"For the fourth time in five years, residents of northern Canada have seen a change in the tax treatment of housing and travel costs. The latest changes announced in December 1990 by the Minister of Finance are to become effective in 1991. When will the tinkering stop?IntroductionFor man y years prior to 1987, certain travel and housing allowances received by employees in remote areas were generally considered by Revenue Canada to be tax-free, even though some observers suspected that such generous treatment was contrary to the provisions of the tax legislation. In the mid-eighties, Revenue Canada decided to reconsider the tax treatment of the mining industry's long standing practice of providing housing and travel assistance to these employees. The tax- free treatment was continued by virtue of annual remission orders, but only pending the enactment of legislation which would tackle the issue head-on and layout the rules in black and white to be seen by all. The sequence of events since then may be chronicled as follows:February 26, 1986-Finance Minister Wilson's budget present s the framework for the future tax treatment of travel and housing benefits provided to residents in remote regions of Canada.December 22, 1986-The Minister of Finance announces detailed rules to fill in the earlier announced framework.January 1, 1987-The new tax rules come into effect.April 29, 1988-The Minister of Finance announces the establishment of a Task Force to examine the existing criteria for determining the eligibility of residents of northern and isolated areas for tax benefits.October 27, 1989-The Task Force presents its report.December 7, 1990-Finance Minister Wilson announces a new system of tax benefits for residents of Canada's northern and isolatedregions.January 1, 1991-The new rules become effective."

"The leaching of sulphide minerals generates a significant amount of energy. There are three systems that might be used to remove this energy. These are: cooling coils, quench water, and flash recycle. Flash recycle is the recycling of slurry from the autoclave to the feed tank. Heat is removed in this arrangement when the slurry at elevated temperature and pressure is flashed to atmosphere, releasing steam. The slurry is returned to the autoclave at lower temperature, resulting in cooling. The cooling is directly proportional to the steam released from the recycled slurry. Design equations and results for the flash recycle system are presented. A fourth proposal for removing heat is to recycle slurry from the back of the autoclave. These four alternatives not only remove the heat, but also have an effect on the leaching efficiency. Amongst the four alternatives, design calculations indicate that the flash recycle option is the optimal solution in terms of leaching efficiency and heat removal, and recycling product from the back of the autoclave is the worst. In spite of its efficiency in terms of heat removal and leaching, the implementation of the flash recycle system is limited to a few operations in the platinum industry.INTRODUCTIONIn considering ways to improve leaching operations, focus is placed on the chemistry, on the kinetics, the agitation and perhaps even on the gas mass transfer conditions. "Precious metals are currently associated with refractory minerals such as telluride (Calaverite, Sylvanite, etc.) and selenium (Naumannite Ag2Se), which are difficult to dissolve through traditional methods, therefore it is necessary to perform a pretreatment (oxidative or roasting) preceding the process of leaching by cyanidation. In this preliminary work the aim was to study the use of solvent extraction to remove tellurium and selenium ions from a synthetic cyanidation effluent, with the purpose of recycling the cyanide back to the process. For the extraction of these anions, TeO32- and SeO42-, tallow trimethyl ammonium chloride (Quatarmina TPR) and hexadecyl trimethyl ammonium chloride (Amine F) were studied as extractants, using nonylphenol as a modifier in the organic phase (trimethylpentane). The results show that it is possible to recover 82% of selenium and 10% of tellurium from synthetic solutions containing either 20 mg/L Se or 20 mg/L of Te, respectively The Se or Te mole ratio to cyanide was 1:4.INTRODUCTION In relation to extraction of precious metals, the cyanidation process has been in use for over a century and despite environmental and toxicological problems it remains the most widely used and economical process available. In the late 90s, there were great efforts to recover gold and silver from refractory ores, which is difficult to do by simple cyanidation. To improve gold recovery from tellurides and selenides that occurs in some new mines, the ores are pretreated by roasting. This is one of the most effective ways of rendering refractory gold ores leachable as well as being a fast pretreatment process compared with bio-oxidation or pressure leaching (Aylmore, 2001). The most important tellurides minerals are Calaverite (AuTe2) and, Silvanite (Au, Ag)2Te4). In the case of selenides, minerals include Naumannite (Ag2Se) and Aguilarite (Ag4SeS) (Ostroumov et al., 1989). Examples of deposits containing telluride include La Bambolla Mine (Sonora, Mexico), Cripple Greek (Colorado, USA), and Kalgoorlie (Western Australia) (Aguayo et al., 1996). The main purpose of this work was to explore the feasibility of using quaternary ammonium salts such as: tallow trimethyl ammonium chloride (Quatarmina TPR) and hexadecyl trimethyl ammonium chloride (amine F) to extract tellurium and selenium anions from aqueous synthetic cyanidation effluents, so that the cyanide solution could be recycled back to leaching process. The tests were performed on synthetic solutions similar to those found in a mine: 20 mg/L Te as TeO32-, 20 mg/L Se as SeO42- and mole ratio to cyanide was 1:4. using an alkaline medium with pH ranging from 8 to 12. In order to recycle valuable metals from silver separated residue, a novel method using alkaline smelting at low temperature was proposed. The main factors affecting the main metal recovery such as the smelting temperature, smelting time, liquid-to-solid ratio and alkali addition were investigated comprehensively. The behavior of the main metal elements, such as Pb, Sn, Sb and Bi in silver separated residue was also discussed. The results indicated that amphoteric metals such as Pb and Sn can be smelted into the melt, while other metal elements, such as Sb and Bi were left in the residue.

