A century ago, new mines were often accompanied by smelters. In Australia, smelters were built at the Daydream mine near Broken Hill, at Kuridala and Mount Elliott near Mount Isa, Broken Hill, Mount Lyell, Mount Morgan, Mount Isa, and more recently at Tennant Creek, Kalgoorlie and Olympic Dam. Now the big miners eschew site-based processing in favour of shipping concentrate to smelters in Europe and Asia. As Chip Goodyear was in the process of vacating his leadership role at BHP Billiton, he was quoted as saying that BHP should concentrate on mining ore and leave æto others the skill set of processing that materialÆ. Yet there are times when on-site processing clearly makes sense. Few companies ship gold ore or concentrate to China for gold extraction. New smelters are being built in Zambia. Solvent-extraction and electrowinning plants frequently produce copper from oxide ores and concentrates while pressure leaching is increasingly being considered for copper sulfide ores. Some argue that on-site processing is best because the waste products can be returned to the ground from whence they came, avoiding potentially large disposal costs in more-populated areas. Copper treatment and refining charges will not remain at $45 per tonne and 4.5 cents per pound forever. This paper examines when it makes sense to use on-site pyro- or hydrometallurgical processes in todayÆs environment and comments on how current trends might alter the balance in future.

About 3km2 of the central Luise Caldera, in which the Lihir orebody is located, is geothermally active wit.lj gas seeps and fumaroles, and in some areas, a water table at boiling point.The proposed mine, adjacent to Luise Harbor, will be excavated to more than 200m below sea level and will extend into the geothermal system to depths at which current rock temperatures are 170¦C.

The relative effects of the two basic mechanisms contributing to rock breakage during blasting, shock and gas penetration, are neither well understood nor well characterized, and need further clarification. Blasthole liner (BHL) tests separate the two effects, and by enabling direct measurement of borehole expansion give insight into the shock/gas energy partitioning in rock confinement. The hydrodynamic code DYNA2D is used to simulate the shock effect of the detonation of emulsion in a stainless steel lined hole, and the predicted expansion is compared with experiment. Workers in the past have neglected near-blasthole phenomena and have calibrated models based on stress measurements remote from the blasthole. Extrapolation back to the blasthole has inherent limitations, and indeed, one of the deficiencies of these models is that they have not been able to predict correct borehole expansions, as observed in BHL experiments. DYNA2D has been enhanced by the ICI group with a detonation model which resolves the explosive reaction zone. As a preliminary step towards the ultimate goal of devising a practical damage model, simulations are used to predict the maximum expansion that would take place if the rock were to remain undamaged. Various material parameters are investigated and it is shown that calculated liner expansions are appreciably lower than measured values for high rock yield strengths, while greater than values for low yield strengths.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

Bougainville Copper Limited (BCL) ships about 600,000 dry tonnes of copper concentrate per annum to Japan, Germany and Spain, with some spot sales to other countries. Concentrate sales value for 1984 was 335 million US$, representing almost half of PNG exports. Contained metal determination is based on physical and chemical measurements on representative samples. The entire procedure is subject to statistical uncertainties and possible systematic errors; losses as high as several percent of contained copper or gold are common and frequently are regarded as unavoidable. In this context, the function of the chemical laboratory is to identify and eliminate such errors and recommend correct technical procedures for possible inclusion in sales contracts. BCL's marketing management has encouraged this approach and the close buyer versus seller agreement is beneficial for all parties involved. BCL participates in the respective technical committees of the Standards Association of Australia (SAA) and the International Standards Organisation (ISO). Standard methods for sampling and analysis of copper, lead and zinc ores and concentrates are in course of preparation, some being due for publication shortly.

Workplace Centred Learning, (WCL), is a learning strategy which helps organisations cope with the constant change in skill requirements that is part of business today. WCL focusses on the specific needs of the workplace and provides the structure and sets the standard whereby the required competencies can be transferred between individuals. Learning is considered part of the job and ownership is achieved by involving individuals in all aspects of the learning system. Each individual in a WCL system is considered both a learner and a teacher. A significant advantage of WCL over conventional training systems is that it responds quickly to changing requirements, and once in place, becomes self-sustaining. That is, once implemented, the system provides mechanisms to detect and respond to changes in skill requirements as they arise. WCL is a competency-based system with multiple levels of validation. It provides a flexible approach to skills development that recognises both the needs of the workplace and the needs of the individual. WCL was developed in collaboration with ALCAN Aust Ltd and is currently being implemented by companies within Australia and overseas.

