The cause of many deaths and extensive property damage in coal mines resulting from explosions and mine fires has been directly attributable to electric cable failures (including splice failures). The Federal Bureau of Mines data show that out of 355 underground coal mine fires investigated from July 1952 to January 1960, 103 (29 percent) were directly related to trailing cables. These cable failures resulted in the death of 7 men and injuries to 37 others. These potential hazards have become greater, obviously, through the widespread adoption of mechanized mining methods with electric-driven machinery powered through trailing cables according to Young,4 68.1 percent of the total bituminous and lignite production of the United States was mined underground in 1959. About 85 percent of this production was attained by mechanized loading methods. A large majority of the mines using the hand- loading methods also used equipment with trailing cables such as cutting machines, drills, and gathering locomotives. The problem of minimizing the loss of life, resources, and equipment from cable failures should be of concern to the management of all coal mines. It would be misleading to imply that no consideration has been given to the problem and its associated hazards. Through research cable manufacturers have endeavored to develop trailing cables that will withstand the severe service imposed by underground mining conditions. Technical research groups have undertaken studies for determining improved procedure and materials for field splices. Coal companies have instituted cable maintenance programs with a view toward the reduction of cable failures and consequent improvement in safety and efficiency of operations. "Conservation of slateWaste slate is a problem of outstanding importance in the slate industry, for a very large proportion of all slate quarried is thrown on the waste heap. While many uses for waste slate have been found, the demand calls for merely a fraction of the present supply of unused material. If the slate industry is to increase in prosperity, the producer's energy must be directed toward the development of ways and means of reducing waste to the lowest possible point. The Bureau of Mines of the Department of the Interior has devoted much study to this problem and a recent bulletin ** contains a detailed discussion of the waste problem.Attention has recently been directed toward an improved method of cutting slate in quarries, a method that promises to reduce greatly the percentage of waste material. The method has been introduced since that bulletin was published, and this supplementary paper covers the details of the process.A reversion in method,In connection with this new mode of operation history is repeating itself in a very interesting way, for the old quarry bar used years ago with steam drills, and later discarded in favor of the channeling machine .and the hammer drill, has been salvaged from the scrap heap, and again put to active use. The occasion for its employment is an attempt to improve quarry methods by the substitution of drilling for channeling or blasting."

The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

The Bureau of Mines conducted petrographic classification and flotation studies to determine if acid-grade concentrates could be obtained from individual and composite samples from the Meade Peak member of the Phosphoria Formation, Idaho. The petrographic studies were made to determine the effect of compositional features on concentration of phosphates. The ore grade, ovule size, and clay content were the main features affecting grade and recovery of phosphate. Flotation results on roasted ore with a tall oil emulsion scheme showed that beds containing over 10 percent P2O5 could be beneficiated and composited with the two high-grade beds to produce a composite concentrate containing 31.9 percent 05 at 84.3 percent recovery. Treatment of these intermediate-grade phosphate beds by flotation increased ore reserves over 200 percent and increased the ore-to-waste ratio in the ore zone from 1:5.7 to 1:0.27.

This report presents the results of a program to develop backfilling techniques to mitigate undesirable effects of hydraulic borehole uranium mining. Large underground cavities, formed during the borehole mining process, can be backfilled to prevent ground subsidence and to allow mining of adjacent uraniferous sandstone. Three backfilling techniques were tested in the laboratory and in the field: bulk dumping of slurry into the borehole from ground level, slurry injection under water, and slurry injection above the cavity water level. These techniques were tested with sand and with sand and one percent cement (by weight) mixtures. The project was accomplished in four tasks: equipment preparation and transport, mining operation to generate a full-sized cavity, backfilling operation, and assessment through core samples and subsidence checks. The concentrations of cement mixed with sand proved to be inadequate to bond the sand. Bulk dumping resulted in a 30-degree angle-of-repose, much too steep to completely fill the cavity. Both slurry injection techniques filled the cavity satisfactorily. However, underwater injection is the recommended backfilling technique because the borehole water level does not need to be pumped down during backfilling. The borehole itself was filled by bulk dumping of slurry. In conclusion, backfilling of borehole mining cavities is entirely feasible, and the preferred method is slurry injection under water.

