Geothermal Energy has a great potential for meeting the electrical and thermal energy requirements of many countries and territories lying along tectonically active zones within and surrounding the Pacific Basin. Energy requirements for many of these small, scattered volcanic island nations preclude development of conventional generating facilities large enough to incorporate any economies of scale. However, by attempting to discover and develop shallow, relatively low temperature, geothermal reservoirs associated with recent vulcanism on many of the volcanic islands, exploration expenditures and risks, and problems associated with the development of high temperature resources can be reduced. Exploration and development drilling for these resources can be accomplished with truck mounted rotary drilling rigs that are less costly and more suitable for operations within the island infrastructures than the conventional rigs normally used in the drilling of deep, high temperature geothermal resources. Experience over the past decade with small, modular, binary (Rankine) cycle generating units indicates that geothermal energy can provide a reliable source of baseload electricity in the amounts required and at a cost that is competitive with other alternative and conventional energy sources. Development of shall, moderate temperature, geothermal resources with small, modular binary cycle generating units can provide ideal additions to the energy sources of many of the Pacific volcanic island nations within the framework of their island economies.

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

A long history of gold production at Nome, Alaska has resulted in long term interest in the nearshore environment as a production target. Mining by Western Gold Exploration and Mining Company offshore of Nome yielded approximately 100,000 troy ounces of gold in the period 1986 through 1990. This study was designed to determine the relationship between heavy minerals, sediments, and gold concentrations which occur in the upper meter of sediment offshore of Nome. Standard procedures were implemented for grain size analysis, heavy mineral separations, and heavy mineral frequency determination.

The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina's inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

The China Ocean Mineral Resources Research and Development Association (COMRA) conducted a topographic survey in its deep seabed claim area with the SeaBeam system in 19475. After analyzing the data, it was determined that there is a group of living things several hundreds of meters in depth that significantly affect the sound waves in the frequency range of interest. We will attempt to investigate more about such influences. Physical model testing is an important means for studying the theory, and for development of the technology for geophysical prospecting. Because the manganese nodules are distributed over the sea floor in irregular patterns, it is hoped that study of the acoustic properties of manganese nodules by means of physical model testing can improve interpretation of the data of the multi-beam system and the SeaBeam system. This will provide a more reliable basis for delimiting the mineral site and evaluating the reserves in the Pioneer area of China.

The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. Meaningful and real time environmental monitoring of marine tailings placement is a clear sign of deeper commitment to the people of PNG in regard to impacts of mining on coastal environment and marine life. Today daily mine wastes and tailings are increasingly being delivered to the seabed offshore of project sites in Misima and Lihir islands. Ramu and Simberi mining projects also plan to dispose tailings out at deep sea. As tailings leave the tailings pipe and come out into the seabed, concentrations of the cations and other potential harmful particles in the tailings stream need to be quantifiably monitored each day during the life of the refinery. For continuous monitoring of the tailing?s true chemical characteristics submarine cables connected with ocean floor observation systems consisting of deep-sea underwater video, and cation sensors and electrodes will be laid. Power transport to the tailings site and data transfer from the tailings site will be via opto-electric cables. Various data center instruments will record and manage the collected data. Observation data will be transferred in real time to stake holder?s data centers via a dedicated line from on-land stations, and then distributed to company offices and government establishments. Japan Marine Science and Technology Center, Telikom PNG, and Australian Institute of Marine Sciences will be the key advisers in this project. The main role of the observatories is to monitor and collect background seabed geochemical data prior to start of tailings disposal, during tailings disposal period, and after the life of the refinery.

