(Visitor) Picklers and galvanizers in and around Johannesburg are encountering an ever-increasing problem in disposing of spent liquors from their hydrochloric acid pickling baths. Particularly troublesome is the zinc-contaminated liquor that is produced as a result of the clean-up of rejects from the galvanizing operation. Because of the volatility of zinc chloride. this liquor presents difficulties when processed in a conventional pyrohydrolysis acid-recovery unit. The paper describes the Metsep Process. developed by the National Institute for Metallurgy and Woodall-Duckham S.A. (Pty) Ltd. which involves the use of continuous ion exchange for the separation of the zinc from the pickle liquor. and the use of liquid-liquid extraction for the conversion of zinc chloride eluate to salable zinc sulphate. A description of laboratory and pilot-plant tests is given. and the approach used in the design of a full-scale continuous- ionexchange plant is outlined.

The in-service degradation of the mechanical properties of steel components through the damage mechanism of high temperature hydrogen attack (HTHA), is a topic of concern in the refining and green hydrogen industry. This damage mechanism occurs in susceptible steels operating in environments at high temperatures and hydrogen pressures. The current investigation deals with the indirect monitoring of mechanical degradation via tracking of the swelling strain in affected structures. An autoclave with an AISI 316 shell was utilized to simulate accelerated HTHA damage at 550 °C and 46 bar for exposure times ranging from zero to 700 hours. The progress of the HTHA damage was tracked using encapsulated high-temperature strain gauges. The correlation between the swelling strain and mechanical property degradation was studied to develop a methodology for the continuous monitoring of embrittlement. The tensile sample orientation of the carbon steel plate was included as a variable, i.e., samples parallel, transverse, or perpendicular to the plate rolling direction were included, since it has been shown that the sample orientation influences the HTHA damage features. For the through-thickness orientation, and upon exceeding a threshold value of exposure time, all tensile properties were severely degraded, with values in the order of a 90 per cent reduction being observed. It was found that the degradation of carbon steel mechanical properties can be correlated to the swelling strain measured during exposure. The critical point for mechanical property degradation in the plate through-thickness orientation, whereafter a severe decrease in the ductility of the material occurs, was found to be in the order of 1% of the total swelling strain measured during exposure, equivalent to 65 microstrain. This threshold was found to be significantly lower than that expected from the literature, where limits of 400 to 1000 microstrain were postulated.

You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. The plants integrated in the PhosAgro group of companies perform processes from scientific research to the project, from ore mining to shipment of fertilisers and feed additives to consumers. An extensive process chain maintains smooth interaction at all stages from research to production. As an example, the paper shows the revamp of two beneficiation plants (ANOF-2 and ANOF-3), requiring a comprehensive approach to task solving. The intention of the revamp was to increase the total yield of apatite and nepheline concentrate, taking into account the gradual decline in the quality of ore being processed and ensuring the yield stability of final products during re-equipment of the plants. At ANOF-3, the crushing and grinding cycle was modernised, the production of nepheline concentrate was implemented, and the capacity of apatite flotation, dehydration, and drying was increased. At ANOF-2 a new process chain was implemented for the production of apatite concentrate in workshops previously used for the production of nepheline concentrate. The main building was withdrawn from operation, where ore grinding, apatite flotation and apatite concentrate thickening had been carried out. The total increase in apatite concentrate yield at two beneficiation plants was 1.3 times. A further increase in concentrate production is planned. Small A computer system to aid in the planning of production in mines and its application to a complex colliery are descrIbed, The system consists of three phases, the data base maintenance program the 'production simulator' and the report generation facility, In the first part of the paper the categories of information kept on the data base and the functions of the simulator are described in general terms. The application of the system to a multi-product colliery operating a variety of mining methods in a number of superimposed seams is described m the second part. In conclusion some comments are made on further applications and intended future developments.

During pillar extraction, sidewall fracturing and spalling at some collieries constitute a severe stratacontrol problem. In order to obtain a better understanding of this phenomenon, a survey of pillar corner conditions before and during pillar extraction was conducted at one particular site. For the various successive mining steps, the vertical stresses on the pillar corners were calculated by use of a three-dimensional boundary element program. A significant correlation was found between the calculated vertical stress prior to the extraction of the panel and the sidewall conditions. During the extraction of the panel, a significant deterioration of the sidewall conditions at a pillar occurred only when the adjacent pillar was mined, causing an increase in vertical stress on the remaining pillar.

