International tenders for contract mining opportunities require the Contractor to make an assessment of risk for an operation with a life span of up to twenty-five years usually based on data made available by the Client. This paper seeks to address how the Contractor assesses the data and quantifies the risks associated with the project. The areas of risk are common to most projects, but in the--Lontractor's case, risk assessment is carried out on the Client's data base and within a compressed time frame of usually less than six months. Incorporation of that risk assessment into the contract documentation is also discussed. Practical examples are given in a number of areas.

The title of this paper implies, and the text explicity states, that Sen and Spottiswood (1984) have found a new mineral species related to geocronite and jorganite. I believe that there is inadequate justification for this claim.The X-ray powder diffraction pattern reported by the authors exhibits a close similarity to that of geocronite, as stated by the authors, which suggests a close structural relationship at the very least. It is therefore reasonable to recalculate the results of the microprobe analysis reported by them to atomic proportions on the basis of the geocronite formula. This calculation, whether based on the formula used by Sen and Spottiswood (1984), or on one derived from a crystal-structure analysis (Birnie and Burnham, 1976), namely Pb18 (Sb, AS)11S46, with a total of 86 atoms, gives the results shown in Table 1.

Transport infrastructure constitutes, since always, an essential link between regions, countries and continents, for economical, commercial and human purposes. Permanently growing mobility needs, which are encountered in the whole world, lead to a more and more clear necessity to increase and modernise these transport infrastructures, as well in quantity as in quality, for all transport modes, and for all what is able to be transported, from people to consumption goods and energy. With only very few exceptions, transport infrastructure achievements have for long been the concern of the sole public authorities, at the various levels, which put them, mostly free of charge or at very low cost, at the disposition of the user or the customer.

The Ranger uranium mine has operated in the Kakadu region of the Northern Territory since 1979. The mine's water management system was designed to cater for the wet-dry monsoonal climate and to satisfy the recommendations of the Ranger Uranium Environmental Inquiry - Second Report, 1977 (The Fox Report) with respect to environment protection. The Fox Report advised that the aquatic ecosystem of the region must be protected and that the mine should collect all runoff from disturbed areas. Furthermore, the mine was to operate as a no-release system until release standards, based on the experience of several years of operation and on the results obtained from monitoring and scientific investigations, could be established. Monitoring and research data have now been collected for a decade. it is evident that lower-than-expected concentrations of chemical constituents are present in the runoff waters which are retained on site. Standards have been established for the release of these waters to the streams when in flood during the wet season. Mine water quality data and release standards are presented. It can be confidently concluded that controlled release will not cause detriment to the aquatic ecosystems of the Kakadu region. The Ranger operation has demonstrated that environmentally responsible management of mine waters is feasible for future mining ventures in the Kakadu region.

Brunswick Mine is one of the largest underground zinc/lead mines in Canada, producing 3.4 million tones of ore annually. As mining activities advance to deeper levels, ground pressure also becomes greater. To cope with the highly stressed ground, the mine has taken some strategic measures to ensure the targeted production level. Such measures include the implementation of a pastefill system and transferring the mining method from primary/secondary stoping to pillarless pyramid stoping. With the pillarless mining method, stope sizes become smaller and the number of active stopes is also less than before. In addition, mining sequence and cycle time have to be strictly followed according to production schedule. The blasting project described in this paper tackles one of the steps in the mining cycle aimed at shortening the blasting cycle time in a stope. Furthermore, this project was conducted and managed with the Six Sigma initiative in Noranda which was implemented in the fall of 1999. Like a typical process review, the blasting operation was examined by breaking it down into many steps that can be quantified and measured. Each activity was then correlated with different factors associated with blast design as well as blast operations underground. It was found that the utilisation of voids plays a key role in the blasting cycle time. With improved void utilisation ratio, blasting cycle time has been reduced from an average of 12 shifts to ten shifts per stope. This improvement translates into approximately 180 000 tonnes of ore being blasted without any increase in manpower. This paper presents the technical aspects of the study, as well as some operational issues and improvements made during the project.

