A new preparation scheme for a difficult-to-float coking coal from the Kailuan Mine, Tangshan, China was investigated. The results showed that grinding followed by column flotation was beneficial for obtaining products with low ash content. The positive effect of grinding on the coal floatability is attributed to the liberation of intergrowths and coal surface improvement. Tests indicated that 10 minutes was the optimum grinding time, and over grinding resulted in a deterioration in flotation performance. With a grinding time of 10 minutes, conventional flotation had potential to yield a product with around 12.42% ash content and 69.15% combustible recovery. Column flotation can reduce the product ash content to 11.15%and increase combustible recovery to 74.47%. Consistently better flotation results reveal that column flotation is more efficient than conventional flotation for such fines.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

The traditional view taken of commodity prices is that they are cyclical, with strong demand boosting prices and attracting new suppliers. The resulting increased supply pushes prices down with consequent exit of the higher cost producers. And so the process repeats itself. Little attention is given to shifts in underlying global issues and their effect on the traditional process which is seen as being controlled by ?amorphous? market forces with producers profiting from the good times and trying to survive in the bad.. The questions posed are: does this still apply and will it apply into the future? What new factors are affecting the cycles? Can we expect to find the traditional commodity cycles repeated in the 21stcentury? Are producers powerless within the forces of the cycles? Forces likely to affect future commodity prices will be suggested, using gold, zinc, copper, tin and coal as case studies. The long-term downward trend in the real price of commodities is identified.

Mining has always been, and still is, an activity which is vital for the development of mankind. This is because a predominant proportion of industrial products and energy is produced from raw materials that are excavated using mining methods. The need for environmental protection and the close proximity of urban settlements and mines in Slovenia have necessitated ever stricter requirements for the excavation of raw materials and introduction of more environmentally-friendly mining methods. This is achieved by implementing a closed eco-technological cycle of raw material excavation within the scope of mining methods. In surface mines, this means prompt reclamation of the degraded surfaces, and in underground mines the use of methods with minimized impact on the surface and on underground water. In underground mines, mining methods with backfilling installed according to the multi-barrier disposal system are the only ones that allow the possibility of implementing a closed eco-technological cycle of excavating raw materials. Various industrial waste materials are also included in the backfilling material in order to improve its strength properties. Backfilling consisting of several different waste materials is produced in the form of a composite. Before backfilling consisting of waste material composites can even begin to be used in mines, an environmental impact assessment of its suitability for mines needs to be made. In order to make such an assessment, a pressure leaching cell and an open diffusion cell were made, i.e. a pressure leachate test and a sorption test were developed. The two cells and the developed tests will enable the study of the influence of backfilling on the environment if installed in an underground mine. The pressure leachate test performed with the use of the pressure leaching cell simulates leaching from a consolidated backfill during the seeping of underground water into the backfilling material under pressure. The sorption test performed in an open diffusion cell simulates the flow of eluate leached from the backfilling material through the rock/geotechnical barrier. The two tests were developed in such a manner that they are performed either in succession immediately after one another, but they can also be performed separately at a certain time interval. The paper presents an assessment of the suitability of backfilling made of different waste material composites. Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.

In the latter part of the 1980s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming too inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result, the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation, an application for FeMn production was developed. Now as the Tornio FeCr-plant is considering expansion, the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand for better working conditions. The possibilities of resolving to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control the process, even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