The U.S. Geological Survey (USGS), over the past three decades, has carried out a spectrum of geologic surveys and research in marine areas of the Exclusive Economic Zone (EEZ) around the U.S. and its territories as well as in the Great Lakes region. Regional and topical studies have been undertaken throughout the range of marine environments: estuarine, tidal wetlands, coastal and nearshore, shelf, slope, and the deep ocean basins. The Survey's coastal and marine research programs consist of four elements shown in Table 1. The first includes studies using interpretations of bathymetry, seismic-reflection and sidescan sonar data, and analyses of sediment grab samples and cores to develop an understanding of the geologic framework. Information on the geologic setting, including the subbottom structure and stratigraphic relationships, and the geologic history and evolution of the areas surveyed are important parts of the program objectives.

The Zacarias gold-silver-barite deposit appears to be a Precambrian analogue of present-day exhalative deposits on the sea floor. Geochemical, stratigraphic and structural studies of the latter can be useful in elucidating the ore environment at Zacarias, thereby assisting exploration. The Zacarias mine is about 300 km north of Brasilia, within the Goiás Massif, Brazil. It is the southernmost of three auriferous quartzite occurrences along 1 km of a northeasterly striking amphibolite. Zacarias and its neighboring smaller deposit to the north, the Central Pit, contained a premining ore reserve of 650,000 tons at 4.4 g/t gold, 48 g/t silver, and about 20% barite. Gold mineralization is hosted by concordant quartzite strata also containing layered barite, pyrite, barium-mica, sphalerite, galena, chalcopyrite, magnetite, sulfosalts, free gold, and electrum. The host amphibolite is intercalated with barren mica-quartz-chlorite-pyrite schists that are more voluminous in the footwall and are associated with the ore horizons. Above the amphibolite in the hangingwall lies a thin graphitic shale, then a feldspathic arenite. The strata and regional foliation strike northeast and dip 42° northwest. Crenulation and small-scale folds plunge 30 to 40° to the west.

Placer minerals are one of the rich natural resources readily made available primarily and broadly in the form of inland placers, beach placers and offshore placers. The exploitation of placer minerals goes back in the history for a period of time immemorial in the form of alluvial placer mining. In India only 35% of coast has been scanned for beach placer minerals. The buried inland placers and offshore placers have not been given due attention. Integrated management and sustainable development of coastal and Open Ocean including the EEZ are of great importance to us. Judicious exploitation of non-renewable mineral resources plays an increasingly important role with regard to future economic and social development. This calls for newer techniques for exploring and analyzing more the seafloor. Though India could remain in the placer mining for the last four decades through the establishment of the Indian Rare Earth in both east and west coasts, the lack of necessary dynamism to expand such industry and catch the world market points out a significant setback. It is highly essential to establish the major trends of paleo-beaches, since some of them are definite to contain highly rich heavy mineral placers comparable to the one being mined by beach scraping. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along the West Coast of India. In recent years the National Institute of Oceanography, India and the Geological Survey of India attempted to invest on nearshore placer exploration by applying the integrated survey techniques.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. A geologist can be likened to a medical pathologist trying to figure out from faint clues how something had lived and how it died, often long after the event. Present-day seafloor hydrothermalism has empowered geologists/pathologists to dissect a living system, in this case volcanogenic massive sulfides (vms) deposits of copper, zinc, lead, silver and gold. On the other hand, a considerable amount of our understanding of seafloor hydrothermal processes and its products stem from our knowledge, much of it from industry, of these same processes and products that formed ancient ores in oceans as much as 2700 million years ago and are now mined on land.

Every year approximately 22 million tonnes of marine sand and gravel are dredged form British waters. The eastern English Channel (EEC) contains substantial reserves, a proportion of which have been identified by the aggregates industry for potential future exploitation. The main aim of this study is to produce broadscale marine habitat maps of the EEC area. The UK aggregates industry has formed a consortium of representatives (the eastern English Channel Association), and have sponsored an initial baseline survey and follow-up sampling programmes as part of a Regional Environmental Assessment (REA) covering a patchwork of aggregate prospecting areas. To complement this effort, a large-scale geophysical survey was conducted in 2005 to place the REA in a wider spatial context and, thereby, to help assess the environmental significance of any future impacts arising from commercial aggregate extraction over the broader region of the EEC.