DURING the past year, the writer has investigated the treatment of a variety of British Columbia tungsten-bearing ores. Much of the test-work described in this paper was carried out in collaboration with Mr. A. G. Lyle in association with the British Columbia War Metals Research Board at the University of British Columbia. The remainder was completed in the laboratories of the Department of Mines at Victoria. Two mills in the Province are at present treating tungsten ores. Descriptions of these are included through the co-operation of Messrs. S. Gray (1) and A. A. Almstrom (2). MINERALOGY, OCCURRENCE, AND SPECIFICATIONS In the present paper, attention is directed solely to scheclite, inasmuch as known occurrences of other tungstcn minerals in British Columbia are of mineralogical interest only. "The Éléonore mine, located in the James Bay region of Northern Quebec, generates a gold bearing flotation concentrate rich in pyrrhotite. Direct leaching of the finely ground concentrate results in high cyanide consumptions and poor recoveries, so effective pre-treatment to passivate the pyrrhotite is required before leaching. Following a number of process upsets at the mine, test work was performed to better understand the requirements for passivation so a more effective operational strategy could be implemented. This paper outlines the testing and implementation of the new strategy at Éléonore.ÉLÉONORE CONCENTRATOR The Éléonore mine is located 800 km north of Montreal, in the James Bay Region of Quebec, Canada. The ore, containing gold disseminated in sulfide minerals and free fine gold in silicate gangue, is crushed in a two-stage crusher plant before being ground in a single 9,000 kW ball mill. The ball mill is in closed circuit, with about 25% of the cyclone underflow passing through a gravity plant with two, 48” Knelson concentrators. Gold recovery in the gravity circuit varies between 15 and 20%, with gravity concentrate leached daily in an Acacia intensive leach reactor. Cyclone overflow, at a target P80 of 65 microns, flows to the flotation plant where the gold bearing sulfide minerals, mainly pyrrhotite and arsenopyrite, are recovered to concentrate with a mass pull of about 5%. The flotation concentrate, typically containing between 80 and 120 g/t of gold, is thickened and finely ground using a 1500 kW Isa Mill. The finely ground concentrate is diluted, to generate a slurry with about 32% solids by weight, before feeding the leach plant. Initially the concentrate slurry is pre-treated with oxygen and lead nitrate, to passivate the sulphide minerals before cyanide is added for gold dissolution. Gold is recovered from the leached slurry using carbon-in-pulp (CIP). The flotation tailings are also thickened and gold is recovered in a dedicated leach-CIP plant."

