A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Tests were conducted on samples of rutile, titaniferous slag and ilmenite; each sample was mixed with coke and chlorinated in a bubbling fluidized bed at 1000°C. Profiles of the rates of chlorination of species were constructed from chemical compositions of the bed residues at different durations. From the start FeO and MnO are chlorinated quickly and all but entirely in a fraction of the time it takes to chlorinate all the TiO2. When the level of FeO is significant, as in slag and ilmenite, FeO is chlorinated faster than TiO2is. In these oxides, there is an inverse relationship between the rates of chlorination of FeO and TiO2during this first stage; the relationship, moreover, correlates linearly with the initial percentage of FeO in the oxide. We identify three stages in the chlorination process; a first, in slag and ilmenite, when FeO is being chlorinated; a second, when TiO2is most readily chlorinated; and a third, towards the end, when the levels of TiO2are reduced to those of other species. The aim of the project was to experimentally determine the coefficient of restitution, and static and rolling friction of Eskom-grade coal for discrete element modelling (DEM). These parameters will be used in further DEM studies to simulate the flow and behaviour of coal during conveyance. For the simulation to yield realistic results, the parameters for the different coal shapes identified in the samples were determined. DEM uses spherical particles, and it was found that the difference between the DEM default parameters and those measured is significantly different, by as much as 97%, which illustrates the importance of experimentally determining these parameters. The spherical particles in DEM can be used to construct the various coal shapes identified, and the parameters measured can be used to simulate realistic results. The conveyance system can then be optimized accordingly.

Platinum metal was first utilized by the Inca civilization in South America where it was found in alluvial deposits along the San Juan and Atrato rivers that lie between the Andean mountain range in Colombia and the Pacific Ocean. The nuggets found in these rivers average between 77% and 86%platinum, 7%?8% iron and small amounts of copper, gold and other Platinum Group Metals (PGMs). The Incas often alloyed platinum with copper to increase its workability and fabricated various ornaments from it. With the arrival of the Spanish in the early 1700s, platinum was labelled a nuisance for the Spanish in their quest for alluvial gold because it concentrated with the gold and had to be removed by either extended amalgamation or by hand sorting. It was at this time that platinum received the root of its current name for the Spanish referred to it as platina del Pinto, platina being the somewhat derogatory diminutive of plata (silver). Pinto was a river in Colombia where the Spanish first distinguished it. The English eventually adopted ?platina? and it is only in recent times that the Latin name platinum has been accepted as the metal?s common English name. From its first introduction to European scientists in 1740, platinum was unappreciated because of its brittle nature and difficulty of working and as a result had little commercial value. Its ability to be dissolved in gold did lead to some counterfeiting of gold bullion and even to the debasement of gold currency.

