First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Laboratory amenability studies as well as a pilot heap-leaching investigation of low-grade sandstone uranium ores from Wyoming, New Mexico, and Colorado are described. Sulfuric acid heap leaching with oxidation, for 120 days, extracted up to 98 percent, 90 percent, and 79 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively.

"INTRODUCTION When nations throughout the world are pitted against each other in a war in which petroleum plays a major role, scientist and engineers of the petroleum industry must give serious thought to ways and means for recover¬ing greater percentages of oil from natural reservoirs than in the past. Petroleum and its products are vital to highly mechanized modern warfare, and the victorious nations will be those whose armies, navies, and air forces are supplied with adequate fuel oil, gasoline, and lubricants until the war is won.Efficient recovery of oil from underground reservoirs depends on many interrelated techniques; evaluation of the producing performance of wells upon the basis of their productivity indexes is one such tool. Oil wells usually yield oil at a maximum rate when first ""brought in"". The rate of production begins to decline soon after the first oil is delivered to the tanks, and although part of the decline usually can be attributed to natural reduction of reservoir pressure as oil and as are withdrawn from the reservoir, a larger proportion frequently is caused by greater saturation of water and as in the producing formation about wells and clogging of the pores of the sands by silt, organic salt, and insoluble hydrocarbons. If the maximum quantity of oil is to be recovered from reservoir sands and rocks by wells, it is then imperative that the ability of wells to produce oil be watched closely and all adverse influences that affect the case with which oil can flow to wells be corrected if possible."

This study gives an analysis of the copper system byproducts and discusses the identification and classification of byproduct metals and their supply systems. Arsenic, platinum-group metals, silver, gold, selenium, tellurium, molybdenum, rhenium, uranium, aluminum, magnesium, and byproduct copper, lead, and zinc from complex ores are covered. The report describes several metallurgical systems, the marginal and incremental products costs of byproduct subsystems, industry structure and organization, and the historical data on price, consumption, and supply. Supply curves are presented for about one-half of the byproduct metals studied. The study develops a conceptual framework for analysis by reviewing the present concepts of byproduct supply and the related price theory. It gives the sources of supply of the individual byproduct metals to indicate the importance of the byproduct supply to the total supply. Mills, smelters, and refineries processing byproduct materials for their metal content are identified by geographic location and company ownership, The study also includes information on the reserves-resource base supporting byproduct output, reserve estimates, and the demand aspects of each byproduct metal.

Persons interested in th_e study of petroleum and allied substances have long felt the need of a bibliographic index to the literature. This bibliography, which is intended to be the first elf a yearly series, has been compiled by the petroleum division of the Bureau of Mines with a view to satisfying this need. The references include only the more noteworthy writings that appeared during the year 191.5 in both ·the United States and foreign countries. Only patents plainly applicable to the industries in point have been included, although, of course, a close scrutiny of the great volume of patent literature might reveal many other patents of possible value. The references are arranged according to the subject classification on pages 3 to 11. This classification, which is to be followed in the succeeding bibliographies of this series, is offered as a guide for further study and classification of the pertinent literature.

There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2

The Bureau of Mines inventoried all lands in Alaska to determine the availability of land for oil, gas, and coal leasing. Acreage for onshore oil, gas, and coal basins was digitized as was land ownership data. Regulatory policy concerning oil, gas, and coal leasing for various government agencies and private concerns was determined. Oil and gas basins underlie 79.4 million acres of Alaska's 378 million acre landbase. Federal agencies manage 44 million of these acres. The Bureau of Land Management is the lead agency for most oil and gas leasing on Federal lands. Lands have to be specifically opened for oil and gas leasing to be available. The state of Alaska manages 21.1 million acres underlain by these basins. More than 80 percent of this acreage is available for resource development. Native corporations manage the remaining 14.3 million acres of favorable oil and gas land. Coal basins underlie nearly 51 million acres of Alaska. Of this land, 26.4 million acres are under Federal jurisdiction. The state manages 17.3 million acres of land underlain by coal basins. Nearly 7.3 million acres of favorable coal lands are managed by Native corporations.

Soil and vegetation development were studied on abandoned mine sites near Velva in Ward County, North Dakota. The sites studied were 1, 7, 17, 30 and 45 years old since abandonment; unmined sites were also studied to provide measures of comparison. Species diversity was the highest at unmined sites (114) and lowest at the I year old site (26); sites 7, 17,30 and 45 years old had 37, 52, 43 and 68 species, respectively. Stand ordination revealed that site ages were the most important in influencing species diversity and composition. Stand-environ-mental complex ordinations encompassing 53 variables showed topographic variables to be the most important followed by site ages. Rates of nutrient accumulations were as follows: organic carbon 13.1 g m-2 yr-1; nitrogen 2.5 g m-2 yr-1; phosphorus 0.01 g m-2 yr-1; potassium 0.49 g m-2 yr-1. Carbon-nitrogen ratios showed the widest range for 1 year old sites (5-40) but 70 percent of the 45 year old sites showed values below 15 which were com-parable to the unmined mixed grass prairie sites. Species distributional diagrams are provided to show their habitat preferences which may be helpful in formulating species prescriptions for revegetation.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