"A study of the physical properties of long grades of asbestos fibers imported into the United States during the past eight years has disclosed information that will contribute materially to effective selection and use of fibers for electrical products. The study embraced fiber lengths, volume resistivity under three different conditions, total iron by chemical analysis, magnetic rating, conductivity of an aqueous ex-tract and its sodium chloride equivalent.The fibers examined included chrysotiles from Rhodesia, British Columbia, and Barberton area; marlime from Bechuanaland and Province of Quebec; amosite and crocidolites from Africa and Australia; and anthophyllites from Mozambique and from Georgia in the United States. Volume resistivity values provide a relative basis for estimating the electrical performance of end products; magnetic rating -an estimate of the quantity of iron compounds present in excess of those in the asbestos structure; conductivity of an aqueous extract; and an estimate of the ionizable impurities in fibers.Tests of these factors yield in-formation, not heretofore generally known, which may serve as a guide in the evaluation of asbestos fibers for electrical products."

The Dragon Lake Zone (uranium prospect) comprises a N160º trending vein that is approximately 110 m long, up to 5 m wide and from 1 to 40 m high. The zone is mostly within altered sandstone of the Fair Point Formation, the basal unit of the Paleoproterozoic Athabasca Group, but it also extends downward (up to 3.5 m) into basement rocks that occupy the northerly trending Maybelle River Shear Zone (MRSZ). This subvertical shear zone separates graphitic paragneiss and weakly deformed granitoid rocks to the east from non-graphitic paragneiss and foliated granitoid rocks to the west. The Dragon Lake Zone cuts across both the MRSZ and N060º-N070º-trending cross-faults that offset the shear zone but not the mineralized vein, which contains values up to 54.5% U over 50 cm core length. Strong chloritization occurs in graphitic paragneiss and sandstone adjacent to mineralization. Silica was depleted from the basement rocks and redeposited at the borders of the 5-15-m-wide alteration zone, as well as within overlying sandstone of the Manitou Falls Formation. There are minimal alteration effects in the overlying Lazenby Lake Formation. Geochemistry shows that the alteration zone in the Fair Point Formation is highly anomalous in metals, most notably in Ni, As, U, Pb, Co, and B. Clay within this zone is illitic and Fe-rich chlorite is also present. Brittle deformation is not as widespread or as well developed in the Fair Point Formation as it is in the overlying Manitou Falls Formation, which is extensively brecciated and contains some anomalous metal values.

This paper proposes to build on my previous research (Dashwood 2012), which analyzed how and why the norm of sustainable development became institutionalized in the global collaborative corporate social responsibility (CSR) initiatives of major mining companies. Since the late 1990s, the majority of major global mining companies have employed the norm of sustainable development to frame their individual CSR policies and to inform industry collaboration at the global level through the International Council on Mining and Metals (ICMM). This paper proposal seeks to address lingering questions from that research, by developing an explanation for how the normative frame of sustainable development has translated into specific CSR standards adopted by the mining industry. Preliminary findings suggest that, although the global mining industry has reached broad consensus on the meaning of sustainable development in the context of mining, there remains considerable variation between mining companies in terms of which specific global standards they adopt. As members of the ICMM, major mining companies are required to report according to the Global Reporting Initiative (GRI) indicators relevant to mining, and there has been wide-spread up-take of the ISO 14,001 environmental management system standard. However, other global standards, such as the International Finance Corporation (IFC) Performance Standards and the Extractive Industry Transparency Initiative, have not been uniformly adopted by the mining industry. What explains this variation? The paper employs a three-level institutional framework (rational choice institutionalism, historical institutionalism and the ?new? institutionalism in organization theory) to explain the influences on the adoption of CSR standards in the global mining sector. Existing research confirms that institutional context is an important factor in explaining CSR adoption in the mining sector (Dashwood 2012). Are similar forces at work in explaining the variation in adoption of specific CSR standards? A three-level institutional analysis lends itself to uncovering influences both external to mining companies (such as pressures from stakeholders), as well as internal company dynamics (such as managerial discretion). Furthermore, the framework can incorporate dynamics operating at the global level (such as isomorphism), the national level (such as the regulatory regime) and the local level (such as community needs and environmental challenges). The theoretical significance of this framework is that the influences on CSR adoption are more complex than can be explained in a single approach (such as narrow rational choice/cost benefit explanations). On a practical level, insights into how global standards get interpreted and acted upon by individual companies could lead to the development of more appropriate and effective global standards.

