The paper describes the design development and construction of bored piles at Pindersfield Hospital, Wakefield, U.K. The piles were of monopile type. Monopile is the term used to describe piles which are constructed without pile caps so that the superstructure columns bear directly on the pile top. Pile geotechnical design was developed from the Site Investigation data and testing of two preliminary piles. Final design philosophy is described. Pile structural design was developed from the loadings applied by the superstructure, and the requirements, tolerances and limitations of monopile construction techniques. Construction was closely controlled in order to achieve a ?right first time? result. The conclusion gives a critique of the system and its value.

The new Woodrow Wilson Bridge (WWB) will replace the existing bridge over the Potomac River to connect Alexandria, Virginia to Prince Georges County, Maryland. The new WWB will extend approximately 1.1 miles across the river, with a 367-ft long bascule span in the main river channel where the water depth is about 36 ft. The bridge is primarily comprised of fixed spans in relatively shallow water and a bascule span over the navigation channel. The subsurface soil profile was quite variable along the bridge alignment. In Virginia, there was fill over soft Alluvial deposits underlain by dense Terrace deposits, as well as remnant foundations from a former ship yard. At the bascule span, there was up to 50 ft of a soft organic silty clay layer underlain by a deep deposit of stiff Cretaceous clay. Along the Maryland approach, there were Alluvial deposits over dense Terrace deposits over stiff Cretaceous clays and dense Cretaceous sands. The variation in subsurface conditions led to the selection of alternative deep foundations that suited the specific conditions and were based on the design phase testing program, from which ultimate design capacities were determined. During construction, there were instances of unexpected pile performance, notably different than that experienced during the design phase testing, requiring changes to the contract installation criteria and re-design. This paper will present the types of deep foundations used for the project, the performance criteria assumed during the design, the measured performance and difficulties encountered during construction, and the resulting remedial actions, i.e., changes to contract installation criteria and/or re-design due to the unanticipated field conditions.

This paper explains how new digital solutions improve reverse circulation drilling operations. Upgrading field-proven reverse circulation drilling (RCD) rigs with new digital technologies enables semiautomated drilling, with upgrade options for fully automated & remote drilling. Key elements of the improvements are electrically controlled valve systems, process instrumentations, a state of the art machine controller and drilling operation via a touch control panel. Automation of core processes, such as adding drill pipes, reduces set-up times, increases machine uptime for drilling and as a result efficiency. While drilling, sensors provide continuous feedback, which is used to automatically adjust e.g. the weight on bit to the optimum; resulting in an increased rate of penetration and less wear and tear. While in the past hydraulic power packs (HPU) have typically been operated at a constant high-performance level with related high fuel consumption, a new interface between the machine controller and the power unit regulates the HPU performance exactly according to the actual drilling operation needs. This leads to significant fuel consumption reduction. The safety benefits of the digital improvements are the ability to remotely operate the rig in challenging site conditions via a mobile operator panel.

"Pouring deep foundations by the tremie pipe method is nowadays such a common process that it has becomes an unspecified practice. Means and methods are almost entirely at the contactor’s discretion. A variety of practices are permitted and seldom associated with the discovery of abnormalities and areas of random defects in concrete. This writer wishes to call the attention of stakeholders to the initiation details of the tremie pour operation.KEYWORDSINTRODUCTIONThe advent of slurry as a means of shoring an excavation of relatively small cross section but of possibly great depth has become part of state of the art in foundations construction, with the substitution of said slurry by concrete to provide the structural end product element through the use of tremie pipes. In appearance, there is nothing more simple than pouring concrete into a tremie pipe through a hopper after the basic work has been done i.e. the excavation or drilling, the cleaning of the slurry, the placement of the reinforcing cage, then the tremie concrete pour is almost a reward for a successful achievement. Force of habit has removed the awareness on the process fundamentals for initiating the pour; a variety of practices used call for a review and a reassessment as a means of reducing construction defects that may result from flawed practices, and and especially we are pouring deeper holes. This writer intends to address this issue focusing both on the drilled shaft and the diaphragm wall industries.TREMIE PIPES AND HOPPERSA tremie pipe diameter needs to be sufficiently large to allow the rapid descent of concrete with a minimum of friction loss and avoiding possible bridging in relation to aggregate size. Impervious joints between pipe sections are essential to prevent slurry “raining” over the concrete which can cause concrete segregation pockets and possibly plug the pipe with damaging consequences. That tremie pipes be long enough to reach the bottom may be self-evident but poorly written specifications can be erratic on that subject and seldom specific in terms of inches. A standard pipe of 10 inches is well accepted throughout the foundations industry; double O rings and spline joints are common and function well if properly maintained. However the practice to cover the joint with the ineffable duct tape indicates that all is not always well with this detail. Also, spline cables may shear in case of very long tremie pipes causing the separation of the tremie pipe requiring a restart in midstream with another probable source of inter mixing of concrete and slurry with subsequent defects."