A 9-month study of the uses of wire rope associated with U. S. underground coal mining is reported. Rope applications are broken down into hoisting and nonhoisting applications where "hoisting" refers to transport in vertical and inclined shafts. The former receives the greatest emphasis since it represents the most critical rope application from the stand-point of production and safety. The discussion of hoisting practice includes aspects related to the mine operators as well as those related to the equipment builders and wire rope manufacturers. U. S. state and Federal laws regulating hoisting and wire rope use are also presented and discussed. Canadian and other foreign hoisting practice and laws are included. The state of the art in electromagnetic nondestructive inspection of hoist ropes is presented. Capabilities and use of one Canadian electromagnetic device are discussed in great detail. Conclusions are drawn regarding the present state of wire rope and hoisting technology in U. S. coal mines. Recommendations are made for improving rope practice, in general, and hoisting, in particular, consistent with greater safety.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

This report summarizes ongoing research at the National Institute for Occupational Safety and Health, Spokane Research Laboratory, in which collision warning systems for surface mining dump trucks are being evaluated. Common accidents involve these large trucks running over smaller vehicles or pedestrian workers. Collision warning systems currently use one of several methods, including radar, radio-frequency-signal detection, or ultrasonic signals, to detect and warn of the presence of an object or person in the blind spots of the mining equipment. Most available systems have not been tested on large off-highway dump trucks. This report evaluates several systems on two sizes of trucks, a 50-ton-capacity truck commonly used in quarries and construction and a 240-ton-capacity truck commonly used in open-pit mines. Tests were conducted to determine false alarm rates, alarm effectiveness, and reliable detection zones for a person and a pickup truck. The results indicate that radar and radio-frequency identification systems show promise for this application and that several of the improved systems are ready for extensive field tests. However, challenges still exist in applying these technologies to large trucks.

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

The mining industry has the highest average annual fatality rate among major U.S. industries. To address this, the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory (PRL), is conducting major research programs to reduce the hazard exposure of miners. One of the recently concluded programs at PRL developed the enabling technology for remote-controlled mining. An application involves the manual process of extracting and hauling coal where operators, in the tight confines of a mine, can be struck or caught by mobile machinery. The approach to remedy this problem uses a guidance system on the continuous haulage equipment so that it follows the continuous mining machine that extracts coal. This, in essence, involves sensor-based docking of the machines. Sensors functioning in the hostile mine environment of dust, methane gas, and water play the key role. Computer analysis of the mining machine's movements and empirical machine characterizations established operating requirements and spatial limitations to ensure proper loading of coal into the haulage equipment. These data served in the selection of a guidance sensor. Technologies such as scanning laser systems and ultrasonic sensors have frequently been used in other applications, but were found unacceptable. However, a near-infrared sensor employing active targets met the requirements. The sensor has a nominal 75b conical field of view and a range from 0.1 to 18.0 m. For the single-target mode, nominal range accuracy was 4.3% at a distance of 3.65 m. Correction algorithms were generated, which reduced the error to 0.6%. Airborne dust testing showed less than an additional0.8% accuracy (worst case) degradation at dust levels up to 15 mg/m3. Using four targets, the nominal range accuracy was 0.4% without correction algorithms. Analysis of dynamic testing of a continuous miner and haulage showed that accuracy was maintained and total target loss did not occur. A guidance system for the haulage system to follow the mining machine does not exist commercially. Such a system can reduce fatalities, injuries, and exposure to dust and noise.

"INTRODUCTION The Edison mine comprises workings on two irregular spodumene-bearing pegmatite dikes which outcrop near the town of Keystone in the southern portion of the Black Hills of South Dakota. The Bureau of Mines conducted an investigation of the Edison mine as part of a comprehensive study of the lithium mineral-production possibilities in the Black Hills area. The work was undertaken during the Second World War, when the demand for certain lithium salts and compounds exceeded the then small productive capacity of the industry.During the course of the project, the Bureau of Mines completed 13 diamond core-drill holes, aggregating 2,114.5 feet of drilling. Twenty-six cannel samples were taken from the main Edison shaft, and 13 miscellaneous samples were obtained to permit analysis of the efficiency of phases of mining and sorting operations. Metallurgical tests were made by the Bureau of Mines to investigate the feasibility of beneficiating spodumere-bearing ores from the Edison mine. 3/"

This study was performed for the U.S. Bureau of Mines. An existing computer simulation of a dragline was modified to simulate a dragline dumping into the hopper portion of a cross-pit conveyor system. This revised computer model was then used to study four proposed cross-pit conveyor systems. Parameters such as dragline position, hopper position, and digging procedure were varied to maximize the dragline production. This performance was compared with the conventional side-casting spoil method. I t was concluded that the cross-pit conveyor systems were competitive with the conventional side-casting technique.

Rock preconditioning in advance of mining was shown to be an effective means of rock-burst control based on the results of a field demonstration carried out on the 7700 level of the Hecla Mining Company's Star mine. Mining through the preconditioned zone was characterized by greatly reduced rates of released seismic energy and no bumping or rock bursting occurred within the preconditioned zone. Mining above the preconditioned zone was characterized by greatly increased rates of released seismic energy and rock bursting, particularly where the vein became very narrow in waste zones. This increased incidence of rock bursting points out the need for stope preconditioning to be carried out on an entire stope block basis. The data obtained from the monitoring of the mining above the preconditioned zone on the 7700 level will be extremely useful in evaluating any future stope block preconditioning experiments on the lower levels or the Star mine.
