This study concerns itself with two topics of the mine ventilation - mine fire interface which, when the work for this study began, did not seem to receive sufficient attention. Section 1: Comments on Spontaneous Combustion of Coal in Mines It is attempted to describe heat generation, heat and oxygen transport, in such a way that existing experimental data for U.S. coals can be used to assess conditions inducive to spontaneous heatings quantitatively. Investigated are, in particular, critical air velocities, minimum sizes of coal accumulations, moisture contents and the influence of mining factors. An extensive, practice oriented literature survey is included. Section 2: The Early Detection of Mine Fires by Assessment. of Mine Gases The suitability of the major constituents of combustion products for an early detection of fires is discussed. The same is done for gas concentration ratios. Since it was felt (at least at the time when this report section was written) that the value of the carbon monoxide/oxygen deficiency ratio was overestimated, the usefulness of monitoring this ratio as compared to monitoring CO concentrations was critically investigated. The state of art concerning instrumentation and organization of fire detection systems is reviewed also.

Communications with moving tracked vehicles in a rail haulage mine pose a difficult problem. These communications take place from dispatcher to vehicles or from vehicle to vehicle via the trolley line, which is a very poor communications line. As a result, deadspots and high-signal areas can occur anywhere along the line, or signal can decrease simply as a function of distance. An analysis is made of the trolley line as a communications line, and methods of improving its characteristics are discussed. Data from inmine experiments are presented, showing actual improvements in communications. Recent Bureau developments in new hardware are also discussed. These include an adaptive speaker control for existing carrier phones and a new generation of improved carrier phones.

The vapor pressures of liquid titanium and liquid platinum were studied under the Bureau of Mines program for the determination of thermochemical data on the transition elements. Beating was done in a 2-kw electron-beam furnace with a water-cooled copper crucible to contain the melt. Temperature was measured with a disappearing-filament brightness pyrometer. The vapor pressure data for liquid titanium in the range 2,008° to 2,379° K are represented by the least-squares derived equation [log p (atm) = 6.268 - 22, T] Two series of determinations were made on liquid platinum. Results of the first series are expressed by the least-squares derived equation [log p (atm) = 8.240 - 30,460T] for the range 2,0860 to 2,4200 K. Results of the second series are expressed by the least-squares derived equation [log p (atm) = 7.795 - 29,580 T] in the range 2,045° to 2,442° K. Third-law evaluations of each series gave mean standard heats of sublimation of 112.4 kcal/mole, 133.3 kcal/mole, and 133.8 kcal/mole for titanium first series on platinum, and second series on platinum, respectively. Second-law heats of sublimation and equations for heats, free energies, and entropies of vaporization were obtained from sigma plots of each data set.

The Condrey Mountain RARE II area lies mostly within the Elliot Creek mining district, a significant producer of gold from placers, and gold, Silver, copper, and minor soapstone from lode deposits. No mineral production has occurred within the study area; no resources are known in the area. However, significant resources in lode and placer deposits are just outside the west and northwest boundary of the area. The Blue Ledge Mine (fig. 1, no. 15) adjacent to the western boundary, is reported to contain 226,000 ton; (205,000 t) of identified resources averaging 0.05 oz gold per ton (1.7 g/t), 2.16 oz silver per ton (/4.0 g/t), 3.5 percent copper, and 3.95 percent zinc. The mine has produced 11,131 tons (10,114 t) of ore that yielded 1,026 oz (31,908 g) of gold, 58,431 oz (1.8 million g) of silver, and 2.7 million lb (1.2 million kg) of copper. Exploration is currently underway at `he mine and vicinity, including part of the study area.

Analysis of seed numbers present in topsoils (a grazed area, an ungrazed area, and two stockpiles) indicated that seeds of the most prevalent colonizers (e.g., Kochia scoparla, Setaria virdis, and Salsolo collins) were not present in the topsoil upon respreading but rather appeared by immigration from the surrounding areas. The grazed site had a seed density of over 7,700 seeds m-2 (of which 43% were from weedy species) and the ungrazed site had 3,900 seeds m-2 (of which 7% were weeds); the stockpiled topsoils had very low seed densities (255 and 520 seeds m-2). Seed densities and diversity decreased with depth on both the grazed and ungrazed sites; this was especially true on the grazed site where 94% of the seeds were found in the surface 7.5 cm. Several species were present in the seed bank (e.g., Hedeoma hispida, Artemesia ludoviciana, A. frigida, and A, abslnthlum) which were also found on the three and four year old mined sites in the aboveground vegetation survey. Seeds from these species may germinate after several years of dormancy, thereby starting populations on mined sites and enhancing plant diversity. Seed bank analysis was also undertaken on mined sites ranging in age of 2 to 6 years (plus an unmined site). Mined site seed densities ranged from 1630 to 3980 seeds m-2, with the four year old site having the greatest density (largely because of high Melilotus spp. populations); unmined site and stockpiled topsoil sample had lower seed densities. A significant positive correlation between total viable seed content and soil-water saturation percentage indicated that soil texture may influence seed viability/ dormancy (the. finer the material, the higher the seed population). As with the previous part of this study (and other studies), there was a poor correlation between the aboveground flora and the belowground seed composition.

