Mineral production was confined to out-put of cement and gravel. However, exploration was being conducted by the U.S.S.R. and the United Nations Development Program. Development of a domestic limestone deposit and crude oil from an offshore oilfield was underway. Benin's currency remained fixed to the French franc. The gross domestic product (GDP) was $977 million in 1981, the latest year for which information was available. 2 COMMODITY REVIEW Cement.-Construction of a cement plant with 500,000 tons per year capacity neared completion at Pobé. The operator of the plant, using locally produced limestone, was the Societe des Ciments d'Onigbolo, a joint venture between Benin and Nigeria. Nigeria was expected to utilize most of the cement produced. Equipment for the plant included a 1,600-ton-per-day, oil-fired pre-heater.

The Bureau of Mines has devised a procedure to selectively extract and recover chromic oxide (Cr203) from waste high-temperature shift catalysts that contain approximately 6 pct Cr and 62 pct Fe, both in oxide form. The Bureau's procedure consists of roasting the waste catalyst with sodium hydroxide (NaOH) or sodium carbonate (Na2C03) followed by water leaching. The chromium from the leach liquor was recovered utilizing an oxidation-reduction reaction with pH adjustment to form a hydrous chromic oxide (Crp3oXHp) precipitate. The roast-leach procedure produced chromium extractions greater than 89.7 pct, with product recovery in excess of 99 pct from the leach liquor. The costs of the NaOH and Na2C03 roast processes, including sizing and equipment-related recommendations, were determined by the Bureau's Office of Process Evaluation. The economic evaluation indicates that producing a Crp3 product, at the present time, is not competitive with the present-day cost of imported chromites. The estimated average operating cost for both processes was $5.44/1b of recovered Cr203 concentrate. However, this procedure offers a potential alternative to the disposal of this waste through landfiIl.

Demand for arsenic trioxide dropped markedly during 1983, primarily as a result of a 27% reduction in cotton planting. As an oversupply of arsenic trioxide developed, prices declined for both domestic and imported material. Domestic Data Coverage.-Commercial-grade arsenic trioxide and arsenic metal were produced by only one U.S. company, which voluntarily reported its production to the Bureau of Mines. Infrared spectroscopy employing attenuated total reflectance (ATR) techniques on thin films of dried gelatinized starch solution was used during Bureau of Mines research to determine the structural and impurity differences in starch products and to correlate these characteristics with the flotation response of a nonmagnetic taconite. All of the starch products evaluated gave spectrograms which were characteristic of the anhydroglucose monomer and its polymerization product. Distinct infrared absorption peaks caused by the protein molecule were observed and were used to classify the starches. Correlation of laboratory flotation of calcium-activated gangue from a Mesabi Range nonmagnetic taconite and infrared spectra produced from gelatinized starches showed that protein impurities and linear chain structure limited the effectiveness of starches as iron mineral depressants. Starch products having spectrograms similar to pure amylopectin were generally good depressants for iron oxides, were effective at about one-half the addition that was required for starches that gave infrared responses similar to pure amylose, and yielded acceptable iron concentrates containing 61.5 percent iron and 6.5 percent silica.

In distributing natural and mixed gas, the industry is each year confronted with the problem of manufacturing gas in increasing amounts as the supply of natural gas becomes more nearly exhausted. The manufactured gas is now used in mixtures with the still available natural product, and will subsequently be used straight as a substitute gas. The gases that might be considered, and are producible by tried and developed processes, include water gas, carbureted water gas, and coal gas. Singularly, these gases can be used in this manner in ordinary appliances only when proportional amounts of them in the mixtures do not vary beyond rather definite limits, unless burner adjustments are made. The limits are defined by the specific gravity, content of inerts, and burning properties of the respective gases. Anticipating a future standard for city gas lower than that of natural gas during the period when considerable natural gas is available, there is justification for considering the possibility of re-forming natural gas and making a product that has substantially the same properties as other gases which can readily be generated. This report gives the results obtained during a series of tests made under a cooperative agreement by the U. S. Bureau of Mines with the Ohio Fuel Gas Co., re-forming natural gas at Toledo, Ohio, in full-scale operation in a water-gas generator having a grate area of 25.1 square feet. ACKNOWLEDGMENTS The Ohio Fuel Gas Co. constructed a special water-gas generator for the tests and provided men and the necessary funds for its operation. The Bureau of Mines has conducted considerable research to improve life support technology for underground mining applications. This proceedings volume presents several new developments that may help increase the chances of mine workers in surviving underground disasters. Several papers address the performance of present self-contained self-rescuers (SCSR's) and provide proposed guidelines for the design and testing of a second-generation SCSR. Improvements In the safety and effectiveness of mine rescue and recovery operations are described, including the design of a low-profile rescue breathing apparatus and a rescue team helmet.