WE recently received from Professor A. C. Lane, Emeritus Professor of Geology and Mineralogy, Tufts College, Mass., and a Corresponding Member of this Institute, a very interesting account of some recent developments in radioactive methods of determining the age of minerals and, therefore, of the rocks in which they occur. It deals in particular with studies of the minerals of certain pegmatite dykes on the Huron claims and Bear claims in southeastern Manitoba, which, the results indicate, are among the oldest rocks of the earth's crust. The following article presents a non-mathematical summary of Professor Lane's paper . . It will be noted that he is anxious to obtain suitable samples of certain minerals and rocks for further age studies. We hope some o our members may be able to supply him with the material he needs. It may be well to explain briefly how the age determinations are made. Uranium is continually breaking down, or disintegrating in successive steps through radium, etc., to a final product which is lead (uranium-lead), and the rate at which this change takes place is known. Minerals containing uranium will therefore contain lead also, and the lead-uranium ratio mul-tiplied by a certain factor (approximately 7 ,600) will give the age of the mineral in millions of years. Thorium also disintegrates at a known rate to give lead (thorium-lead) as a final product, and the age of a mineral containing thorium can thus be calculated from the lead-thorium ratio. Thorium breaks down more slowly than uranium. In unit time, one gram of thorium produces about as much lead as 0.36 grams of uranium.-ED.

"The extractive metallurgy of gold is largely controlled by mineralogical factors such as the presence of refractory gold, particle size, gangue mineral associations, presence of preg-robbers, oxygen and cyanide consumers, and locking characteristics in base metal sulphides. Light microscopy and automated mineralogy techniques are regularly used to characterise the effect of these variables on gold recovery. However, despite their widespread application there are a range of limitations when grades are low. Typically, the analysis of low-grade samples requires the preparation and analysis of numerous polished blocks. This is often costly and time consuming, with complexities regarding analysing statistically representative particle quantities and problems overcoming stereological bias. This is compounded by the “nugget” effect and high tenor nature of gold mineralisation. X-ray Microscopy techniques have the potential to overcome many of these problems, in particular the statistical representivity of analysis, removing stereological bias and effectively locating phases that are present in ultra-trace proportions. In this paper we outline the potential benefits of employing X-ray Microscopy (XRM) in characterising gold losses from a typical Cu-Au porphyry project, which were illusive in 2D based analysis. The talk will also outline additional application areas of XRM within the extractive value chain."

Plant process optimization programs are often costly, both in technical effort and loss of production. Evolutionary Operation or "EVOP" is a mode of plant operation consisting of controlled cyclical changes in process conditions by which information is provided concerning potential process improvements while both volume and quality uniformity in production are maintained. Its conceptual simplicity and low cost of utilization have led to successful adoption in a variety of industrial manufacturing operations. This paper is an expository account of basic EVOP theory, the problems encountered and the organization required in applying it to a processing plant. Illustrations are provided which indicate the payoff that can result.