"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. The principles and application of amalgam electrolysis to the recovery of zinc and tin from secondary products were studied; this Bureau of Mines project was one phase of investigating the development of more efficient methods for processing iron-bearing zinc and tin to produce both base metals of high purity. Zinc of 99-99-percent purity was recovered from galvanizer's dross with recovery efficiency of 98 percent. Tin of 99.9-to 99.99-percent purity was recovered from hardhead with recovery efficiency of 81 percent. Both materials were treated by the same method in separate systems. Mercury was used to leach zinc from dross and tin from hardhead to form amalgams of each metal, both of which were subsequently refined electrolytically to produce high-purity metal. Impurities that were contained in both secondary products behaved as theoretically predicted; impurities that were insoluble in mercury remained as sludge in the leaching column. Except for lead, the readily amalgamated impurities were prevented from fouling the electrolyte by the blocking action of the amalgam electrode. Lead impurity in the tin-refining system dissolved and immediately precipitated as the sulfate. The primary advantage of the amalgam refining method lies in direct recovery of the extremely pure base metal from highly contaminated secondary material.

For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in their country and regional reports that comprise the five other volumes of the international studies of the Minerals Yearbook, it is clearly impossible to cite all sources of information used in its presentation, but some recognition seems due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of our counterpart agencies throughout the world. Information they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, we must begin by expressing our appreciation to the multitude of persons employed by these agencies for their contributions.

The Federal Coal Mine Health and Safety Act of 1969 requires coal mine operators to sample accurately the amount of respirable dust in the mine atmosphere. A technique approved for such sampling employs a 10 mm nylon cyclone followed by a membrane filter (nominal pore size ????= 5 µm) and a pump. The pump is required to provide a flow rate of 2.0 ± 0.1 liters per minute. Calibrations have yielded a range of flow rates (1.4 to 2.8 1pm) at which the cyclone should be operated to remove the non-respirable portion of the dust. The purpose of this project was to evaluate the performance of the 10 mm nylon cyclone at flow rates of 1.8 and 2.0 1pm using a polydisperse coal dust aerosol. The penetration characteristics of the cyclone were to be compared to the United States Atomic Energy Commission's respirable dust standard. The effect of relative humidity on cyclone penetration characteristics was also to be observed.

The Bureau of Mines performed a fragmentation experiment in cooperation with Duval Corporation in a porphyry copper-molybdenum deposit near the Sierrita pit south of Tucson, Ariz. This experiment evaluated the fragmentation created in a 10-hole test blast having blasthole spacings of 25, 20, and 15 feet. The 10 blastholes were 9 inches in diameter and contained a total of 17,400 pounds of aluminized slurry blasting agent in 50-foot columns with 60 feet of stemming. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. These core examinations included study of length recovery, rock quality designation (RQD), weight recovery, and size distribution. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the broken material on the surface. Fragmentation to depths of 110 feet was excellent from the 15-to 20-foot blasthole spacing patterns. Good breakage was also produced by the 25-foot pattern although the effects of the blast were not so obvious. In situ leaching tests were not conducted. However, based only on size consideration, all three blasting patterns produced adequate breakage for successful leaching.

Modifications of the conventional method of preparing ductile vanadium metal by calcium reduction of V2 05 in a bomb were explored for clues to a more economical procedure . The modifications examined included ( 1 ) omitting the gas purge of the bomb ordinarily used for eliminating atmospheric nitrogen , (2 ) using low- grade vanadium feed materials , ( 3 ) using alternative reductants , such as aluminum , magnesium , and silicon , and reductant mixtures , and ( 4 ) bomb refining of aluminothermic metal produced in open- vessel reductions . The most promising modification appeared to be bomb refining , using calcium to purify vanadium metal -- of low aluminum but high oxygen content-- prepared by open- vessel aluminothermic reduction of vanadium pentoxide .

