"The mining industry is adjusting its sights to take a shot at the rising level of non-profit taxes which threaten to handicap the industry 's competitive advantage. In the case of this particular expedition, the industry evidentally has a strong ally - the country's mines ministers. It appears that an initiative is under way to assess the impact of non-profit taxes on mining in Canada as compared to other mining nations.IntroductionSeventy-five years ago, Canadians were unceremoniously introduced to something called income tax. Since then, income tax has been identified as the source of countless evils ranging from the common cold (attributed to stress) to the demise of the economy. Some years later, the provinces jumped on the bandwagon with their own income taxes, and later on with mining taxes. These profit-based taxes had some appeal to elected officials and to a segment of the populace. The onus of the taxes varied directly with the ability to pay (in theory, at least). Previously, the principal sources of government revenues had been property taxes and customs duties, which were viewed as possibly being somewhat regressive in nature.The mining industry has always had concerns about different aspects of income and mining taxes - the tax rate is too high or the depreciation rate is too low, and so on. Recently, though, the industry has turned its sights on the expanding array of taxes which are not based on profit, including payroll taxes, capital taxes, water taxes, sales taxes, fuel taxes, property taxes, environmental levies and user fees. The industry is seriously concerned that the rising level of non-pro fit-based taxes is not only hampering the industry 's ability to reinvest in Canada, but is also placing Canada at a disadvantage in terms of trying to attract new investment capital."

At present, approximately 80 % of the worlds mine production of copper is achieved by smelting and electrorefining. The principle aim of copper electrorefining is to satisfy the large demand for extremely pure copper. It is remarkable that high quality copper cathodes with the required purity (99.99+% Cu, ASTM B115-10) and structural characteristics (i.e. deposit density and morphological texture) are produced from impure copper anodes dissolved in electrolytes containing a variety of impurities. This is accomplished with the proper control of operating parameters such as: current density; temperature; copper and sulfuric acid concentration; agitation; substrate preparation; and the application of electrolyte additives. The basic elements of the electrolysis of copper have not changed significantly over the past 150 years since the early developments of James Elkington. Importantly, our fundamental understanding of the underlying electrochemistry has advanced considerably. This is especially true regarding our knowledge of the mechanistic role of additives during the electrocrystallization of copper. This is a very complex subject and modern electrochemical techniques and the development of surface characterization and imaging instruments has helped immensely in our ultimate understanding of how additives control the deposit structure and morphology. The purpose of this paper is to review the historical development and application of electrolyte additives in copper electrorefining and to examine our current knowledge regarding their use. INTRODUCTION The first transatlantic telegraph cable was completed in August 1858. Regrettably, this cable failed shortly after the initial connections. After several more failed attempts, improvements in materials and copper quality resulted in successful communication between Europe and America on July 28, 1866. In many ways this hallmark event demonstrated the need for high purity copper. The first copper refinery in the world was commissioned in May 1869 in Pembrey, South Wales by partners Josiah Mason and James Balleney Elkington. (Historical Note). The 1865 and 1868 British patents issued to James Balleney Elkington were the foundation for the first commercial production of high purity electrolytic copper (Elkington, 1865, 1869, 1870). This important achievement was made possible primarily by the invention of the dynamo which was based on the fundamental operating principles advanced by Michael Faraday. A symbiotic relationship between copper refining and the dynamo was henceforth established. The dynamo provided electric current for electrolytic refining of copper and the electrorefining tankhouse provided pure copper which was required for the generation and transmission of electricity.

Falling asleep at the wheel of a moving vehicle is not only dangerous but avoidable. It is implicated in up to 30% of all road fatalities in general and up to 65% of mining incidents involving haulage trucks. These types of crashes normally result in serious injury and/or fatality due to the lack of breaking that occurs. However, when a 300 tonne haul truck has a sleep related crash it is not only the safety of the driver that has a high price but also the commercial impact on the mines? productivity and efficiency. We have been developing our ASTiD technology which stands for the Advisory System for Tired Drivers to seamlessly integrate in to Modular Mining?s Dispatch system to provide real-time early warning fatigue risk management. The benefits being driver shift optimisation, sustained productivity and of course less accidents. By monitoring the drivers alertness levels in real-time using ASTID, the Dispatcher becomes empowered to make critical, management decisions that will ultimately prevent serious injury or loss of life and the driver gets to stop when he needs to and not just when he is supposed to. This paper shows how this integrated solutions works.

