Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. The Bureau of Mines has long been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts, the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions1 issued by the Bureau of Mines, and the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. The Government, with the exception of the Tennessee Valley Authority, purchased approximately 5.5 million tons of coal in fiscal year 1971. In connection with these purchases, the Bureau analyzed 4,366 samples. These are published (table 1) for the use of Government officials and the public. Such analyses of delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum's direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

"INTRODUCTION This report is another of the series on the effect of drouth and low water on the pollution of streams by coalmine drainage. A previous report3 dealt with work on Bennett Branch of Sinnanahoning Creek, Pa. This report deals with the results obtained during a similar study of Black Lick Creek, Two Lick Creek, and Yellow Creek. All of these belong to the same drainage system. Two Lick Creek is a tributary to Black Lick Creek, and in turn Yellow Creek is a tributary to Two Lick Creek, as shown in Figure 1.Black Lick Creek was of such a volume that a seasonal investigation was not entirely feasible. Yellow Creek was found to have mines only near the mouth, except a few of status unknown to the writer at the extreme head-waters, and the stream was also more or less inaccessible for regular and frequent sampling. Laboratory investigations have produced flotation concentrates contain- ing 91 to more than 92 percent titania, with fair recoveries, from the Christy property, Hot Spring County, Ark. The titanium-bearing ore on the Christy property occurs in a quartz-clay- iron oxide mineralization, which contains, on the average, about 6.0 percent TiO2, chiefly as the mineral brockite; brookite and rutile are different crys- talline forms of titanium dioxide. Recent work by the Bureau of Mines has shown that titanium chloride can be produced readily from the rutile-type mineral by reduction with coke fol- lowed by low-temperature chlorination. Metallic titanium is in turn derived etallic from the chloride by the Kroll process .

The National Institute for Occupational Safety and Health (NIOSH), as part of its continuing research program for evaluating coal dust explosion hazards, has investigated several areas in which current practices may need to be updated in order to adequately protect mines against coal dust propagated explosions. In the United States, current rock dusting requirements remained largely unchanged since 1969. US Title 30 Code of Federal Regulations Section 75.403 is based on a coal dust particle size survey performed in the 1920s and later was supplemented by full-scale testing of the rock dust ability to inert a coal dust explosion. NIOSH recently conducted a comprehensive survey of US underground coal mines to determine the range of coal particle sizes found in dust samples collected from the mine entries. Due to advancements in technology and modern coal mining techniques, the current coal dust particles in intake airways are significantly finer than those found in the mines in the 1920s. According to past full-scale dust explosion test results, the current rock dusting practices used in today?s mines to inert a coal dust explosion may not be adequate. Other closely related issues such as rock dust testing methods and sampling procedures are discussed.

The Bureau of Mines has studied the fracturing produced in the vicinity of large-diameter blastholes in Lithonia granite. Cores were taken from the vicinity of AN-FO production blasts and examined using a total of seven laboratory and field measurement techniques to delineate zones of damage and evaluate the effectiveness of the seven diagnostic tests for fracture-state determination. Laboratory measurements of acoustic pulse velocity, porosity, permeability, compressive strength, and Young's modulus indicated the extent of fracturing with the acoustic techniques providing the best means of distinguishing between fractured and unfractured core. A severely fractured zone was found to extend approximately 25 inches (64 cm) from the center of the 6-l/2-inch blastholes, equivalent to 8 blast-hole radii. A second zone, characterized by a lesser degree of fracturing extended from 25 to 45 inches (64 to 114 cm) or 8-to l4-blasthole radii. Beyond 45 inches (114 cm) the rock was undamaged.

The question of earth models has repeatedly arisen in our work. An accurate representation of the seismic properties is required for three reasons: 1.To be able to determine from a set of received arrival times, the location of a seismic source in the earth, and secondly the degree of accuracy required in the model used for calculating source location from the set of arrival time differences. 2. To be able to determine the expected arrival times at an array of geophones produced in response to a hypothetical source in the earth. 3. To be able to estimate received signal strengths more accurately. The work reported here on earth models is based on information from sever- al consultants and from others who expressed an interest in the problem and supplied information to us. II. COAL MINE GEOLOGY On one of our earlier assignments for the Bureau of Mines, Earth Science Research Inc. of Cambridge, Massachusetts prepared for us a short description of the lithology to be expected at coal mine sites. This description follows, together with the ranges of compressional seismic velocities (Figure I*) associated with typical materials comprising the layered structure of a coal mine area. Coal is primarily associated with fresh water sediments including sandstones, shales, and clays, and occasionally may be metamorphased to varying degrees. In the Appalachian Basin the coal beds occur within cyclical sequences of non-marine shales, sands tones, conglomerates, limes tones, and clays. The beds range in thickness from a few inches to 60 feet, averaging between 2 feet and 10 feet. They have generally broad areal extent, occasionally up to 5,000 square miles, and have an overall tabular or lens-like shape. Within a particular lens, local changes in thickness are normal.