Abstract Hydraulic fracturing is a technology that has been utilized for more than 50 years in the oil industry. It was originally used for stimulating hard, brittle formations which typically exhibit low permeabilities and roughly linear elastic behavior. Nonetheless, an increasingly important segment of the industry is currently stimulating very soft and poorly consolidated formations; where the assumptions of ideal elasticity and relatively small fluid leakoff fail to hold (e.g. Gulf of Mexico, West Africa, Alaska, East China). In these rocks, hydraulic fracturing stimulation has been used for several years to control and solve critical production problems such as sanding and formation damage (caused during completion and drilling operations). Although successful1, the application of this method has not been accompanied by robust fracturing modeling techniques. In addition, long term production increases were often not materialized. In other words, engineers have been able, via trial-and-error, to avoid major ‘operational’ problems but with no optimization of such treatments. Thus, most hydraulic fracturing projects carried out in poorly consolidated rocks render unexpected results. A recent worldwide survey on net pressures by the Delft Fracturing Consortium (Papanastasiou, 1997) indicated that net pressures encountered in the field are 50% to 100% higher than the net pressures predicted by conventional fracturing simulators. The difference is yet higher for the case of poorly consolidated formations (Pak, 1997). The theory for the construction of a fully coupled elastoplastic three-dimensional hydrofrac simulator, specifically conceived for unconsolidated rocks, is presented in this paper. This novel model calculates the dimensions and changes in shape of the fracture(s) being created during hydraulic fracturing operations. No assumptions are made regarding either shape or geometry of the crack(s). Three main failure criteria are used simultaneously in this model: tensile and shear stresses, and volumetric strain. Incremental forms of the governing equations of equilibrium and fluid flow are presented. The scheme chosen for solving this problem is the finite elements method, which allows both equations to be solved simultaneously at any instant in time. Résumé La fracturation hydraulique est une technologie qu’a été utilisé pour plus que 50 ans dans l'industrie pétrolière. Elle a été utilisée au début pour stimuler les formations dure et fragile que typiquement ont des perméabilités basses et un comportement élastique à peu près linéaire. Néanmoins, un segment plus important de l'industrie stimule actuellement des formations mal consolidées; où les suppositions d'élasticité idéale et de relativement petite fuite de fluide ne se tiennent pas raison (par exemple le Golfe de Mexique, l'Afrique d'ouest, Alaska, la Chine de l'est). Dans ces roches, la stimulation avec fracturation hydraulique a été utilisée pour plusieurs années pour contrôler et résoudre les problèmes critiques de production comme les dommages de formation et d’ensablement (causé pendant les opérations de l'accomplissement et forage). Bien que prospère, l'application de cette méthode n'a pas été accompagnée de techniques robustes pour le modelage de fractures. En outre, les augmentations à long terme de production n'ont pas été souvent concrétisées. En d'autre termes, les ingénieurs ont pu, via le procès et l’erreur, éviter les majeur problèmes ‘opérationnel’ mais avec aucune optimisation de tels traitements. Ainsi, la plupart des projets de fracturation hydraulique ont été exécuté dans des roches mal consolidées et ont rendu résultat totalement inattendu. Une récente étude mondiale sur les pressions nettes par le Consortium Delft pour Fracturer (Papanastasiou, 1997) a indiqué que les pressions nettes qu’ont été rencontré dans le champ sont environ 50% à 100% plus hautes que les pressions nettes prédites par les simulateurs fracturant conventionnels. La différence est pourtant plus importante pour le cas de formations mal consolidées (Pak, 1997). La théorie de construction d'un simulateur elastoplastic d’hydrofrac à trois dimensions entièrement couplé, en particulier conçu pour les roches non consolidés, est présentée dans ce papier. In the ladle refining process, the ?FeO?-content of the ladle slag is of great importance in the chemistry as well as the energetics of the process. An optimization of the process requires an accurate knowledge of the thermodynamic activities of ?FeO? in the ladle slags. Due to the discrepancies in the existing data, renewed attempts are being made at the Royal Institute of Technology to generate reliable data for binary, ternary and multi component slags containing ?FeO? at steelmaking temperatures. In order to measure the activities of ?FeO? in the slags, a gas equilibration technique was employed in the present work. The slags, kept in Pt-crucibles, were equilibrated with a CO-CO2-Ar gas mixture and quenched after equilibration. The chemical composition of the slag was analyszed. From a knowledge of the thermodynamics of Fe-Pt system, the ?FeO? activities in the slag could be evaluated. The results of the present studies, together with other literature values, were optimized in the slag software, THERMOSLAG® developed in the Royal Institute of Technology, Sweden. The results of the optimization are presented. Model calculations were performed with the KTH slag software, THERMOSLAG®, by using plant data from OVAKO Steel, Hofors, Sweden. It was found that oxygen estimations in the metal from the ?FeO? analyses of slags, obtained by conventional sampling and analysis methods, where less reliable. Estimation of the oxygen levels utilizing the sulphur partition between the slag and the metal were carried out using the THERMOSLAG® software. Reasonable estimations of the oxygen contents in the metal confirmed that this could be a very useful tool for the plant operator. Manganese imparts numerous beneficial mechanical properties. Hence it finds extensive application in iron, steel and non-ferrous sector. Prevalently, it is incorporated in the form of master alloys i.e. 'ferromanganese'. In India, ferromanganese is mainly the inexpensive and paramount source of availability of manganese. Various conventional and non-conventional techniques of ferromanganese production have been adopted in past and present. However, these techniques have demerits viz. high refractory, energy consumption, losses of valuables in slag and fumes. Also geographical co-ordinates of the plant restricted the manufacturer to prefer an appropriate process. Accordingly, the industrially implemented methods had reliance on availability of infrastructure, energy, mineral resources, grade of raw material, outlay of labor, environmental compatibility of technique etc. In view of the liberalized economy and the gap scenario in the supply and demand of ferromanganese, the authors felt it indispensable to explicitly bridge up this vacuum by initially designing a simple energy conserving, eco-friendly, low capital investment technique for decarburization of ferromanganese. Measurement of the data involved studying the impact of rate governing parameters on the process kinetics. In an underground mine the ingress of heat can generally be attributed to two sources (Rock exposure and artificial mechanisms). The heat load relating rock exposure is subdivided into stoping [~40%] and haulages [~20%]. Rock is exposed to the ambient air and as a mine increases in depth the VRT (Virgin Rock Temperature) increases which leads to more heat ingress underground. To counter the heat ingress, especially in low-seam stoping areas of a deep level mine, air is, a) cooled artificially, b) the amount of rock exposed is reduced in the back areas of a stope by backfill applications, and c) ventilation air is used more efficiently. The heat reduction within a stope due to placed backfill could amount to ~50% for operations mining at a mean rock breaking depth of about 4500 mbc (metres below collar). Unfortunately, due to backfill transport methods, the physical fluid properties and application methods adopted, additional heat is induced into the air. The heat ingress due to backfill application could amount to as much as 25% of the overall in-stope heat load. This heat influx, seen as a negative aspect of backfill operations, is nevertheless overshadowed by the overall in-mine heat load reduction capability of about 20% attainable. The in-stope benefit [~50%] attainable from backfill operations could be increased with the incorporation of a heat exchange (cooling) methodology to offset the additional heat ingress into the surrounding air of a deep underground mine.