The Constitution of the Republic of South Africa advocates the importance of sustainable economic development and justifiable environmental consciousness by business. The government needs to ensure that every citizen of the Republic has access to an environment that is protected, pollution free, and sustainable by enacting certain regulations. However, there are more than 5 700 derelict and unrehabilitated mines of all types in South Africa. Former asbestos operations were among the first to be targeted for clean-up under the programme instituted by the Department of Mineral Resources (DMR), owing to the proven direct impact of asbestos pollution on health. This paper seeks to investigate the challenges faced by the coal sector as far as mine rehabilitation and closure is concerned. For the purpose of this paper rehabilitation is defined as per the Chamber of Mines Rehabilitation Guidelines publication, which defines rehabilitation as putting the land impacted by mining activities back to a sustainable and usable condition. Some of the current rehabilitation challenges are technical skills (know-how), leadership focus, poor planning, cost saving initiatives, and the government's lack of capacity to enforcement rehabilitation requirements. It is imperative that mining companies identify rehabilitation as a critical strategic pillar that directly influences license to operate. The case study evidence indicates that relevant policies, appointment of accountable people, sufficient leadership support, and the correct choice of rehabilitation equipment can assist to improve the rehabilitation and land management challenge.

Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand

The utilization of centralized blasting systems is progressively becoming a feature of the South African mining industry, owing to increased pressure from the Department of Mineral Resources (DMR) to ensure safer blasting conditions. The purpose of a centralized blasting system (CBS) is to ensure reduced blasting-related incidents and to improve the underground working environment for the mine?s employees. The brief from Samancor Western Chrome Mines (WCM) pertaining to this study was to explore?at a conceptual level?all variables pertaining to the implementation of the CBS. Studies have indicated that Sasol?s SafeBlast? was preferred due to low overall risks and user-friendliness. Empirical observations, however, indicated that attention should be given to the current shaft-clearing procedure and to the installation of additional transformers. This is required to co-ordinate the power supply from 2 level to 10 level with the required supply of the network slave station. A cost analysis indicated that an electronically initiated CBS will result in a R24 cost increase per panel, which relates to a mere 1% cost increase per panel. This cost, in addition to the R1.1 million capital cost, proved to be negligible in comparison to the possible direct and indirect costs incurred by the mine in the event of a blasting-related incident. It was found that Samancor should conduct further studies incorporating the necessary requirements to ensure a successful transition, while considering all stakeholders on the mine. This study proved that the transition to a CBS would ensure safe and efficient blasting at Samancor?s Mooinooi Mine.

Uniaxial tests performed on core from instrumented sites at Amandelbult 1 shaft, Impala 10 shaft and Union Section Spud shaft showed a nonlinear elastic relationship between applied load and induced deformation. This nonlinear behaviour does not appear to be dependent on borehole orientation but in the case of the Amandelbult and Union sites appears to have been influenced by the stress condition of the rock mass at the time of drilling. Cores drilled at these two sites under destressed conditions, such as over a stope, showed a linear elastic response to the applied load whereas most of the cores drilled under relatively high radial stresses were nonlinear. The Impala 10 shaft tests, however, all showed strong nonlinear behaviour irrespective of the stress condition of the rock mass at the time of drilling, although high stress conditions may have influenced the severity of the nonlinearity. A comparison between underground stress change measurements and an elastic model indicated that the rock mass became nonlinear when the virgin stress condition was relaxed to about 10 MPa. The cores for laboratory testing were retrieved from vertical boreholes drilled up from the centre of a stope and from horizontal boreholes drilled over pillars and stopes at about 600 m, 1 100 m and 1 400 m below surface for the three sites respectively. The k-ratios under virgin conditions were estimated from sockets, modelling and stress measurements to be 1.0, 1.3, and 0.5 for the Amandelbult, Impala and Union sites respectively. Of the three sites, therefore, Impala 10 shaft appears to have had the highest virgin stress state. Tests performed on similar rocks from shallower depths at Impala Platinum essentially showed a linear relationship between stress and strain. From the small Impala Platinum rock test database available to the project, it appears that the nonlinear elastic behaviour initiates at this mine from about 1 000 m below surface and seems to become progressively more nonlinear below this depth. In addition, the nonlinear elastic rocks are weaker, have a lower Young?s modulus and a higher Poisson?s ratio than their linear elastic equivalents. Interestingly the tangential Poisson?s ratios of the nonlinear elastic materials are often greater than 0.5 at 50% of the failure stress, suggesting an early failure initiation. The paper describes the microscope and modelling work done to determine the causes of the nonlinear behaviour and discusses some implications of the behaviour for deep-level mining.