In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012. Metal grades and contents of ore deposits should be measured in an unbiased manner, and with a degree of precision that reduces to an acceptable level the risk to put into production inviable prospects. The additive property of variances for metal grades and contents is used to assess the accuracy and precision characteristics of this measurement process. Each stage in the process of extracting different types of samples from ore deposits, preparing test samples from drill core sections, drill chips or crushed ore, and collecting and assaying test portions, contributes a variance component to the intrinsic variability of a metal's distribution in its matrix. Deducting such extrinsic variances results in more precise estimates for metal grades and contents of elementary units. The cumulative metal content for a set of elementary units of in-situ ore, and the sum of the variances for metal contents of all units in the set, can be used to calculate confidence intervals and confidence ranges at different probability levels as measures for risk.

The various risk components to be addressed by explorers and project developers (and their investors) to minimise and/or manage the risk of Pacrim mineral investment are summarised to provide an overview of the issues involved and to set the scene. It then highlights the role of individual Mineral Industry Professionals (especially independent consultants) who are at the heart of any risk reduction or risk management strategy. The involvement of accredited qualified/experienced (competent) and reputable professionals is essential to produce realistic and reliable results that gain and maintain investor confidence. Today, high ethical standards as well as technical competence are sought by government legislation/licensing regimes and initiatives of professional bodies like AusIMM, MICA, Professions Australia, Council of Professions, etc. All attempt to regulate and guarantee reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in many Pacrim countries). Brief comment will discuss the usefulness of accreditation and ethics codes plus other specific codes (eg JORC/VALMIN and their international analogues in Canada, South Africa, etc) in reducing risks.

Past and present developments in the use of blast furnace slag in the manufacture of glass are outlined. The crude slag from Port Kembla is beneficiated by the Mineral Resources Division of Australian Consolidated Industries Ltd. at Mascot using a dry magnetic separation process which reduces the iron level in the slag to an acceptable value, The chemical and physical properties of both the crude and beneficiated slag are given and compared with those of other slags used in the manufacture of glass. Slag is added to intro- duce alumina into the glass and its addition to the glass batch also results in faster melting and refining. Slag was first used in Australia in 1968 and its use has increased steadily year by year. At present about 16 000 tonnes of slag are used per year, mainly in amber and white glass. Beneficiated slag is used'in three plants to supply all the alumina required in the amber glass and in four plants to supply part of the alumina required in the white glass, the amount added depending on the acceptable iron level in the glass. Slag is also used in limited quantities in the manufacture of both dark and light green glass.

Deep lead mining by methods other thanconventional open-cut techniques has not been effectively employed in Australia in -the second half of this century. The reasons for this are essentially economic, and are related particularly to the labour intensive nature of the methods involved as well as the high consumption of support materials. These methods have been adapted in recent times to undertake bulk sampling programmes in deep leads. Although some consideration is given to surface-oriented hydraulic and solution mining applications, the prime function of this paper is to investigate the possible application of modern underground methods to deep lead exploitation. As deep leads are not currently being worked (with the exception of some minor operations on the Eastern seaboard), these applications remain essentially untested. They have, however, been conceptually developed following several years of small scale deep lead development. Current mineral economics, particularly with respect to gold, combined with the known extent of partially - or totally - unexploited mineralised leads demonstrates the necessity to investigate all possible means of ore extraction.

The evaluation of a new mineral resource and its economic viability is critically dependant on the quality of the assay data as it is this data that defines the grade of the resource. However, all too often the procedures of sampling and chemical analyses used to generate such data are neglected or given little consideration until final modelling and evaluation are under way. This approach frequently requires large reassay and/or re-sampling programs to be undertaken to validate or to improve the integrity of the data base. This paper outlines a step by step approach to ensure quality data is achieved and then maintained throughout the entire exploration and resource development program. This involves the use of correct field sampling methods, assay methods designed to give the required levels of accuracy and precision and quality procedures in place to monitor the effectiveness of the overall process. Thorough documentation is an overriding and necessary part of the entire process. Practical examples are given to demonstrate the use and value of these methods.

Traditional methods of resource modelling and mine planning rely upon geostatistical methods applied to exploration drill core data to derive a three dimensional model of the distribution of metal grades, quantised into rectangular prisms or blocks. The resulting block model is a primary input into short, medium and long term mine planning. However, block attributes are averaged or interpolated over a complete block, meaning that information at smaller scales is lost to the mine planning process. Grade engineering for new mining methods, such as the development of more accurately controlled blast designs, continuous miners for hard rock and sensors for rock properties that can be distributed along the operations process and value chain, allows excavation to be much more selective than traditional blasting, and provides data for driving earlier separation of waste from ore. This selectivity can be optimised if the resolution of resource models can match or exceed the spatial resolution of selective mining technologies. Opportunities for selective mining increase as a deposit becomes more heterogeneous. This leads to an interest in methods for estimating the distribution and characteristics of mineral heterogeneity within the ore-body. Scheduling mine development and underground construction has been the bane of most mine managersÆ lives at one time or another. Even though scheduling software has developed significantly over the last 20 years, mining projects continue to take far longer than expected to complete. It would appear that possession of a gleaming 1000 activity bar chart generated by the latest project management software and plotted in multiple colours offers no guarantee at all that any of those 1000 activities will be completed on time, let alone the project as a whole. The author has earned his æmasters in disastersÆ with more than one project running over time and budget. This paper describes some of his experiences in scheduling major mine development and construction projects and the lessons he has learnt along the way. In particular, the paper examines a range of key issues that mine schedulers must take into account when planning mining projects. The paper also examines the development of scheduling software and particular advance rates used in scheduling mine development projects in Australia.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

