"INTRODUCTION AND SUMMARYIn connection with a program of research work on coal at its Southern Experiment Station, the Bureau of Mines, in cooperation with the University of Alabama, conducts washability studies of samples of coal from coal fields in Alabama and other Southern States in which commercially important deposits of coal occur. The first such study on coal from a bed in the Arkansas field has been completed, and the results are presented in this report.One of the main objectives of a washability study is to obtain technically and commercially important data in connection with the best methods for preparing and utilizing the Nation's limited reserves of good coking coal. Such information is important from the standpoint of conservation in that it facilitates selection of preparation methods that will yield a good grade of coking coal with a minimum of losses of coal in the rejects.The coal on which this report is based was obtained by underground and tipple sampling at the quality mine of the Quality Excelsior Coal Co. about 3 miles east of Hackett, Ark. This mine operates in the Upper Hartshorne bed, which, as the main source of coal in what is known as the Hackett-Excelsior district, yields an excellent grade of low-volatile coking coal, which is marketed at steel plants in Colorado and California. Production from this bed by the major producers in the Hackett Excelsior district was at the rate of about 125,760 tons annually in 1949, according to the Keystone Coal Buyers Manual. 2/In the laboratory, the tipple sample was crushed to 6-inch top size and screened on a 2-inch round-hole screen. The 2-inch to 0 undersize, amounting to 71.4 percent of the total sample, was fractionated into a series of screen sizes and float-and-sink products to get data for determining the washability characteristics of the coal. Before the screening and float-and-sink tests were made, however, machine cuttings, which are now gobbed underground, were added to the 2-inch to 0 sample. Enough of these cuttings were added so that the resulting mixture was considered representative of what the 2-inch to 0 run-of-mine coal would be if all machine cuttings, including the part now being gobbed, were brought to the tipple as a part of the run-of-mine coal.The mixture obtained referred to in this report as the run-of-mine or raw coal."

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

The first year's work of a proposed three-year study of the effects of the exposure of coal mine roof rocks to the mine atmosphere has been completed. The project has been terminated. The goal of the project was to determine if possible the mechanism or mechanisms by which coal mine roof rocks interact with the mine atmosphere and weaken, and coupled with mechanical stresses, ultimately fail. The scope of the study was limited to the effects of environmental factors on the deterioration of the rocks. While mechanical stresses may play an important role in the interaction of environmental factors, stress effects were excluded from the study. In order to study the effects of environment on coal mine roof rocks, samples were obtained from several coal mines in the western states. The rocks forming the roofs of most of the mines visited were shales of varying composition. These shales were subjected to numerous tests to determine how the rocks changed with time after exposure. In addition, the identity of the minerals present in the shales was determined by x-ray diffraction analysis and by thermal analysis as well as by optical microscopy

As part of the work of serving as Chairman of Subcommittee 3, Health and Industrial Requirements, of the American Society of Mechanical Engineers' Committee on Air-Pollution Controls, the author assembled the following information on accepted maximum permissible concentrations of air pollutants from the standpoints of health, damage to vegetation, damage to property, and requirements of industrial processes. A search in technical literature was made followed by direct inquiry to all State governments as to their regulations. The subcommittee membership - G. D. This Information Circular presents the MULSIM/PC system of numerical modeling computer programs developed by the U.S. Bureau of Mines. This system consists of four programs: PREMUL, the preprocessor or mesh generator; MULSIM/PC, the actual numerical modeling program (number cruncher); MUL3D, a three-dimensional postprocessor; and MUL2D, a two-dimensional postprocessor. These programs were specifically designed to operate on IBM-compatible (MS-DOS-based) personal computers for easy transfer of this technology to the mining industry and academia. MULSIM/PC uses a subvariation of the boundary-element method, namely, the displacement-discontinuity technique, for linear-elastic geomechanical analysis of mine plans in one or two parallel underground tabular deposits. Results calculated by this technique include stresses and displacements as they relate to changing mine geometries and materials. In addition to describing the MULSIM/PC program and its features, and providing a detailed example model, this report also documents the associated preprocessing and postprocessing programs that are part of the MULSIM/PC system. User's guides for all the programs are contained in the appendixes following the main report.

