A nuclear method was developed for continuously and automatically deter-mining the moisture content of coal flowing through a bin. Fast neutrons from a 1 curie americium-beryllium source penetrate the coal, are thermalized (slowed down) by hydrogen in the moisture, and are counted by a thermal neutron detector. The difference between the number of these thermal neutrons and those thermalized by dry coal (in a reference drum) is a measure of the moisture content of the coal. A materials handling system was developed and in tests at a commercial coal preparation plant, moisture in coal was monitored continuously within 0.2 percent of values determined by conventional means. The meter responded rapidly to change in moisture content, making it adaptable to automatic process control, and was operated for 1 year without malfunction or recalibration. Shielding of the source by the coal kept the neutron flux level at the bin wall less than 1 milliroentgen per hour, a safe level for personnel.

Loading and haulage of run-of-mine ore is frequently the highest cost in underground mining operations. These costs can be significantly reduced by use of belt conveyors, a common practice in coal and similar soft miner ii mines. This is particularly true if oversize ore and rock can he eliminated prior to conveying; thus producing a demand for crushers near the production areas. Portable feeder-breakers are extensively used in conveyorized mines, but no suitable, equivalent equipment, is available to provide these benefits to hard rock mines of low to medium headroom. A hard rock crusher capable of easy movement and readily disassembled would allow use to belt conveyors and could improve the general safety and productivity of any underground ore hauling system. This report summarizes proposals and findings made in conjunction with the newly designed M-44 Low Head Portable Crusher which is believed well capable of meeting the requirements of a "portable, underground, hard rock" machine as previously defined in earlier reports. Data gathered by use of the 1/4 Scale Model of the M-44 has substantiated and verified the concept sufficiently to justify construction of a full-size machine for further testing under actual mine conditions.

The Bureau of Mines evaluated creep properties of Zn-Cu-Ti alloys that were annealed after finish-rolling either cold) or at 480° F (249° C). Compositions ranged up to 1.25 pct Cu and 0.36 pct Ti. Most data are for sheet annealed after finish-rolling to 92-pct total reduction. Annealing times were varied at temperatures between 320° and 560° F (160° and 293° C). For a number of the alloys, annealing after hot-rolling at 480° F affects creep properties very differently in longitudinal and transverse sheet directions. The detrimental result is that the anisotropy in creep properties between the two directions can be vastly increased. Conversely, specific annealing treatments of certain heavily cold-rolled alloys result in surprisingly low anisotropy in creep properties and the low anisotropy coincides with excellent creep resistance for both directions. Supplemental data are presented on tensile, hardness, and thermal expansion properties, and microstructures.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

The Bureau of Mines estimated the potential availability of tungsten from 57 mines and deposits in 19 market economy countries. The tungsten resources of China and the U.S.S.R. were also estimated. This resulted from an evaluation of tonnage-cost relationships indicating the quantity of tungsten available as ammonium paratungstate (APT), artificial and natural scheelite, and ferrotungsten at various average total costs of production including 0- and 15-pct rates of return on invested capital. The evaluated deposits contain 1.2 million metric tons (t) of recoverable WO3, of which approximately 52,000 t of AEYT can be produced at the January 1983 market price of $5.37/lb, 89,000 t of natural and artificial scheelite at a market price of $3.63/lb, and 1,700 t of ferrotungsten at $5.61/lb of tungsten. An annual availability analysis indicates that by the early 1990's new deposit discoveries, development of known prospects, or expansions of producing mines will be necessary to meet projected tungsten demand.

The maximum net return from the sale of ores and concentrates of gold, silver, copper, lead, and zinc accrues to the producer when these mine products are marketed to the best advantage. Data are presented that the producer, especially the small mine operator, can use to survey available markets and make a preliminary estimate of the net return to be expected from an ore, on the basis of typical mill, smelter, and freight schedules. A review of the industry is presented by States in which recent production statistics are given, marketing facilities are discussed, and locations of principal mining districts, custom mills, and smelters are shown. Explanations of treatment processes, ore types, treatment charges, payments for metals, and deductions are given. Published rail and truck freight rates for mine products, based on marketing patterns developed over many years, are listed and explained.

When the study of roof movement as begun at Crucible two ideas were advanced on decay Of timber by some of the officials: (1) That timber decay vas unusually rapid in the Crucible mine, and (2) that timber coated with rock dust decayed more rapidly than those teat were not so coated. There yore no records by which these ideas could be tested, and it appeared wise to make a limited; investigation particularly of the effect of rock dusting on decay, as rock dusting is an important means of preventing coal-dust explosions.]

The prevent paper revises the description to the end of 1943 and includes a description of the smelting processes. Data from the mild and smelter operations for, 1942 are given in tables 1 to 14, Billing costs are included, but it is not permissible to publish smelter costs.

This report contains the practical application of a computer program for the simulation of ventilation systems under the influence of mine fires and other emergencies on five hardrock mines. The introduction describes the need for such a program, its basic features, and the range of its applicability which is mainly a function of the available ventilation data. The second chapter discusses program modifications, whose necessity or desirability was, during the application, discovered. The following five chapters, which comprise the major portion of the report, give the detailed description of the program application on the five mines. For every one of the selected mines, the ventilation system, the source of the used ventilation data and their preparation for computer simulations are outlined. Based on data for the airflow distribution solely, fumes concentrations in the mines are calculated for several assumed fire locations. Based on data for airflow and pressure distributions, ventilation disturbances caused by fires as well as the resulting fumes concentrations and temperatures are determined. The consequences for escape routes and the possible means to keep them free of fumes are discussed. To investigate the capabilities of the program, other contaminant sources and other potentially dangerous ventilation factors, like fan failures and changed surface temperatures, are simulated also. The results of the calculations have been entered into ventilation plans which makes them easier to scrutinize. All significant computer printouts have been attached.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