At BHP Billiton Iron Ore Newman Joint Venture (NJV) ore is railed from four separate mine operations in the Newman area to Port Hedland, where the ore is screened, crushed and blended to produce lump and fines NJV products. Each mineÆs grade varies separately, so it is important that a centralised system is in place to control the overall blend and ensure that the products meet customer expectations. It is important that grade- related decisions are built into the normal production process and have minimal impact on production rates. A continuous stockpile management system (CSMS) covering the whole NJV production process is used to generate the daily crushing schedule, taking into account all currently available ore sources. Innovative additions to the CSMS provide more accurate information to support decision making by the mine schedulers; for example, blasthole estimates are continually adjusted for bias compared to crusher and port rake grades; lump-fines (L-F) grade split and beneficiation plant upgrade algorithms are updated on a continuous basis, and the dilution effect, which impacts on reported port rake grades, is removed.

Ore reserve estimation is a procedure involving data collection, data storage and judgement and assumptions about geology mining and metallurgy. Calculations are based on these assumptions and an economic analysis on projected cash flows is carried out. Ore reserve estimation must therefore be subjective and will always depend on the extent to which the assumptions used in arriving at the estimate are correct. This paper is an attempt to summarise the many aspects that can contribute to ore reserve problems and to offer some suggestions on how to minimise these problems. For further details on specific concepts readers are referred to the detailed descriptions in the referenced papers.

MR JOHN S Foxall wrote: Mr Clayton in his paper on the above subject (Proceedings, N.S. No. 34) made an assertion which should not be allowed to remain unchallenged. On the top of page 10 appears the following statement;- "By viewing the box at adepression angle of 45°, all the dimensions are disclosed and the box may be projected on isometric co-ordinates" and lower down on the same page:- "An isometric plan, being virtually a projection on a plane inclined at 45°, the nearer the dip approaches this figure so is the outline of the stoping more truly shown." Those statements embody an inaccuracy which would be misleading were an isometric plan to be constructed to suit a special case, ie the case of a mine whose lode dipped at 45°, or approximately 45° and it would be found that in such a plan the outline of the stoping would not be truly shown. ALTHOUGH the mineral Stannite (Cu2S, FeS, SnS2 , also known as "bell 'metal" ore, tin pyrites, etc.) is found in various parts of the world, in only three iocalities has development proved it to exist in sufficient quantity to warrant the erection of treatment plants. Two of those mines are in New South Wales and one is an Tasmania. The writer will deal with the latter-the Conah mine, Zeehan, Tasmania, it being the most important and extensive occurrence so far worked. The Conah mine was first worked by a Tasmanian company for silver-Iead, and was fairly remunerative until the zone of secondary enrichment was passed through, when the lodes became too poor for further exploitation. During the time that the line was thus operated the stannite lode was discovered. It occurs in a graphitic slate, which, in common with the slates and spilites of the Zeehan field, is probably underlain by the stanniferous granite which outcrops two miles to the west. The Conah stannite lode is older than the galena lodes of the district, being faulted by one of the latter. Near the surface the lode was very rich.Shipments were sent out assaying 150 oz. of silver per ton, 20% copper, and 18% tin. An .apparently homogeneous sample of stannite, analyzed by the writer for the Tasmanian Geological survey, gave the following results:

Rather than look at the problems associated with sampling, this paper deals with the issue of sampling and blending to optimise revenue û predominantly in the mining industry. An example of the use of this methodology in the agriculture industry is also presented. Mining companies, in particular, are experiencing a boom in commodity prices and many believe the industry is in the middle of a æsuper cycleÆ. Production levels are being escalated dramatically to meet the demand coming from China and India. This in turn has further stretched the capacity of our rail and port infrastructure û resulting in significant shipping queues around most Australian commercial ports and increased demurrage costs for the producers. Mining companies are now looking for effective scheduling, planning and blending to maximise production and reduce demurrage charges û given the current infrastructure constraints. Mining companies can no longer use spreadsheets to run their business. This paper further looks at how these outcomes can be met by optimised blending using an integrated supply chain management system such as MineTrak together with effective sampling and analysis.
