From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.

This paper describes a Client Consultant Relationship and shows how an engineering team created an environ- ment which fosters the development of good, economical and sometimes unique solutions. A major factor in establish- ing this environment was the Client's instruction to the Consultant to "propose solutions which, in the Consultant's considered opinion, best satisfy the needs of the project - not necessarily solutions which reproduce methods adopted elsewhere in the past." The Consultant's experience in other projects and disciplines outside mining has contributed by providing a cross- fertilisation of ideas. The team approach also allows the Client's expertise to be applied positively throughout the design process. These factors and the Client's foresight in providing adequate time for planning, allow the Client-Consultant Team to apply sound fundamental engineering in developing effective solutions.

The addition of cement to underground backfill at The Zinc Corporation, Limited and New Broken Hill Consolidated Limited, Broken Hill commenced in 1967. This resulted in a deterioration in metallurgical performance with increased loss of lead and zinc to residues at each concentrator. Investigations to determine the cause of the problem and methods to counteract it have been undertaken. This paper outlines the effects of cement on lead-zinc beneficiation at Broken Hill and presents an interim report on attempts to overcome the metallurgical Deterioration.

In this study the light sparse phase search (SPL_Lt) mode on the Mineral Liberation Analyser (MLA) was successfully used to identify and quantify the abundance of rare earth element (REE) phosphates in Precambrian iron formations. Monazite (light REE phosphate) and xenotime (Y and heavy REE phosphate) are identified and data from the MLA combined with the mineral chemistry of the two minerals are used to calculate and model the expected REE concentration and distribution in these two REE phosphates. The REE phosphates account for up to 31 per cent of the REEs in the banded iron formations (BIFs) and excellent correspondence is observed between the modelled REE patterns and the whole rock geochemical data available for the same samples. Except for quantifying the mineral weights, the sparse phase search also allows for the localisation of REE phosphate grains and the observation of their association with other minerals using backscatter electron (BSE) imaging. These observations are used to conclude that the REE phosphates were most likely of diagenetic origin, with REEs and phosphate remobilised from primary chemical precipitates. It is demonstrated that automated mineralogical techniques can be used to qualitatively and quantitatively describe the influence of a rockÆs trace mineralogy on its geochemistry.

A new approach to strategic planning, the Life of Business Optimisation System (LOBOS) optimises production systems from the scale of stopes in a single mine to an entire business strategy consisting of multiple mines and products competing for capital and processing capacity. LOBOS has optimised cash flow for a wide variety of operations, including large metalliferous or coal mines and as an aid to high-level strategic business optimisation solution to multi-mine/processing/product complexes. This paper discusses the application of optimisation technology to strategic planning with an emphasis on project evaluation with examples on the application of LOBOS to a variety of recent projects.

A new two-metre column self-heating test procedure has been developed at the University of Queensland, which clearly shows the hot spot development phases that take place in bulk coal self-heating. The column results provide a more reliable indication of the self-heating propensity of coal than small-scale index tests. At the same time, off-gas evolution patterns associated with hot spot development are obtained, including the recognition of hydrogen evolution from oxidation at temperatures less than 80¦C. Subtle differences in off-gas evolution from self-heating between gassy and gas-drained coal are also apparent. This new approach to coal self-heating assessment offers an opportunity to further the understanding of the complexities of spontaneous combustion and will enable more accurate risk assessment for the coal industry.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

Data from ball mills of a wide range of sizes are analysed using detailed mathematical models and non-linear least squares fitting techniques. In this way model parameters are obtained describing the behaviour of ball mills over a wide range of mill sizes and operating conditions. These parameters define the flow and breakage of each size fraction of ore in the mill. Flow of coarse particles through the mill is found to depend on the proportion of coarse particles present. The breakage rates of coarse particles are found to decrease markedly with mill diameter for mills over 3 m in diameter.Simulation of grinding circuit throughput at constant productsizing for different mill diameters shows that throughput is proportional to theoretical mill power consumption for mills up to about 3 m in diameter. Thereafter the throughput gradually falls below that indicated by power consumption, the decrease becoming quite significant for large diameter mills. Simple qualitative physical arguments are presented to explain this behaviour. The models developed have applications to ball mill scale up. Work on their further development is continuing.

Batu Hijau is a calc-alkaline, island arc porphyry copper-gold deposit located in the southwest corner of Sumbawa Island in the Banda archipelago of southern Indonesia. Proven and probable reserves are 913 million tonnes at an average grade of 0.53 per cent copper (10.631 billion pounds Cu) and 0.41 g/t gold (389 tonnes Au). Construction of the deposit infrastructure began in October 1996, and formal approval for the project mobilisation was granted by the Indonesian government in May 1997. Preoperational testing and start-up of the first grinding line is scheduled for mid-year 1999.Copper and gold mineralisation are genetically related to at least three tonalite porphyry dykes and small plugs which intrude a quartz diorite stock that was emplaced into andesitic to dacitic pyroclastic rocks and lava flows. Faults are uncommon, and where they occur they do not significantly displace hydrothermal alteration and mineralisation zones.