In 1988, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5,640-acre Soda Mountain Wilderness Study Area (OR-011-017), in order to evaluate its identified mineral resources. The study area is located in Jackson County, OR, about 30 miles south-east of Medford. The study area covers most of the south-facing slope of 6,071-ft Soda Mountain. Geologically, the area is underlain by Oligocene to Pliocene basaltic andesite flows and less extensive intrusive rocks of the western Cascade Mountains. In addition, there is a 3/4-mile-diameter area of kaolinized and silicified rhyolite tuff, which appears to have intruded the andesite, and is host to epithermal gold mineralization.

Digestion studies were undertaken to develop a method for the rapid dissolution of high-temperature ferroalloy scrap. Laboratory tests showed: (1) dissolution of alloy scrap with ferric ion as the leaching agent was a moderately rapid method of digestion; (2) the dissolution process can be considered as a typical reaction of a metal with chlorine gas, although evidence was obtained to show dissolution as a two-step process, one step as the reduction of ferric ion by the soluble alloy constituents and the other as the oxidation of ferrous ion with chlorine gas; and (3) the attack of ferric ion on the alloy was a function of alloy composition, ferric to ferrous ion ratio, and area of contact between leach solution and alloy. The exceedingly complex nature of alloy compositions and dissolution products generally precluded satisfactory analytical determinations. Results of moderate accuracy were obtained using complex modifications of standard analytical and spectrographic techniques.

The Bureau of Mines, U.S. Department of the Interior, in cooperation with the Department of Energy, has attempted to increase the activity of nickel catalysts for converting synthesis gas, derived from coal, to a substitute natural gas. This report describes the effects of low-level additions of B, Ca, Ce, Co, Mn, Mo, Pd, Re, Ti, Y, Zn, and Zr on the methanation activity of Raney nickel. The methanation rate at 320° C and the resistance to poisoning by 2 ppm H2S were used to compare catalysts. The effects of the additions were small, and the experimental variances were large, necessitating the use of statistical methods to identify significant effects. Co, Ti, Y, and Zn improved the resistance to H2S poisoning, but only Co improved the methanation rate In some individual catalysts containing Ca, Mo, or Mn, both the methanation rate and resistance to H2S poisoning were improved.

Treat contaminated coal mine drainage to meet EPA and State water quality requirements. Approach A model (fig. 1) is presented for selecting, designing, and sizing one or several passive mine drainage treatment systems that can be used in remediation of abandoned mine lands (AML). The three principal types of passive mine drainage technologies for the treatment of coal mine drainage are an aerobic system, a compost wetland, and an anoxic limestone drain. The multistep approach presented here provides a simplified method to characterize the type and magnitude of the water quality problem and then to select either a single treatment system or a combination of treatment systems to address the specific site situation. How It Works Step 1. Discharge Characterization. Characterization of the discharge consists of measuring the discharge flow rate and collecting water samples at the point of discharge for chemical analysis. Both the flow rate and chemistry of a discharge can vary seasonally and in response to storm events. It is important to account for this variability by determining flow rates and water chemistry under various conditions.