The use of water-cooled copper components as sidewall elements of submerged arc furnaces and other pyrometallurgical applications has become increasingly common. The high cooling efficiency of copper has made it possible to increase the service life of furnace refractories when compared to conventional refractory linings. However, even the self-healing effect of ?freezing? worn areas of the lining does not necessarily protect the copper coolers against wear or corrosion completely. In order to avoid furnace explosions, various methods have been used to monitor the wear of coolers. Unfortunately, these have not been able consistently to identify localized wear. Thos Begbie (South African) and SAVEWAY (German) jointly developed technology to embed a line sensor into the copper cooler during the casting process. This system allows an exhaustive monitoring of the copper cooler. A SAVELINE sensor is placed inside the copper-cooling panel between the water-cooling passage and the hot face of the panel. The sensor follows the meandering shape of the cooling water channels. In the first instance, the sensor provides analogue information as the thickness of the copper reduces. Secondly, this wear signal will be confirmed by a signal of interruption if the sensor is washed away. Because of the structure of the sensor, a self-diagnosis is possible and indications can be confirmed (double proofed).Subsequent to the manufacture of some test pieces, coolers for a large submerged arc furnace were manufactured. The sensorized coolers have been installed at the intermittent surface (slag line) where the largest amount of corrosion has been encountered. The system has been operating since December 2005 in what is considered one of the largest submerged arc furnaces in South Africa. The extraction of iron and lead from their oxides with a volatile organic ligand such as acetylacetone in the gas phase offers potential advantages of lower energy consumption, recycling of the extractant, recovery of pure metals, and a reduced environmental impact compared with conventional extraction processes. The influence of reaction temperature, ligand flow rate, and metal oxide levels on the extraction and rates of reaction of iron and lead from single metal oxide (synthetic haematite (Fe2O3) and synthetic massicot (PbO)) systems in a fluidized bed was studied. It was found that at the investigated acetylacetone flow rates, the influence of mass transfer was limited, but that the reaction suffered from reactant starvation. When the metal load increased the effect of starvation on the rate of reaction also increased. The reaction kinetics increased with an increase in temperature for both systems. At low metal oxide concentrations more that 80 per cent of the iron and lead could be extracted from their respective metal oxides after only four hours.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

Rock brittleness plays an important role in the cutting action of picks on rock surfaces. It controls the ease with which cracks can propagate through the rocks. Although rock brittleness is known as a property that contributes to the cuttability of rocks, despite considerable research effort, there is still much uncertainty about the relation between rock brittleness and rock cutting efficiency. This fact can be attributed to the lack of a universally accepted brittleness concept and a brittleness measurement method. The existing publications of some researchers have, in a way, tended to confuse the understanding of brittleness in the general field of rock excavation where it is expected that the energy consumption of cutting should decrease with increasing brittleness of rock, other conditions being equal. However, this sometimes conflicts with the brittleness concept commonly used in rock mechanics, where the more brittle the rock the higher its mechanical strength. The ratio of rock compressive strength to tensile strength is considered by many authors to give a valuable brittleness index for drag pick operations. Hence, in this contribution the ratio of uniaxial compressive strength to tensile strength BI is considered as an index of rock brittleness, and a new methodology is proposed for its use in rock cutting efficiency analyses of drag tool operations. Validation of the suggested approach is supported by available experimental data in the literature. Contrary to the conclusions reached previously by other authors, it is shown that an increase in rock brittleness is accompanied by an increase in the cutting efficiency, other conditions being equal. This paper summarizes the results from a project aimed at adapting scroll centrifuges for application to the dewatering of flotation concentrates. The main impetus for the project was to reduce the high cost and footprint size of the technology currently used to dewater fine coal. The technical challenge was to enhance solids capture by incorporating a laser-cut screen into the design of the basket. The project has shown that a pilot-scale scroll centrifuge can be used to dewater froth concentrate. A number of different basket designs were tested, the best results being achieved with a basket comprising a laser-cut screen of aperture 70 µm. The best result on a sample of untreated flotation concentrate, which was taken from the open trough flotation cells at a coal preparation plant (CPP) in NSW was a solids recovery of 82 wt% at a product moisture of 24.3wt%. By comparison the best product achieved with a conventional wedge wire basket was a similar moisture content but solids recovery was only 64 wt%. This could only be achieved after the feed had been artificially thickened. Conditioning of the centrifuge feed with polymer flocculants led to an increase in recovery up to 88 wt% with a moisture content of ca 25 wt%. It is thought that optimizing additive selection and conditioning parameters, as well as screen aperture and open area, could improve performance still further. The results were obtained using centrifuging conditions (centrifugal force, feed solids, feed rate) in the pilot-scale machine which should be possible to translate into conventional designs of commercial scale machines, without downgrading solids throughputs. However only with full-scale trials will it be possible to establish this assertion with certainty.

