This paper describes measured data on strata behavior obtained in recent years from sites in the United Kingdom and the implications for pillar design. The data include results from overcoring stress measurements adjacent to coal mine roadways and deformation monitoring related to longwall extraction. The stresses adjacent to mine roadways or entries have been measured at a number of coal mine sites in the United Kingdom. The results are analyzed with regard to the information they provide on pillar behavior and strength estimates. A reduction in stress consistent with yielding of the strata adjacent to the roadways is evident. This is consistent with the confined core model for pillar behavior. The pillar strength is dependent on the rate atwhich vertical stress can increase with distance from the pillar edge and hence the confinement provided to the yielded material. The measured data indicate a wide range in pillar strengths. Two groups of results are identified that show significantly different behavior corresponding to differing effective pillar strengths. Estimates of pillar strengths derived from the measured data for these two groups are compared with established equations used for pillar design. The differing behaviors and strengths are attributed to variations in the amount of yielding and deformation in roof and floor strata and hence in the amount of confinement they provide to the coal seam. Numerical modeling is used to provide a comparison with the measured data and to indicate that this provides a feasible mechanism to account for the measured data. As the depth of mining increases, pillars tend to become increasingly wide and squat. In such cases, it is possible for the surrounding roadways to become badly deformed and damaged while the pillars remain stable. The criteria of comparing pillar strengths and loads to establish pillar stability become less applicable in these circumstances; rather, considerations of roadway stability may be the limiting factor in determining suitable pillar dimensions. This is the case for pillar dimensions typically employed around longwall panels in the United Kingdom. Depending on the properties of the site and what are deemed to be satisfactory roadway conditions, this can lead to wide variations in required pillar dimensions. Measured data for deformations in roadways influenced by adjoining longwall workings are presented. These show that in some circumstances the influence of longwall extraction can be transmitted over large distances and confirm the variability in required pillar sizes depending on site properties.

"The successful use of the gas mask by the American Army it France in combatting the poisonous gases of German .shells caused many Army men to feel that the as masks were proof against any kind of gas which might be encountered. The result has been that from time to time there have been reported in the press, deaths of former army men through using their masks to enter various kinds of gases such as illuminating gas, gasoline vapor, and the gaseous atmospheres produced by mine fire. Such a case has just been reported from a mine, in Copperopolis, California, where a former Army man lost his life in descending a mine shaft filled with the fumes of a mine fire. Another man who, in attempting to rescue him, merely used a dust respirator, lost his life also.While the American type of the Army gas mask was developed by the Bureau of Mines for the War Department, and since the war a section of the Bureau's in¬vestigative force has been developing industrial gas masks for certain specificgases, the Bureau has repeatedly called to the attention of the public the fact that such masks have serious limitations and in no case should a gas mask be used in underground workings for the reason that there may be an insufficient amount of oxygen to breathe, (and the gas mask does not supply oxygen) or there may be present carbon monoxide, which the Army mask will not remove, and there always is some carbon monoxide produced by a mine fire or by a coal-mine explosion, or by a blast of dynamite or other explosive.It is true that the Bureau has been developing a mask which may take care of a small percentage of carbon monoxide, that is, one per cent and under, but in mine fires and after explosions, there may be, and frequently is, a much larger percentage of carbon monoxide in the mine atmosphere. Masks such as these, for small percentages of carbon monoxide and associated gases are for use in connection with industrial surface plants, as for example, on the top of a blast furnace or around gas producers in the open air."

While underground coal technology has progressed over time, regulations on coal dust have not kept up ? the most recent rules are more than 80 years old. The National Institute for Occupational Safety and Health and the Mine Safety and Health Administration conducted a joint survey recently on coal particle ranges as measured in US coal mine samples. In underground coal mines, dust explosions are prevented by the addition of enough rock dust (usually limestone) to make the total dust mixture inert. The rock dust acts as a heat sink for the dispersed dust mixture by reducing the temperature below the value needed to propagate an explosion. Federal regulations require 65% in combustible content in intake airways and 80% incombustible content in return airways, where the coal dust is assumed to be finer in size. The regulations also require an additional 1% incombustible for each 0.1% methane in the ventilating air in intakes and 0.4% additional incombustible for each 0.1% methane in returns.

This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings.

