The natural vertical fracture sys tem in bituminous coalbeds is called cleat. Cleat orientation commonly controls the direction of mining with major development paralleling the face cleat. Previous researchers have categorized the origin of cleat as endogenetic, relating the origin of cleat to compaction and coalification, and exogenetic, relating the origin of cleat to tectonic forces. In the coalbeds studied for this report it was found that tectonic forces were the controlling factor of cleat formation. Face cleats were formed as extension fractures during structural deformation, and butt cleats, as release fractures during erosion and uplift. The face cleat of the Pittsburgh coalbed rotates from N 80° W in north- western West Virginia to N 57° W in southwestern Pennsylvania ; the face cleat maintains a perpendicular orientation to the shifting axial trend of local structures . Cleat orientation in other bituminous coalbeds in Virginia, Utah, Oklahoma, and Central Pennsylvania showed a similar relationship to local structure. Directional permeability of coal is directly related to cleat. Holes drilled perpendicular to the face cleat yield from 2.5 to 10 times the amount of gas released as compared with holes drilled perpendicular to the butt cleat.

"INTRODUCTION Retsof mine, adjoining the village of Retsof, Livingston County, New York, is about 5 miles northwest of Geneseo and 55 miles (air-line distance) due east of Buffalo. It is a single-bed rock-salt mine having extensive horizontal workings as much as 2-1/2 miles long and 1 mile wide and has been in continuous operation since 1885. Retsof tine is the largest producing salt mine in North America and is reputed to be the largest active salt mine in the world.Retsof is one of three large salt mines operated by the International Salt Co., Scranton, Pa.; T. Forster Courthope is general manager of Retsof and also of the company's Detroit salt mine in Michigan and has held that position for 27 years. He is assisted by Stanley Martin, general superintendent; R. Goetz, Maintenance superintendent; and John Riordan, mine superin¬tendent. All are old-timers at Retsof and, according to Courthope, contri¬buted the ""lion's share in bringing the mine to its present standard of safety.ACKNOWLEDGEMENTThis circular was made possible by the generous cooperation of T. The Bureau of Mines, in cooperation with the Federal, State, and local health services, and the mining companies, and miners? organizations, has for several years been carrying on sanitary surveys of mining districts in various states, with the purpose of collecting information on good and poor practices in mine sanitation, construction of approved wash-houses and change houses, the measures being taken to combat preventable diseases, the essential features of good houses for mining towns, and other conditions affecting the health and efficiency of miners and their families. The knowledge thus gained is disseminated for the common benefit of the mining industry. The sanitary conditions in the coal-mining districts of Alabama, as found by a recent survey made by the writer, are presented in this report. In addition to the towns on which this report is chiefly based, at least twice as many were visited where no details :were taken, but their general conditions are taken into consideration in summing conditions in the coal districts.

This report, which covers the period from June 15, 1974 to May 30, 1975, describes the work performed in compliance with the requirements of Contract No. H0242065 and modifications 1, 2, and 3 thereto. The purpose of the original contract was to equip the second shuttle car in the Jewell Ridge No. 12 mine, section 6R, with a refined design canopy and seats. In addition, several refinements and improvements were to be designed and installed at the same location on the cutter and the loader. However, during October 1974 in response to a request from the Technical Project Officer, the contract was modified to eliminate all of the cutter and loader tasks and substitute the design, fabrication, and installation of an improved canopy on the no. 2 roof drill in the above mentioned section of the Jewell Ridge No. 12 mine.

The spontaneous combustion of coal lies at the bottom of the subject of storage. It is useless to store coal that is to be lost by fire from spontaneous combustion. Every engineer is familiar with the phenomena of the self-heating of coal, yet, for all that, spontaneous combustion is relatively rare. If we counted the times a portion of cod was stored where it would be undisturbed for a few weeks, the number of such storage operations in any one year would mount into the millions. Of these, a relatively small number show the phenomena of spontaneous combustion and time risk per ton is very small. It is extremely rare that in the smaller operations involving; only a few tons there is any heating. There is no spontaneous combustion of anthracite, and very rarely does the domestic consumer of bituminous coal find troublesome heating. The main interest in the subject lies in the large piles needed as reserves for public-service utilities, and the industries. Everyone desires to have directions for storage that are perfectly simple and yet will insure against loss. Unfortunately, the problem is too complicated for a simple solution. Enclosed cabs are a primary means of reducing equipment operators? silica dust exposure at surface mines. The National Institute of Occupational Safety and Health recently performed a laboratory study to evaluate which factors on an enclosed-cab filtration system are most significant. The various factors evaluated were intake filter efficiency, intake air leakage, intake filter loading, wind infiltration, use of a recirculation filter, and the use of an intake pressurization fan. The result of this laboratory testing has shown that the two most important factors for an effective filtration system on an enclosed cab were the efficiency of the intake filter and the use of a recirculation filter. A higher-efficiency intake filter considerably increased the quality of the intake air that was delivered into the enclosed cab. It also was determined that air leakage around the intake filter notice-ably reduced its air cleaning effectiveness. The second key factor is the use of a recirculation filter, which was shown to improve the air quality in the enclosed cab by six to 12.7 times more than the intake filter alone. The reason for the significant improvement was that the cab air was constantly drawn through the recirculation filter, thus continually filtering the dust out of the air.