"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

"An overview of the status of the development and application of Integrated Gasification Combined Cycle (IOCC) power generation is presented. Current projects in North America, Europe and Japan are described, together with the status of plans to apply the technology in Canada. A brief review of the technology is presented, including promising coproduction cycles and hybrid gasification fluid bed processes. The ability of the process to be modified for CO2 to be extracted for enhanced oil recovery or disposal is addressed. The environmental impact of IGCC technology is compared to those of other power generation technologies IntroductionDefinition and HistoryIntegrated Gasification Combined Cycle (IGCC) technology is a concept which has been around for about 50 years but has been generating increasing interest in the last 10 to 15 years. This paper focusses on coal as the feedstock for gasification. Other feedstocks used in gasification systems have included oil, biomass, tires and petroleum coke. IGCC technology integrates coal gasification with generation of electricity by means of a combined cycle system which fires the produced gas in the gas turbine. Figure 1 shows the basic components of an IGCC system which are the gasifier, the gas cleanup system and sulphur recovery plant, the gas turbine/generator set, the heat recovery steam generator (HRSG) and the steam turbine/generator set. The benefits of an IGCC system over a conventional Rankine Cycle pulverized coal (RCPC) fired system for the generation of electricity from coal are that the IGCC system has potential to have higher efficiency and lower emissions of NO., SO and CO2 per unit of power produced than the corresponding RCPC system."

"One of the disadvantages of the federal government's idea of ""taxation by consultation"" is that it seems to take longer to enact new legislation. The proposed new rules for taxing automobile benefits is one example. Here is a ball which has been batted around between government and the public several times and still has not come down to earth. Fasten your seatbelts, there may be more to come. IntroductionThe draft legislation released on April 13 contains the details of the government's current proposals on car expenses and benefits. They differ significantly from the last announced position. Finance Minister Wilson has indicated that the release in draft form will provide an opportunity for the Commons Standing Committee on Finance and Economic Affairs (the Blenkarn committee) and other interested persons to comment before the legislation is introduced in Parliament. Accordingly, there may yet be revisions.Notwithstanding the prospect of further changes, the proposed rules generally come into force in 1988. While taxpayers may welcome some of these changes, particularly the increase in the tax-exempt allowance, many must be frustrated that, at this late date, the rules for the current taxation year are not yet finalized."

"Previous methods have employed statistical analysis to model future mineral resources. The method presented in this paper uses Zipj's Law to determine the size and grade of tin deposits still to be discovered. The law is applied independently to both known deposit tonnage and grades. A probability distribution for both 'tonnage and grade is computed/or those deposits still to be located and then, by applying a correlation between tonnage and grade, a distribution of the probability of metal content discovery is obtained.By considering an economic cut-off in metal contained in a deposit, the probability of economic success for the next tin discovery is computed, both for a world discovery and for the special case of Tasmania, Australia. The results indicate a probability of 11-37% on a world-wide basis and 18% chance of economic success in Tasmania.IntroductionIn the past , most attempts to determine the probability of success in finding an economic mineral deposit have relied on the accumulation of statistical data. These data are then used to predict a suitable frequency distribution to assess the probability of finding a deposit of a given size and grade (Singer,1975).The method not only relies on one having sufficient data, but also on the assumption that the data are not biased and that the distribution (usually log-normal) is a correct one. The method presented in this paper, to analyze tin deposits, uses Zipf's Law, which has been recently applied to oil, uranium, lead-zinc and gold deposits by Folinsbee (1977) and to Western Australian gold deposits by Rowlands and Sampey (1977). Tapp and Koniuszko (1978) have applied Zipf's Law to mineral distribution patterns in the Northern Australian orogenic provinces, which has enabled them to make predictions with a relatively small data source."

