Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

The objective of this paper was to investigate the possibility of reducing process (fresh) water and increasing recycled water (thickener tank overflow water). As part of the investigation, rougher flotation tests were done with the two water types and a mixture of the two (50%/50%). The effect of recycled water on the grade-recovery response and rougher recoveries was investigated. When thickener tank overflow was used (50% and 100%), the nickel+copper grade versus nickel recovery decreased. The decrease in the grade-recovery was due to higher pyrrhotite recovery. Also, there were no effects on nickel and copper recoveries, which was confirmed using multivariate statistical analysis at the 95% significance level. If one is to discuss sensibly and beneficially the whole spectrum of education, training, and employment of engineers, it is not possible to confine oneself to Professional Engineers because the profession of engineering embraces also technologists, technicians, and those people known in South Africa as certificated engineers. It would therefore be imprudent if this seminar were to be limited to certain sectors of the profession and industry. I hope that it will review the full situation from top to bottom and from side to side. New President of FAPA Mr Douglas H. Mills took office as President of the Federation of Societies of Professional Engineers on 1st July, 1985.

A series of parametric studies were carried out for a flotation cell using computational fluid dynamic (CFD) modelling to determine the local response of hydrodynamic performance measures to change in operating conditions. As an example, an Outotec cell was used to carry out the response analysis. The hydrodynamics of the flotation cell has been previously investigated by laboratory measurements presented by Schwarz et al (2019), and a CFD model of the cell was developed and validated using these measurement data (Schwarz et al., 2019). In this work, parametric studies have been performed by modelling the flotation cell at different stirring speeds and gas flowrates, varying above and below standard conditions. Predictions of void fraction, bubble size, bubble surface area flux and particle–bubble collision rate are presented showing the effects of increasing and decreasing stirring speed and gas flowrate around the base case. Generally, the total gas holdup in the flotation cell was found to increase with increasing gas flowrate. The bubble diameter was found to decrease with increasing stirring speed and increase with increasing gas flowrate. The collision rate increased with both stirring speed and gas flowrate. The parametric results show that there is a correlation between the bubble surface area flux Sb which is affected by stirring speed and gas flowrate, and the particle–bubble collision rate. With the collision rate as an indication of flotation collection, it is also possible to show that cell performance can improve more by increasing stirring speed than by increasing gas flowrate in a situation where everything else remains constant. The CFD results can form the basis for a Response Surface Method (RSM) analysis which can then be used for automated optimization of cell performance. In recent years, rapid depletion of the higher grade reserves, allied to decreases in paylimits, has led to the exploitation of secondary, erratically mineralized placer horizons on various marginal and low grade gold mines. On Blyvooruitzicht Mine, the rich Carbon Leader Reef has limited reserves, necessitating exploration of the lower grade Middelvlei Reef. This placer has always presented evaluation and exploration problems, to such an extent that it was, at one stage, considered uneconomic. Despite an extensive underground drilling programme no ore reserve targets of reasonable size were apparent. However, when a certain degree of parallelism between sedimentological trends in the Middelvlei Reef and the underlying Carbon Leader was recognized, a meaningful exploration model could be developed. Firstly, all historical sampling records for the Carbon Leader were entered into a computerized system; the database comprised in excess of 340 000 data points. Variables captured consisted of gold value, uranium value, con- glomerate thickness and total reef thickness. The raw data were then averaged into blocks, and plots of different variables were computer-generated for further analysis. This enabled the Carbon Leader to be modelled sedimentologically and, thereby, exploration targets for the Middelvlei Reef were generated, based on the Carbon Leader facies trends. Geostatistical analysis of sampling data in exposed areas of the Middelvlei Reef underground has confirmed the sedimentological breakdown of the placer into distinct facies areas. A facies model relating value distribution patterns to depositional trends, both for the Carbon Leader and the Middelvlei Reef, has thus been incorporated into a mine planning strategy.

