This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

The future exploitation of crust deposits will require a dependable characterization system. The U.S. Department of the Interior, Bureau of Mines (Bureau) initiated research to develop a new sampling dredge by conducting a series of cutting and physical property tests on previously collected cobalt-rich manganese crust and substrate samples. Using the engineering parameters derived from these tests, a large, heavy dredge was designed and tested. This heavy dredge was capable of fragmenting and collecting in situ crust, but it created handling problems for the research vessel, thus an aggressive cutting, light-weight dredge was conceived and fabricated. The light-weight dredge is capable of fragmenting and collecting crust and some talus. This dredge can be used on flat or rough seabed terrains. It can be easily retrieved from hang ups and reset to sample again.

The technology available for mining of underwater mineral resources such as placers and phosphorite, typically occurring with variable amounts of overburden, has remained largely unchanged for decades. The traditional bucket ladder dredge with maximum digging depth of 48 m and monthly capacities about 500,000 m3 still reins as the only heavy duty mining system capable of working the tough materials characteristic of heavy metal placers. Attempts at adapting the bucket wheel cutter-suction dredge to these severe conditions have not yet been successful except in moving small volumes from shallow depths. High capital cost (20-30 million U.S. dollars), high cost of overburden removable, and turbidity generation for the bucket ladder are often significant negative factors in mining operations where this system remains the only viable alternative. The Japanese continue to advance the technology of their submersible dredge pump system powered by specially adapted, direct drive electric motors. Present systems are designed primarily for working surficial deposits of aggregate to depths as great as 90 meters, the pump suspended by cable from a surface vessel with an eductor pipe leading from the pump to the vessel. Such a system may prove adaptable to a variety of surficial deposits including phosphorite, shell and heavy minerals in addition to aggregate. However promising for the exploitation of surficial deposits, little advantage can be expected for the deeper buried and more difficult deposits.

Marine mining is driven by profitability, and profitability is driven in turn by people and equipment that can work productively and safely at sea. Design challenges faced by the marine mining community have much in common with those faced by the offshore construction community. Technical solutions continue to move freely between both communities. A brief pictorial history summarizes the evolution of offshore construction technology as it grew in the Gulf of Mexico and expanded worldwide. Attention is focused on those areas of platform and pipeline construcion where there is potential technology application to underwater mining. An especially difficult challenge faced by both communities is work in the surf zone. Some innovative concepts for surf zone construction operations are presented and possible applications to marine mining are suggested.

Marine scientists at the University of Georgia, have in the past few years, designed, developed and refined two geochemical survelliance systems for the exploration of hard mineral resources on the seafloor. The one first developed is an underwater sled which contains a nuclear radiation detector for measuring naturally occurring gamma radiation that is associated either with marine phosphorites containing uranium and its decay daughters or thorium decay products that are indicative of monzanite. The latter can, in most instances, be used as a pathfinder mineral for placer deposits that may contain other heavy minerals of interest such as rutile, ilmenite, chromite, gold, etc. This sled is operational in continental shelf depths. The second system is capable of more definitive measurements in the form of direct elemental analyses of the silt and clay fractions within the surficial sediments. It consists of a towed sled containing a submersible pump which, upon agitating the sediments, transfers the finer fraction up a hose to a shipboard centrifugal cone then to an automated sample processor. The resultant samples are rendered into sediment wafers, suitable for non-destructive XRF analysis. The system is capable of shipboard analysis for specific elements within minutes after sampling, allowing a cursory look upon which an exploration grid can be formulated while on site. A much wider spectrum of up to 40 elements can be evaluated when the wafers are returned to the land based laboratory.