The Bureau of Mines studied waste disposal methods a1 a coal mine in Kentucky and another in Alabama to develop cost estimates, to provide better knowledge of current practices, and to guide consideration of alternate disposal methods. Costs of the existing waste disposal systems at each mine were estimated using present-day costs of equipment and labor. Costs of waste disposal systems using alternate equipment were also estimated. Although total disposal costs were essentially the same for both operations, reclamation costs will differ because of different reclamation practices.

By a decree of March 14, 1929,5 the President of the Faitian Repub- lic, considering it to be necessary, until the mining legislation of the Republic shall have been revised, to put into effect the mining law of Decem- Der 4, 1860 (relative to mines, diggings, and quarries), by the authority given in article 55 of the Constitution, declared the law of February 14, 1919, to be abrogated and the provisions of the earlier mining law (December 4, 1050) again to be valid. No concessions were granted under the law of 1919. All citations in this paper, unless otherwise designated, refer to the law of 1930.

"From time to time the United States Bureau of Mines has received reports of gas explosions alleged to have been caused by correctly assembled flame safety lamps. In most of the mines where the explosions occurred the lamp was in use at a working face where the velocity of the ventilating current would be relatively low. The inference has been that the lamp was correctly assembled but that the gauze became sufficiently overheated to ignite the surrounding atmosphere.As part of its routine investigation of flame safety lamps the Bureau of Mines subjects each lamp to a test in still and moving atmospheres to determine its safety. Heretofore, as long as the lam, successfully passed this and other tests no determinations as to the margin between success and failure were made; hence, in attempting to answer inquiries concerning the reported explosions it was found desirable to be able to give actual gauze temperatures as a measure of the comparative safety of lamps under various conditions. The previous laboratory tests of flame lamps in still mixtures were made in a chamber or ""gallery"" of relatively small volume where the lamps might have been subject more or less to the smothering effect of the combustion products. It was therefore decided to make a special series of tests to obtain the gauze temperatures of both bonneted and unbonneted lamps in still and low velocity mixtures, using a larger gallery to offset any smothering effect.These tests are believed to represent the first attempt at measuring gauze temperatures by means of themocouples. The results will not only be of interest but will also be helpful to many in determining the status of flame safety lamps relative to gas ignitions in mines."

Recent research by the Bureau of Mines has demonstrated that the segregation process has merit for treating oxidized and mixed oxide-sulfide copper ores. The process comprises heating the crushed ore with salt and coke or other carbonaceous materials at about 700° C. to produce fine flake copper, which then is recovered by conventional copper-flotation methods. Bench-scale laboratory tests of a number of oxidized and mixed copper ores assaying 0.78 to 5 percent Cu gave copper recoveries of 73 to 96 percent. The flotation concentrates assayed 21 to 76 percent Cu, depending on the ore being treated.

"Human accidents are caused by production accidents, generally ones (such as derailment of cars, falling rock, etc.) that have occurred numerous times before an employee was actually involved. Prevention of human accidents is, one of the essentials in cutting operation costs, and advocates of safety are studying economics to assist them in their work of preventing accidents.Workman's compensation insurance or compensation for human accidents is a true operating cost, and is the only purely tangible measure available which gives a measurement of the cost of accidents even though, as will be pointed out later, it represents but a portion of the total cost of human accidents.In using premiums paid for compensation insurance as a measure of the cost of accidents, it must be kept in mind that most insurance laws, as pointed out in a former paper (Serial 2590 of the Bureau of Mines) provide a waiting period before compensation for the lost-time wages starts, with the compensation limited to definite percentages of the wages. The waiting period and limited compensation combined tend to limit the amount paid to an injured workman who, if he receives 1/3 of the lost-time wage, will probably have been reimbursed as high as the average injured workman.The total or complete economic cost of human accidents, must include, in addition to compensation paid for lost time, and the portion of the lost-time wage suffered by the workman for which he is not compensated, the additional cost to the company through-(a) temporary decreased production by the breaking down of the morale, etc., (b) the breaking in of a new employee which is admittedly expensive,(c) the increased liability of human and production accidents caused to or by the new employee.Another charge against accidents, which is not included in the compensation payment, is the economic loss through the killing of as workman who has no dependents. Few of the States' laws require any compensation except burial expenses to be paid for fatalities to persons having no dependents. It is estimated by the United States Bureau of Labor Statistics that the economic loss through a fatality is 6000 shifts. If each fatality was compensated for this amount of time and at half-time wages, using an average wage of $5.00 per shift, the compensation for fatality based on the economic loss would be $15,000. but the average actual compensation paid for each fatality is about $3,000."