Jigging is a process of particle stratification in which the particle rearrangement results from an alternate expansion and compaction of a bed of particles by a pulsating fluid flow. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. The particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen and helped and influenced by the feed material that is introduced at one end. Following the particle stratification, the particle bed is physically ?cut? at a desired horizontal particle density plane to separate the desired product from the less dense gangue material. The issue of correct pulse characteristics (shape, amplitude and frequency) for the optimal metallurgical stratification of air pulsating jigs has been the subject of much discussion over the years. The accuracy of the dissymmetric stratification depends on the control parameters and the mechanical condition of specific equipment used. This paper will touch on some of the control and mechanical parameters affecting the separation efficiency.

Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

"Rock has been cut in the process of mining since before the invention of explosives. Today, we seek to return to cutting to reap the benefits of continuous operations for South African underground hard-rock mines, to improve speed of access to the orebody, and to improve the efficiency of mining operations.Development of new technology fits within a framework of engineering knowledge. By understanding the characteristics of the rock, the tools we use to cut it with, and the history of mining and rock cutting, we can see the genesis of the road-header, the longwall, and the continuous miner, all drag bit cutters. They have emerged as the solutions of choice for underground mining of softer materials such as coal and potash. In hard rock, the challenges are the forces required to break the rock, and the wear of the tools caused by the rock’s abrasiveness. Only disc cutters currently handle the challenges, and even then, often not economically. New materials like thermally stable diamond composite will help, as will combinations of mechanical cutters and other methods such as high-pressure water or high temperatures.It is not clear what will emerge as the consensus technique for hardrock cutting. Experience teaches that development is expensive and the market is small. Will mining companies partner with equipment developers to make the technological leap? Or will the solution come from a systems approach, not considered here?IntroductionBlasting is the dominant method of breaking rock for the purposes of mining. When used underground, blasting is part of a batch process. If rock can be cut rather than blasted, mining can become continuous, leading to process and efficiency improvements.Coal produced from underground mines is now predominantly excavated using mechanical means, but underground hard rock is still broken primarily by explosives.This paper traces the history of rock cutting, reviews the main physical processes that are or could be used, and comments on the future. It is written from the perspective of narrow-stope hard-rock mining typical of South African gold and platinum mines."

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

The carbonaceous reduction of manganese ore is an energy-intensive process that releases large amounts of pollutant gases. In an attempt to circumvent the greenhouse gas emissions, this research investigates hydrogen as an alternative reductant. The reduction of manganese ore with hydrogen results in the structural changes in the intermediate products, which might limit the diffusion of the reactant gases through the pores. Computational fluid dynamics (CFD) models capture the structural changes and predict the rate controlling mechanism and this is key in designing the prereduction reactors. The current work uses CFD models to predict the degree of reduction in a shaft furnace under hydrogen reducing conditions. Manganese ore is described as a collection of scalar and tensor fields such as thermal conductivity of the porous medium, density, and viscous resistance. The results indicate that advection contributes significantly towards the overall transport of hydrogen to the reaction sites. Porosity of the final product was found to be higher than porosity of the raw material.

The use of backfill has important environmental control implications which, although frequently overlooked, can be both beneficial and problematical. Where backfill is widely used, the reduction in stope heat load and improved air utilization influence the overall mine ventilation and refrigeration requirements significantly. A programme of work examining in detail all the environmental consequences of backfilling is currently underway at the Environmental Engineering Laboratory of the Research Organization of the Chamber of Mines. This paper gives an overview of the work and presents some findings. In so doing, the environmental implications to be considered when backfilling are highlighted.