Methane is recognized as one of the prime causes of underground mine disasters around the globe. A cost-effective mine ventilation system and methane control is required to ensure a safe and productive environment in an underground mine whilst keeping energy usage and operating cost at minimum. Typically methane enters a mine environment or tunnel from localized distributed sources at high initial concentration. Hence, an understanding of its dispersion from discrete sources is important to design a methane management system via effective ventilation. This study employs computational fluid dynamics to model methane dispersion in an underground tunnel which has a number of discrete sources of methane and effective ways to dilute and or disperse it. Air flow distribution within the tunnel as well as methane dispersion is simulated by solving the governing transport equations subject to appropriate boundary conditions. First, the effectiveness of ventilation duct placement is examined. Several possibilities are explored and investigated. It is found that the common configuration utilized in underground mine performs best as compared to other configurations in maintaining the concentration of methane below permissible levels. Next, a novel intermittent airflow ventilation system is proposed and evaluated via simulation with the goal of reducing the energy cost whilst maintaining methane level in the mining face below the allowable level. Parametric studies are conducted to investigate effects of various factors influencing the effectiveness and performance of this novel intermittent ventilation system. This study will provide some new ideas for designing an efficient and effective underground mine ventilation system by lowering the net average amount of air that needs to be circulated in the tunnel for a safe operation. Elle est composée de quatre modèles: (1) un modèle de pénétration conduisant à la prévision du temps de forage; (2) un modèle d'estimation de la durée de vie des fournitures; (3) un modèle d'estimation de fa quantité d'énergie consommée; et (4) un modèle de calcul de couts. Elle fait intervenir la résistance en compression uniaxiale de la roche du massif foré, le diamètre des trous, Ie type de perforatrice utilise, fa pression d'air d'opération, la longueur des fleurets, les temps morts associes au forage ainsi que le rendement des compresseurs, des perforatrices et du réseau de distribution de l’air comprime. ABSTRACTA drilling cost estimation methodology for underground headings is described. This methodology has been developed for percussive hand-held drills. It comprises four models: (1) a drillability model used for the prediction of the drilling period; (2) a model for the prediction of bit and rod lives; (3) an energy model; and (4) a cost model. It makes use of the uniaxial compressive strength ofthe rock drilled, hole diameter, drill type used, operating air pressure, drilling rod length, dead times that may occur during the drilling operation as well as compressor, air distribution network and drilling machine efficiencies. The application of the methodology is illustrated with an example, followed by a short sensitivity analysis and brief discussion."

Deep roasting in fluid bed roasters is the first unit operation in Inco&apos;s "roast-reduction smelting" process for the treatment of nickel sulphide concentrates. The roaster product, a low sulphur calcine, is reduction smelted with coke in an electric furnace to yield a sulphur-deficient matte which is then converted to low (<1%) iron matte in Peirce-Smith converters. Due to the deep roasting, a minimal amount of sulphur dioxide is evolved in the smelting and converting stages. Sulphur is eliminated from the concentrate almost exclusively in the roasters in a single, continuous, strong, gas stream suitable for treatment in an acid plant. This paper discusses the commercial scale testing of deep fluid bed roasting of nickel concentrate at Inco&apos;s Thompson Smelter as part of two commercial scale campaigns on roast reduction smelting conducted in 1981-1982. Slurry feeding, practised during the second campaign, permitted excellent control of the air/concentrate ratio in the roaster and, in turn, good control of sulphur elimination (about 80% of input). Smooth autogenous operation with high oxygen efficiencies (about 95%) was promoted by operating at bed temperatures of830°C to 850°C with calcine recycle. High throughputs and the desired metallurgy were achieved. The extensive testwork conducted during the two experimental RRS campaigns demonstrated thot deep fluid bed roasting of nickel concentrate at high oxygen efficiency is a technically viable operation.

"The potential use of industrial and municipal waste glass as a partial pozzolanic replacement for Normal Portland cement in mine backfill has been investigated. Considerable quantities of glass are currently discarded into landfill sites at high cost to municipal and industrial users with no foreseeable environmental benefits being gained by such disposal. This research study was undertaken to assess the viability of using ground waste glass materials as partial binder replacement of Portland cement fractionswithin consolidated mine backfill materials. The program was implemented to review various factors that could influence successful incorporation of glass waste replacement of cement, these factors being the feasibility of glass waste procurement, determination of process economics and the physical and chemical suitability of ground waste glass materials to generate adequate backfill strength when replacing Normal Portland cement fractions. A series of laboratory assessment trials were established to evaluate backfill component characteristics and mixture strength properties for both standard Portland cement-consolidated and blended Portland cement/ground waste glass-consolidated backfill materials. Side-by-side review of the strength behaviour of various component backfill/cement mixtures was designed to permit comparative evaluation of the capabilities of ground waste glass and Portland cement products as backfill consolidating agents"