"This paper offers a case history of piled raft foundation in soft ground supporting a twelve-story building in Tokyo. To increase bearing capacity of the soft soil as well as a countermeasure of liquefaction, grid-form deep cement mixing walls (DMWs) were employed with the piled raft. Based on the long-term monitoring results, the ratio of the load carried by the DMWs to the effective structure load after the construction of the raft was estimated to be 0.3 while that carried by the piles was 0.7. In order to clarify the contribution of the DMWs to bearing the structure load, numerical simulation of the settlement and the load sharing among the piles, the DMWs and the unstabilized soil was performed using a three-dimensional finite element model. The results of the numerical simulation agreed well with the measured values, when the Young’s modulus of the DMWs obtained from the unconfined compressive tests was adopted and the shear modulus of the soft soil was reduced to 50% of that at small strains.INTRODUCTIONIn recent years, piled raft foundations have been used in many countries as building foundations. The effectiveness of piled rafts in reducing average and differential settlements has been confirmed not only on favorable ground conditions as shown by Katzenbach et al. (2000), Poulos (2001) and Mandolini et al. (2005), but also on unfavorable ground conditions such as soft clay and/or liquefiable sand using ground improvement technique (Yamashita et al., 2011a; Yamashita et al., 2011b; Yamashita et al. 2013). Grid type ground improvement using the Deep Mixing Method has been applied to sandy ground as a countermeasure of liquefaction to increase liquefaction resistance of unstabilized soil left in the grid walls where its shear deformation during seismic motion is reduced by the confinement effect of the grid walls (Kitazume, 2013). The high applicability of the method was demonstrated in the 1995 Hyogoken-Nambu earthquake and the 2011 off the Pacific coast of Tohoku Earthquake (Tokimatsu et al., 1996; Uchida et al., 2012a; Uchida et al., 2012b).This paper offers a case history of piled raft foundation in soft ground supporting a twelve-story building in Tokyo. "Hydraulically jacked piles, herein referred to as jacked piles, are commonly used for underpinning existing structures to arrest settlement or augment an existing foundation for higher loads. They consist of steel pipe segments coupled together and jacked into the ground using a hydraulic ram. Pipe sections can vary in size from 3"" diameter to 18"" diameter or larger. Jacking resistance is typically provided by dead loads of existing structures. This type of piling system has been utilized for foundation underpinning, repair, and augmentation for more than 120 years, yet little has been published on the capacity, installation standards, and reliability of these systems. Pile load tests from a number of projects are presented and analysed. The data show that previous methods of jacked pile capacity and depth prediction are crude at best. Empirical relationships between capacity, depth, soil type, and standard penetration resistance blow count contain a high degree of scatter. Scatter in the data indicate capacity prediction for jacked piles needs further research and refinement.INTRODUCTIONPush pier, resistance pile, steel pier, and jacked pile are some of the names often applied to hydraulically jacked piles used for underpinning. The term ‘jacked pile’ is more common in building codes and will be used herein. Although jacked piles can be installed for new construction, this paper is focused on piles used for support of existing structures.Jacked piles consist of short segments of pipe or structural steel tube that are coupled together and forced into the ground using a hydraulic ram fastened to or beneath a footing, stem wall, or grade beam of an existing structure. In this way, the weight of the structure provides the resistance necessary to force the pile into the ground. A factor of safety can be achieved in design by redundancy, which is consecutively installing more than one jacked pile to support the same portion of foundation. Installing jacked piles consecutively using the same dead load and then releasing the load after each pile installation allows one to continue adding piles to the same general area until a total aggregate capacity is achieved to account for anticipated dead plus live loads and a desired factor of safety for that area.An engineering schematic of an example jacked pile connected to a footing foundation is shown in Figure 1. Modern jacked piles typically incorporate a steel bracket. There are many sizes and styles of brackets available. Some categories include plate brackets that bolt to the outside of an existing foundation wall, wide and narrow angle brackets that extend under existing footings, pin brackets for attachment to structural steel, and reverse angle brackets for attachment to footing and wall. Table 1 lists example brackets and their benefits."