A single aggregate mix design was developed based on a slag/Portland binder blend and crusher sand. The primary design criterion, after performance, was the fluidity of the shotcrete and concrete product to ensure compatibility with existing manufacturing and shotcrete equipment as well as the pipeline transport system Cullinan Diamond Mine was investigating. Initial work had determined an optimum slag/Portland to aggregate ratio while retaining a water to slag/Portland binder ratio of approximately 0.4 to maintain the flowability of the product. A super-plasticizer was used to further increase the flowability of the product as opposed to increasing the water content. Finally a polypropylene reinforcement fibre was included in the wet shotcrete product to improve the energy absorption characteristics of the shotcrete. Previous work on the strength development of the slag/Portland based shotcretes and concretes suggests that strength class based on the EN 206 specification is C40/50 while the toughness classification based on the EFNARC plate test is c, or greater than 1000 joules1. Typically, Cullinan Diamond Mine wanted a shotcrete with a uniaxial compressive cube strength of 45 MPa and an energy absorption, based on the EFNARC plate test, in excess of 700 joules. This is an EN 206 strength class of C36/45 requiring a uniaxial compressive core strength of 30.5 MPa and a toughness classification of b1. In addition to the shotcrete development, Cullinan Diamond Mine required concrete products with a compressive strength range of between 25 and 60 Mpa for differing construction operations underground to be manufactured from the same mix design and raw materials as for the shotcrete. Finally, Cullinan Diamond Mine carries out extensive dry shotcrete operations and an investigation into the possibility of using the single aggregate mix design for dry shotcreting was also entered into. This paper presents data that indicates that, under the terms of reference, a wet and dry shotcrete and concrete product appears to be possible from a single aggregate less than 6.7 mm in size, and that a slag/Portland binder is suitable for use as the hydraulic binder in all the products, and that the necessary performance parameters of strength and energy absorption can be achieved.

The effect of SiO2addition on the decomposition of Li2CO3was investigated at temperatures up to 1000ºC. It was found that addition of SiO2greatly enhanced the decomposition of Li2CO3. The main decomposition reaction started at around 600ºC, and completed just above the melting point of Li2CO3. The major decomposition product was Li2O?SiO2irrespective of the Li2CO3to SiO2mixing ratio while both reactants were available. It was ascertained that a liquid layer betweenLi2CO3and SiO2particles formed and facilitated the decomposition reaction. The governing reaction of the decomposition was the one between the dissolved Li2CO3and SiO2in the liquid layer to form Li2O?SiO2. The decomposition rate was independent of the Li2CO3/SiO2mixingratio until either one had been completely exhausted. When excess Li2CO3existed, it further reacted with the initial product of Li2O?SiO2to form 2Li2O?SiO2. When SiO2was found in excess, on the other hand, no further reaction took place. This is attributed to the fact that uponLi2CO3exhaustion there is no liquid phase available to facilitate further reaction. The apparent activation energy of the decomposition of Li2CO3in existence with SiO2is 198 kJ mol-1.

Drums of a modern longwall shearer are manufactured to include various constructional features conveying extracted material onto the face conveyor as efficiently as possible. Designing a drum with a conical shell or with reduced vane length, consequently with a stepper vane angle, is the most widely employed method in an attempt to increase loading efficiency. This study compares loading performances of two such drums, one having a conical shell with modified loading vanes, the other with a cylindrical shell with reduced vane length. Firstly, the loading performances of drums are predicted and the maximum haulage rate attainable with the drums are calculated. Then the performances of drum are compared by long-term comprehensive underground trials with coal shearers under similar conditions during the production operation of Park Termik Cayirhan coalmine in Turkey. Although higher loading performance is predicted for cylindrical drums, the in situ trials point out that Globoid drums have a slightly higher loading performance than cylindrical drums. Furthermore, the relationship between operational variables, i.e. extraction height, sumping depth, haulage rate and in situ loading performance, were investigated statistically on the basis of data gathered during the underground trials. OXYFINESTM is an oxyfuel-based concept for in-plant recycling. It enables the possibility of fines, dust, sludge (without any drying step) and other by-products generated by the steel- and metal-producing industries to be recycled directly back into existing processes or a separate on-site unit. The results from a full-scale installation (20 000 t/a) and pilot-scale trials with dry and wet materials in the steel and ferroalloy industries are presented. The latter include materials arising from ferrosilicon, ferrochrome and silicon manganese production. The concept not only provides a solution to the problems associated with dust and sludge generated in metal production, it also turns these materials into a low-cost raw material which is useful for the same production process, thus replacing some of the raw material input. If required, it could also be used, possibly as an intermediate solution, to convert the dust or sludge into an inert material with a suitable shape. Under some conditions, a directly saleable product could also be obtained. The paper reviews this technology, its status and benefits as wells as its possibilities with regard to application in ferroalloy production. Keywords: recycling, fines, dust, sludge, ferroalloys