Williamson & Associates, Inc. has developed a marine mineral exploration tool using an induced polarization technology (IP) under license from the US Geological Survey. Developed by Jeff Wynn at the USGS, this method has gone through several prototyping stages and is now in commercial use to map offshore ilmenite deposits. Preliminary results of a recent resource mapping program are discussed as well as potential applications in the detection and quantification of other minerals in marine sediments.

Massive sulfides discovered in 1991 and further explored in 1993 in the eastern Manus back-arc basin, north of Papua New Guinea, represent one of the few modem seafloor occurrences known to he associated solely with highly siliceous volcanic rocks. As such they are very close analogs of ancient volcanogenic massive sulfide (VMS) ore deposits, and hence an excellent natural laboratory for developing new approaches for land-based VMS exploration. The Manus Basin lies between the active New Britain subduction zone and volcanic arc to its south and the opposed inactive Manus subduction trench to its north. It is being extended in a complex pattern of short neovolcanic zones and oblique transform faults. In its western sector, relatively mature back-arc spreading has created predominantly basaltic segments with characteristics and mineralization generally similar to those of mid- ocean ridges. At its far east, however, the basin is distinctly immature. The East Manus Volcanic Zone lies between two members of the Manus transform set, and is an en-echelon series of neovolcanic edifices constructed on extensionally thinned island arc crust formed during the earlier manus subduction episode. Individual edifices range from predominantly basaltic to predominantly dacitic in composition. Two of the edifices are known to be hydrothermally active, and a particulate plume with unknown source occurs in the seawater column above a third.

Seafloor massive sulfides have been a subject of interest for profitable commercial mining these ten years. Because of the higher Au, Ag, and Cu contents, they have received much attention as immediate commercial mining targets by private companies and nations. Some of them already proposed the technologies necessary for the commercial mining. However, the technologies for survey, excavation, lifting, and ore dressing have not yet well been examined from viewpoint of the economy. In this presentation, the authors present some key factors and improvements for better economy in the mining.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has currently been recognized. The thin layer-type deposit characteristics affect not only the excavation efficiency but also the economy of mining venture. Considering the thin layer-type distribution and the utilization of some rare metals in cobalt-rich manganese crusts, a preliminary economic feasibility of the mining venture is evaluated. Under some preliminary technical assumptions, the possibility of cobalt-rich manganese crusts for future rare metal sources for Japan is examined. The important role of utilization of rare metals in the crusts is highlighted.

Development of a deep-sea mining system is a new and interesting field of research. Commercial mining of the ocean floor for SMS deposits is yet to occur, and while exploration of the undersea has been undertaken by various research institutes exploitation of SMS deposits is yet to be investigated in detail. Industry has been stimulated by the potential development of economically viable deep-sea mining methods. The establishment of deep-sea mining production has also been encouraged by industry trends. These include the success of the oil and offshore diamond industries, scientific advances in computer modeling, technological advances in undersea exploratory equipment and further development of the Law of the Sea. This project also presents an opportunity to build on UNSW?s established reputation, positioning the Mining Research Centre as a leader in this specialized field of research. This project aims to form a greater understanding of the environmental conditions associated with SMS deposits, detailing the physical, biological and chemical characteristics of typical ocean floor sites from an environmental management perspective. With the aid of previous numerical models and disturbance experiments that have been conducted at various ocean floor sites worldwide, new virtual reality models will be developed to enable assessment of the environmental impact of the undersea mining process. These models will simulate seafloor systems prior to mining through various stages including particle distribution and sediment disturbance, to illustrate the impact of a number of proposed mining techniques. The model will allow users an interactive virtual experience of a potential SMS deposit site where hotspots can be identified and mining processes can be demonstrated. This initial baseline model will help to establish generic parameters, which can then be modified and tailored to simulate a wide range of deposit sites and differing mining processes. These models will be validated with the development of appropriate physical modelling.
