The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

Six Australian coals were selected to determine their potential to produce, ultra low ash (less than 2 per cent) coal by progressive size reduction followed by density separation and/or froth flotation. Density separation in organic liquids is effective in the absence of contaminating liberated mineral matter which can be removed by froth flotation with several cleaning stages. The limit of cleaning of these coals was an ash value of 1 per cent while commercially attractive yields were obtained at 2 - 3 per cent ash depending on the coal.

CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. The Silver Swan nickel mine is located at the Black Swan Nickel Project, 53 km north east of Kalgoorlie, Western Australia. The Silver Swan orebody is a massive sulphide nickel deposit dipping 70¦ east with an average in situ grade of 14 per cent. Mining of the massive orebody is by Mechanised Ramp Cut and Fill (MRCF). A mining recovery of 98 per cent and minimising dilution are primary goals in extracting the high-grade ore. Placing a distinguishable marker bed (working platform) on rock fill was identified as a key method to achieving these goals. Gravel from a pit located onsite was considered the most suitable material for the marker beds. Research undertaken to design the marker beds using the gravel revealed conventional methods used in mining would not suffice, but that road stabilisation methods could be a viable alternative. Trials used a road recycler to mix cement and gravel in situ and several test beds were constructed on the surface to determine the final design. The trials attempted to replicate a marker bedÆs life cycle of construction and placement and mucking of ore from the marker bed. Testing the marker bed for strength for use as a working platform was completed using a Clegg Hammer; good correlation to a Clegg Impact Value and the compressive strength of the stabilised gravel was found. This paper describes the use of a road stabilisation machine, tests conducted, monitoring and marker bed design and discusses underground placement of the marker bed and its performance.

During a mineral exploration programme in an environmentally sensitive area near Mount Painter in South Australia, a helicopter was used to position, construct and service drilling rigs in order to avoid the need to create new access tracks. The drilling programme was designed to optimise the advantages of natural landforms in order to minimise the environmental impact of site construction and drilling activities. This minimisation of land disturbance reduced the required amount of rehabilitation measures to the extent where all impacts of the helicopter-supported programme had disappeared within twelve months of completion of work.

As remaining gold deposits tend to become more refractory, some form of oxidative pre-treatment involving hydro or pyrometallurgy is necessary to maintain high metal recoveries. These pre-treatments include pressure oxidation, bio-leaching or roasting. In the past, the primary criterion for selection of oxidative pre-treatment relied mainly on the extent of gold recovery and relative economics. In this study, a different approach has been adopted, ie the quantitative determination of environmental performance of the oxidative pre-treatment processes bio-leaching, roasting and pressure oxidation to assess which had the least impact on the environment. By establishing the environmental performance of processes, waste minimisation can be addressed early in process selection. Using mass balances, the environmental theme method was applied to determine the performance, on the basis of gold treated, of the oxidative pre-treatment processes of selected plants. No clear trend was observed in the overall impacts of each of seven plants, with all but one of the environmental evaluation indices being of the same order of magnitude; this was probably due to masking effects arising from the large variations in feed composition, tonnage, and gold levels. Within each type of pre-oxidation plant however, certain trends were detectable. For instance, irrespective of plant size, ore composition or mineralogy, for the bio-leaching and pressure oxidation units, the general order of environmental impact from greatest to least was sequentially toxicity, acidification potential, depletion of resources, solid waste generation and greenhouse enhancement. For the roasters the acidification potential was the most significant. Determination of the environmental performance of the oxidative pre-treatment of a hypothetical ore in a plant of fixed tonnage was undertaken to remove the possible masking effects of variables associated with feeds of different mineralogy, gold tenor and tonnage. The bio-leaching process gave a marginally better performance than pressure oxidation, the roasting process the worst, although there was not a great difference between them. The decreasing order of contribution to the environmental index was acidification potential, toxicity, resource depletion, solid waste generation and greenhouse enhancement for bio-leaching and pressure oxidation; whereas it was acidification potential, solid waste generation, toxicity, resource depletion and greenhouse enhancement for roasting. Since the major contributor to the environmental index was the acidification potential, the environmental performance of treatment processes for the acidic effluents was calculated. After neutralisation of the net acid resulting from bio-oxidation and pressure oxidation, and the application of various scrubbing and product formation processes for the sulphur dioxide from the roasting process, it was shown that pressure oxidation gave a marginally better performance than bio-leaching, ahead of roasting. This study demonstrated the potential for the development of a predictive tool which could be used in determining the environmental performance, and thus the selection, optimisation, and improvement of pre-oxidation processes for least impact on the environment. These would allow operation of these processes within defined environmental performance limits and decisions regarding the desirability of processing various parts of a heterogeneous orebody to be made on environmental grounds.