"The solid-state reduction of ilmenite concentrate with graphite was studied under argon atmosphere at temperatures between 1050°C and 1350°C. The rate of reduction increased with increasing temperature and decreasing particle size, with the maximum extent of reduction found to be 80% at 1350oC with a particle size in the range of -106 +90 µm. The activation energy for the reduction reaction was calculated to be 257 kJ/mole. The trivalent iron oxide was reduced first to divalent iron oxide and then to metallic iron. An annular ring of a partially reduced oxide phase containing metallic nuclei was formed around the core of ilmenite, which grew in size as the original ilmenite core shrank with progressive reduction. The reduction of titanium dioxide also took place during this stage, which produced the Magneli oxides in the form of TinO2n-1. The metallic phase had very high Fe and low Ti contents throughout the reduction, whereas the partially reduced oxide phase adjacent to the metallic phase was high in Ti and depleted in Fe. The metallic phase globules formed during this stage were small and are considered suitable only for leaching and not for other concentration processes. The core of the particle generally retained the composition of the original ilmenite. The purpose of this work was to remove iron and increase the titanium oxide content of the ilmenite to produce a high-titanium containing charge for subsequent smelting.IntroductionThe titanium-bearing minerals ilmenite (FeTiO3) and rutile (TiO2) are the primary natural raw materials used in industry to produce titanium metal and titanium-based products. The common titanium-bearing minerals are ilmenite, rutile, anatase, brookite, leucoxene, arizonite, and perovskite. Although the formula of ilmenite is commonly expressed as FeTiO3, the mineral can accommodate Mn and Mg, which are chemically bound in the form of (Fe,Mn,Mg)TiO3. Ilmenite concentrate can also contain Fe2O3 and Al2O3 in addition to the physically separable oxides such as SiO2 and CaO. The crystal structure of ilmenite is an ordered derivative of the corundum structure with a trigonal-rhombohedral symmetry. Fe2+ and Ti4+ ions occupy the octahedral sites, leaving the tetrahedral sites unoccupied. In each FeTiO3 unit, there are three O2- ions creating three octahedral sites, two of which are occupied by Fe2+ and Ti4+ (Wilson et al., 2005)."

Fresh water conservation efforts and strict environmental regulations have forced the mining industry to reduce freshwater consumption and effluent discharge. This is achieved by recycling process water back to mining processes. The performance of flotation circuits depends on the pulp chemistry. When process water is recycled to flotation cells, organic and inorganic species that have accumulated over time alter the pulp chemistry. The presence of accumulating ionic species such as SO4 2- and S2O3 2- has been found to hinder the adsorption of collector ions onto mineral surfaces. Sulphide minerals are semi-conductors; electrochemical reactions take place on their surfaces. The adsorption of collectors onto mineral surfaces takes place via electrochemical reactions. This study, therefore, aims to investigate how the presence of accumulating ionic species at varying ionic strengths affects the adsorption of sodium ethyl xanthate onto chalcopyrite from an electrochemical perspective. Synthetic plant water comprised of single salts with varying ionic strengths was used. Rest potential measurements were conducted to investigate collector-mineral interactions in the presence of these ionic species. Microflotation tests were performed to determine whether the presence of these ionic species affects mineral floatability. Higher chalcopyrite recoveries were achieved in the presence of SO4 2- than in the presence of S2O3 2-. Rest potential measurements were found to successfully predict microflotation performance in the presence of the ions of interest. Day-to-day operations on the Broken Hill mine of the Black Mountain Mineral Development (BMMD) Company require a detailed knowledge of the distribution of the ore minerals within the orebody. The data are acquired by systematic underground diamond drilling of the orebody and subsequent geological and analytical borehole logging. These data are then captured onto a database, available for further analysis. Before mining commences in a mining block, copper, lead, zinc, silver and bismuth assay values, and the specific gravity of each sample, are extracted from the database. 3-dimensional variogram and kriging calculations are performed for each geological zone; for all the metals of interest. A computer representation of the mining block in the form of an ore model is then built using these kriged data. From these ore models information is extracted as required by the Geology Department on the mine, and used in numerous operations. These include: daily grade control to supply optimum feed grades to the treatment plant; the compilation of short, medium and long term production schedules; orebody outline definitions for the detailed planning of mining operations; ore resource calculations. The system has been modified and updated since its inception and provides timely information in a production environment.

The internal rate of return (IRR) is one of the most popular project evaluation criteria in the mineral industry, as well as in other industrial sectors. Analysis of its assumptions reveals, however, that this criterion does not function in the way it is supposed to. The search for a new criterion that would reflect the true rate of return (TRR) of an investment project or the true borrowing rate (TBR) of a borrowing project has led to the development of several approaches, yielding, for the same project, generally different values of the interest rate in question. Two of those approaches have been selected as the most representative and practical. Each has been presented in two variants, and subsequently analysed. As a result, it is shown that the various approaches to the TRR/TBR are all consistent with the net present value (NPV) criterion, and that each can serve as an independent project evaluation instrument, provided its assumptions can be regarded in a given situation as realistic enough.