The U.S. Bureau of Mines used the East Fork Pine Creek watershed to conduct a pilot study for an inactive and abandoned mine lands inventory, during which techniques and methodologies would be developed for subsequent inventories. A total of 177 waste dump samples, 191 mill tailings samples, and 36 stream sediment samples were collected. Water samples were collected from 18 sample sites during five sampling events. Waste dump, tailings, and stream sediment samples were analyzed for antimony, arsenic, cadmium, copper, iron, lead, mercury, and zinc. Results indicate a multidisciplinary approach is necessary: disciplines should include geology, geostatistis, geochemistry, geophysics, biology, hydrology, and remote sensing; small prospects do not generally contribute to watershed contamination, major mine and mill sites may contribute metal enriched sediment of metal enriched water; speciation studies and bioavailability studies are important.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

This report is one of a series published by the Federal Bureau of Mines describing mining methods and performance at individual operations throughout the United States. The objective of these papers is to promote development and conservation of our mineral resources by disseminating reliable technological information on mining methods, practices, and results that may be applied to the engineering analysis and solution of mining problems. SUMMARY Operation of a limestone quarry producing flux for the steel industry and crushed stone for production of concrete is described in this report. The deposit being mined is a flat-lying limestone formation under a thin overburden 2 to 25 feet thick. The height of the quarry face varies from 9 to 60 feet, averaging 40 feet. Production rate ranges from 4.5 to 5 million long tons per year.

The various underground rooms in the Bureau of Mines Oil-Shale mine, Rifle, Colo., have been open for periods ranging from 3 to 5 years. During this time 3 roof falls have occurred; 1 was induced, and the other 2 were unintentional. The three roof falls are described in this report. Two causative factors are discussed -a time-dependent deterioration of the roof rock and an unfavorable system of jointing that occurred in the strata overlying the present roof horizon. Irrespective of cause, the operating life of any stoping area would have been short com-pared with the life of the roof (1 to 4 in the most unfavorable instance), if a high-production system of mining had been employed. The report is concluded with several recommendations that should be considered in planning future mining operations.

Transient electrical noise events pose serious problems for data acquisition systems used in monitoring acoustic emissions in laboratory and field environments. The U.S. Bureau of Mines has designed and constructed a trigger discriminator circuit for use in ultrasonic acoustic emission studies. Designed for use with signals in the frequency range of 50 to 400 kHz, the instrument examines .incoming signals for frequency content, amplitude, simultaneity, threshold crossings, and number of channels above threshold. If preselected criteria on these properties are met, a plus 5-V pulse is output that may be used to trigger a data acquisition system, allowing rejection of noise events that do not possess useful information. The system was designed for four input channels, but may be expanded to more channels with minimal design changes.

This publication summarizes, for potential contractors and other interested parties, the proposed research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1977 (October 1, 1976-September 30, 1977) under its Advancing Coal Mining Technology program. A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use in a helicopter. Tests showed that EM signals from lightweight (314 lb) transmitters could be detected both on the surface and from a helicopter through -2 as much as 1650 ft of relatively high conductivity (2 X 10 mhos/m) over- burden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

Although hydrocarbons accounted for more than 60% of Bahrain's income and more than 80% of export earnings, this island nation sustained one of the more diversified economies in the Gulf Region. The availability of low-cost natural gas for electric power has fostered the development of a significant aluminum refining and manufacturing industry with emphasis on vertical integration. The Bahraini iron pelletization plant, closed since 1986 due to financial problems, was scheduled to reopen by early 1989. Commodity Review Metals.-Aluminum.-Aluminium Bah-rain Bsc (Alba) attained record high production levels in 1988 taking advantage of favorable aluminum prices, which averaged over $2,000 per ton as compared with less than $1,500 per ton in 1987. Net aluminum production was nearly 13,000 tons over design capacity. Fewer standard ingots (52,081 tons as compared with 79,685 in 1987) were produced as Alba concentrated on higher value added products such as rolling ingots (42,324 tons as compared with 32,125 tons) and extrusion billets (60,934 tons as compared with 46,618 tons).

"INTRODUCTION As a byproduct of its mineral investigation program, the Bureau of Mines has developed a number of operating devices and techniques worthy of note. This paper, prepared under the direct supervision of Paul T. Allsman, chief, Salt Lake City Division, Branch, and under the general supervision of Lowell B. Moon, chief, Mining Branch, reports upon one such device. A simple device has been developed for measuring angles of deviation from the horizontal as recorded on a glass tube by acid etching. The device has facilities, also, for measuring the angle between the long axis of the ellipse and the north-south reference points established by a Maas compass or from an established axial lamina, on the tube, which was ori¬ented to a specific direction in the hole by rod alinement.The device was found accurate within half a degree on repeated orientations of the same tube. However, the degree of accuracy is dependent on the accuracy of personal manipulation in orienting the tube to the correct plane."

The development effort described herein was directed toward the design and development of a flexible communication system to provide two-way section communications between any telephone on an MCM-101 telephone FDM exchange and a miner provided with a uhf walkie-talkie transceiver. Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine, Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert-system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.