As the search for new ore bodies drives mines to be developed at greater depths, the associated high stress environments present challenges for rock support design. Excavations in highly stressed brittle rock are often subject to large volume increases due to rock failure, a phenomenon known as rock mass bulking, which can result in significant wall convergence. Support systems need to be designed to minimize the amount of bulking and to accommodate large wall convergences. In order to design such a support system, empirical guidelines are often used to predict the amount of bulking. However, the empirical guidelines that are currently available are based on a limited number of case studies and consider few input parameters, which may result in an inaccurate bulking assessment. This paper describes methods of collecting quantitative field data at Creighton mine in Canada to better understand rock mass bulking and to further develop the empirical guidelines for bulking assessment for tunnels in highly stressed grounds. The main thrust of this presentation is to illustrate the growing contribution of solar energy to the mining industry by replacing existing mechanical and pneumatic tools and equipment with more effective and efficient electrical tools due to the increased efficiency and lower cost of solar energy generation. LCOE (levelized cost of energy/electricity) for solar energy is becoming highly competitive with other conventional sources of energy. The distributed architecture of solar power plants allows the supply of energy to highly remote and abandoned geographies. We will focus on the trend for this contribution to the mining industry over the next three years. Water desalination and delivery to the mining area will be topic of discussion regarding the contribution of solar systems in Latin America (LATAM) and other geographies. INTRODUCTION Increasing price pressure on the mining industry has generated a strong interest for mining companies to investigate energy costs and consumption. Currently, energy costs in mining economics contribute15% to 25% of the total commodity cost. In the past, most mines were operated by diesel gensets. Very high logistics costs for diesel supply, high and fluctuating diesel prices and theft led to very high energy prices. To overcome this problem, the mining industry has turned to solar energy, employing two main solutions: (i) adding a small scale (single level MWp energy supply) solar to an existing diesel system to create a hybrid solution operating as a microgrid environment; and (ii) replacing the existing diesel system with a large scale grid connected photovoltaic system financed by utilities or private IPP owners that signed a long-term power purchase agreement (“PPA”). In both applications, the near-term trend is to add storage and weather controls to optimize the electrical performance of the system. Use of concentrated solar solution (CSP) in the past was employed in a few remote sites to provide electrical energy to the mines. Currently this technology is not competitive with the photovoltaic (PV) systems. In some installations we have seen usage of a small hybrid system that is designed as relocatable, containerized and delivers scalable electrical power. In addition to the evolution of electrical energy sources, we see the trend of reduction of energy consumption in the mines by optimizing energy efficiency and generating load shifting solutions. Many studies of electrical energy in the mining industry support the growth of this trend in the mining industry.

Slagging gasifiers are used to produce chemicals and/or electricity from feedstocks such as coal and/or petroleum coke. A gasifier environment includes pressures from 400 to 1000 psi, temperatures from 1250-1550°C, are cyclic, reducing gases of CO and 112, and molten ash that interacts with the refractory liner materials. The high Cr2O3 refractory liners of gasifiers fail within 3 to 24 months. Gasifier users seek materials with increased reliability and service life. This paper discusses causes of refractory failure and efforts to increase refractory service life.

In this study, the behaviour of rock mass subjected to blasting load is investigated using three dimensional finite difference numerical modelling. In the analyses, Mohr-Coulomb failure criterion has been used for the characterisation of the rock mass strength. Stresses acting on the borehole boundary have been simulated by an exponential function which reaches its maximum within a short time and then falls to zero value in a considerable time period. The strain rate effect on the mechanical properties of rock material has also been taken into account in the analyses. Four different explosive-rock mass combinations have been studied to investigate blast induced damage zone. It has been observed that proposed equation for the dynamic compressive strength of rock material fits very well to general suggestions. Results have shown that blast damage analysis model recommended with this study is successful.