"Dedicated to Professor Kurt Leschonski on the occasion of his 60th birthdayAbstractThe kinetics of batch grinding quartz from a feed of 600 by 425 Jim to a product of 80% less than 10 µm have been determined using screening and laser diffractometer sizing for size analysis. The specific rates of breakage decreased by a factor of about three when the material became less than about 100 µm in size, but the primary breakage distribution function also changed to give proponionately more fine material, so that the grinding efficiency expressed as the development of surface area (B.E:T.) per unit of energy input did not decrease. Analysis of the shape of the particles in the 2S x 38 µm size range showed that particles of this size produced by roll crushing or by 8 minutes of grinding of a 42S x 600 µm feed were not different but at long grinding times the particles were rounded. This suggests that the breakage mechanism changes to give more chipping and abrasion and less disintegrative fracture. As the material approached the ultrafine size range it adhered to the mill case and there was no further size reduction. However, a technique for striking the mill case to dislodge the particles was successful in allowing further grinding to 400Jo by weight less than 2 µm.1 IntroductionIt has long been known that it is difficult to accomplish ultrafme grinding in a tumbling ball mill. It has been reported [12, 13] that there is no further size reduction after some hours of grinding cement clinker in laboratory ball mills. Austin and Bagga (1] and Shah and Austin [16] have given an analysis of the kinetics of dry grinding in a laboratory ball mill, introducing the concept of a slowing-down factor K, which is the ratio of the specific rates of breakage at some long time of grinding to the normal specific rates of breakage. They showed that this factor decreased as fine material accumulated in the mill charge. Cottaar and co-workers [8-10] showed that the movement of solid in a dry laboratory ball mill was influenced by the fineness of the solid and by the presence of air, and that evacuation of air from the mill caused particle sedimentation and low rates of breakage.The concept of the slowing-down factor has also been used in wet grinding [17, 18]. At very .high slurry concentrations it appears to be correlated with a steady decrease of mill power caused by the build up of a layer of deposit sticking to the mill case. This reduces the effective mill diameter and, eventually, the balls start to adhere in the layer and centrifuge. A decrease of mill power always indicates less lifting and tumbling of the media and, hence, less breakage. However, slowing-down of breakage rates was also observed at lower slurry concentrations where there was no change in mill power."

This publication describes further research by the Federal Bureau of Mines in beneficiating domestic manganese ores. The ores selected for treatment were typical of many manganese deposits in California and Nevada in that they have not been economical to mine because they are low grade or contaminated with siliceous minerals and are not amenable to physical concentration.3 4/ It would be desirable to develop a simple treatment method resulting in nearly complete extraction of manganese from these ores and applicable to small-scale operations. Sulfation reduction appeared to be such a method. The studies reported in this publication were directed toward sawdust or lignin-sulfonates as reducing agents. Sawdust, as waste from lumbering, and lignin-sulfonates, byproducts of woodpulp papermaking, are comparatively cheap and may be available in areas where manganese ores are found. Sugar, oils, and coal were also tried as reducing agents.

[Frequent accidents in the transportation and. handling off petroleum and its more volatile products, serve as a reminder that this is indeed a hazardous undertaking and should always be conducted with due caution. On October 4, 1920, vapors in the held of the British tanks steamer G. R, Crowe became ignited and, caused an explosion which, it is reported, killed 5 men, injured. 40 others and endangered the lives of some 300 more. On November 10, 1920 the Morgan, Line freighter El Mundo was almost totally sot destroyed in New York harbor by fire caused by an explosion of gases in a fuel-oil tank. These two disastrous explosions emu emphasize the ever- present danger attending the use of petroleum products. This is also shown by the frequent occurrence of minor fires and explosions, caused by careless handling of baseline, which result in loss of life or serious injury to railroad employees, to oil-tank drivers, and to individuals in various walls of life. Statistics indicate that the lighter cuts of petroleum products, because of fire hazards, are dangerous, and are so considered by the railroad and other transportation companies. According o the Bureau of Explosives (Bar-eau of Explosives Report No. 13 p. 7) during 1919 transportation of gasoline in the United States resulted in 172 accidents, causing 2 deaths and 31 injuries, and a property loss to the extent of $687,966. Among the causes of ignition, an open light in the vicinity of the container stands out most prominently.]

