This paper is a revision of Information Circular 7380, by D. Harrington and J. H. East, Jr., published in 1946, entitled ?Safe Storage, Handling, and Use of Commercial Explosives in Metal Mines, Nonmetallic Mines, and Quarries.? Issued soon after the close of World War II, this earlier circular described the unprecedented increase in the production and use of commercial explosives during the war as a result of expanded industry and the tremendous demand f or metals and minerals. In the years following World War II, the production and use of commercial explosives in the United States have continued to rise. Hence, the Bureau of Mines presents these revised figures through 1952. In rewriting this Wormation circular, most of the text prepared by Harrington and East has been retained, with newer statistical information compiled by Seth T. Reese, Accident Analysis Branch, and V. E. Wrenn, of the same branch.

"INTRODUCTION In the manufacture, storage, transportation, and use of combustible gases and vapors, explosion hazards, which at times may be present when air becomes mixed with the gases and vapors, become of primary importance. Such conditions are especially dangerous where large volumes of gaseous atmosphere are involved, because an explosion under such circumstances is capable of doing tremendous damage to both property and personnel.Because of its interest in safety in the mining and allied industries, the Federal Bureau of Mines has investigated, and published results dealing with, the explosibility of various types of combutible atmospheres. The explosion hazards of natural gases have received attention, and results giving the limits of inflammability and ignition temperatures in air have been determined and published. 4/ Other investigations have shown how explosions of natural gas-air mixtures may be prevented by the addition of nitrogen and carbon dioxide. 5/Because of the increased demand for crude oil for war purposes, the application of secondary-recovery methods of stimulating oil production have received considerable attention during the last few years. The process consists in the injection of natural gas into partly depleted oil wells to cause the oil in the sands to flow into producing wells and so increase the amount of recoverable oil. 6/"

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

Inadequate engineering design criteria for coal refuse embankments has allowed hazardous impoundment structures in coal mining areas to be created. A necessary first step to develop adequate design criteria is the determina¬tion of basic, respresentative physical property data on the materials that constitute typical refuse embankments. An extensive field and laboratory program was undertaken by the Federal Bureau of Mines. Much physical property data was generated. Additonal petrographic analysis and large scale triaxial compression testing was performed by others. The data presented here should aid in establishing design parameters for coal refuse embankments

This Bureau of Mines report summarizes the analysis and eveluation of the field measurement results of a comprehensive ground control study conducted in a mechanized longwall coal mine in West Virginia. Emphasis is placed on the three basic ground control parameters: ground pressure, ground movement, and geomechanical properties. Specific topics include premining ground pressures, front-abutment pressure in the longwall panel, histories of pillar loading, differential roof-strata movement and bed separation, differential floor strata movement, entry roof-to-floor convergence, in situ moduli of rigidity of coal seam and roof and floor strata, and mechanical properties of coal and coal measures rocks.

The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

"INTRODUCTION Of the phosphate rock deposits of the United States that are being exploited actively at present, the land-pebble area in Florida is the largest producer. In recent years the land-pebble district, in Polk and Hillsborough Counties, has produced about 80 per cent of the raw phosphate rock that has supplied the requirements of the several national industries based on this essential commodity.In the land-pebble deposits sizes finer than 16 to 22 mesh are below the commercial limit in phosphate content, and washing-plant practice has been directed to the recovery of the coarser material. Recently, more extensive control of the washery plan has resulted in the saving of additional amounts of phosphate, the loss of which had been considered unavoidable. However, strict requirements of the trade regarding the lowest acceptable grade of phosphate rock prevent the inclusion of more than a very small proportion of the low-grade phosphatic sands with the washery output of phosphate roe:. Further advances in practice resulting in larger recoveries of phosphate can only be effected by the application of processes that are based on other principles than merely a difference of particle size. Research is be conducted actively along these lines by the industry and by cooperating agencies.Flotation has been studied for several years by the International Agricultural Corporation and its allied company, the Phosphate Recovery Corporation. Over 60 simple; were prepared and forwarded to Dr, S. Z. Toma, TPO, PMSRC as a result of this project. Included among these samples were various low temperature forms of silica. Samples of quartz, cristobalite, and tridymite with iron, manganese, and titanium impurities present were prepared. In addition, a long series of samples both wet ground and dry ground for times from 1/2 to 8 hours were prepared. Numerous miscellaneous samples were submitted which included kaolinite, calcite, muscovite, illite, montmorillonite, Ba3(P04)2, and YPO4 among others, in response to special requests from the TPO. The silica rich portion of selected binary (CA 203-Si02, In 203-Si02, Li20-Si02) Na20-Si02, PbO-Si02, SnO2-Si02, Sn02-Si02 BaGa204-SiO2 and SrGa204-Si02) and ternary systems (Na20-Ga203-Si02 and Li20-Ga203-Si02) was investigated to determine the effects of solid solubility on the stabilization of the high temperature forms of tridymite. [THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

Glass wool meeting requirements for commercial use was made from glassy fractions of urban solid wastes by the Bureau of Mines. This research was a part of the Bureau's program to develop building products and other usable materials from reclaimed urban waste materials. Mixes of molten glass were fiberized into glass wool during laboratory studies by impingement of a jet of compressed air on a stream of the molten glass. The principal test variable studied was composition of the melt; this was varied by adding dolomite and alumina to obtain molten glass with the handling characteristics required for producing final wool products of the desired composition and physical characteristics. When no charge is made for the waste glass and approximately $75 per ton can be obtained for the wool product, an interest rate of return on investment after taxes of about 12 percent can be obtained. If a charge of $5 per ton is required for the waste glass, a selling price of about $78 per ton would be necessary to obtain a l2-percent-interest rate of return on investment after taxes.