Authorities that regulate environmental issues pertaining to industrial wastes in South Africa regard landfill disposal as the only effective environmental management option for slag and other inorganic by-products from the ferro-alloy industry. Metallurgical slags are widely utilised in civil engineering and construction applications in other countries in the world and in line with the overall philosophy of conserving mineral and other natural resources, these materials should be assessed for the possibility of resource recovery, recycling, reclamation, direct re-use or alternative uses. This presentation describes a risk-based approach for the assessment of by-products from the ferro-alloy industry for alternative use. Once a by-product from an industrial process has been identified for alternative use, its intended use would be defined, but it will not be possible to control its actual use or misuse in society, nor will it be possible to control its fate during the application life cycle. In the interest of protection of human health and the environment, potential risks associated with the handling and uses of a material throughout its life cycle therefore have to be quantified. The assessment has to include both human health and ecological risks and must cover the entire life cycle of a product, from its production up to its end-of-life disposal. The presentation introduces the concept of tiered risk assessment and demonstrates how this applies in the overall assessment of by-products from metallurgical industry sector for safe use in society.

This paper characterizes the copper cycle, that is, the flows of copper entering and leaving the African economy over a one-year period (1994). The major flows over the entire life-cycle of copper are examined; these include production (mining, milling and refining), fabrication of semi-products and manufacturing of finished products, use, and the waste management system. The results reveal that substantial amounts of copper (of order705 Gg/yr) are mined in Africa; of that amount, about 70 per cent is exported following processing, 18 per cent is utilized by African fabricators, and 12 per cent is discarded. The flows of copper products from African fabricators and product imports from other continents exceed product discards by large amounts. This difference, about 0.25 kg Cu/capita/yr on average, is added to in-use stock, largely as wire, plumbing tube, and in electronics. Some 65 per cent of the copper in discard flows is contained in electrical and electronic products, where it is relatively easy to collect and process for reuse. About a third of the copper discard flows known is recycled. The actual percentage is almost certainly higher because of informal (and unrecorded) recycling. Much of the remaining discarded copper is diluted into the municipal waste stream, where recovery and recycling are probably not economically justified. Gravity-driven rock falls account for a large proportion of all fatalities and injuries in underground mines. Potentially unstable blocks of rock are found in the hanging wall of excavations, which may be delineated by natural joints or stress fractures. These blocks, referred to as keyblocks, will fail if their weight exceeds the support capacity or if they are located between support units. This paper describes a computer program which simulates blocks in the hanging wall of an excavation based on measured properties of fractures and joints. Keyblocks are identified and placed at random locations in a predefined excavation. The keyblocks are tested against the support to determine whether they fail the support, drop out between the support or are stable. By repeating the procedure several thousand times, statistics of the probability of failure of the keyblocks are obtained. This approach allows the relative hazard associated with different types of support or excavation orientations to be obtained. It is concluded that a probabilistic approach is suitable for the evaluation of supports effectiveness in situations where large numbers of discontinuities or stress fractures are exposed in excavations.

The purpose of this paper is to incorporate the dynamic BB model of rock fracture normal behaviour into Universal Distinct Element Code (UDEC), and to conduct UDEC modelling to predict stress wave propagation across rock fractures. With the incorporation of new dynamic model of fractures, the UDEC is improved in the capability of modelling wave propagation across fractures. In this study, the case of normally incident P-wave transmission across a fracture is modelled, and the effect of dynamic normal behaviour of fracture is concentrated on. Wave transmission coefficient for wave transmission across the fracture with the dynamic BB model is obtained for various combinations of fracture dynamic parameters, as well as different wave amplitudes and frequencies.

The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

A number of impending and actual pit wall failures have been observed and documented, which have been interpreted to initiate on newly generated structural features. This infers failure through intact rock. Failure mechanisms have been postulated resulting from circumferential stress, extensional strain and brittle flexure. These will be discussed in the context of the failures and the associated monitoring. The implications of failure initiating on ?unknown? features has a significant impact for deep open pit mines where designs are based on the expected structural regime. Being able to anticipate such failures is important for design. Equally important is management of such changes as they arise. In this context, monitoring using high resolution microseismic techniques will be discussed as a means of providing early warning of such failures.