"Teck and Aurubis are working together to commercialize a technology for the processing of copper arsenic sulphide concentrates that is economic and sustainable with regards to the environment and community. The pressure hydrometallurgical approach is a desirable option as mineral extraction and arsenic fixation can take place in a single autoclave vessel. A test work program was carried out where a range of copper concentrates with varying arsenic grades was processed under CESL leach conditions. This paper discusses the stability character (in terms of arsenic) of the resulting residues and their mineralogy. The basic ferric arsenate sulphate phase (BFAS; otherwise known as type 2) was identified as the main arsenic carrier. All CESL residues demonstrated high stability (<1 mg/L As) through a range of aggressive (pH and ORP) environmental leach conditions.INTRODUCTIONArsenic deportment and control in the copper industry needs an integrated approach involving each stage of the value chain, i.e. exploration, mine operation, refining process and mine closure. Teck Resources Limited (Teck), Canada’s largest diversified mining company and Aurubis, Europe’s largest copper producer, have formed a partnership to advance the application of CESL copper-gold technology for the development of high arsenic bearing copper resources (Bruce et al., 2011).Among the options for arsenic control in the metallurgical treatment of copper concentrates is the precipitation of ferric arsenate, which is widely accepted as the most suitable method for stabilizing arsenic (Ferron and Wang, 2003). The pressure hydrometallurgical approach to processing arsenic bearing copper concentrates is a favorable option as mineral extraction and arsenic fixation can take place in a single autoclave vessel. Under CESL pressure leaching conditions (150 °C, 1380 kPa) high copper extraction and arsenic (V) fixation is possible.Within the pressure leach autoclave, arsenate and ferric iron react to form scorodite type phases. The precipitate formed under CESL conditions is dependent on the Fe (III) /As (V) ratio and the tenor of cations and anions, particularly excess sulphate (Gomez et al., 2011a). Previous studies on CESL residues have found arsenic to be present as crystalline scorodite (FeAsO4.2H2O) (Bruce et al., 2011), basic ferric arsenate sulphate (BFAS: Fe(AsO4)1-x(SO4)x(OH)x·(1-x)H2O, where 0.3<x<0.7), and/or arsenate adsorbed on to hematite (Gomez et al. 2011b). Although not a focus of previous work, scorodite was the predominant precipitate formed when the concentrate Fe/As was <1.5 (Mayhew et al., 2010), and BFAS was the predominant precipitate when the concentrate Fe/As was >10 (Gomez et al. 2011b)."

In 1997 a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded (i) that Canadian industry and NRCan should fund a small secretariat in Ottawa to support technology transfer in Canada and (ii) that it was important for industry to continue the momentum of MEND on an international scale. The need for INAP (International Network for Acid Prevention) was strongly endorsed by company, university, consultant and government experts from Australia, Canada and the U.S. who were convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP&apos;s members to promote the dissemination of successful practices, the identification of knowledge gaps and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry based initiative to globally coordinate research and development in the management of sulfide mine waste. Significant improvements in the management of sulfidic mine materials through knowledge sharing, research and development of technology by INAP will reduce liability associated with acid drainage. This paper will explore the international efforts and activities of INAP.

The Scully Mine, situated in the Labrador Trough near the Quebec-Labrador boundary, is one of the world's largest continuous ore deposits. This paper outlines the sequence of the mining operations from the planning stages to the delivery of the ore to the crusher at an average rate of 50,000 tons per day, 7 days per week. The principal equipment required to maintain this production rate includes four 12.\1.1-inch rotary drills, seven 8-cu.-yd electric shovels and a fleet of large haulage trucks. Particular attention is given to grade control, programmed by computer, drilling and blasting techniques and operational aspects inherent with open-pit mining in Canada's North.

The Runruno Gold Project is located on the island of Luzon, approximately 200 km north of Manilla in the Philippines. The mine is a surface mine operation and use the proven BIOX® and carbon in leach processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces of gold, and the operation will produce 96,700 ounces of gold per annum over a mine life of 10.4 years. The BIOX® circuit is designed to treat 140,000 tpa of concentrate with a design capacity of 404 tpd of concentrate at a design sulphide sulphur grade of 17% S2-. The Runruno project is the first BIOX® plant to implement the Generation III BIOX® design principles. As part of the Generation III BIOX® program Outotec supplied a turnkey, containerised metallurgical laboratory to facilitate the first four stages of the BIOX® and ASTER™ inoculum build up requirements. BIOX® inoculum build-up was started during early January 2015 with 5 litres of stock cultures shipped from South Africa. The BIOX® culture was successfully adapted to concentrate produced from the mini plant during March 2015. The ASTER™ inoculum build-up commenced during early August 2015 utilising 27 litres of ASTER™ bacterial inoculum already adapted to similar process conditions expected during commercial operation. This paper will detail the various stages of inoculum build-up through to commissioning and ramp-up of the BIOX® and ASTER™ Processes at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX® design principles.