[The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but more limited study of this type was, conducted by engineers of the Bureau of Mines a number of years ago.4/A summary of the earlier findings was included in a general report by the Bureau on the flow of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines. In the pipe-line-temperature survey here resorted, a study was made along a 22-inch natural-gas pipe line: originating near Amarillo, Tex., and extending northwestward through New Mexico into Colorado (fig. 1). The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. Wettability measurements and laboratory waterflood tests were compared under a wide variety of conditions. Experiments were conducted with synthetic and natural crude oils, treated and untreated outcrop and oilfield sandstone cores, and synthetic brines with and without caustic, detergent, or phosphate additives. Measurements were made on equilibrated and unequilibrated systems at 77° and 150° F. Wettability was evaluated by the Bureau of Mines method from capillary pressure curves determined with a centrifuge. The waterflood data were fitted by empirical curves; the parameters of the curves characterize primary and subordinate production and also give the ultimate oil recovery. Results showed that wettability measurements at 77° F were useful predictors of recovery efficiency in waterflood tests run at both temperatures. Oil recovery in the early stages of waterflooding increased with increasing water wettability; however, the ultimate recovery was highest at a slightly oil-wet condition. The oil displaced at highest speed in the centrifuge was correlated with ultimate recovery in waterflood tests. Chemical additives to the brine sometimes lowered wettability and also sometimes improved waterflood recovery, but wettability and recovery were not correlated with additives present. The effect of additives on recovery in waterflooding was best seen in water-oil ratio curves.

The inplace cyanidation leaching of gold from placer deposits is a potential method for treating gravels too deeply buried and too low in gold content to be processed economically by conventional dredging methods. Laboratory experiments were made to evaluate those placer cyanidation factors adaptable to small-scale studies. The variables investigated included gold particle size and location in sand beds, cyanide solution flow rate, and cyanide solution strength as factors affecting gold solubility rates. The solution flow rate, in turn, was influenced by variables such as bed slope, solution head pressure, and sand size, and the effects of these factors were studied. Free gold, minus 150-mesh and finer in size, is rapidly dissolved by dilute cyanide solutions from mixtures of gold and silica sand prepared to simulate placer deposits. About 94 percent of minus 325-mesh free gold was extracted in 5 hours from silica sand mixtures, and 94 percent extraction of minus 150-mesh gold was obtained in 21 hours with 0.1 percent NaCN solutions. Moving solutions were almost twice as effective in leaching free gold from silica sand mixtures than stagnant solutions.

Diesel tailpipe CO, C02, NO, and N02 concentrations by the Emissions Measurement Apparatus (EMA) were found to compare satisfactorily with simultaneous concentrations by instruments in the MSHA engine certification laboratory in Bruceton, Pa. The EMA was then applied to the measurement of LHD vehicle diesel tailpipe gases and smoke opacity in the White Pine and Brushy Creek Mines. A general experimental approach was developed by which instruments could be compared for the measurement of diesel exhaust pollutant concentrations in the 1/2 to 5TLV range. The concentrations are changed by varying engine speed, dynamometer load, and the portion of the exhaust which enters the dilution tunnel. Dräger detector tube diluted exhaust CO, CO2, NO, and NO2 measurements were compared with simultaneously taken portable instrument measurements. Diesel exhaust interference inaccuracies were separated from inaccuracies due to detector tube calibration by comparing the instrument readings with both actual detector tube readings and detector tube readings corrected by recalibration of the detector tubes alongside NBS traceable calibration gases. The detector tubes' accuracy was found to be only slightly affected by diesel exhaust interferences and it was concluded that most measure within certification limits established by the National Institute for Occupational Safety and Health. The effects of 2 exhaust system configurations on the pollutant concentrations in a dead-end heading were studied. Both of the configurations exhausted the gases near the roof, directing them toward the crosscut, and both improved the stratification of the air in the heading, due to the bouyancy of the hot exhaust gases. One of the configurations was a pair of Fume Diluters which diluted the exhaust with air by a 10:1 ratio, and the second system was simply a pair of exhaust pipes, bent to direct the exhaust similarly to the fume dilutors. By redirecting the exhaust, the concentration of C02 measured on the LHD vehicle was reduced by as much as 507, in dead-end headings up to 200 ft long. The Fume Diluters showed no improvement over the simple redesign of the exhaust system.

This report represents the first comprehensive accounting of lode mining sites in the Loon Creek mining district, Custer County, Idaho. Thirty-five mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of a mineral appraisal of the River of No Return Wilderness; previously known locations were field checked and the updated information added to the data base. The district's major deposits are gold-copper-silver fissure-fillings hosted by biotite schist intruded by dikes ranging in composition from rhyolite to lamprophyre. These deposits contain a trace element suite similar to Tertiary pink granites and may be related to intrusion of the nearby Casto pluton. Continued firm gold prices could stimulate the search for precious metal occurrences in this and other mining districts in central Idaho.

Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.
