The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. The Melbourne City Link Project has two tunnels, the Domain and Burnley Tunnels, which have been constructed by Transfield Obayashi Joint Venture (TOJV) under a design and construct contract. The two tunnels are located essentially under the Kings Domain, the Yarra River and, in the case of the longer Burnley Tunnel, under the inner suburb of Richmond. The Burnley Tunnel is 3.5 km long and reaches a depth of 65 m at the central Swan Street Shaft, the invert being at RL -60 m. The Domain Tunnel is 1.6 km long, with the invert reaching RL -20. The tunnels were driven, for the most part, in the siltstone and sandstone of the Silurian Age Melbourne Formation. Construction aspects of the driven tunnels as related to the engineering geology have been described by Hutchison et al (1998). The Silurian bedrock is a fractured rock aquifer that is connected to overlying alluvial aquifers. Excavation of the tunnels allowed temporary groundwater inflows which substantially de-pressurised portions of the various aquifers. This de-pressurisation provided the potential to accelerate on-going secondary consolidation rates of the Holocene Aged Coode Island Silt (CIS) and the older Quaternary Fishermens Bend Silt (FBS) deposits, in areas where these materials directly overly the aquifers. As a large portion of the urban area of South Melbourne and the old river course of the Yarra River contain extensive CIS deposits, and were within the drawdown influence of the tunnels, the management of the hydrogeological regime was very important. The permanent design of the tunnels comprised drained and undrained sections (a partially tanked design) which, along with some permanent recharge, provide long-term protection against the possibility of accelerated settlement rates. During construction TOJV implemented a comprehensive groundwater management plan to deal with issues related to the temporary drawdown of the aquifers and the temporary acceleration of settlement. This paper describes the hydrogeological regime, the effects of the tunnelling, the monitoring programs, the extensive temporary recharge system, and the consultation program that TOJV utilised to manage the hydrogeological issues.

The most frequently applied project evaluation criteria are the Net Present Value, the Internal Rate of Return, and the Pay Back Period. Unfortunately, the Internal Rate of Return and the Pay Back Period, if interpreted according to their traditional definitions, easily produce results which contradict the Net Present Value. The reasons for the Net Present Value incompatibility of the two criteria are that these criteria have not been adequately defined and so new, complete definitions are recommended. The concept of the True Rate of Return is proposed as a substitute for the interest rate that the Internal Rate of Return has been believed to represent. The redefined Internal Rate of Return and Pay Back Period criteria, as well as the True Rate of Return are all Net Present Value compatible and can, therefore, serve as independent project evaluation criteria. Also, the correct approach to the evaluation of mutually exclusive alternatives and the status of the often neglected borrowing projects in project evaluation are found to be quite important.

Information is a key ingredient for successful mineral exploration and development. Whether identifying potential exploration localities from a map, interpreting technical reports or searching a register for operators past and present, the common aim is a parcel of information from which the enquirer can make a decision. Traditional information gathering often requires days or weeks of manual research, studying maps, files, reports etc, before consolidating the results into an investment proposal. In recent times, such methods have largely been replaced by Information Technology, making the process much faster, easier and more centralised. However, notwithstanding some very successful technology implementations, the general rush to computerise everything in sight has left many organisations struggling to cope with the management of large volumes of diverse information. Information management is now recognised as the most important factor in determining the success of information technology implementation. The Northern Territory Department of Mines and Energy (DME) has established a detailed information management strategy to underpin the rapid advance of computer technology within the organisation. A broad base of timely and reliable information is gradually becoming more accessible. It is envisaged that the availability of combined spatial, textual and scientific information will provide a sound basis for decision-making within the Department and the mining industry at large. Although information held by DME will be available at all times (24 hours on-line), its security and confidentiality will be guaranteed. The production of the DME system is aimed at satisfying the corporate objective to facilitate and promote mineral exploration and development. This paper outlines some current developments in the system.

The installation of truck turntables at above-ground crushers has the potential to yield gains in efficiency and productivity by eliminating the need for the trucks to turn around and reverse up to the crusher to dump their loads. The benefits include savings in time, fuel consumption and tyre wear. In addition, having a smaller area near the crushers dedicated to manoeuvring the trucks can be a significant benefit at some sites. Safety is also enhanced using turntables.This paper describes a project with the Australian Turntable Company to develop software that generates near-optimal layouts for the paths taken by the trucks in the vicinity of the crushers when turntables are present or absent. The geometry of the paths is constrained by the turning radius of the trucks and by the boundary of the manoeuvring area. The software quantifies the benefit of installing turntables by generating a design for paths with turntables and comparing it with the layout in current or planned use by the mining company. Analysis of the 2001 Australian census data set can be used to gain a detailed insight into the trends and levels of employment in different industry sectors. There is a common perception that employment of geoscientists within the mining industry and indeed across all industries has decreased significantly. However, the data shows that the number of individuals stating that they are geoscientists employed across all industries has decreased by only five per cent from 5336 in 1996 to 5067 in 2001. Within the mining industry (Australia and New Zealand Standard Industrial ClassificationÆs û ANZICÆs mining class), the number of geoscientists employed has decreased by ten per cent from 2701 in 1996 to 2441 in 2001. These figures, while showing a decrease, do not reflect the magnitude of the decrease commonly perceived. However, further analysis shows the number of geoscientists employed in mineral exploration may have decreased significantly more.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. The question of prediction and prevention of dynamic events û rock bursts (RB), tectonic rock burst (TRB) and mining-induced earthquakes (MIE), induced by large-scale mining, are discussed. The mine itself and the host geological environment are taken as a natural-technical system (NTS) whose evolution is characterised by alteration of the adaptation-bifurcation (catastrophes) periods. So, to predict TRB-MIE means to predict the limiting NTS states that are determined from the NTS geological monitoring data, and to prevent the said events means to control the processes of rock deformation and failure within the critical zone. The study considers particular examples of how TRB-MIE-events are predicted and prevented in apatite mines, Kola peninsula, Russia.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