Rhenium sources and recovery methods were investigated by the Bureau of Mines to delineate potential resources of the metal. The only significant rhenium resource appears to be about 28,000 lb of rhenium contained in the domestic annual output of approximately 20,000 tons of byproduct molybdenite concentrates from porphyry copper operations. An estimated 70 to 80 pct of this rhenium is potentially recoverable by processing the rhenium-bearing fumes and dusts obtained during conventional roasting of molybdenite concentrate. At 70 pct recovery this would amount to 19,600 lb of rhenium. A more conservative estimate by the Committee on Refractory Metals of the National Research Council (1513 is that 12,000 lb of rhenium metal could be produced annually from current production of molybdenite from porphyry copper operations in the United States. A procedure was developed in the laboratory for recovering rhenium in the form of electrolytic flake by electrowinning the metal from a solvent extraction strip solution. The procedure included (1) water leaching of molybdenite roaster flue dust, (2) selective extraction of rhenium from the leach liquor by contacting it with a kerosine solution of a quaternary amine, (3) stripping of rhenium from the loaded organic solution by a perchloric acid solution, and (4) electrodeposition of rhenium from the loaded strip liquor. Raw material for the studies was flue dust containing 0.48 pct Re, 35 pct Mo, and 23 pct S in sulfide and sulfate form, and small amounts of numerous metallic impurities. Water leaching dissolved 85 pct of the Re and yielded a solution that was 13 in sulfuric acid and contained, 1 g/l Re and 16 g/l Mo. The solvent extraction strip solution that was electrolyzed for rhenium deposition was 1 molar in perchloric acid and 1 molar in ammonium sulfate and contained 13 g/l Re and 0.01 g/l Mo.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Computerized searches of the relevant data bases were carried out, along with identification of relevant articles and materials by personal contact with experts in many fields. The citations listed in this bibliography resulted from this systematic literature search and review. The computer searches and an analysis of this literature are described in technical report 1. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/ technical workplaces were described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training was explored. Research and development activities that may improve mine health and safety training were suggested. Most of the entries in this bibliography were assembled in 1984 through 1985. Study of these materials contributed to the completion of the project research that followed. This later work is reported in the project technical report 2 and the final report. This bibliography is most useful when combined with examination of technical reports 1 and 2 and the final project report.

Chromite has been produced commercially for slightly more than a century. Developed, at one time, chiefly as a chemical pigment raw material, it has subsequently found extensive application in other chemical industries - as a refractory material for furnace linings and as the sole source of the metal chromium. For some years prior to 1914, its use as a refractory predominated; but post-war development in alloy steels, principally stainless steels, enhanced the metallurgical demand in the form of ferrochrome with a consequent increase in the demand for chromite. More recently direct reduction of chromite in alloy-steel manufacture has been applied to a limited extent. Alloy steels containing varying amounts of chromium, with or without other alloying elements, now find extensive use in a ride variety of ways - in structural material, machines, industrial equipment transportation by land, sea, and air, sanitary equipment, food preservation, and a multitude of other uses.