New York City is an urban environment with a history spanning over 200 years. The coastline of New York has changed over the years. In the East River, old bulkhead and remnant of relieving platforms together with variable bedrock elevations pose challenges in the design and construction of deep foundations. This paper presents a Case History of high capacity deep foundations along the Franklin D. Roosevelt (FDR) Drive on the Upper East Side in New York City. The project consists of a ramp that overpasses the FDR Drive allowing heavy trucks to access the Marine Transfer Station (MTS) facility built over the East River. Large diameter drilled shafts and mini-piles socketed to bedrock were designed and constructed. Remnant of old bulkhead was encountered at the site and a Ground Penetrating Radar (GPR) investigation was completed during the subsurface investigation phase of the design. This paper discusses details of the subsurface investigation program and design methodology of the high capacity drilled shafts and mini-piles. It also describes construction methods and results of Osterberg Load tests documenting the field values of skin friction through the rock socket. Other construction challenges include construction and drilling rock sockets for drilled shafts over sloping bedrock. 1. INTRODUCTION New York City is a renowned urban city that always calls for the most delicate, yet complex, and robust superstructures and most importantly substructure designs. The historic preservation of this large 200 years old city of 319 square miles is ever changing. Shorelines are often extended to accommodate new infrastructure and very often many miscellaneous structures are discovered below the ground surface. The East 91st Street Ramp was constructed to provide access to the East 91st Street Marine Transfer Station over FDR Drive and York Avenue. Another alternative ramp will be relocated to the South Bound (SD) of the FDR Drive at 92nd Street. A subsurface exploration program was completed in accordance with the New York City Department of Design and Construction (NYCDDC) general requirements, Section 4.5, to perform subsurface investigation along the FDR Drive in Manhattan, New York.

Good engineering practice is a function of sound theoretical knowledge, first-hand experience on previous projects of similar scope and scale, good acquaintance with case histories of similar projects completed by others in similar environmental conditions, as well as satisfactory degree of exposure to state-of-the-art methodologies. The four factors itemised above are typically interdependent. They amalgamatively influence the judgement of the Engineer and they ultimately result in the delivery of safe and cost-effective solutions by Professional Engineers. This technical paper presents detailed information on the ground engineering aspects of a large-scale housing development project located on a sloping site that had been presumed to be unstable in West Sussex, England. The ground engineering design package for the scheme comprised of temporary working platform designs & stability assessment for piling rigs and other construction machinery, geostructural designs for approximately 1km total run of permanent bored pile retaining walls to support the split-level construction on the sloping site and geostructural designs for the permanent foundation piles to support the housing units. The paper details how the four factors outlined above were amalgamated by the project’s foundation specialist consultants & piling contractors to deliver safe and practical solutions for the development, with significant savings in materials, cost and project completion time.

Large structures, such as a multistory office building or a large storage tank, are constructed the most economical way possible, which may involve a shallow foundation system placed on native soil or compacted fill material. Over the life of the structure, the foundation system may not perform as originally anticipated, leading to differential settlement. Minor differ- ential settlement is expected; however, settlement that exceeds allotted tolerance can render the structure inoperable. Compaction grouting is a well-known and accepted ground improvement technique that can be used to not only stabilize but relevel multistory buildings and large dia- meter storage tanks. Two projects, each with differing types of structures, were successfully remediated utilizing com- paction grouting as the primary method to remedy settlement.

The city of Naruto in the southwestern part of Japan is situated at the mouth of the mighty Yoshino River. An approximately 1,000m-long levee/bulkhead along one of the river’s tributaries in the city was raised with prefabricated steel panel walls on a concrete base bulkhead. Some sections of the walls’ foundations were combi-walls made of sheet pile cut-off walls and interspaced pipe piles; both of which were installed with press-in piling because the new wall alignment was very close to existing homes and businesses. A Clamp Crane, which clamped onto already installed piles and moved forward and backward on them, was utilized for a segment where the access to its piling location was too tight for a conventional crane or a track-mounted pile driver to maneuver.

