The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator's product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). While there is no immediate worldwide shortage of hard minerals, the consumption of natural resources is constantly increasing, and there are ominous predictions of shortages to come. Means of meeting rapidly increasing demands are being implemented. These include such methods as exploration and discovery of new ore bodies, development of new mines, increasing production at existing mines, working or reopening known deposits of lower grade ore and tailings, recycling old materials, and developing more efficient and less wasteful processes to convert ores and metals into useful products. The United States, although itself mineral-rich, depends in large measure on imports for many key minerals and basic materials derived therefrom. According to the Department of the Interior, the U. S. depends upon imports for more than half of its supply of six of the basic thirteen raw materials required by any industrialized society - aluminum, chromium, manganese, nickel, tin, and zinc. By 1985 the country will also depend upon imports for more than half of its iron and tungsten, and by the year 2000 imports will have to supply more than half of the copper, potassium, and sulfur that it requires.

Hawai'i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai'i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai'i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai'i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai'i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State's goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai'i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State's economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

The Minerals Management Service of the U.S. Department of the Interior and the State of Hawaii Department of Planning and Economic Development are investigating the cobalt-rich ferromanganese oxide crust deposits found within the Exclusive Economic Zones (EEZ) of the Hawaiian Islands and Johnston Atoll. The objective of this investigation is to complete a preliminary resource assessment and an Environmental Impact Statement for potential leasing of mineral rights to these crusts. The results of this effort will be summarized and published in a Draft Environmental Impact Statement in March 1986. Three oceanographic cruises to deposit sites in the Hawaiian Islands EEZ were conducted by the University of Hawaii in 1984. As a result, data and sample analysis yielded the following resource estimates (in thousand tonnes): (1) total crusts - 378,500; (2) cobalt - 2,500; (3) manganese - 76,200; (4) iron - 59,700; and (5) nickel - 1,400. These estimates do not include key factors such as deposit continuity, recoverability, and environmental sensitivity. A preliminary attempt to quantify some of these factors for one particular deposit is in progress and will consist of detailed field studies followed by laboratory analysis. Similar evaluations of the Johnston Island EEZ have also begun and are based upon field work conducted by West German researchers and the U.S. Geological Survey. The Johnston Island EEZ appears to have crust resources about as large as those contained in the entire Hawaiian EEZ.

Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

In order to better predict and manage benthic disturbance by deep seabed manganese nodules mining, we needed to conduct a benthic disturbance experiment at the selected area, which has a similar environmental condition as the preservation reference area. Therefore, we have performed environmental baseline studies from 2003--not only to select the benthic environmental impact testing site but, also to detect any environmental changes before and after mining activity. Since then, a large dataset of various parameters ranging from physical (e.g. temperature, salinity, current, weather), chemical (e.g. dissolved oxygen, nutrients, dissolved and particulate organic carbon), biological (e.g. bacteria, plankton, benthos), geological (e.g. Mn-nodule abundance, sediment shear strength) and others (e.g. bathymetric profile and slope, mass flux) have been accumulated. Using this dataset, descriptive statistics and cross-correlations were performed to select the benthic environmental impact testing site. Outcome of this analysis suggests that the potential benthic impact testing site would be a rectangular-shape area (10 km × 10 km) and located at 10°27'~10°33'N, 131°53'~131°58'W, which is latitudinally the same as the preservation reference area.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speed (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion. AUV control system (CS) has tri-level structure to allow a motion in a rugged seabed terrain. According to the generally accepted categorizations, CS includes execution, coordination and strategic levels. The strategic level contains the goals of AUV mission. Obstacles avoiding and route choice are realized by means of simultaneous maneuver in vertical and horizontal planes. Sonar system is used for data acquisition about obstacles. It consists of a few echo-sounders with fixed directivity pattern. The route choice algorithm operates at two lower levels of CS. Basic (?reflex?) functions of spatial motion are realized within the execution level and considered in the paper. The choice of motion modes is carried out at the coordination level of system. All accessible navigating information (the data from flight sensors and from multichannel echo-sounder systems) is used for this purpose. In addition the bypass of characteristic types of obstacles is carried out with the help of basic motion modes combination. The modeling results of bypass of various typical obstacles, and also their combinations are described in the paper.

Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

The paper describes recent advances in the technology for mapping of the seabed with acoustic instrumentation. These instruments are typically single beam echo sounders, multibeam echo sounders and high resolution sub bottom profiler. For the single beam echo sounders, new features for deep water mapping are described, as well as the possibility for combining investigation of shallow areas with side scan sonar and vertical echo sounding in the same instrument. Multibeam echo sounding technology for deep and shallow water is reviewed, and some new high resolution instruments using dynamic beam focusing is presented. The sediment profiling technology deals with a novel design for high resolution sub bottom profiling, based upon a Mills Cross transducer with resolution as good as 3 degree in its largest configuration and a frequency range of 2,5 ? 7 kHz. Remarkable features of the system are a very high ping rate even for deep water, and the capability to map buried objects or structures by several simultaneous beams. Some results obtained with the first installation on the French research vessel ?Beatemps Beaupré? are presented.

President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

The rare earth elements (REE1s; atomic number 57 -71) exhibit a coherent chemistry, are widespread in nature, and tend to occur in characteristic concentrations in different geochemical phases. Because of their predictable chemistry, the REE's-are highly useful as indicators or tracers of geochemical processes, and are often used as such in investigations of the genesis of terrestrial ore deposits. However, analogous applications of the REE's to the study of marine mineral deposits have been constrained by our limited understanding of the marine geochemical cycle of these elements. For example, a continuing area of uncertainty in this regard involves the so-called "REE Mass Balance Problem." This problem refers to the fact that detailed geochemical mass balance calculations typically predict a significant imbalance for the REE's; i.e., the calculations predict that REE removal rates from seawater are 11-18 times greater than their input rates. Yet all other chemical considerations indicate that the REE budget should be roughly in balance. Recent studies at The University of Michigan suggest the solution to this problem lies in understanding the the role of seafloor hydrothermal activity in the marine budget of the REE's. Geochemical analyses of hydrothermal sediments from two Pacific sites (East pacific Rise at 19°s and the Southern Juan de Fuca Ridge at 45°N) clearly show that the REE component of hydrothermal sediments is primarily acquired via scavenging from seawater. Iron oxyhydroxides, which form as precipitates when hydrothermal solutions are debouched onto the seafloor, are the active scavenging agent. Although the REE content of hydrothermal sediments generally increases with increasing distance from the rise crest, this increase is especially pronounced for sediments deposited below the lysocline,

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

Deepsea Mining will soon become a reality with Nautilus Minerals getting their equipment ready to mine SMS at Solwara 1 off the coast of Papua New Guinea. The vertical transport system (VTS) adopted by Nautilus consists of a riser hanging ‘freely’ from the mining production vessel with a lifting pump unit suspended at its lower end. A compliant jumper connects the pump to the seabed crawler without restraining its movements. In this free-hanging VTS arrangement, the vessel can be re-positioned to follow the crawler should it want to extend the mining area and start stretching the jumper. A recently proposed alternative to this is a free-standing VTS whereby the riser is grounded on the seabed with a base and maintained in an upright position by distributed buoyancy modules or a buoyancy tank at the top. A compliant jumper connects the seabed crawler to the riser base, and another connects the riser top to the vessel. In this free-standing arrangement, the entire VTS can be lifted clear of the seabed for relocation to a new mining area. This paper will describe the important features of the two options and discuss the advantages and disadvantages in respect of riser dynamic behavior, water depth, weather and mining windows, pump maintenance, installation and retrieval, continency measures, etc. The two systems will also be appraised separately for mining SMS and SMnN deposits.

Two principal types of the hydrothermal fields in Atlantic - axial and off-axis - could be established based on their structural setting in the rift zone of the Mid-Atlantic Ridge (MAR) (Figure1). The first (axial) type is represented by five high- and three low-temperature hydrothermal sites (Table 1). All of these fields are connected with young axial effusive volcanism and related to large linear volcanic ridges or central volcanoes at the inner floor of the rift valley. The hydrothermal activity here is controlled by the intersection between longitudinal magma feeding faults and transverse weakened zones characterized by high permeability. [ ] The hydrothermal sites of the second (off-axis) type (such as Rainbow, TAG, 24°30?N, Logatchev, newly discovered 13°N (Figure 2) and possibly 16°48?N sites) are related to large tectonic dislocations forming marginal scarps of the rift valley as well as transverse discontinuities.

Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.