LoRa (Long Range) is a low-power, long-range wireless communication technology that has gained significant research interest for its potential use in multi-hop linear wireless sensor networks (LWSNs) for underground mines. These networks deploy LoRa-enabled sensor nodes in underground mines, together with LoRa repeaters placed along mine tunnels to relay sensor data to a LoRa gateway, which connects to a backend network for application-level processing. Since the packets generated by sensor nodes farthest from the gateway have to hop through many repeaters, their probability of successfully reaching the gateway is significantly lower due to the higher chance of packet collisions compared to sensor nodes closer to the gateway, resulting in a lack of network fairness for the sensor nodes. In this paper, we first present an algorithm to improve the fairness of a LoRa LWSN by grouping neighbouring nodes and adjusting the number of packet re-transmissions and transmission intervals for each group. Then, we demonstrate that the fairness of a simulated LoRa LWSN can be improved by approximately 500 per cent by applying our algorithm. We verify our algorithm with network simulations under different network traffic levels and grouping strategies, obtaining fairness improvements in each scenario. Our algorithm and results will pave the way towards developing highly fair LWSNs for underground mining applications.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

In most States of Australia it is a legislative requirement for underground mines to have a separate means of egress from the normal means of ingress to permit the safe evacuation of workers to the surface in event of an emergency. Such egress may be in the form of a ladderway equipped shaft/underlie or trafficable incline/decline. Additionally, there is a general requirement to have one or more airways, separate to the main shaft or other principal entrance of an underground mine, extending to the lowest level to permit ventilation to all parts of the mine. Fulfilling these requirement is difficult in the development phase of a mine when access underground is achievable by only a shaft or decline in the process by being sunk. What is frequently practiced in Australia is for production to then commence, sometimes in association with continuing development, in the same configuration without the establishment of this separate method of egress to the surface nor additional airway/s with reliance on refuge chambers to cater for back up in any emergency. Not only, could this jeopardise the health and safety of workers in case of an underground emergency it could be construed as a statutory breach of legislation. While recognising that refuge chambers are often used throughout underground operations nowadays their equipping and the criteria for their location needs to be bought into focus. This presentation discusses how such legislative requirement can be met alongside the use and appropriateness of refuge chambers.

This paper discusses the key issues in Discounted Cash Flow (DCF) analysis including the importance of data verification and the shortcomings in DCF analysis. Stockmarket valuation measures and valuation methodology for exploration and pre development projects are examined through examples and pitfalls are identified. The use of valuations in corporate transactions and their strategic value is also discussed.

Tonnes per Hour - Kilowatts per Tonne Tonnes of Mesh Size Produced Kilowatts per Tonne of Mesh Size Produced - Terms often heard in discussions of grinding mill and grinding circuit performance. All of them only tell a partial story as none of them relate to a fixed reference or overall standard measurement. Tonnes per Hour gives the production rate relating it to a specified or desired rate set as a goal or objective. As such it does not take into account changes in feed size, product size or grindability. Kilowatts per Tonne which accurately stated is kilowatt hours per tonne brings power consumed into the picture which is related to grindability but still does not take into account changes in feed size and product size without which power changes do not necessarily reflect the complete effect of changes in Grindability.

In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

"There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

Drilling and blasting constitute important activity in mining operations and account for around 20% of the total excavation cost. The utilization coefficient of energy for explosions of the fragmentation type is hardly 15 to 2035 and an enhancement in this is possible only through optimization of blast design. Designing a 'blast is a complex planning task, which for optimum results calls for matching the energy level of the explosive, rock properties and bench geometry. Optimum blast design needs a comprehensive study and an objective analysis of the intersecting elements. A cost optimised approach is often adopted with due consideration for all the cost sectors viz., drilling, blasting, loading, hauling dumping, and primary crushing, contributing to the overall miring cost. The present study deals with a performance prediction model which predicts the optimum burden for an explosive system in a given rock type to produce a certain desired fragment size. The model is framed on the inputs : shovel size, drill size, unit cost of drilling, bench dimensions, rock density, bond index, unit cost of explosive, maximum work potential. The model has been extended to compute the drilling and blasting costs for an assumed size of the bench to be blasted per round, so as to arrive at the overall cost optimization from a number of explosive systems. A comparative cost calculation with different explosive systems has been presented for a typical iron ore mine in India.

Process control emerged in the mid-1960s as a new and exciting method of improving the performance of mineral processing operations. The early Australian developments, principally in Broken Hill and Mount Isa, were based on pioneering work in instrumentation, the availability of small digital computers and a particularly effective partnership between companies with technological foresight and University and CSIRO research groups. Initial progress was rapid and within ten years many plants were committed to process control. Process monitoring is now routine and most circuits have some level of control. However, few plants have comprehensive optimising control systems as the difficulty of developing control strategies which can cope with the wide variety of conditions encountered in most mineral plants has been fully appreciated. This paper summarises past experience and assesses the degree of application of different forms of process control in metallurgical plants. Barriers to the effective utilisation of opt rising control are identified and some suggestions for advancing the application of control are made.

