This report presents the results of analytical studies made on two series of oil-shale samples from the Mahogany ledge of the Green River mine the character of the various grades of oil shale that are being mined and processed into shale oil and refined products at the Bureau of Mines Oil-Shale Demonstration Plant at Rifle, Colo. The analytical work was part of a synthetic liquid fuels program being conducted at the Petroleum and Oil-Shale Experiment Station, Laramie, Wyo. The 16 oil shales ranG6d in color from a gray brown ( or a sample that assayed 10.5 gallons of oil per ton to a very dark brown for a sample that assayed 75.0 gallons of oil per ton. In general, the samples were similar as to the types of organic and inorganic matter that they contained but varied widely in the amounts or these constituents. The principal constituents were calcite, dolomite, illite, and yellow organic material, while the minor constituents were quartz, feldspar and plagioclase feldspar, pyrite, marcasite, analcite, opal, black organic material, and small woody fragments. Some micro-fossils, spores and pollen grains were found also.

Discussions are presented of the three phases of the noise reduction program on flight-type coal conveyors. The three phases are identification of noise sources, evaluation of potential noise reduction concepts, and implementation of noise reduction which is intended to reduce conveyor noise to less than 90 dB(A) in the underground mining environment. The major noise sources are impacts of the chain on the tail roller and on the top and bottom decks. A total noise reduction of 11 dB(A) was achieved by using techniques which are applicable to retrofit. These are a vibration isolated tail roller and an isolated wear strip on the return deck. A theoretical model of isolation provided by the isolated tail roller is developed. Appendices are presented which contain information on other potential concepts and additional data generated.

This report, rather than attempting to replace previous annual reports, supplements, and more importantly, coordinates and summarizes the entire effort. Even with such restrictions, the report is voluminous and, therefore, a decision has been made to divide it into two parts. The first volume is basically narrative and includes tabular results and analyses. The second volume is in appendix form giving detailed information. Together, they permit a logical discussion of all aspects of the project (Volume I) without cumbersome distractions but, at the same time, provide all the details to permit others to evaluate and explain the results or develop similar research programs (Volume II). The aim of the original proposal was basically to develop instruments and techniques and then make measurements of suitable power parameters, ground fault currents and ground resistance beds. With such information available, it was possible to develop a meaningful simulator which would permit investigating electrical systems and components on paper without costly trial and error procedures in the third year, a cable splice testing program was added to the project. While there were the usual delays attendant in such original research, these objectives were achieved.

An investigation of the quenching behavior of coal dust-air flames was carried out. The literature relevant to coal dust-air flames was reviewed, including information on the agglomeration, sedimentation, and dispersal of dust clouds. The simple equations relating the various concentrations involved in dust flame propagation are given and their implications elaborated. It is shown that the concentration seen by a moving flame in a sedimenting dust cloud can differ significantly from the concentration commonly measured in such experiments. The known dust cloud phenomena which appeared significant in flame propagation studies were experimentally evaluated, and quenching diameters, flame speeds, and lean propagation limits for several tube diameters measured. For Pittsburgh seam coal, the Minimum Quenching Diameter (MQD) for dust between 10 and 20 µm was found to be between 0.7 and 0.8 cm, and the lean propagation for 3.2-cm tubes to be approximately 200 mg/liter. Similar MQD data were also obtained for Pocahontas and Sewell coals, Beulah lignite, and a 50-gal./ton oil shale. The effect of temperature, coal particle size, and propagation tube material were also investigated.

Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. This report summarizes the results of laboratory investigations made by the Bureau c! Mines on the recovery of mercury from caustic sulfide solutions by aluminum precipitation and by electrodeposition. Statistical methods were used to design the experiments and evaluate the resulting data. Precipitation studies demonstrated tint metallic mercury could be recovered from mercury sulfide-sodium sulfide solutions with aluminum. Other metals and their salts and aluminum, salts precipitated only black mercury sulfide. Over 95 percent of the mercury was precipitated from solutions prepared with reagent-grade chemicals and from cinnabar leach solutions. Two equivalents of aluminum were required to obtain 95 percent precipitation of the mercury. Under optimum conditions 1 gram of aluminum precipitated from 4 to 7 grams of mercury; the excess Aluminum was recovered for reuse. The effects of time and temperature on the precipitation of mercury were minor when compared with the effects of mercury concentration and aluminum equivalents. The particle size of aluminum had no significant effect over the ranges studied. When aluminum was used as a precipitant, the mercury concentration in solution was reduced to below 1.0 grams per liter. Adding arsenic and antimony sulfides to the mercury solution resulted in their coprecipitation with the mercury when the aluminum was added From 95 to 99 percent of both the arsenic and antimony were precipitated as metal, which amalgamated with the mercury.