Introduction The Hollinger cyanidation mill commenced operating in June, 1912, and 49,779,978 tons of solids had been discarded by the end of 1950. The present tailing disposal plant has been in operation since 1924 and holds 39,762,250 tons. The tailing disposal plant is on the property of Kayorum Gold Mines, Limited, about a mile and a quarter south of the mill. The area available for tailing covers 640 acres and is roughly l ¼ miles long by ¾ mile wide. Tailing was first deposited on the McKay veteran claims, l mile long by 1/2 mile wide, which were later included in the Kayorum property. This site sloped from northeast to southwest, the slope amounting to 106 feet between the northeast corner and the low land to the southwest. The low land was wet and a considerable area was covered with muskeg up to 17 feet deep. It was drained by a brook running across the property in a southwesterly direction. Later, when more ground was needed, the low-lying mining claims adjacent to the south and west boundaries were acquired to allow for the extension of the plant. This entailed some extra difficulties and expense that would not have been encountered had the whole of the present site been acquired with the original purchase. At the present time, the top of the tailing deposit stands at two elevations, but eventually the tailing deposited on the extension to the original plant will be raised to the same height as the older deposit. Previous to 1924, all of the tailing was deposited on Low land and in lakes near the mil1. Between 1924 and 1926 an increasing tonnage was sent to the McKay claims until, in 1926, all of it was being sent there. In 1936, the area of the deposit was extended and shortly afterwards all of the tailing was deposited on the new site.

A new method for mapping faults within basement rocks underlying the Thelon Formation and glacial overburden was developed and tested in the Aberdeen Sub-basin. This method utilizes newly acquired aeromagnetic data, the Blakely algorithm for defining magnetic source edges, a calculated dip-direction map, a digital elevation model (DEM) derived from the Canadian Digital Elevation Database, and the positions of identified, inferred and newly mapped faults that are within and adjacent to this sub-basin. Combining these data revealed three age groups of faults. One group is seen only on the DEM; these faults are young brittle structures that have no effect on the sub-Thelon basement unconformity, and are not visible on the dip direction map. A second group is evident on the dip direction map but not the DEM; these faults are old basement structures that did not propagate upward through the Thelon Formation. The third group is expressed on both the DEM and dip direction map; these faults are also old structures that propagated upward during and/or after deposition of the Thelon Formation. The latter group of faults may be of greatest interest for uranium exploration, with reactivation increasing their potential to serve as conduits to transport uranium-rich fluids and focus deposition at or near the unconformity surface. This methodology has promise for comprehensive mapping of basin faults and tracking the tectonic development of the whole Thelon Basin through time.

Over the past 50 years, there have been a number of geological, mineralogical and metallurgical studies carried out on the Clear Hills ironstone deposits in northern Alberta, Canada. Due to the low grade and complex mineralogy, previous metallurgical studies have achieved limited success. After rejecting some of the more ‘conventional’ techniques for iron ore beneficiation, the authors chose to investigate the grain enlargement/iron segregation process for the beneficiation of the Clear Hills ironstone. The segregation reactions for iron have not been explored in as much detail as they have for copper and nickel. Iron segregation roasting involves the addition of a carbonaceous reductant and a chloride transport agent to an iron oxide ore, and heating the mixture to an appropriate temperature. The benefit of this process is that it allows ores in which the value minerals are intimately associated with gangue minerals to be processed in circumstances where conventional iron ore processing techniques are not suitable or capable of upgrading the material. As iron is one of the few elements that can be transported through this process, a clean high purity metallic concentrate can be achieved.Through the use of crucible testing followed by Davis tube magnetic separation, scanning electron microscopy, X-ray diffraction and atomic absorption spectroscopy analysis, characterization of the reaction products has been made with an improved understanding of the reaction mechanism.