Ground vibrations are an unavoidable effect of driving piles and may pose a risk to nearby infrastructure and the comfort of adjacent occupants. Driven-pile-induced ground vibrations are known to vary widely based on ground conditions, pile material, and installation means and methods. A monitoring sensor to record ground vibrations during pile driving is necessary for understanding potential impacts to sensitive infrastructure and should be considered when implementing a monitoring program anticipating ground vibrations. The implementation of a vibration monitoring program historically relies on experiential-based decision-making, which may result in the costly vibration monitoring of low-risk infrastructure. Prior understanding of anticipated ground vibrations is necessary to create an appropriate monitoring program. A framework is proposed for organizing data from past monitoring programs and quantifying the anticipated risk of driven-pile-induced vibrations. An example of risk quantification from data imported to ]a cloud database is presented by comparing driven steel H-pile and prestressed precast concrete vibration monitoring measured and collected by Haley & Aldrich between 2010 and 2020. The methods presented within the example can be applied to quantify a first order approximation of risk for ground vibrations at proposed driven pile sites based on the measured performance of previous sites with similar ground characteristics and pile installation methods. The presented novel data managements tools allow for a quick aggregation of vibration data with similar site conditions.

"Recent developments in the analysis of piled rafts has incorporated the load sharing of the raft and the piles to support the superstructure. In the piled-raft system, piles are cast monolithically with the raft and the load is partly transmitted by the raft to the soil directly below it, and partly by the piles to more competent deep soil. While these piles are effective in increasing the bearing capacity and reducing the settlements, they often lead to significant straining actions at the pile head-raft connection which may constitute the weakest link. An attempt to provide a more economical solution, that at the same time overcomes this weak link, is to disconnect the pile heads from the raft and introduce an intermediate cushion of compacted fill. In this case, the piles are considered as reinforcement to the subsoil and will also act as settlement reducers. This paper investigates the load transfers mechanism of the unconnected piled raft with cushion using ABAQUS finite elements Program. The main objective is to provide an in depth analysis of the raft–soil–pile interactions in multi-layered soil under static and seismic loads. The investigated system provides an economical alternative for traditional connected piled raft foundation, where there is no need to reinforce the piles, no need for pile head demolition or expensive waterproofing of the pile head connection. Cost analyses of unconnected versus connected piled raft systems confirmed a cost savings in the construction that may reach from 50 to 70 percent.INTRODUCTIONDesigners around the world have gained more confidence to use the piled-raft as a more realistic system where the raft and the piles share transferring the superstructure loads to shallow and deep soil layers. A further advancement is to use unconnected piled rafts as another practical and economical alternative to the traditional piled rafts. Unconnected piled raft is also synonymous to settlement reducing piles; or simply, soil improvement piles. Liang et al. (2003) has extended the concept of pile-raft-foundation to a new type of foundation called composite piled raft foundation or unconnected piled raft foundation. The foundation is composed of a sand/gravel cushion sandwiched between the raft and piles. The piles group may contain short and long piles. The short piles are constructed of flexible materials such as soil-cement columns or sand-gravel columns, and are used mainly to improve the bearing capacity of shallow soft soil; the long piles, which are made of relatively rigid materials such as concrete, and their main function is to reduce settlements. The cushion plays an important role in mobilizing the bearing capacity of the subsoil and in modifying the load transfer mechanism of the piles. In Shanghai, China, this system of unconnected piled raft has proved to be quite suitable and effective in coastal areas, where deep soft soil deposits exist."

Design and construction of deep foundations and basements is increasingly becoming more complex, as the density and frequency of urban development increases. This growth brings various associated challenges in the form of design considerations and construction challenges. This paper discusses some of the challenges routinely encountered as well as some specific complications in this area, based on author’s experience gained through exposure as specialist contractor (designer), consultant and specialist consultant, along with some information on how these challenges were overcome. The paper highlights some of the key aspects of design coordination and importance of having an awareness of the overall perspective. Examples will be used to illustrate practical problems and the approaches used to respond.