The U.S. Bureau of Mines conducted a field study of mines and prospects of the Black Canyon RARE II area (No. 5061), Inyo County, California, from June to October 1981. Geological) geochemical, and geophysical studies were conducted by the U.S. Geological Survey. The Black Canyon RARE II area is east of Owens Valley and 6 mi east of Bishop, California. The principal mineral commodities are gold, silver, lead, zinc, and tungsten. Properties with resources in and adjacent to the area are listed in table 1; the locations are shown on figure 1.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facilitate research on the fundamentals of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, but Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing adit has an advantage over an active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin in September 1936, with a crew of four laborers under a resident engineer. The laborers were recruited from nearby farms, and although they had no previous mining experience, they have developed into satisfactory miners.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

The Automated Breathing Metabolic Simulator (ABMS) is a versatile machine capable of performing almost any physiologically appropriate respiratory simulation. The first ABMS was delivered to the Bureau of Mines by IBM in 1973. Since then efforts have been made to refine the systems and components which make up the ABMS including the Breathing Simulator Module (BSM), Gas Analysis Module (GAM), and Supervisory Controller (SC)-each of which are also capable of stand-alone operation. Since September 1980, Reimers Consultants has been testing and modifying the ABMS and its components in order to improve the equipment and to develop simulation criteria and parameters. Changes have been made to the Phase I Design Plan and Performance Specifications; future improvements based on current experience are recommended; and test results of full scale testing conducted by Reimers Consultants in November 1983 on several types of breathing apparatus are reported and illustrated.

Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied an 11,980-acre part of the 33,300-acre High Rock Canyon Wilderness Study Area, CA-020-913B, in order to evaluate its identified mineral resources. No mineral resources were identified during this study, and no significant amounts of gold, silver, mercury, gem-grade opal, or placer gold are present. The study area is located in Washoe County, NV, about 53 miles southeast of Cedarville, CA. No mining districts or mineral production are known, and no oil and gas leases are in the area. No current claims are in the area; however, six placer claims were located in 1911 in High Rock Canyon near its confluence with Mahogany Creek.

This document is Volume II of a two-volume report on underground and surface coal mine fires occurring between 1950 and 1977. Volume I discusses the methods of data acquisition, data analysis procedures, results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of coal mine fires during the period from 1950 through 1977 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 14 indexes keyed to the master list and annotated bibliography. The appendix contains three different parts: o The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires) o The annotated bibliography of journal articles about selected fires from the MSHA bibliography o A listing of non-reportable fires (one section each for underground and surface mine fires) Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpre-tation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

The 22d annual survey of the packaged-fuel industry by the Bureau of Mines, United States Department of the Interior, revealed that 26 plants in 8 States were in operation and reported production in 1956. The demand for packaged fuel in the United States has declined gradually since the end of World War II, and the number of operating plants has decreased from 70 in 1946 to 26 in 1956. Annual productive capacity of the industry has decreased also during this period, and the decrease in capacity was about proportional to the decrease in operating plants. Packaged-fuel plants are relatively small, and 85 percent of the active plants in 1956 had an annual capacity of less than 10,000 tons. The same situation prevailed in 1946, when 84 percent of the plants had a capacity of less than 10,000 tons. Total capacity for the 26 active plants in 1956 was 174,600 tons, an average of 6,715 tons per plant. Operating rates in 1956 were the highest since 1951, and the rate of production for the industry averaged 37 percent of capacity.

The flash induced combustion of Sewell and Pittsburgh coals was studied in air and in oxygen. The primary decomposition and combustion processes occur within the first 300 ~sec in oxygen and slightly later in air. Strong absorption spectra of CN and OH are indicative of the decomposition and combustion processes, respectively. Kinetic spectroscopy and combustion product analyses indicate that only about 35% of the coal dust is consumed in the explosive combustion which takes place in several (1-5) distinct but similar steps. The combustion-modifying effects of (NH4)2HP04, NH4H2P04, KHC03 and Rock Dust were studied in the 1-20 wt % range in coal dust flash com-busted in air and oxygen. The study reported herein shows Rock Dust to be the most efficient coal combustion inhibitor. KHC03 is the least effective agent, with the phosphate salts showing marginal effectiveness.