Fine (<20 µm) valuable mineral particles are difficult to recover in conventional flotation circuits. (Trahar and Warren, 1976; Jameson, Nguyen and Ata, 2007; Kohmuench et al, 2018). This leads to a loss of valuable fine mineral particles to tailings. Recovering these particles would be of economic benefit. Novel reagents, including temperature responsive polymers, for example, are being developed to improve recovery of fine valuable mineral particles by froth flotation (Ng et al, 2018a, 2018b). The approach involves selectively aggregating the valuable fine particles and making these aggregates hydrophobic, resulting in hydrophobic aggregates of appropriate size (in order of 100 microns) being amenable to recovery by froth flotation. The polymers developed have been produced at laboratory scale but not a full scale yet. The exact cost of producing such novel polymers is currently unknown, but they are likely to be more expensive than conventional reagents.

They pose one of the signi- ficant challenges to senior management today. To cope with these pressures-which we have termed the new public realities-we must deal more effectively with the media, the public, and government. However, before examining methods for improvement, it is essential to understand the nature of these new public realities and par- ticularly their determinants-the underlying eco- nomic, sociological, political, and international events and trends which have shaped them. Previously the productive element of society had only to concern itself with what might be termed `conventional realities&apos; : the costs of labour, equipment, and land, as well as marketing and distribution factors.

In-situ leaching of gold deposits has not become an option largely as a result the lack of suitability of cyanide as a lixiviant due to sluggish kinetics and high dependence on the availability of oxygen. A second problem area is the excessive cost of drilling the required number of injection and production wells needed to service a wellfield capable of maintaining any significant throughput or providing and acceptable level of gold production. Well spacing in in-situ leaching operations is limited by solution life, dissolution rate, and the need for solution control. With cyanide the life of an active solution capable of dissolving significant gold is severely limited by the availability of oxygen which cannot be readily replaced while the solution remains underground. The extremely slow gold dissolution rate also necessitates excessive contact periods in order to dissolve coarse gold.

From statistics on general and electrical fatalities in the Australian mineral industry, it could be said that the present approach to industrial safety is irrational. Deaths are few and decreasing in number, yet spend- ing on occupational safety is large and increasing. State mine safety inspec- torates are being expanded and a National Occupational Health and Safety Commission was recently established. Recent data are analysed in the paper and mining industry fatalities placed in perspective with deaths in other areas. Cost effectiveness of different strategies is discussed along with social implications. Strategies found successful are described and others suggested.,

Working capital is best described as money that must be supplied from a company&apos;s treasury to buy inventories for raw materials and finished products and to provide credit to customers who have not yet paid for delivered products. Working Capital requirements for resource projects are to a large extent, dependent on specific characteristics of the projects concerned. Important variables are the nature of the project and speed with which sales can be realised. The project&apos;s location is also important as this will influence inventory levels. Working capital requirements have a time profile, the present value of which can represent a significant portion of a projects overall capital needs. A significant component of a project&apos;s working capital is not readily recoverable or able to be reassigned should the project fail or be deferred.

Hamersley Iron Pty. Limited mines and pro cesses iron ore from two orebodies at Tom Price and Paraburdoo, situated in the North West of Western Australia. Conventional open pit mining methods are used at both sites in that material is drilled and blasted in benches, loaded by shovels and hauled to the Primary Crushers or dumped on waste or low grade material stockpiles. The present drilling fleet, consisting of eight high capacity Bucyrus Erie Rotary drills has evolved from an initial fleet of a large number of small percussion rigs. There are significant physical differences between the ore types encountered at both mines which nec- essitate the drilling of smaller diameter blast holes at Paraburdoo than those at Tom Price. The drilling practice at each site is dis- cussed, with examples of performance achieve- ments under varying drilling conditions.

The Court rejected the suggestion that CRAE had actively misled DMR concerning the worth of its tenements. The Court agreed that CRAE remained silent about certain significant information concerning CRAE&apos;s own tenement area. It was a significant question as to what duties CRAE&apos;was under, given that it was in joint venture with DMR in respect of one of the tenement areas. Did that joint venture create an obligation on CRAE to disclose everything it knew? The Court said no. The Court said that the fiduciary duties were defined by the terms of the farm-in agreement between DMR and CRAE. When the Court examined the disclosure obligations within the confines of the contract, it held that CRAE had not breached those terms.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm&apos;s operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as &apos;business risk&apos; and &apos;financial risk&apos; respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or &apos;silver bullet&apos;. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such &apos;diversification of portfolio&apos; decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.