The study of geotechnical history is well-established. Most geotechnical practitioners, teachers, and graduate students have some grasp of the origins of the field. However, this understanding often consists of a jumble of names and anecdotes. This paper discusses how a deeper comprehension of geotechnical history can benefit academia and practice alike and describes how the authors have begun a wide-ranging study of the subject. The paper reviews the dual-track methodology the authors have generated for the study, which consists of written articles about different works in geotechnical history and a database tracking how often pieces have been cited in geotechnical literature. The first technique has shed light on aspects of geotechnical history such as the connection of the Darwin family to the origins of geotechnical engineering, the St. Francis Dam failure of 1928, and the rivalry between theoreticians and practitioners in the early days of the field. The second has helped quantify subjects such as the outstanding contributions of Karl Terzaghi, the disagreements between Terzaghi and Donald Taylor, and the specialization of the field over time. The paper concludes by discussing the authors’ planned future work on geotechnical history.

The purpose of the this paper is to demonstrate the benefits of using additional instrumentation during load tests of auger-cast-in-place piles. Traditionally, only load and butt displacement are determined during load tests. The results from and methods used to instrument 15 auger-cast-in-place (ACEP) piles as part of six projects are included herein. By instrumenting the piles, the distribution of load along the pile length and load transfer can be determined, allowing the pile capacity to be adjusted or the length/diameter of the pile to be adjusted for the a given required load. The majority of the piles tested were designed as end bearing piles on either shale or limestone bedrock. No discussion of Geotechnical Instrumentation can be started without acknowledgement of the "Red Book." The actual title of the book is Geotechnical Instrumentation for Monitoring Field Performance, by Mr. John Dunnicliff, John Wiley and Sons, 1993. Anyone undertaking an instrumentation program should thoroughly review the Red Book, paying particular attention to Chapters 3 and 4. Instrumentation should not be done just because it can be done. There must be an unanswered question or questions that can be answered with measured data before instrumentation should be considered.

"A refinery expansion project for Marathon Petroleum Company in Southern Louisiana required existing medium to large pipe racks to be expanded for additional capacity. Foundation modifications were necessary in order to add levels to the existing pipe racks. New piles were added and existing pile cap foundations were expanded. Several different pile types were considered. Custom designed large diameter helical piles were chosen, because they can be installed quickly with low overhead restrictions, produce minimal soil spoils, and are cost effective. The load capacity required for piles was higher than typical, off-the-shelf helical piles. In particular, the lateral load capacity demand was high due to wind loads of a hurricane prone region. Methods used to design and size helical piles are summarized including capacity to torque ratio estimation for composite helical piles. Pile load testing was performed in order to confirm design capacities of the helical piles under axial and lateral loading. Measured axial and lateral deflections compared well with predicted values. This case history evaluates the effectiveness of modern helical pile design methods within the context of a real and practical example.INTRODUCTIONAs the capacity of modern installation equipment increases, large-diameter helical piles are being used to support higher loads in more diverse applications. Currently, large-diameter high-capacity helical piles are used for electrical power transmission, power generation, high-rise buildings, bridges, and industrial applications. This case study regards a 2.5-mile pipe rack modification project within an existing refinery. One of the many challenges for engineering and construction of refinery revamp projects is determining how to effectively expand the capacity of existing foundations for additional equipment, piping, and other facilities. Custom designed large-diameter helical piles provided an effective solution to the challenges faced when expanding the capacity of existing pipe racks."

In the digital era that we live in, connectivity and mobility play a decisive role in our daily activities. In this context, insufficient telecommunication infrastructure gives origin to the so called “dead zones” (areas with poor or non-existing cell phone reception), which hinder economic development in small communities and in many rural areas, since they remain invisible to a larger marketplace due to the inadequate cellular coverage. Several countries are working to identify these dead zones and with this information, establish strategies together with mobile providers in order to improve the existing mobile networks by expanding the coverage areas. As a result of the analysis, it is expected that thousands of telecommunication towers for 4G and 5G networks will be erected in the coming years. Telecommunication towers are slender elements that require large shallow foundations to verify primarily the safety against overturning. However in remote areas, it can be advisable to consider alternatives to the conventional shallow foundations, in order to optimize the use of materials (concrete, reinforcement steel, etc.). The following article presents an overview of intervention projects, where telecommunication towers were founded on micropiles. The micropiled foundations allowed to reduce considerably the dimensions of the originally planned shallow foundations. Furthermore, the use of micropiles allows for additional optimization, in combination with pre-fabricated foundations (i.e., precast concrete elements, etc.). This paper will focus mainly on the design and the execution of the micropiled foundation.