"INTRODUCTION In previous reports 5 results were given of a manhole investigation carried out over a period from June 1929 to July 193C in cooperation with the Edison Electric Illuminating Co. of Boston. Mass., and during 1931 in cooperation with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by the Edison Electric Illuminating Co. and to develop methods of eliminating these hazards. These investigations have demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.The investigation carried out during 1932 has been along lines similar to those conducted during 1929, 1930, and 1931 test crew consisting of two men, one an employee of the Consolidated Gas Co. and the other an employee of the Edison Electric Illuminating Co., was continuously employed during the year in the testing of gases in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Consolidated Gas Co.As in the previous investigations, all tests were numbered. The test-data sheets, on which the information regarding the tests was recorded, were prepared in triplicate, ono copy going to the Edison Co., one to the gas company, and the third to the Bureau of Mines at Pittsburgh, Pa. These test-data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record of each manhole tested was immediately available. A typical test-data sheet was given in the 1931 report. These data sheets were found to entirely satisfactory and no changes were made during the 1932 investigation. The procedure of sampling manhole atmospheres, shipment of the samples to Pittsburgh, and method of analysis has been the same as that described in the 1931 report and need not be repeated here. Likewise, there has been no change in the method of calculation of explosibility of the samples analyzed or the use of charcoal filter tests given in appendix A."

This U.S. Bureau of Mines report discusses the status of a laser-based guidance system to provide position and heading feedback and closed-loop control of tramming maneuvers for a continuous mining machine. The system has been developed and tested at the Bureau, and is now being prepared for underground experiments. The system hardware includes laser scanners, a sensor communication network, and host computer hardware. The system software includes a position and heading computation module and a tram control module. The description of the software includes discussions of laser data acquisition, error compensation methods, position and heading determination, safety checking for continuous miner tramming, and closed-loop tram control. The accuracy of the laser scanner's data, the reliability of the lasers in a dusty environment, and the system's accuracy on tracking the position and heading of the continuous mining machine are shown in the results of experiments performed at the Bureau. Conclusions are stated based on these experimental results, and further work to improve the system performance and prepare for underground testing is discussed.

Model testing is a two part operation; first, to assure the valid¬ity of the mathematical statements and second, to evaluate the accuracy of the computer model for predictive purposes. Verification of both the conceptual and computational aspects can be achieved through the use of input data for which output results are available for comparison. In this dissertation, two test problems were selected for model testing from the Economic Evaluation Reports of the U.S. Bureau of Mines, Process Evaluation Group. Verification Data Set I Input data for this test was selected from an economic analysis of a hypothetical 1,056,000-ton-per-year mine in a 48-inch bituminous coal seam (Process Evaluation Group-Report No. 72-27, 1972). The mine was scheduled to operate five days per week, three shifts per day, 220 days per year with an estimated life of 20 years. Coal reserves covered an area of 6.4 square miles with an expected recovery rate of 70%. Production was achieved through 4 continuous miner sections with an average production rate of 400 tons per shift. The cost summary in the report included a breakdown of equipment and labor requirements. A depreciation schedule listed the expected capital expense per year of operation, assuming capital replacement with identical units and no change in the unit cost. Supply and oper¬ating costs were listed in both gross annual figures and cost per ton of production. "Numerous accidents are still being reported that have resulted from the delayed explosions in drill holes. Some of these accidents have boon due to retarded burning of the fuse, causing the charge to explode after the miners had returned to the face, but the majority have been caused by the minors drilling or picking into unexploded explosives, either in unexploded bolas or in broken rock. Although the industry has been cautioned by the Bureau of Mines, manufacturers of explosives, and other agencies regarding the care that is necessary in the handling of explosives, yet reports of these accidents are still being received and many of the accidents are fatal, They occur in spite of the best efforts of the mine officials and men, but many of those that have been reported could have been avoided if the following precautions had been observed:Misfires should not be approached even for the purpose of inspection until three hours have elapsed if fuse was used, and ten minutes if electric detonators or electric igniters were used. These are minimum recommendations. It would be preferable to allow a longer time, for fuses have been known to hang fire for twelve hours."