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. Approximately 45% of U.S. coal is produced from underground mining. The use of diesel engines to power under- ground mining equipment has steadily increased over the past four decades in an effort to improve mine safety and productivity. Several advantages realized with the use of diesel-powered mining equipment in underground coal mines are listed in Table I. The primary disadvantage of using diesel equipment in underground coal mines is that diesel exhaust emissions can contaminate mine ventilation air. The major constituents of diesel exhaust are gaseous emissions (which include carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons) and diesel particulate matter (DPM). The Mine Safety and Health Administration (MSHA) has incorporated threshold limit values for all gaseous components of diesel exhaust into their regulations. These have been established by the American Conference of Governmental Industrial Hygienists.

Develop technology that can reduce the dust exposure of a mine worker at the tailgate end of the longwall face by providing him with a clean split of air. Approach Use the jet spray air mover (JSAM) developed under a Bureau of Mines contract (refer to Technology News No. 117 for details on the development), to clean a small portion of the face air and to discharge the clean air behind a brattice partition. How It Works At most longwalls, air flows along the face from head-to-tail. Most of the airborne respirable dust generated along the face during mining is transported to the tailgate with the airflow. Any miner required to work at the tailgate is exposed to this dust. The only practical means of removing airborne respirable dust is with a scrubber. Simplicity and size made the JSAM the best choice for cleaning a portion of the tailgate air. The scrubber has no moving parts and is operated by water at low flow rates (<10 gpm) and fairly high pressures (250-500 psig). Many longwalls have sufficient water systems to supply the JSAM with adequate water pressures and flow rates. Also, the JSAM&apos;s size (4&apos;x 2&apos;x 1&apos;) allows it to be hung on one of the tailgate&apos;s shields or at some other convenient location. A clean split can be maintained at the tailgate by discharging the cleaned air behind a brattice partition at the work area. This should effectively seal off the clean air from the dusty air and provide the tailgate worker with a less dusty work environment.

To suppress the natural bacterial action in acid mine drainage (AMD), the major contributor to acid formation. Approach Recycle partially-treated affluent back to the source of AMD within a mine, or to the coal or coal-waste stockpile. This effectively eliminates any further biologically-promoted AMD by inhibiting catalyzed weathering or oxidation by acid-forming bacteria. How it Works AMO-type effluents can be largely reduced by "recycling" the acidic outflow back to the source of AMD within a mine or to the Input side of a waste pile to percolate through the reactive pyrite and bacteria mixture. The bacteria in the cell thrive on the oxidation of ferrous to ferric iron through the electron transfer, Fe2 +[=]Fe3 + + e. Its reaction product [s, therefore, essentially ferric iron. While small quantities of Fe3 + will not interfere with the exponential multiplication of the bacteria

The Bureau of Mines conducted research to simulate in situ leaching of a porphyry copper sulfide ore. The purpose was to determine the effects on copper leaching of additions of NaCI to a conventional sulfate leach system and to analyze the oxidant requirements and the oxidation products that resulted from leaching of the sulfide minerals in the ore. Baseline sulfate and sulfate plus 2-pct-NaCl-leach-solution experiments employing 167-kg (367-lb) and 152-kg (333-lb) charges, respectively, were conducted. The minus 25.4-cm (10-inch) ore was leached at 90° C under flooded conditions with 2.8 MPa (400 psig) of oxygen bubbling through the system. Sixty-seven pct of the copper was extracted in 1,236 days of leaching in the NaCI experiment, whereas 47 pct of the copper was extracted in 913 days of leaching in the baseline experiment. Diffusion into and out of the ore fragments controlled the rate of leaching, which precluded enhancement of the leach rate by the chloride ions. The calculated oxygen consumption was 3.17 kg/kg of copper extracted in the baseline experiment and 3.46 kg/kg of copper extracted in the experiment to determine the effect of chloride ions.