"The $200M rehabilitation of the more than 100-year-old Gowanus Flushing Tunnel and pumping station located on the Gowanus Canal in Brooklyn, NY required deep excavations in an extremely congested urban environment. The environment posed significant challenges, including: support of excavation for protection of existing structures, excavation through man-made fill while eliminating groundwater inflow due to potentially contaminated groundwater chemistry; discharge and disposal impacts; and potential settlement of surrounding structures. This paper will present the design and construction challenges associated with the construction of a new combined sewer overflow (CSO) chamberwhich included a jet grout bottom seal, to mitigate groundwater inflow during excavation. The foundation for the finished structure also included a unique system incorporating the jet grout bottom seal elements with deep jet grout columns (piles) acting as the foundation system for the final structure. Design and construction challenges included highly variable soil conditions such as man-made fill, obstructions from previous construction, presence of an organic stratum, and conflicts with existing timber foundation piles. The jet grout bottom seal was constructed in loose sands with the deeper jet grout foundation elements extending to bear on a dense sand stratum. Challenges associated with the bottom seal included grid spacing and construction sequencing. Wet in wet sequencing was used to mitigate potential windows in the bottom seal further complicated by shadowing from existing timber foundation piles.Introduction And BackgroundModernization of the Gowanus Tunnel Pumping System required deep excavations in the extremely congested urban environment of Brooklyn, NY. The project location is shown on Fig. 1 and 2. The focus of this paper is to present the design and construction challenges associated with the support of excavation, control of groundwater, and ultimate foundation support for the combined sewer overflow (CSO) bypass chamber extension. The project site was tightly constrained by adjacent, active roadways and underground utilities, as well as residential and industrial structures. Therefore, excavation support was required to limit ground movement and maintain the integrity of the surrounding facilities. Excavation depths to as much as 16 ft below ground level, 8 ft below groundwater, required that seepage and groundwater be controlled so as to minimize pumping and disposal of groundwater and maintain the surrounding groundwater levels to avoid potential settlement of adjacent roadways, utilities, and structures. In addition, the subsurface conditions required that the proposed CSO bypass chamber extension be supported on a deep foundation to avoid differential and total settlements that may be detrimental to the existing and expanded structure. This paper is the second in a series of two describing the design and construction of a foundation for a major high-rise real estate development on the west side of Manhattan, N.Y. The foundation members consist of large-diameter rock-socketed caissons, driven closed-end steel pipe piles bearing on rock, and a secant-pile retaining wall surrounding the entire site. This paper focuses on the Osterberg cell (O-Cell) load test completed for determining the allowable side-shear resistance between the concrete and the sides of the rock socket. Different qualities of mica schist bedrock, demonstrated by the penetration of rock with the soil auger or drill casing, were encountered. Accordingly, an additional subsurface investigation consisting of test borings at each caisson location was completed. Unconfined compressive strength tests were performed on representative rock samples. The ?soft? mica schist was observed to have vertical foliations and high mica content. For the first time in Manhattan, an O-Cell load test was performed to determine the allowable side shear resistance for both the soft and hard mica schist bedrock. The side shear resistance obtained from the O-Cell load test is compared with the side shear resistance allowed by the New York City Building Code and empirical correlations using unconfined compressive strength values for rock. The rock socket design for the caissons was refined based on the O-Cell load test results.

After a brief introduction of the whole Project, the paper describes two special geotechnical engineering solutions provided within the scope of the Galataport Project, in Istanbul, Turkey. The first refers to the new quay of Salıpazarı, which is a combination of retaining structure and ground improvement, formed by a combiwall, a reinforced concrete diaphragm wall and a soil improvement by deep soil mixing (Turbojet). The second, refers to the soil improvement works executed underneath three existing buildings. Single-fluid jet grouting columns had the scope of improving the mechanical properties of the bearing soil and reducing the associated risk of liquefaction. A set of underpinning micropiles was installed in order to allow the excavation of a partial basement inside two of these three buildings. All activities were conducted from inside the existing buildings, with reduced headroom. The paper highlights the importance of employing cutting-edge technologies within the foundation engineering field and state-of-the-art electronic control devices, in parallel with the essential human expertise, in order to obtain the desired results in this high-profile Project.