D.2 Principal Types of Coating A Sodium Silicate Sodium silicate is a good fire retarder when freshly applied, but it loses its effectiveness if the relative humidity is at all high, thus exposure to a relative humidity exceeding 65 percent causes a serious decrease in the effectiveness after only one month. In fire, sodium silicate swells to a frothy mass (intumescence) which hardens and insulates the wood against heat. This property is destroyed by exposure to moisture. Manufacturers of many of the proprietary paints containing silicates state that their products have overcome this difficulty The reagent may be applied alone, or, better, in a mixture with lime-water and common salt, or with inert fillers such as kaolin or asbestos. B Ammonium Phosphate Strong solutions (25 to 35 percent) of monammonium phosphate or diammonium phosphate give good protection. Two or three coats of hot solution should be applied either with a large flat brush or an ordinary paint spray gun The solution should be applied as hot as possible, as this improved penetration, and it should be the aim of the operator to apply 4 lbs of reagent, i e , one gallon of 33 percent solution to every 100 square feet of surface

This paper, which describes mining methods and costs at the Kearney zinc-lead mine, is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices, methods, and costs in varicus mining districts of the United States. The Kearney mine, which is owned by the New Mexico Consolidated Mining Co., a subsidiary of the Peru Mining Co. (Illinois Zinc), is situated a few miles southeast of the town of Hanover, in the northwest corner of sec. 27, T. 17 S., R. 12 W., in the Central Mining District, Grant County, N. Mex. (Figs. 1 and 2.) This report presents a brief history of the district, describes the geology, and outlines methods of prospecting and exploration, including eampling and estimation of tonnages and values. Development and mining methods are explained, and transportation, ventilation, drainage, safety measures, and organizatich are described. The wage scale and mining costs comprise the concluding sections of the report.

"The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

The last previous Bureau of Mines publication relative to details of permissible methane detectors (Bulletin 331, published in 1930) describes detectors of four different types, namely flame, combustion, catalytic, and a combination Weatstone-bridge and catalytic type in which catalytic action at the surface of a platinum filament when in methane causes a change in the temperature and resistance of the filament, thus unbalancing the bridge circuit and giving a reading proportional to the methane concentration. Three detractors of the latter type have been approved since 1930. A brief description of each follows: U. C. C. Detector Approval No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was extended. January 27, 1930, to cover important changes in design that permit checking the calibration of the detector at any time whether in gas or fresh air. Essential features of the detector are shown in figure 1.

The Bureau of Mines designed a cell having four variable compartments in series to facilitate analysis of multicomponent mixtures. Use of the cell considerably decreases the time required for differential absorption analyses. A solution of a major component is placed in each compartment, and the light absorbed by each of these components is varied by increasing or decreasing the path length of the appropriate cell. Simple calculations then establish the amount of the component present. In analyzing unknown mixtures, compensation is made for compounds known to be present, and the differential spectrum representing components not accounted for is recorded and analyzed.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

As part of its program to increase the domestic availability of critical minerals, the Bureau of Mines conducted characterization and beneficiation studies on a St. Johns County, Fla., phosphate ore that was mined by borehole mining. Results revealed that the ore from this test mine was mostly sand-size carbonate-fluorapatite and quartz and contained 24.6 percent P205. Concentration by various flotation techniques produced phosphate concentrates that ranged, in percent, from 30.0 to 31.4 P205, 0.73 to 0.80 MgO, and 2.8 to 7.2 acid insoluble. Recovery of the phosphate from the ore ranged from 89.4 to 96.3 percent.

This paper reports the results of solution calorimetry conducted to obtain the heats of formation of crystalline FeS04?6.952H20 and FeS04?1.008H20, from. which values were derived for the stoichiometric compounds FeS04?H20 and FeS04?H20. Also included are derived values of the free energies of formation and dehydration. This work was undertaken primarily to fill a need for data for pure, easily obtainable ferrous compounds that are suitable for use as calorimetric intermediates, The ferrous sulfate hydrates meet the essential requirements for this use.

Outbursts are sudden and violent releases of gas and coal that result from a complex function of geology, stress regime, and gas pressure and content. The Bureau of Mines has reviewed methods for prediction and mitigation of such outbursts in use worldwide, as an aid in selecting the proper techniques for use in specific mine environments. Outburst-prone coal may be distinguished from normal coal by its sorption-desorption velocity. Three types of methods used to characterize the kinetics of sorption-desorption are described; all are based on the ability of outburst-prone coal to release, through desorption, methane or carbon dioxide much more rapidly than normal coals. Other prediction methods, based on borehole samples, are also described. Various mitigation methods described and evaluated include (1) working the least stressed, less disturbed, lowest gas content seam in multiple-seam areas; (2) mine opening geometry; (3) inducer shot firing; (4) water infusion; (5) localized stress relief, using boreholes or by cutting a reliever slot in the longwall face; and (6) other gas drainage methods.