Injection of gases into slag-melt mixtures produces various zones as a result of bubble formation and disintegration within the melt. The extent of these zones depends on the type of reactor used. When compared with ferrous processes, non ferrous processes are character- ised by large bubbles formed adjacent to the tuyeres, low flowrates and shallow tuyere sub- mergence. These features can result in a greater proportion of reaction occurring above the bath, more refractory wear and tuyere blockage with more splashing. The large bubble zone adjacent to the tuyeres has been investigated using the tech- niques of physical modelling, mathematical modelling and plant trials. Large bubble form- ation in physical models was recorded using a high speed camera and a rapid response pressure transducer coupled to an oscilloscope and data recorder. It was found that the bubble volume (Vb) could be correlated at low flowrates using the single bubble model Vb = 1.378 Q6/5 g-3/5 Deviations from this correlation occurred with increasing gas jet momentum. Plant trials were carried out on a copper converter at Mount Isa Mines during five different charges. Pressure measurements were made through the tuyeres during the slag blow and commencement of the copper blow. The power spectrum density showed that the dominant pulse amplitude occurred at a frequency of approximately 3 pulses/sec. Plant data from this and other converters were correlated using the same relationship as for physical modelling. De- viations occurred due to the state of the re- fractory, bath composition or bath circulation effects.

The physical properties of monazite and the minerals with which it is associated in east coast beach sands are studied and discussed. Possible means for improving recovery are examined. In particular, it is suggested that the practice of splitting the heavy mineral concentrate into two parts as a preliminary to treatment in separate "rutile" and "zircon" mills can be modified in a simple fashion by the addition of an extra magnetic separation stage so as to aid monazite recovery.INTRODUCTIONBeach sand deposits on the east coast of Australia are a major source of rutile and zircon, and supply 80 per cent or more of world requirements. The deposits also contain a small amount of monazite, averaging about 0.5 per cent of the total heavy minerals. Yet despite a steady price in recent years of £150-160 per ton, monazite production has remained relatively small.On the basis of rutiIe production, potential monazite production on the east coast was about 1,500 tons in 1956, but only 102 tons of high-grade concentrate was produced. The main deterrent to increased production has probably been the capital cost of the necessary equipment. Separate electrostatic and magnetic equipment and separate table concentration and drying constitute a considerable outlay for a by-product contributing 4 to 5 per cent of the revenue from rutiIe.It is the purpose of this paper to discuss monazite concentration generally and to suggest modifications to flowsheets, which may facilitate monazite production while maintaining the main objective, simple and cheap means for maximum rutile production.

We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

All too often engineers and project teams focus on building æthingsÆ, and they tend to see the key goals as meeting the project cost and schedule targets. We frequently compound the problem by unknowingly rewarding engineers for building bigger, more complex, more æbullet proofÆ and hence more costly æthingsÆ. Unfortunately the end result all too often ends up being a disappointment in terms of business performance. The term æshareholder valueÆ may never have entered the discussions during the development process. This paper deals with the fundamental issues, which tend to pre-dispose new developments to success or to failure. As project management concepts are not particularly complex, it begs the question why is it that the failure rate of new developments is so high? It is argued that the answer lies more in people behaviour issues than in project management tools and processes.

It is estimated that in less than a decade, high-grade iron ore reserves in South Africa will be depleted, leaving only low-grade ores with a dominant lithology of banded iron formation (BIF) hematite. BIF is a complex ore reserve as it is typically liberated below 1 mm, resulting in high energy costs. However, due to its abundance, its beneficiation potential should be evaluated to maximise recovery at an acceptable product grade. To develop a beneficiation program for BIF hematite, the first step is to determine the effect of two laboratory crushing techniques on mineralogical characteristics, specifically liberation and shape. For this study, the cone crusher and high pressure grinding rolls (HPGR) were used. The Electron MicroProbe Analysis (EMPA) and Mineral Liberation Analyser (MLA) were used to compare the mineralogical characteristics. The liberation characteristics for hematite are similar for both crushing techniques; however, HPGR preferentially liberates quartz. HPGR achieved 8– 12 per cent additional quartz liberation in the greater than 80 per cent and 100 per cent liberation classes respectively and specifically in +75 μm size range. Improved quartz liberation is associated with lower energy requirements for downstream milling and improved separation efficiencies for beneficiation units that operate in this size range. Both samples displayed similar shape characteristics; most particles were elongated smooth and the rest were elongated angular. Good hematite liberation is expected at grinds of 212 μm to 150 μm. Further consideration should be given to throughputs, energy efficiency and downstream equipment selection prior to selecting a crushing technique.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.

The paper briefly discusses the benefits to proponents of a formal environmental assessment process. It is argued that any process should be fair, cost effective and efficient, involve all affected parties, and should identify important issues at an early stage. The paper outlines the procedure used in Victoria, and the ways in which it attempts to address the above criteria.In conclusion the paper discusses progress towards a national approach to Environmental Impact Assessment. This is currently being pursued by the Australian and New Zealand Environment and Conservation Council.
