This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." Tungsten from the hydrogen reduction of WF was vapor - deposited to coat MERM (Material Evaluation Rocket Motor ) graphite and rhenium- lined graphite nozzles . These nozzles have surface configurations that preclude the conventional fabrication of high- density- tungsten liners . Operation at 550 ° C produced selectively placed uniform coatings of specified thicknesses at near theoretical density . An acceptable coating could not be deposited on a beryllia nozzle because of an undesirable side reaction between the substrate and one or more of the products of the reduction reaction .

"The main objective of this research is to identify the mechanisms of control of respirable dust generation in coal mines. Full understanding of the mechanics of crack propagation in coal is of fundamental importance in studies of the generation and control of respirable dust.The main objectives of this fracture investigation are: 1) to determine reliable data on the fracture toughness of coal as a parameter controlling unstable crack propagation; 2) to determine fracture propagation velocity in coal providing data on the terminal velocity at which crack bifurcation occurs and fine fragments of coal material are generated; and 3) to apply the critical strain energy density criterion to model mixed mode crack propagation in coal.The development of the protocol, laboratory procedure and equipment necessary to conduct an extensive mixed mode fracture toughness testing program has been completed. About 80 mixed mode fracture toughness tests, 10 good fracture velocity records and over 50 fracture surface examination with the SME are available. The details of the mixed mode fracture toughness testing are available in a paper titled, ""Development of Mixed Mode Testing System for Geologic Materials"" which is available from the center. The average fracture toughness and critical strain energy density values for the three seams investigated to date are included in the attached Figures 71, 72, 73."

An overview of state-of-the-art technology in fire detectors is presented by the Bureau of Mines regarding their use in the mining industry. Detectors are categorized according to the characteristics of a fire to which they respond. Operating principles of the various detectors, their application, and the advantages and disadvantages of each are discussed.

It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups. The richness of the naturalistic mine fire data may provide an opportunity for an examination of groups that cannot be found in laboratories or simulations because this environment was not

The Bureau of Mines believes that all coal mines are potentially gassy; for the purpose of administration in the prevention of explosions and fires, the Bureau recommends: That any coal mine wherein methane or other combustible gas can be detected in amounts as much as 0.27 of 1 percent or more by frequent systematic searches shall be classified as a gassy mine. Permissible methane-indicating detectors such as are given in I.C. 7110 or subsequent lists of Bureau approved methane-indicating detectors, or conventional methods of sampling and analysis of required accuracy may be used. The concentration referred to in the decision is percent by volume.

"Flame safety lamps have been used for about one hundred years in coal mines where a dangerous accumulation of explosive mine gas (methane) might occur and thus render the use of ordinary unprotected flame lamps dangerous. Flame safety lamps are not only used for illumination, but also for detecting the presence of dangerous percentages of methane mixed in the air of the mine.The safety of the lamp depends chiefly upon the cooling qualities ofThe safety of the lamp depends chiefly upon the cooling qualities of the wire gauze used to permit free circulation of the air through the lamp. If one enters a part of the mine where methane is present in the air, the methane enters the lamp and coming in contact with the wick flame is ignited and continues to burn within the gauze without igniting the methane surrounding the lamp. If the air within the mine is traveling at a velocity of several hundred feet per minute the burning gases may be driven through the gauze by the air current. If the gauzes are properly designed and of the proper material, these burning gases will be so cooled as they pass through the gauze that they will not cause an ignition of the gas surrounding the lamp. In order to test the effectiveness of a given safety lamp, tests are made in moving explosive mixtures of gas and air arranged to simulate mine conditions.The Bureau of Mines investigated many features relative to the safety of flame lamps and in 1915 established an official schedule known as Schedule 7 whereby flame lamps having certain prescribed qualifications would be approved as permissible for use in gaseous mines."

Bastnasite concentrate was processed to recover total rare - earth content and obtain high - purity ceric nitrate . Reaction of the concentrate with 45 percent caustic soda for 1 hour at 180 ° C in stainless steel vessels resulted in 99 - percent conversion to rare - earth hydroxides . A drying step followed by solution in nitric acid produced a tetravalent cerium fraction amenable to extraction with TBP . Single- stage separatory funnel experiments resulted in 90 -percent recovery of ceric nitrate at a purity of 99.9 percent . Fractional extraction in pressure - bubbler columns resulted in 98.5 - percent recovery of 99.5 -percent - pure ceric nitrate .

The pressure pulse generated by an underwater spark \vas investigated in relation to its potential use for rock fragmentation. The study established (1) the relation between the peak discharge current and the peak wave pressure; (2) the relationships among the peak wave pressure, the discharge voltage, and the spark gap width; (3) the type and pulse duration of the generated wave; (4) the percentage of energy transmitted in the spark as a function of spark gap width and discharge voltage; and (5) the percentage of energy converted into the pressure wave as a function of gap width and discharge voltage. Spark-generated fractures were studied in two-and three-dimensional rock and plastic specimens. The laboratory results indicated that the pressure pulse generated by an underwater spark is a potential practical tool for rock fragmentation. The paper contains an appendix describing the capacitive pressure gage specially developed for the laboratory tests.