Oxy-ACETYLENE system of welding and cutting is at present practised in two forms, which may be described as the high and lowpressure systems. In the high-pressure system the two gases, oxygen and acetylene, are delivered. to the blow-pipe under pressure from properly constructed trade cylinders. Oxygen cylinders are in two sizes, each containing 100 and 200 cub. ft. of gas respectively. These cylinders are charged to a pressure of 120 atmospheres, or 1800 lb. per sq. in. approximately. The acetylene cylinders are made in one size as far as the writer knows, and contain 200 cub. ft. of acetylene gas at a pressure of 10 atmospheres. Each cylinder is provided with a valve and connection for attaching a regulator to "break down" the high pressure in the cylinders to the necessary low working pressure of the blow-pipes, and to deliver the two gases at a constant pressure irrespective of the variable pressures in the cylinders. These regulators can be adjusted down to as low as 1 lb. and are provided with two pressure gaugesone reading the contents of the cylinder in atmospheres, and the other the working pressure in lb. per sq. in. The high-pressure, or "two cylinder" system is compact and can readily be transported from place to place in the works. For this purpose the two cylinders are mounted on an easy-running 4-wheeled truck, which the operator and assistant find no difficulty in manipulating. In the low-pressure system the two gases are delivered to the blow-pipe, one from the oxygen cylinder and the other from the acetylene gas generating plant, which consists of the following:Generating cylinder, half filled with water, into which the cathoide is plunged. Colombia is an example of a nation where mining makes a significant contribution to local and national economies. Due to the abundant resources present in the ground, there are good prospects for further development. However, the impacts of mining projects can include reduced access to good quality freshwater for other economic activities and/or biodiversity preservation (Ossa et al., 2018). As well as the water management challenges common to all mining regions globally, Colombia has particular challenges associated with its biophysical and socio-political traits. Land use change in many regions is dynamic including rapid development of agriculture and the development and abandonment of small scale mines. The value of ecosystem services provided by prospective mining regions also creates challenges in particular with regard to the páramos, the headwater wetlands from which about 70% of Colombia’s water supply has originated (Cleef 1981). Colombia also has particular challenges related to strong preconceptions about mining and its impacts on water. On the one hand, there is recognition that new large-scale mines are important for Colombia’s economy; on the other, there is deep distrust of the sector’s ability to operate with minimal adverse impacts (Gutiérrez-Gómez, 2017). Hence, any impact assessment is likely to face high levels of scepticism and scrutiny. Summarising the work of McIntyre et al. (2018), this abstract proposes a framework for assessing and communicating risks to regional water resources arising from the impacts of mines. The framework outputs aim to provide government and other stakeholder groups the scientific evidence needed to inform their viewpoints about mining development in the selected region, and a baseline from which to design a program of priority scientific research. Disastrous earthquakes are a reality on the Australiancontinent. Unfortunately it has taken the fatal 1989 New-castle earthquake to demonstrate to all Australians that we do not reside on a "stable continent". While the world accepts the potential of plate tectonics and its associated plate margin earthquakes, particularly around the active Pacific Rim, the realisation of devastating intra-plate, or continental, earthquakes is only now beginning to take effect. The 1989 Newcastle earthquake provides many lessons on which to further fundamental earthquake research and the applications to the future welfare of human civilisation. To mitigate the earthquake hazard in relation to the devastation to life, property and industry, research must be undertaken with the resulting informa-tion to be included in the nation's disaster management programs. The earthquake hazard is everpresent in east-ern Australia and the major step in its quantification is a more realistic determination of earthquake risk estimates through an integrated study of seismology, engineering, insurance and sociology.

Acid and Metalliferous Drainage (AMD) is one of the key risks facing the mining industry worldwide. If not properly managed and/or not identified in a timely manner, AMD has the potential to decrease environmental values for generations to come. Ore extraction generates vast volumes of mineral waste (waste rock and tailings) which are stored in perpetuity at the mine site. Some of these materials are not inert and when in contact with air and water can react, generating poor quality water and compromising operational and closure environmental objectives. Understanding the geochemical behaviour of waste rock and tailings is therefore key to identifying risks and opportunities which support effective mineral waste management strategies across the mining value chain and progress toward an environmentally sustainable future that minimises closure liabilities. To ensure AMD risk is recognised and managed uniformly across its portfolio, BHP developed a Global AMD Management Standard for implementation across all operations, including closed sites. The AMD Management Standard provides a management framework to support the consistent, simple and sustainable global management of AMD risks. This ensures mines are planned and operated to be environmentally smart and modern, geochemical risk management is not an afterthought but a key driver, and environmental sustainability is actively pursued to reduce closure liabilities. The AMD Management Framework, on which the Standard is based, was adapted from industry leading practice guidance, ensuring it applies to multiple regions. The framework also comprises sequential requirements throughout the mining life-cycle. It is an iterative framework with an adaptive management approach that is designed to incorporate new data, information and management opportunities into AMD risk assessments and mine plan revisions.