One of the most difficult, longstanding engineering problems associated with coal mining is the catastrophic failure of cog mine structures known as bumps. For more than 70 years, researchers and practitioners have assembled a wealth of technical information on coal bumps in an attempt to understand and control them. However, many technical issues raised long ago are still being debated today. This paper examines past experiences and recognizes achievements in the realm of coal bumps. U.S. Bureau of Mines (USBM) researchers collected and analyzed 172 coal bump incident reports and compiled the pertinent statistics into a database. Actual field studied are also discussed. Examination of past experience has shown that there is no one set of defining characteristics that is responsible for coal bumps. In all cases, bumps occur when complex arrangements of geology, stress, and mining conditions interact to interfere with the orderly dissipation of stress. However, it is evident from the database that a tremendous reservoir of knowledge has been established from past experience that has unquestionably limited the severity of coal mine bumps in the United States.

The Bureau of Mines developed a new method for the determination of oxides of nitrogen in diesel exhaust gas. The procedure, a modification of the Saltzman method, uses a NO2 absorbent for the diesel exhaust gas; the colorless absorbent becomes purple on contact with N~. When used properly this procedure gives satisfactory results in 2 hours, whereas the standard phenoldisulfonic acid method required approximately 8 hours. The new method is not satisfactory for determination of oxides of nitrogen in the overrich fuel to air ratio range.

A cell concept adaptable to large-scale electrowinning of zirconium metal from zirconium tetrachloride was investigated by the Federal Bureau of Mines. Tests were made in twin cells, each 12 inches in diameter by 33 inches long. Electrowinning was performed in one chamber from which the electrolyte was transferred after electrolysis to the other chamber where it was renewed by the introduction of ZrC14 by direct sublimation. The formation of a salt plug in the connecting pipe provided a seal between the chambers. Optimum electrolyte composition, with respect to quality of the metal product (91 pct meeting ASTM standards except for the oxygen content) and current-carrying capability (about 350 amp) was determined to be 16.7 wt-pct NaF-83.3 wt-pct NaCl mixture plus ZrC14 equal to about 3 wt-pct zirconium. A twin-cell design incorporating the unit operations covered by this investigation is proposed.

"INTRODUCTION During the past several years the Southern Experiment Station of the Bureau of Mines, with the cooperation of the University of Alabama, has given attention to hydraulic classification. One of the things this work has revealed is a variability not generally recognized in the conditions of teeter at different depths. This report depicts the passage of material through a teeter column and its emergence as a classified product.The work was made possible through the development of a classifier for several hundred pounds per hour permitting a small quantity of coarse spigot material to be discharged without the usual interruptions caused by stop-pages. Previous designs of small classifiers have been unsatisfactory because the,orifice used to control the quantity of spigot product as subjectto stoppages, particularly when attempting to discharge a small quantity of although the classifier used in this work has been described in detail in a previous publication 6/ its principal features will be discussed briefly herein. The main subject matter of the paper is based upon the three figures that illustrate in panorama the conditions that exist in a classifier during the continuous classification of bituminous coal, anthracite coal, and an iron ore trailing."