Paper written on project work carried out in partial fulfilment of MSc (Eng) degree Solid state sintered silicon carbide ceramics are used in aggressive environments as sealings. There exist data concerning corrosion, but there are only few data concerning their electrocorrosion behaviour. Therefore the electrochemical corrosion of solid state sintered silicon carbide (SSiC) ceramics has been studied at room temperature in acidic and alkaline environments by using potentiodynamic polarization measurements. The investigation showed a pronounced electrochemical corrosion in bases and acids. In HCl andHNO3pseudo-passivity features due to the formation of a thin layer of SiO2on the surface were observed, whereas in NaOH soluble silicate ions were observed, resulting in more pronounced corrosion. The microstructural observations of initial and corroded samples reveal that the residual carbon found in the microstructure do not dissolve preferentially. The objective of this work is to quantify the effect of the rock mass surrounding a stope or a tunnel on the seismic signal so that the rockburst damage on the excavation can be derived. It has been shown that the transfer function of rock mass surrounding an excavation can be modelled using a damped oscillator. The method of estimating the transfer function is extended in this paper. The parameters of a damped oscillator are estimated using inversion techniques and the transfer function is modelled as a time-varying system. The technique is tested on data acquired at three different sites in two deep gold mines. Employment of a modal model of the transfer function was suitable in two cases. Application of this technique is essential to track the time variation of the natural frequency during ground motion caused by a seismic event.

"The effect of two refining slags (A: 1.0–1.8 CaO/Al2O3 ratio, 11–20 wt% SiO2; and B: 1.0–1.2 CaO/SiO2 ratio, 25–35 wt% Al2O3) on the inclusion morphology of a carbon structural steel (Q235B) was studied by controlling the balance between the steel and the refining slag at 1600ºC in a Si–Mo resistance laboratory furnace. The results showed that most of the inclusions in the molten steel balanced with slag A were formed by a lowmelting CaO–MgO–Al2O3–SiO2 system with a total oxygen content (T[O]) being fixed at 6–13 ppm. The inclusions in liquid steel balanced with the slag B were mostly formed by the CaO–MnO–Al2O3–SiO2 system, with T[O] controlled to 19–26 ppm. The overall size of the inclusions under balance conditions was higher in the steel reacted with the slag B than that reacted with slag A, with the latter showing more inclusions smaller than 3 um. In order to generate a large number of spherical CaO–MgO–Al2O3–SiO2 inclusions smaller than 3 ??m while decreasing the T[O] in the resulting steel, the composition of slag A should be used. This composition allowed improving the cleanliness of the slab, and is also advantageous for the castability of the molten steel. IntroductionThe sample used in this study was a typical carbon steel manufactured by CQ Steel. The galvanized, tinned, and plastic composite steel plates made of the original plates are used extensively for decorative panels, general dust pipes, drums, instrument cases, switchboxes, and train cars, among other uses. The target control composition is shown in Table I. The S and P contents are usually fixed during production below 0.020 and 0.025 wt%, respectively, with the aim of reducing longitudinal cracks on the slab surface."

The objectives of this study were firstly to characterize and quantify the inorganic material in the Secunda gasification feedstock. Secondly, the effect of washing on coal properties and sulphur content was investigated. Coal from a single source and a coal blend from 6 different mines were tested. Composite samples were visually sorted by a geologist in the groups containing roof, floor, C-shale, pyrite, carbonates and siltstone material. Inorganic mineral types from the single source and coal blends were characterized separately. Characterization results indicate that the average mineral matter distribution (mass %) of the coal tested was as follows: carbonates (6%), carbon-shale (19%), pyrite (12%), roof (18%), floor (46%) and siltstone (22%). The roof, floor, pyrite, carbon-shale, carbonates and siltstone in the single source and coal blend have similar chemical properties and characteristics, except for the ash melting temperatures of pyrite and kaolinite in the siltstone. By implementing selective mining and increasing mining management practices, the percentage discard in the run of mine coal can be significantly reduced, by up to 45%, if the mining of roof and floor material can be avoided. No significant impact of mining practices on sulphur content is expected in this case due to the low concentrations of sulphur in the roof and floor material. In summary, selective mining practices will probably result in almost45% decrease in the discard content in the run of mine to gasification, an increase in the carbon content from 55.0% to 58% (air dry basis) and a decrease in sulphur content from 1.1% to 0.9% (air dry basis). It is clear from this study that the main source of sulphur is not in the high ash-content mineral types (e.g. floor and roof), but in situ in the coal structure. The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

The Palabora Mining Company has successfully extended the life of its operation by developing a 30 000 tpd block cave underground mine below the now closed open pit. The process of transitioning from surface to underground mining has been technically, operationally and managerially challenging. This has been due to a number of factors, in particular, the development of a block cave in a very competent rock mass. The competence of the rock mass is clearly demonstrated in the open pit that preceded the block cave, one of the steepest deep open pit excavations in the world. With cave breakthrough, however, the pit was ?instantaneously? deepened by 400 m causing a major failure of the north-west wall involving close to 100 Mt of waste material.