California's coal resources are estimated to be 100 million tons, of which 50 percent is lignite, 40 percent subbituminous, and 10 percent bituminous. The occurrence of coal in California is rather limited and is restricted generally to the foothill regions of the western slopes of the Sierra Nevada Mountains. Significant quantities of coal have been mined in five areas: Ione in Amador County, Alberhill in Riverside County, Stone Canyon in Monterey County, CorralHollow in Alarneda County, and Mount Diablo in Contra Costa County. Most of the coal was rnined in the early 1900s and was used locally for fuel. Current mining operations are located in Amador County near the city of Ione. The two producing mines supply fuel to a mine-mouth co-generation power plant. The fuel coal is processed prior to burning to extract montan wax. Because California does not have primacy, coal mining in the state is regulated by the Office of Surface Mining's Albuquerque, New Mexico, Field Office.

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. Interest in training evaluation in the mining industry was piqued with the promulgation of Title 30, Part 46, of the Code of Federal Regulations. Under Part 46.3, a training plan is considered to be approved if it contains certain information, including “The evaluation procedures used to determine the effectiveness of training.” The present paper is a broad overview of training evaluation and is intended to give trainers and decision-makers a framework for planning or assessing training evaluation strategies. It discusses questions to consider when starting an evaluation plan, Kirkpatrick’s model of evaluation categories, and various ways to collect data. It does not provide detailed instructions on how to develop evaluation methodologies, but reviews topics to consider when creating an evaluation plan. Training evaluation is a term that has many different meanings: assessing the quality of a course, effectiveness of materials used, teaching style of an instructor, or the comfort of a classroom. An evaluation can be done informally over lunch or with highly structured data-gathering tools. It can produce results that are useful to trainers, program administrators, corporate decision-makers, or no one. The key to a worthwhile evaluation is clearly defining why the evaluation is being conducted. Once the purpose is defined, planning the evaluation strategy can begin. For an evaluation to be effective, it should be incorporated into the development of the training activity itself. The training evaluation worksheet at the end of this paper can be used to guide evaluation planning.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." Data input is divided into three divisions for discussion purposes below. These divisions are: a) Information Retrieval and Control Options; b) Gaming Options; and c) Descriptive Parameters. The data input for model application, which is listed in Appendix B, is segmented to show the location of these divisions. In actuality, however, these divisions form a continuous data file. Each 80 character record of data input is edited by an alpha¬numeric editing routine which permits the format free numerical speci¬fication in most data divisions. The editing routine searches each record for numeric types and when found, converts these numbers into computational forms. The Fortran convention of decimal and integer numbers is not used by the editor so that a number may appear on the data record in either form desired by the user. Since the editor seeks only numeric types, the input records may be freely commented and identified with alphabetic letters (A - Z). One or more input records may contain only commentary information or be entirely blank. On the other extreme, any data record may contain up to 40 numeric elements, each separated by a blank space. The application of this capability can be seen by reference to the data. The behaviour of wire ropes used in mine hoisting is not well understood. In an effort to improve this understanding, the structure of round-strand wire ropes was analysed. This report provides a generalised mathematical model that completely describes the geometry of the wires. It consists of two sets of vector equations and is valid for any round-strand wire rope. One set of equations is used to trace the paths of wires that have the form of a single helix. The other is used for the paths of double helical wires. The specific model for a 33-mm 6x1 9 Seale, IWRC, right regular lay wire rope was presented as an example. The paths and the geometric properties of the wires which include the path length per lay of strand, the curvature, and the torsion were determined from this model. In future work, the model could be used to conduct stress analysis for the wires in the deformed rope at a given rope strain and also to study the effect of wear and breaking of wires on strength loss for the various round-strand wire ropes used in mine hoisting.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified.

To improve operational effectiveness of enclosed cab filtration systems. Background Enclosed operator cabs are widely used on mobile excavation equipment in the mining and construction industries. They protect the operator from bad weather, noise, and airborne dusts. The inside cab environment usually must be kept at very low dust concentrations because of quartz dust generated from the excavation of silica-bearing rock. Most cab designs achieve heating and air conditioning effectiveness by recirculating most of the interior cabin airflow, with a smaller portion of the outside air added to the cab as makeup air. Both the recirculated cab airflow and exterior makeup air added to the cabin should be efficiently filtered, with the makeup air positively pressurizing the cab interior. Ideally, operator cab air filters should provide at least 99% capture efficiency for dust particles as small as 0.3-pm aerodynamic diameters. These higher efficiency air filters provide good dust control for the equipment operator, but tend to accumulate dust more quickly than lower efficiency air filters.