For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

Acoustic techniques offer a rapid, economical, non-intrusive method of obtaining information about the stratigraphy and properties of seafloor sediments. During the past decade there has been a dramatic increase in the level of sophistication of high resolution seismic reflection equipment used for seabed and subsurface studies and in the signal processing techniques applied to the data collected with these systems. Processing of data from acoustic sources with repeatable and calibrated output, allows quantitative measures of the reflection coefficient, acoustic attenuation and scattering parameters of the sediments on the seafloor. Graphic recordings of seismic reflection data emphasize the coherent portion of the reflected energy for qualitative estimate of sediment properties and subsurface stratigraphy. Through application of signal processing techniques, quantitative information can be extracted from the coherent and incoherent components of seismic reflection data for estimation of surface character and sediment properties. These calculated parameters can be applied through interpolation between areas of available groundtruth. Acoustic techniques are used extensively to establish the regional geological framework of project areas and can also be used to extrapolate available groundtruth data into previously unsampled areas, and to optimize the design of a sampling program to provide the necessary groundtruth for the survey area.

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

While direct study of high temperature hydrothermal activity and the associated mineral formation as well as study of their scales are possible in the modern ocean, researchers are deprived of such opportunity for past geologic time. Even in cases where hydrothermal deposits that formed in the geological past are preserved they have been covered by sediments or overlain by lava and have become inaccessible after a time for obser-vation and sampling. Rarely are these buried hydrothermal deposits found during deep-sea drilling or coring operations, and their direct study on an ocean scale is impossible at present. Even within hydrothermal fields, without special preliminary detailed surveys, the probability of intersecting hydrothermal edifices that are covered by sediments becomes a rare event.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. As marine research scientists we especially appreciate the uniqueness and complexity of the deep-sea hydrothermal vent fauna and environments, and are particularly interested in preserving vents for their scientific, aesthetic, ecological, and potential economic values. In fact, because of the specialized nature of the equipment required to work at deep-sea hydrothermal vents, such as occupied and unoccupied research submersibles, scientists are the primary group of people who have the opportunity to visit these extraordinary environments. The potential for significant impact of scientific activities on a single vent site or a population of vent animals pales in comparison to the potential for disturbance by volcanic/tectonic events or industrial mining/harvesting activities. Nonetheless, we recognize that some scientific activities could adversely affect individual sites or impact communities more than is necessary, if research activities are not carefully planned and executed. In addition, because only a limited number of sites are currently known and scientists from a wide variety of disciplines frequently work at single locations, we recognize the potential for use conflicts among scientists, at sites where scientific activity is intense.

Manganese nodule, the aggregate of fine grained manganese oxide minerals, is very brittle and fragile. In exploitation of manganese nodule, manganese nodules are easily broken into small pieces or powder during collecting and lifting from the sea floor. The broken manganese nodule under few millimeters and bottom sediment pumped up with manganese nodule affect to the lifting process. In this study, we tried to understand the physical properties of the powdered manganese nodule and bottom sediment, and to know the effect which may be rised to the actual mining of manganese nodules.

The XRF Core-Scanner system performs non-destructive analysis of elements from Mg to U, in concentrations of ppm levels on split cores with digital images. Using the AVAATECH XRF Corescanner system, we conducted high resolution element analysis of deep sea sediment cores from Clarion-Clipperton fracture zone of the northeastern Pacific to reveal recent environmental changes. Comparison of data estimated by the XRF core scanner with ICP-AES showed relatively weak correlation coefficients except Mn contents. Down-core variations of most elements seem to be matched with each other and reflect changes of sediment colors. Especially Mn/Al ratio significantly change at distinct color boundaries. The variations of Mn/Al ratio with sediment colors are suggestive of changes in redox condition and further divided into two types probably affected by activities of benthic organisms. Be isotope age datings of select core (BC08-02-13) indicate that the color boundaries are approximately coincident with late Pliocene and Pleostocene also early Pliocene and late Pliocene boundary. The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

Earlier reconnaissance geological survey and recent mineral exploration by the Geological Survey of Japan (now part of AIST), Metal Mining Agency of Japan (now part of JOGMEC) have revealed that hydrogenetic ferromanganese crusts are widespread over rock outcrops of the floor of the NW Pacific Ocean, south and east of the Japanese Islands, despite vigorous tectonic activity, such as subduction and backarc spreading. Deposition of ferromanganese oxides has occurred since at least the mid-Paleogene over the Philippine Sea Plate region and nearby.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.
