"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

Within New Zealand?s extended EEZ there exists a vast submarine hydrothermal mineral resource associated with the Kermadec intra-oceanic arc. Along this arc more than thirty submarine volcanoes have been explored by GNS-lead researchers and, of these, c. 60% are known to be hydrothermally active and a site of active seafloor mineralisation. Assessment of whether this mineralisation is economically viable in terms of grade and tonnage is now underway. A key aspect of these investigations is determining the age of the mineralization which will have a direct bearing on its mode of formation, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction. Intact barite-rich ?black-smoker? chimneys similar to that depicted here (86 cm long) have been recovered from Brothers volcano in the southern part of the arc. These and other hydrothermal deposits provide evidence of active volcanic massive sulphide (VMS) mineralisation along the arc, the age of which can be determined from the disequilibrium between isotopes within the thorium or uranium decay chains. A chimney from Mariana arc has also been dated using these radiometric methods. The principle dating technique for chimneys up to 15,000 years old uses the decrease in 226Ra/Ba due to radioactive decay after the VMS was deposited. An initial ratio is obtained from chimneys that are proven to be less than 100 years old and this involves dating with 210Pb, 228Ra and 228Th that have short half-lives compared with 226Ra.

The northeastern Pacific shows the highest nodule abundance among the oceans in the world, and thus has been drawing international attention for deep-sea manganese nodule development. The objectives of this study are to construct database using geostatistics and geographic information system (GIS), to quantify rating value using probability and statistical methods, to suggest suitable sites for manganese nodule development, and to verify results using three statistical approaches. The copper and nickel contents of the nodules were determined by chemical analysis. Factors related to slope, aspect, water depth, and topography were obtained from multi-beam echo sounding data. The transparent layer thickness was determined using a sub-bottom profiler. The probability method was used to calculate each factor's rating, and the layers for different factors were summed to produce the development potential index (DPI). Result maps were constructed for manganese nodules development. The distribution pattern of DPI showed to be controlled of nodule abundance and metal contents. Verification was performed by comparing the results with sampling data in three ways: success and prediction rate, linear regression, and test of independence.

This study presents a model to predict fate of resuspended sediment in the development of deep-sea mineral resources including manganese nodules under Clarion-Clipperton area of the Pacific Ocean. The manganese nodules are expected to be developed near future and major research is undergoing in Korea recently concerning many aspects of the mineral resources development. One aspect is about environmental concern related to the deep-sea development, and a major environmental problem is the resuspended deep-sea sediment. In order to quantitatively analyze the resuspended sediment in the water column during the deep-sea development, particle size distribution (PSD) was considered an important factor in this research. The model developed here includes PSD and coagulation process, as well as sedimentation process. The model is one dimensional in the vertical profile, and was designed to describe the change of particle size distribution in the water column in the given vertical point. Based on the mathematical modeling, a numerical model was developed. Using the model, basic simulation was performed under representative environmental setting of the deep-sea environment. The simulation showed the dynamics of change of particle size distribution for 50 m depth of water column from the deep-sea bed, up to 10 days of simulation time. The simulation results indicate that coagulation seemed an important factor in the fate of resuspended deep-sea sediment. As a result, this research shows that the particle size distribution approach, as well as considering the coagulation process, is needed and may be effectively applied to environmental impact analysis of deep-sea resuspended sediment. Paleomagnetic properties of sediment cores were examined to reconstruct paleodepositional conditions in the Korea Deep Ocean Study (KODOS) manganese nodule area, located in the northeastern equatorial Pacific. The KODOS sediments studied have a stable remanent magnetization with both normal and reversed polarities, which are well correlated with the geomagnetic polarity timescale for the late Pliocene and Pleistocene. Average sedimentation rates were 1.56 and 0.88 mm/kiloyear for the Pleistocene and late Pliocene, respectively. Clay mineralogy and scanning electron microscope analyses of the sediments indicate that terrestrial material was transported to the deep-sea floor during these times. The variations of sedimentation rates with age may be explained by the onset of the northern hemisphere glaciation and subsequent climatic deterioration during the Pliocene and Pleistocene. For the Pleistocene, an increasing sedimentation rate implies that input of terrestrial materials was high, and also a high input of biogenic materials was detected as a result of increased primary production in the surface water. The down-core variations in paleomagnetic and rock-magnetic properties of the KODOS sediments were affected by dissolution processes in an oxic depositional regime. As shown by magnetic intensity and hysteresis parameters, the high natural remanent magnetization (NRM) stability in the upper, yellowish brown layers indicates that the magnetic carrier was in pseudo-single domain states. In the lower, dark brown sediments, only coarse magnetic grains survived dissolution and the NRM was carried by more abundant, multi-domain grains of low magnetic stability. The down-core variation of magnetic properties suggests that the KODOS sediments were subjected to dissolution processes resulting in a loss of the more stable components of the magnetic fraction with increasing core depth.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.