Over a portion of the older limestone mine workings at the NIOSH Lake Lynn Laboratory, a mining health and safety research facility, a large sinkhole formed caused in part by the intersection of several tightly spaced joint sets and unusual weather conditions. The anticipated propagation of the associated roof failures threatened to encroach upon a portion of the facility’s secondary escapeway. To protect the escapeway, two cribs walls and over 80 cable bolts were installed. In addition, extensometers were installed to monitor roof movement in the escapeway. However, a large roof fall associated with the propagating roof failures in the sinkhole area partially destroyed one crib wall where the adjacent escapeway was not reinforced by cable bolts. Recent roof movement information indicates that this area is still active. Based on these measurements, steps have been taken to stabilize this portion of the escapeway. This paper discusses roof monitoring, the roof movement, the large roof fall, propagation of the roof failures, and the recent support measures undertaken to stabilize the escapeway.

Airborne dust generation is one of the byproducts of coal mining, processing, and handling. The amount of airborne total dust (ATD, respirable size and larger) and airborne respirable dust (ARD) generated is of primary interest for designing the level of engineering controls needed for adequate dust abatement. Laboratory crushing experiments were conducted in a wind tunnel with a roll crusher to identify relationships among crushing parameters, product size, coal rank properties, and airborne dust generation. Through the first series of experiments, the effect of primary and secondary breakage processes on both product size and airborne dust generation was examined. Through a second series of experiments, the effect of coal rank properties on product size and airborne dust generation was studied using a uniform crushing process with secondary breakage. Laboratory results indicate that secondary breakage of a particular coal notably increases the specific amount of ATD generated, while negligibly impacting the specific amount of ARD generated. A strong positive relationship was identified between the specific amounts of ATD and ARD generated during the primary breakage process (with minimal secondary breakage), but a negligible relationship was observed between the same two variables when secondary breakage was introduced into the crushing process. This indicates that most of the ATD and ARD is generated from the primary breakage, while secondary breakage has a more of an influence on generating additional amounts of larger sized ATD. Additional experiments involving the uniform crushing of eight different bituminous coals showed that the coal rank, expressed as the inherent moist fuel ratio (MFR = fixed carbon =(volatile x inherent moisture)), had diverse relationships between the product size created and the amount of airborne dust generated. As bituminous coal rank or MFR increased, the amount of coal product fines < 250 gm increased while the mass percentage of ATD and ARD liberated from these < 250 µm product fines decreased. Air dry loss (ADL) moisture in the coal was found to be inversely related to the dust cloud electrostatic field, influencing dust liberation from the coal product fines. Since the MFR was directly related to the dust cloud electrostatic field, opposite the ADL-electrostatic field relationship, the diverse relationships between the product size created and the amount of dust liberated from the < 250 µm product fines were explained. Finally, 12 to 14 times more ATD was generated as compared to the ARD generated during these experiments. These results should provide a fundamental basis for initial estimation of the airborne dust loading requirements of engineering control methods for coal crushing.

This paper introduces a method for teaching workers to communicate necessary information when giving or receiving emergency warning messages. Research has shown that when an emergency occurs, people may not get the information they need to take appropriate action. Interviews conducted with 48 underground coal miners who had escaped mine fires revealed that the warning information provided was inadequate. In some cases, sufficient information was not provided to the endangered miners. At other times, miners failed to ask for information they needed to plan and execute effective escapes. Researchers from the NIOSH Pittsburgh Research Laboratory have been studying the content of emergency warning messages and have developed an emergency communication protocol. A training intervention that presents the protocol and related mental cues is being evaluated for effectiveness in improving the content of emergency messages. In this paper the protocol is presented and the training package described. The evaluation procedures and a summary of the analyses conducted to-date are also provided. The training package was developed for use with underground coal miners, but could easily be modified for emergency communications training in other settings.

Purpose: Marras et al. developed a technique to evaluate sincerity of effort during dynamic trunk motion performance. The validity and reliability of the technique have not been evaluated. Therefore, the objective of this study was to first determine whether or not a sincerity of effort measure correctly identified those giving a sincere effort in a blinded randomized control trial and second to quantify inter-rater and test-retest reliability. Methods: This article reports the findings of a two phase study. In phase one, the blinded evaluation, participants were randomly assigned to either a sincere or insincere performance condition. An examiner tested participants without knowledge of the participant&apos;s group membership. In the second phase, two examiners evaluated each participant twice to quantify inter-rater and test-retest reliability. Results: In the blinded phase the specificity was 100% and sensitivity was 90% for identifying sincere and insincere effort, respectively. Phase two results showed no significant difference in probability of sincere effort between raters or between testing sessions. Conclusion: A performance criterion that accurately identifies sincere vs insincere group membership during functional evaluations was identified. There were no significant differences between raters or between testing sessions. These findings indicate that this test is reliable and possesses good predictive validity in assessing sincerity of effort.

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.