The Bureau of Mines 8-liter flammability system was used to study the effectiveness of a variety of powdered inhibitors in preventing the propagation of explosions of coal dust or methane in air. Over 35 different chemical additives were evaluated against Pittsburgh seam pulverized coal. The least effective inhibitors were the carbonates, which required mass additions in the range of two to three parts inhibitor to one part of coal dust in order to prevent propagation. The most effective inhibitors were the derivatives of ammonium phosphate, which were effective quenching agents at additions of only one part inhibitor to four parts of coal dust. Alkali halide powders were of intermediate effectiveness. These laboratory-scale results are in good agreement with full-scale mine experiments in all cases where detailed comparisons have been made. Data were also obtained for the effectiveness of several of the same powdered inhibitors against methane-air explosions. Their relative order of effectiveness and the concentration ranges required for quenching the gas explosion are comparable to those measured for coal dust explosions. Data are also presented for the effectiveness of N2 and CF3Br addition. Some preliminary data are also presented for powder addition to methane burner flames. Those data are compared with other burner data and evaluated in terms of their relevance to explosion tests.

INTRODUCTION The pager phones used in many underground coal mines are battery- operated, party-line telephones with provisions for loudspeaker paging. The system is two-wire, non-polarized, and is operated by self-contained batteries. Many of the individual units are certified as permissible. Requirements for installation are specified in state and federal regulations, such as in the Code of Federal Regulations, Title 30, Mineral Resources, Part 75. The major federal regulations that affect communication in coal mines are noted below, with a brief description of the subject matter in each of the relevant paragraphs. Refer to the cited paragraphs of Title 30 for explicit details of these regulations. (This brief description is for reference purposes only.) Minimum Requirements (paragraphs 75.1600, 75.17 13-2, and 75.1003-1) Approved telephone or two-way communication will be provided between the surface and each main shaft landing and each working section ; to the nearest medical assistance; and shall be protected from contact with trolley wires or trolley feeder wires. Installation Requirements (paragraphs 75.5 16-2, 75.52 1, and 77.508-1 ) Communication wires will be supported on insulated hangers, attached to messenger cables, or buried, to protect against mechanical damage ; installed opposite trolley wires; and insulated near power conductors . . . each cable will have lightning arresters within 100 feet of going below ground . . . and arresters will be provided wherever telephone wires enter a building. Wire and Cable Requirements (paragraphs 75.5 16-2, 75.5 17, and 75.52 1) Communication cable means two or more insulated conductors, covered by an additional abrasion-resistant covering; power wires and cables shall be adequately insulated and fully protected; and lightning arresters shall be connected to low-resistance grounds, more than 25 feet from neutral grounds.

Existing thermodynamic data for compounds of the rare-earth metals are few in number and often inaccurate because, in the past, it was difficult to obtain samples that were pure enough and reasonable in cost--a situation that is rapidly improving. This paper reports the results of low-temperature heat-capacity and high-temperature heat-content measurements for cerous fluoride (CeF3) and supplies the first such published data for a rare-earth fluoride. The low-temperature heat-capacity data cover the temperature range 51°-298° K. and serve to evaluate the entropy at 298.15° K. The high-temperature heat-content data cover the temperature range 298°-1,799° K., including the temperature and heat of fusion. The results are assembled for ready use in thermodynamic calculations. Cerous fluoride is one of the important intermediate compounds in the production of cerium metal.

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. In December's marketing of 99.5 percent aluminum ingot, domestic producer pricing remained at 53$ per pound, while dealer quoting rose from 47.5¢ to 48.5¢. BORON Domestic production of boron minerals and chemicals reached an all-time high in 1977--1.4 million short tons valued at $236 million. Combined sales of the three California producers topped the 1976 level by 15 percent in quantity and 28 percent in value, a consequence of healthy demand in the glass and insulation industries. Unprecedented demand for boric acid as a flame retardant for cellulosic insulation stimulated producers to utilize fully all available capacity, thereby achieving a record output of 158,000 tons. One company increased output from its existing boric acid facilities and initiated production at another plant that historically had produced only sodium borates. A second company achieved a previously planned 25 percent plant expansion.

This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau's surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation. The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.