"The Bureau of Mines, in cooperation with the Anaconda Copper Mining Co., has conducted a series of experiments an air measurement in fan-pipe installa¬tions in a Butte mine during the fall and winter of 1922-3. The chief purpose was to determine the friction factors for different types and sizes 3f fan piping, but much attention was devoted to methods of air measurement, not only with respect to the methods used for friction factor tests, but also to com¬parison with other methods.The air flow was measured simultaneously at two points 380.6 feet apart in six different fan-pipe installations, each over 500 feet in overall length, in a rock cross cut adjacent to an air shaft,The air pressure was regulated by two sinoco multivane fans, driven by 7 ½ h.p. motors, the fans being connected in tandem so that one discharged into the intake of the other through a short connector and the latter discharged into the line through a straight connection equipped with a honeycomb of 4-inch squares or S radial vanes to prevent spiral flow of air, At each point where it was desired to measure the air flow, measuring sections equipped with piezometer rings pierced for easy insertion of pitot tubes, thermometers, etc. Piezometer static pressures were used in all the tests as standard, and dynamic or total pressures only were obtained with the pitot tubes, except for purposes of comparison.The tubes had special guide blocks, designed especially for underground work. To insure greater accuracy two tubes were used simultaneously, in order to obtain the velocity pressure at the center of the section simultaneously with that nearer the circumference, so that the mean velocity would be determined as accurately as possible. The tubes were held in proper place by means of flat guide boards. Velocity pressures were measured in manometers."

Those of the oil-shale operators in this country who are sincerely attempting to make a real industry out of oil-shale developments, are anxious to obtain fundamental data on the retorting of oil-shale; particularly as regards the effect of certain variable factors in the process of retorting on the quantity and quality of products yielded from oil shales when they are subjected to destructive distillation. From careful examination of a con siderable number of suggested processes for treating oil shales and the con flicting ideas on which they are designed, it seems probable that accurate information of a fundamental nature is highly essential to the successful establishment of an oil-shale industry in this country. . Accordingly, the United States Bureau of Mines, in cooperation with the State of Colorado, is undertaking to furnish some definite and impartial information of this type through investigations now under way at the University of Colorado, Boulder, Colo. A retort for the distillation of oil from oil shale has been designed and installed, together with the necessary auxiliary equipment for controlling and determining variable factors of distillation, and for recovering and de termining the quantity and quality of the products yielded from the shales. The retort is of such a nature that conditions of retorting can be accurately . and completely controlled, and varied at will. It is not designed as a com mercial retort, but only for research purposes. A testing laboratory with equipment necessary for the examination of the shales, physically and chemic ally, and the products yielded by them, has also been fitted up . The material used in the investigations is oil shale obtained from the DeBeque, Colorado, shale field. It yields on distillation in the Bureau of Mines testing apparatus, about 42 gallons of oil to the ton, and is there fore a fairly representative sample of the shales that probably will be first worked in Colorado. The shale used will be as uniform as possible in character and oil yield and will all be obtained from the same seam at the same point, in order to avoid the introduction of unnecessary variable factors in the tests and to render results strictly comparable •

"SUMMARYThe J. D. Price property is in Crittenden County, Ky., about 5-1/2 miles west of Marion. The Levias-Crittenden Springs fault system traverses the property. Mines on 3 miles of the same fault system immediately northeast have produced about 250,000 tons of fluorspar ore. The Keystone property, adjacent on the northeast, has produced about 150,000 tons of ore. 3/About 1934, lessees, sank a shaft upon the Price property to a depth of 111.5 feet and crosscut from the bottom of the shaft to the principal fault. No ore was found. Later, in 1942-43, they explored the same fault by core-drilling, but this project also was unsuccessful in finding ore.The author visited the property in September 1944, and subsequently the Bureau further explored the property by core-drilling three holes. No ore was found.ACKNOWLEGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. from 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig. 1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig.2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91 %, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from 1990 to 1996.

This report presents the results of an investigation by Federal Bureau of Mines engineers of water-injection projects in the northwestern Pennsylvania and southwestern New York area, where oil-producing wells have been converted from pumping to flowing. Data from 24 leases converted to flowing were collected and examined. Only 10 leases had information of significant scope for inclusion in the final analysis. The projects were classified in one of two categories. Group I consisted of leases operated to permit an evaluation of operational changes in terms of existing pressure differentials between injection and producing wells. Group II included remaining properties, for which enough information was available to justify an economic analysis but which did not have sufficient production data to support an engineering study because of radical changes in operational techniques. Variations in production and costs resulting from conversion to flowing were examined for production methods, well-spacing and completion techniques, and reservoir characteristics. Where water-injection rates were constant, oil production usually decreased rapidly at the time of conversion; production then increased slightly for 6 to 8 months before resuming a normal decline rate considerably below the estimated pumping rate. The abrupt decrease in production after conversion is indicative of lower pressure differentials between injection and producing wells, caused by the increased hydrostatic head in the producing wells.

