were recorded on a 30 metre meteorological tower, situated 800 metres from the pit. Radon Emanation Rates It is evident that radon and radon daughter concentrations depend on the grade, or more particularly, on the surface radon emanation rate of the ore which is exposed. Accordingly, as the mine progressed, detailed measurements were made of both of these quantities. The surface emanation rate of radon was determined for each ore bench as it was exposed by placing an extended array of canisters, filled with freshly degassed activated charcoal, face down on the ore for a known time. These canisters, which had previously been calibrated in the Laboratory, adsorb radon with high efficiency, and the total radon adsorbed is measured after retrieval by detecting the gamma rays from the trapped radon daughters (Countess 1977). At the same time, as each canister was placed in position, a measurement of the local ore grade was made for each location. This was achieved with a calibrated sodium iodide scintillation detector, adjusted to detect the 609 keV gamma ray from the isotope 2148i, a decay product of radium. Finally, measurements were made of the radiation field 1 metre above the surface, with a gamma ray survey meter, which was calibrated in the Laboratory. The relationship between the scintillator count rate and ore grade was determined by comparing the scintillator output with the gamma monitor, and relating the latter measurements to ore grade (Thomson and Wilson 1980). It was observed that while emanation rates and ore grades varied widely, the ratio of emanation rate to ore grade was in general fairly stable. A plot of this ratio is presented as a function of depth below the original surface in Figure 1. For most observations the ratio is constant at a value of 80 Bq m-2 s -1 per unit ore grade, where ore grade is expressed as percentage of U308. At the surface however, where the ore was weathered, the ratio was about a factor of three higher, and at two particular depths, where high grade pitchblende was being removed, it was very much lower. This was not unexpected as earlier Laboratory studies of drill core samples from Nabarlek had indicated that the emanation coefficient (the fraction of radon produced within the ore which escapes from the mineral particles) decreases with increasing ore grade.

"In underground metal/nonmetal mines, repeated short-term exposure to high levels of airborne contaminants can become a serious health issue. Currently there are no common mechanisms to control or mitigate these localized short-term high exposures to contaminants. To improve miners’ health and safety, the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD) is developing a Smart Monitoring and Control (SMAC) system for real-time monitoring of mine air quality, with integrated countermeasures to reduce these high concentrations of airborne contaminants in localized sections of mines. To develop and test a SMAC system that could be implemented in an underground mine, researchers at SMRD built a test apparatus incorporating a fan, louver, ducting, and sensors combined with atmospheric monitoring and control software. This system will institute effective countermeasures to reduce contaminant levels, improving miner safety and health. INTRODUCTION Underground metal/nonmetal mines continue to expand production by employing large equipment in greater numbers and by mining into hotter and more challenging environments which are typically further away from fresh air sources. This challenges the ventilation system to provide adequate quantities of fresh air to the workplace and increases the potential for air contamination that could result in immediate and long-term health and safety issues to miners. Currently, airflow and contaminant concentration in mines are typically based on full-shift sampling which may not identify repeated short-term exposures to high levels of airborne contaminants such as NO2, CO, diesel particulate matter (DPM), and dust with high silica contents. Repeated short-term exposure to these high levels of airborne contaminants over long periods can lead to serious health issues which are documented in several studies [1-3]. Based on data from ventilation surveys and contaminant measurements, mines often attempt to minimize exposures by sending more fresh air to the working areas where contaminant concentrations are found to be high. Real-time monitoring and control allows mines the option to monitor contaminants and implement controls in real-time. Real-time monitoring and control of the underground mine atmosphere has been a subject of research since its beginning in Finland at Outokumpu’s Pyhäsalmi Mine in 1969 [4]. More recently, the real-time monitoring and control problem has been addressed using ventilation on demand (VOD) systems [5, 6]. A VOD system attempts to deal with this issue on a global level by controlling fans, louvers, and doors to increase airflow to active work areas and reduce contamination. However, a VOD system only controls the distribution of airflow and may not be helpful in mines where the airflow is at maximum capacity. Researchers at SMRD are developing a SMAC system for real-time monitoring of mine air quality with an integrated ability to trigger countermeasures to reduce high concentrations of airborne contaminants in localized sections of mines. The SMAC system will be designed, tested, and refined in the laboratory environment before being demonstrated in an underground mine. This system will not only try to minimize the gaseous contaminants by regulating the airflow locally, but will also potentially employ a filtration system to reduce the airborne contaminants in case the maximum airflow capacity is reached. This paper presents development of the test apparatus for the SMAC system."