Synopsis U.S. Mine Safety and Health Administration (MSHA) accidents statistics have identified ore-pass hazards as a significant safety problem in U.S. underground metal mines. The statistics show that nearly 75% of injuries are directly or indirectly related to pulling or freeing of ore-pass chutes, the use of hand tools in ore passes, fails of broken rock in ore passes and structural failures of chutes or gates and ore-pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines. Risk assessment methods, such as fault-tree analysis, have been employed to identify the most probable causes of orepass failures, define research priorities and analyse the factors that result in malfunctioning and unsafe ore passes. Static and dynamic loads are being measured in a laboratory setting with the use of a reduced-scale orepass mock-up. Field tests are being initiated in mine ore passes to determine static and dynamic loads. Data from the test ore passes are being compared with data from the mine to characterize true system behaviour. Computer modelling with the use of closed-form solutions, finite-element analyses and a newly developed particle flow code predicts static and dynamic leads from the flow and the impact of ore and waste in the ore pass. Preliminary results indicate that dynamic impacts from ore and waste rock might be considerably greater than expected. The total static load is substantially less than is typically used fur the structural design of chute and gate support members. It is suggested that damping factors, normal and shear stiffness and mass frictional characteristics have a significant effect on particle flow and resulting impact loads. This is being verified with the use of results from laboratory tests, field tests and particle flow analyses. Ore passes are vertical or steeply inclined openings in a rock mass through which ore and waste are transported and where they mar also be stored. A typical underground mining system is shown in Fig. 1. The arrows indicate the locations of ore passes and loading pockets and their relative configurations. The control of material flow is potentially one of the most hazardous operations in underground mining. According to MSHA data. most of the ore pass-related accidents in the U.S.A. are associated with the loading-unloading cycle and removal of blockages from ore passes. In particular, attempts to free ore hang-ups have resulted in multiple fatalities. The hazards are obvious; there is uncertainty as to when the ore will break loose and miners are unable to escape falling rock to a safe location. Although ore passes and chutes and gate systems for underground metal and non-metal mines roust meet the requirements specified in the U.S. Code of Federal Regulations (CFR). Parts 57 and 75, recent structural failures of ore-pass linings and gates have underlined the lack of adequate ore-pass design standards available to both MSHA enforcement staff and mine engineers. Because of the importance of an ore pass to the safe operation of a mine design criteria need to be assessed and new guidelines developed. Researchers at the Spokane Research Laboratory of the Nationals Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines and studying design criteria for ore passes. Research personnel from the Bureau of Mines, a representative of the Mine Safety and Health Administration, and research contractors for the Bureau of Mines met with other Government and industry representatives at three seminar locations in December 1980 to discuss the findings and products of Bureau research on mine safety training. The research program is aimed at providing assistance to the mining community in its efforts to reduce industrial-type, human-error accidents through research establishing performance based methods and media for employee training. Research emphasis is directed toward development of baseline materials and instructional models; development of methods for structuring and evaluating health and safety, supervisory, and occupational training; and the continued investigation and application of current learning and simulation technology that could significantly enhance the effectiveness of training opportunities.

In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

While less than 1% of reported mine accidents are associated with slope stability problems, slope failure accidents were responsible for about 15% of U.S. surface mine fatalities between 1995 and 2003. Small rockfalls, which may involve hand-sized rocks weighing only a few pounds, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic yards of material or more can be fatal even for heavy-equipment operators. As part of an ongoing study at the Spokane Research Laboratory, several remote sensing technologies are being evaluated as tools to assess slope stability and monitor slopes for hazards. An interferometric radar device capable of detecting very small displacements on slopes has been assembled and tested. Radar techniques can provide new tools to augment current methods for monitoring ground control hazards in mines.

The Bureau of Mines has conducted research on a flue gas desulfurization (FGD) process as part of its goal of minimizing the undesirable environmental impacts associated with sulfur dioxide (S02)-bearing waste gases. This FGD process, referred to as the modified citrate process, involves absorption of S02 in a buffered citric acid solution. The absorbed S02 is subsequently stripped from the solution using steam, which regenerates the solution and produces a wet S02 product. This product can be further processed to make sulfuric acid or liquid S02. Economic evaluations showed the process to be expensive when the stripper was operated at or near ambient pressures because of the large amounts of steam required for solution regeneration. Research was directed at reducing steam consumption in the stripper. The effect of stripper pressure on steam consumption was investigated. A process research unit (PRU) was operated with the stripper pressurized in the range of 5 to 150 psig. Test results showed that steam consumption decreased with increased stripper pressure. For example, when operating the PRU stripper at 150 psig, 4.1 grams of steam per gram of S02 was required to remove 90 pct of the S02 from a 1.0-vol-pct-S02 gas. This compares to 7.1 grams of steam per gram of S02 required for 90-pct S02 recovery at 5 psig.

The National Institute for Occupational Safety and Health (NIOSH) has initiated a study of a roof bolter to reduce noise exposure to mine roof-bolter operators. An important segment of this research entails determining the affect of various drilling configurations on the performance (penetration rate) and sound power emissions when drilling into granite. Test conditions included using various combinations of rotational speeds and thrusts, using 2.54- and 3.49-mm- (1- and 1 3/8-in.-) diameter hexagonal and round drill steels, using vacuum and wet conditions and using drill media of differing compressive strengths. This paper details the affects of each of these variables on the performance and sound power level emission. When drilling into granite, it was found that wet drilling generated lower sound power levels and performed better than vacuum drilling.

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.