To develop more accurate means of measuring low ventilating air velocities in underground mines to facilitate compliance with ventilation standards. The Approach: A commercially available vane anemometer which produces an electrical, rather than a mechanical, output was coupled to electronic circuitry to produce the Bureau's Digital Low Velocity Anemometer (see photo). [ ] How It Works: The experimental instrument has a vane anemometer head which produces an electrical output signal with a frequency directly proportional to the rotating speed of the vane anemometer shaft. The commercially available ABBIRKO FLOWMASTER anemometer head was used in this instrument. In the signal conditioning circuits the electrical signal from the anemometer is converted into pulses, which are counted during either 3-second or 1-minute intervals, depending on the position of the operator's control switch. (Readout is either "instantaneous" or averaged for a period of one minute.) The number of pulses counted is then translated (integrated and divided by a constant) in the logic circuits to get average speed. Average air velocity in feet per minute is displayed in illuminated digits. (See simplified diagram of circuitry.)

This report and associated deliverables is the culmination of a comprehensive literature survey, data collection and identification of over 500 metal/nonmetal active mines/mills/smelters (over 50,000 tons per year, TPY, production) in the contiguous 48 states. The main purpose was to compile an inventory of the mine/ mill/smelter waste tonnages, thus forming a data base for future research and development in improving waste management and waste disposal techniques in the metal/nonmetal mining industry. The study specifically excluded sand and gravel, sulfur, granite and any commodity that leaves basically no waste when mined and/or milled. The coal waste inventory is the subject of another report. The study provided for locating, mapping. encodating and digitizing all the mine/mill/smelter information made available throughout the nation as well as the climatological, land use, topographical, ecological and vegetative data. Mine/mill/smelter information also included (where possible) acreage and/or volume, mining methods, primary ore and gangue minerals, waste composition and haulage methods and distance hauled. Finally, a discussion is provided concerning present and potential uses of various types of tailings, as well 8S recommending possible R&D in addressing problem areas in waste disposal techniques and management.

Twelve healthy, experienced underground cool miners performed lifting capacity tests in stooped and kneeling postures using a modified psychophysical procedure. Subjects adjusted weight in a lifting box to the maximum they could handle without undue fatigue in an asymmetric lifting task. Lifting periods were 20 min in duration and the frequency was 10 lifts/min. Tests were performed under a 48-in. roof that restricted the subject&apos;s posture. Psychophysical. physiological, and biomechanical dependent measures included the maximum acceptable weight of lift (MAWL), heart rate (HR), rate of oxygen consumption (VO2), ventilation volume rate (VF), respiratory exchange ratio (R), and integrated electromyography (EMG) of eight trunk muscles. Results indicated that the MAWL was significantly lower when kneeling than when stooped (p < 0.05), Furthermore, metabolic demands were greater in terms of HR (p < 0.005) mid VO2 (p < 0.05) when kneeling. Left and tight erectores spinae muscles exhibited increased EMG activity- in the kneeling posture (p < 0.001). It was concluded that psychophysical lifting capacity is decreased, while the metabolic stress and internal load on the spine are increased, in the kneeling posture. Results of this Bureau of Mines study indicate that it may be advisable to reduce the weight of materials that are handled repetitively in the kneeling posture.

EXTENSIVE research and development was performed on the manganese-copper vibration-damping alloys to determine the relationship between the properties of the alloys and variations in composition, fabrication, Mid heat treatment. Mn-Cu alloys with unusually high specific damping capacity, 20 to 25 percent at a stress of 5,000 psi, have also the following useful properties: Tensile strength, 90,000 to 110,000 psi; yield strong, 60,000 to psi; elongation, 20 to 25 percent; hardness, 90 Rockwell B; and fatigue limit at, 28,000 to 30,000 psi. Both standard and special methods of testing were employed to obtain data on strength, modulus, hardness, resistivity, dilatation, micro-structure, crystal lattice, and damping capacity. The extensive tabular and graphical data on these properties are presented for alloys containing 50 to 85 percent as quenched d solution) and after various aging treatments. Expansion coefficients for all Mn-Cu solid solutions are graphed and a dilatometer study of contraction during aging is reported. Although high damping capacity is associated with aging to precipitate a-Mn from solid solution, with a cubic-tetragonal transformation and with the occurrence of antiferromagnetic ordering in Mn-Cu alloys, a tenable theory of the damping mechanism has not been reached.