Eng.), Ph.D. (Cape) (Fellow) The theoretical and experimental results of a study of centrifugalmills are reviewed. Means for the scaling up of such mills are suggested, and tests on a prototype mill are described. Despite the high lining wear in the centrifugal machine, which reduces its productive availability, its other advantages suggest that there is merit in pursuing its further development.

In the chloride process for Ti02 pigment production, various titania feedstocks (i.e. rutile, synthetic rutile, slag, and upgraded titania slag (UGS)) are chlorinated in a fluidized bed reactor with petroleum coke at temperatures between 1000°C and 1100°C to yield gaseous metal chlorides. Although feedstock preference is largely based on Ti02 content, feedstock physical properties (i.e. density, sphericity, size distribution, and porosity) differ; these differences will affect fluidization behaviour and can inadvertently affect conversion efficiency. For example, a high carryover from the reactor reduces particle residence time and decreases conversion rates. Owing to dwindling rutile reserves in the world, most chloride producers are forced to feed blends of feedstocks to their chlori¬nators; and so it becomes important to understand whether blends have an effect on the hydrodynamic properties of the bed. This paper describes the physical characterization of different feeds and the determination of the elutriation constants for slag, rutile, synthetic rutile, and a blend (i.e. 50 wt% rutile, 50 wt% slag). A common feature of the tests was that particles finer than 75 Km tended more than any other size to be elutriated. The tested rutile, classified as a Geldart Group B material, had the lowest carryover, whereas the slags had the highest. Interestingly, the elutriation constant (ki) of the blend is lower than those of either of its individual components.

INTRODUCTION What I want to discuss is the future pattern of manpower in the mining industry, and I should like to begin by examining some relevant statistics. There are four areas that must be examined. Firstly, the future rate of production of different minerals must be estimated. Secondly, an assessment must be made of the balance of different mining technologies likely to be used for each mineral. Thirdly, the manpower requirements for each technology must be determined. The pipeline transport of paste, backfill or thickened tailings slurries is an important component of the tailings disposal process in many mines around the world. These mixtures contain significant fractions of fine (clay) and coarse (sand) particles, causing them to exhibit non-Newtonian flow behaviour and high frictional pressure gradients. There is often economic incentive to operate these pipelines in the laminar flow regime. Irrefutable evidence has shown that coarse particle settling can occur during the laminar flow of these slurries even when static settling tests show no indication of such behaviour. Previously, a ?rule-of-thumb? minimum frictional pressure gradient of ~1.5 to 2 kPa/m was suggested to ensure effective sand transport, based on the results of tests conducted using viscous Newtonian oils. In this paper, we examine the results of laminar flow tests of non-Newtonian, coarse-particle laden slurries conducted with pipeline loops of 50, 100, 150 and 250 mm in diameter. The results indicate that the ratio of the mean wall shear stress to the mean surficial particle stress is abetter indicator of laminar flow settling tendency than frictional pressure gradient.

The nature of the coal and of the roof in No. 3 seam at Coal brook Collieries is such as to preclude the use, during bord and pillar mining, of conventional mining equipment that employs cutting and blasting in its production cycle. Continuous mining machines of the borer type, operating within a mining height range of 1,9-2,3 m, have been successfully employed in No. 3 seam since 1957.The experience gained with this type of equipment, the operational methods adopted, and the results achieved are described. The ventilation method used to eliminate the dust and methane hazards created by this type of equipment is stressed. The limitation on the minimum mining height that can be obtained with the borers in use has lead to the recent introduction of a Rotary Drum type of continuous mining machine. This equipment is capable of operating in areas where the seam width decreases to 1,5m. The production potential of the machine has been proved. The roof conditions created by the cutting action of the Rotary Drum type of miner are not considered satisfactory and a modified drum head profile is to be tried.