"This paper describes the use of vector analysis for determining the intersection of mineral deposit veins. The mathematical evolution of the analysis is outlined.IntroductionMany mineral deposits can be characterized by sets of intersecting veins. Often a vein will have a steep dip and may intersect with another similar vein. Finding the intersections of these veins is usually done by graphical means. Structural geologists, by the methods of descriptive geometry, can usual ly predict where intersections of veins will occur. This method normally requires accurate drafting and layout of the problem and does not always lend itself to solution in the field.Another method for solving this problem involves the use of vector analysis, which is easily adapted to hand-held programmable calculators. It is assumed at the outset that the reader is familiar with the dot and cross products used in vector analysis. Two excellent references are cited at the end of this note for convenience.A plane, in general, is defined by three points. The points of interest here are the points where three vertical drillholes penetrate the vein, or plane, in question. The elevations of these three points are best referred to sea level. This requires knowing the elevation of the collar of the drillhole above sea level and the drillhole depth from the collar to the vein. The elevation of the intersection point is then found by subtracting the hole depth from the collar elevation. These three points now define the plane of the vein. A similar set of three points will define a second vein, and it is our object to show analytically their intersection if it exists."

"Alanx ceramic/metal composites are proprietary products developed by Lanxide Corporation who joined with Alcan to form Alanx Products L.P. in 1988. Alanx ceramic/metal composites are composed of silicon carbide in a combined alumina and metallic aluminum matrix. In laboratory slurry wear tests conducted by Alanx ceramic/metal composites have shown to perform well against other wear resistant materials. At the Kidd Creek Concentrator Alanx CG896 ceramic/metal composite was tested in two pumping applications, the primary cyclone feed pumps and the filter feed pumps. In both instances the wear rates of the parts made of Alanx CG896 were far less than the gum rubber parts traditionally used. As of year to date September 1992 the unit cost to repair primary cyclone pump parts has dropped 58% from 1991 figures. For the filter feed pumps the unit cost to maintain the pumps has dropped by 33% as compared to 1990 figures. The total savings represented by implementation of Alanx wear parts, based on projected year end unit costs for 1992, as compared to 1991 costs for primary cyclone feed pumps and 1990 figures for filter feed pumps, is $166,753. INTRODUCTIONAt the Kidd Creek Concentrator the cost to maintain the primary cyclone feed pumps and the filter feed pumps was a constant concern. Rubber wear part consumption was quite high and the manpower required was considerable. For 1991 the total cost to maintain five primary cyclone pumps was $244,062. The cost to maintain the filter feed pumps in 1990 was $72,076. A wear material was needed that would increase the time between repairs and that would increase the reliability of these pumps between scheduled shut downs."

"This paper outlines the scope and applications of &apos;COALMOD&apos;, the British Columbia Ministry of Energy, Mines and Petroleum Resources&apos; computerized financial simulation model for coal mining developments. After a description of the computer system and language of implementation, the logic and scope of current model sub-routines are presented. This is followed by a presentation of examples on the current applications of the model to public policy evaluation, including benefit-cost analysis, fiscal analysis and evaluation of the effects of public infrastructure investments made in support of mining projects.IntroductionThis presentation has been developed in response to a number of requests from coal mining companies and various public agencies who have indicated interest in understanding our application of contemporary analytical techniques to public policy in the coal sector. "The advantages and disadvantages of a mobile crushing plant with a belt conveyor system compared to a stationary crushing plant with haulage by heavy trucks are described. The capital expenditure and operational expenses are compared and the individual cost factors are explained.Every open-pit mine or quarry, however, is different and has to be assessed and analyzed individually in order to find the optimum and most economical solution. Due to the high truck haulage costs, many open-pit mines tend to the more economical solution with mobile crushing plants and continuous belt conveyor operation. IntroductionFor the material haulage within an open-pit mine the heavy truck is the most flexible means of transportation. However, due to the high fuel consumption, wear and labour costs, it is also the most expensive one. Therefore, many open-pit mines are looking for alternative solutions for the material transport A mobile belt conveyor system is most likely to meet the requirements because it is efficient and economical with regard to the power consumption. The material , however, has to be crushed at the mining face to lumps which are suitable for conveyor operation. For this purpose a mobile crushing plant is required.In some open-pit mines the crusher is also used to crush the material to lumps of smaller particle sizes in order to save crushing costs in the preparation plant.Although a cost comparison between a system with stationary crusher and truck haulage and a system with mobile crusher and belt conveyors favours in most cases the belt conveyor system, up till now only a few open-pit mines and quarries benefit world-wide from the advantages of the mobile crushing plant with continuous belt conveyor operation."