The study area, which comprises 28,443 acres within the Jacumba Wilderness Study Area, is in the California Desert Conservation Area, and along the U.S.-Mexico border 25 miles west of Fl Centro, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of mining claims, known mineral occurrences, and mineralized zones during the fall of 1983. Limestone resources were identified inside the study area; tungsten resources may he present. Metasedimentary rocks intruded by Cretaceous Quartz diorite predominate in the study area. Tungsten and some gold have been found in skarn zones along intrusive contacts; limestone deposits are in the pre-Cretaceous rocks. Tertiary and Quaternary volcanic flows, pyroclastic rocks, clay beds, and diatomite in lake deposits nave been investigated for possible non-metallic resources. Evidence of mining or prospecting was found at 26 sites in or just outside the study area. In 1983, 106 claims were held in 13 claim groups. One claimant was sporadically prospecting for gold on claims in the north part of the study area in 1983, and gravel was being mined from alluvium 1/4 mile to the east.

Concepts and equations have been developed to quantitatively determine the stability of a rock bolted coal mine roof as a structural (beam-arch) member consisting of reinforced rock units. The equations take into account: rock bolt tension, length, spacing, and orientation; size of opening, strength and physical properties of the rock; and loads from distressed rock, and were critically reviewed using sensitivity analyses and the results available from relevant previous analytical and physical model investigations. It is concluded that they can essentially be validated by using small scale physical models and the full size mine entry model at the USBM Spokane Research Center. However, a comprehensive research program, including analytical and laboratory investigations and field trials in typical mines, will be required to define and validate criteria and standards for using the equations as a basis for a rational design code for rock reinforcement installations to replace the semi-empirical rules now being used. For example, these studies have shown that the practice of installing vertical roof bolts with a uniform spacing equal to the bolt length is inherently unsafe and that the spacing should be reduced near the walls to prevent shear failure of the roof strata. The development of such a rational design code would provide enhanced safety in coal mining operations and warrants a high priority in the Bureau&apos;s ground control research program.

When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The Directory includes a sampling of computer usage in operating and manufacturing companies, consulting firms, computer companies, research organizations, universities, and various U.S. government agencies. References to computer applications throughout the mining industry are presented as well as comments on the availability of programs to interested organizations or individuals.

An overall summary and the individual reports of eight workshops to determine research and development needs in western mining ore presented. Problem areas are identified, and recommendations regarding priorities, funding sources, and prime movers are made. The objective of this contract was to identify research and development needs for advancing mining technology as well as health and safety measures for western U.S. Surface and underground mining. This was accomplished by convening a series of workshops where problems could be thrashed out by producers of trona, uranium, open pit copper, underground salt (from the Midwest and New York), underground metal and nonmetal, etc. In addition to problems, future priorities, funding, and the desicion as to who should be the prime mover on R & D were discussed.

A new concept was proposed for a personal warning device for use by miners who may be exposed to health hazards from inhalation of alpha-emitting radionuclides, especially radon-222 and its short-lived daughters. Two successive prototype models of the proposed instrument were designed, fabricated and tested. The Personal Alpha Alarm, in its final form, weighs less than 90 g (3 ounces), and can easily he mounted on a miner&apos;s safety cap. It is powered r, by electricity drawn from the cap-lamp battery, and consumes less than 100 n A at 4VDC. It is entirely passive and has no moving parts. Alpha-radiation originating in the air around it is detected by a 5 cm2-area semiconductor-type sensor that was developed especially for this purpose. The presence of alpharadiation in the air is communicated to the wearer by means of a small flashing light-a light-emitting diode-clipped to the brim of the safety cap. When the intensity of alpha-radiation exceeds a predetermined threshold, the flashing mode changes to a continuous illumination, thus providing an alarm signal to the wearer. Because the detector senses all alpha-emitters in the air, including 222Rn, it is not able to measure Working Levels accurately. For its intended purpose, however, which is to give a timely warning of excessive levels (several times the normal control level) of radon and/or radon daughters in an individual&apos;s air environment, the Personal Alpha Alarm is expected to be a useful instrument.

A switching system for high fault current 300 and 600 volt DC trolley and haulage systems, as used in the mining industry is presented. The system consists of paralleled main and auxiliary contactor circuits with a liquid metal current limiting device (CLD) in series with the auxiliary contact-or. Upon detection of a fault, the current is commutated into the CLD circuit. The liquid-metal vaporizes, increasing the CLD resistance and Considerably decreasing the actual current to be interrupted. This system will materially reduce the wear and tear on contactors because of the reduced interrupting requirement. the CLD is pressurized; when the current is interrupted, liquid metal flows back into the bore. Thus, it is resetting. Electrical and mechanical design principles are presented as well as materials for use, as found satisfactory in field tests on the device.

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.