Gas occurs in coalbeds in an adsorbed and a free gas state, Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the. fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. Conventional methods of reservoir engineering analysis are not applicable to coalbeds.

Introduction The Cost program was developed to provide the planning engineer with a tool to evaluate the cost implications of the technical mine design decisions. Direct costing methods are employed, where feasible, to provide greater detail and accuracy in the primary cost centers. Options have been provided in the cost computation, economic analysis, and output data subsystems to increase the flexibility of the system. Computer Program The program is written in Fortran IV for use in the IBM System 360/370 computers. i. Main - The main routine reads and stores input data from three sources, user input, Cost Data Library, and data transfer from the Master Design Simulator. Data is trans¬ferred to the appropriate subroutines, as they are called, by means of labeled common blocks. ii. Subroutine CSTCOM - is a data modification routine which computes the peripheral charges related to labor and supervisory costs. iii. Subroutine MANPWR - interrogates section data to determine the total labor and supervisory costs for each cost center. iv. Subroutine CAPCST - computes the total capital investment for each cost center, including the economic life and salvage value of each element. The Federal Bureau of Mines has studied solvent extraction as a means of concentrating the mineral components in coal. Solubilities of a number of American coals were determined using abietic acid as a solvent. The effect of rank on solubility was investigated, and maximum solubility was found with coals of intermediate rank. Vitrinite is the most soluble petrographic component; fusinite, micrinitc, and exinite are nearly insoluble. Spore exines also have a low solubility. Abietic acid is a hydrogen donor and reduces pyrite to ferrous sulfide. Mild hydrogenation of high-molecular-weight fragments of the coal structure to those of lower molecular-weight probably contributes to the solvent action. Even where solubility of the coal substance exceeds 90 percent, contamination of the mineral matter with coal makes identification of the mineral components difficult. Further separation might be possible by the application of float and sink techniques to the residue. INTRODUCTION Work n the solvent extraction of coal is conducted to recover commercially useful products and to characterize coal;. and obtain information on their structure. Some coals, particularly those of low rank, contain waxes, resins, and humic acids which can be removed by solvent extraction and find varied industrial uses. In World War II, solvent extraction of coal was conducted on a commercial scale in Germany to obtain a low-ash feed material for hydrogenation and to produce electrodes carbon for the aluminum industry.4 5/

"INTRODUCTION AND SUMMARYNowata County, in the northeast corner of Oklahoma, is one of the principal oil-producing counties of this stripper area. Many fields in the county were opened and much oil was produced before statehood. The location of the major fields, as defined by the Oklahoma Corporation Commission, 2/ the outline of the areas of water-flooding activity, and the location of the several projects described in detail in this report are shown in figure 1.There was some drilling in the county earlier; but it was not until after 1904, when the Secretary of the Interior confirmed as valid the leases granted by the Cherokee Nation, that the major drilling activity began. Initial development in this part of Oklahoma was in the Chelsea field in Rogers County, which adjoins Novata County on the south. The activity spread rapidly northward to the Alluwe and Coody's Bluff fields, and then to the Nowata-Claggett field. Continued exploration resulted in discovery of the Delaware-Childers field, where some wells having an initial production of 1,000 barrels daily were completed. Fields discovered and developed during the next few years included the Lenepah (Elliott), Adair, California Creek, Curl Creek, Woody, and South Coffeyville. The oil-production history of Nowata County is shown in figure 2. In assembling the data for a production curve, it was found that the combined production records for Nowata and Rogers Counties were available for 1914 to 1951, inclusive, and that records for the individual counties were available only from 1926 to 1951, inclusive. The early production figures for the counties from 1905 to 1914, inclusive, except for 1909, were calculated from the initial production statistics of the Federal Geological Survey mineral resources bulletins and production data assembled by C. H. Beal. 3/ The production values for 1905 to 1926 for Nowata County were obtained by dividing the total production for the two counties by a percentage factor derived from known facts regarding the oil industry in the area. Production figures for the individual counties from 1926 to 1933, inclusive, were obtained from the files of the Oil and Gas Journal, and the figures from 1933 through 1951 were obtained from monthly reports of the Oklahoma Corporation Commission."

Ultimate analyses are given in three conditions-namely, (1) as received, (2) moisture free, and (3) moisture and ash free Proximate analyses and heating values are given generally in one condition -namely, as received, some are in two conditions, as received and moisture free.