The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

The financial evaluation of mining projects drives a whole range of decision-making regarding project viability, project design, operating models and closure philosophy. Net Present Value is a financial assessment approach that is pervasive across the industry and has been widely criticised for driving short-term thinking and leading to poor long-term outcomes and future unfunded closure liabilities. But are there alternative models and what are the impediments to their implementation? This paper aims to outline current and past mine closure practices in the mining industry and questions these outcomes given the changing shareholder investment requirement for alignment with sustainable Environmental, Social and Governance (ESG) goals. Examples are presented of closure programs planned and executed in the later stage of the life-of-mine and explores the benefits that could have been realised by integrating these into concurrent production operations. Examples of simultaneous mine development and closure execution and their benefits are presented, and their relevance to corporate investor branding. This paper also discusses the concept of investor project ownership through to sustainable closure and outlines alternative approaches to responsible, sustainable mine closure. We explore the current mining industry divestment practices to remove closure liability from the balance sheet. These underlying financial practices and Net Present Value approach to Mine Closure and alternative approaches are discussed.

Waste waters from mine sites may be screened for all constituents of significance as a first step in establishing water quality criteria for protection of aquatic ecosystems. Inductively-coupled plasma mass spectrometry (ICP-MS) offers the capability to screen water samples and digest solutions for virtually all elements in the periodic table. This technique is therefore able to identify elements whose concentrations are elevated in waste waters and may be rarely present in background surface or ground waters. Such elements may be present in waters at only a few ¦g/L. ICP-MS has sufficient sensitivity to detect sub-¦g/L or even ng/L levels of many elements. Waste waters from most mining activities in the Northern Territory have been examined by ICP-MS. The concentration data provide the basis of a contaminant data base. The data can show specific tracers in the ore or mineral itself, subsequently found in waste water. An example is the presence of rhenium in uranium ore. Such trace elements may be present in soluble or insoluble chemical forms and are more useful as indicators when soluble and exemplifying conservative chemical behaviour. The approach described, based on ICP-MS screening of mine site waste waters, together with general physico-chemical variables, provides the most comprehensive means yet available of selecting variables for monitoring programs and ensures that key elements and/or their chemical species are not excluded from monitoring programs.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

The aim of this work is to assess the performance of different constructive solutions against explosions on the strength of masonry walls. The solutions tested, namely an external metal mesh, a glass fibre film on the external face of the wall and a basalt fibre film located on the inner face of the wall, have low to medium cost and are originally designed for other purposes, like seismic protection. Four cubic boxes 3 × 3 × 3 m were built using each of the solutions and typical masonry blocks. In the tests, a spherical plastic explosive initiated in the centre was placed at scaled distance of 2.9 m/kg1/3, so that moderate damage would be caused on the wall. In order to assess the performance of the explosive, pressure gauges were placed at the wall and at different distances from the explosion. Additionally, vibrations were monitored with seismographs in the far field and a high-speed camera was used to estimate the shock wave velocity during the tests. The resulting damage has been evaluated on 13 points of the external wall of each box using a rebound hammer. Damage maps have been drawn for each wall based on these measurements and damage has been assessed inside the box considering the fragments mass launched during the test. The use of external metal mess leads to a decrease of 34 per cent on damage of the external wall and 38 per cent reduction of spalling. The Marra Mamba iron ore in FortescueÆs Chichester Range project area occurs as a very flat dipping series of waste shale and iron ore beddings. These beddings vary from millimetre thickness to several metres. The ore material generally exhibits a moderate degree of competence when subjected to ultimate compressive strength (UCS) tests, normally failing at up to 60 Mpa. However, the strength of the beddings is markedly less when subjected to the tensile forces imposed by the cutting action of the surface miner. Two surface miners of differing age and sizes were tested over a period of almost three months. These machines produced a product that had not been subjected to dilution by blasting and of such a size that primary crushing is not required. The machines were able to cut all ferrous material presented to them with varying degrees of success. Material containing higher quantities of manganese were broken but caused catastrophic wearing of the picks. During the trial the volume of material produced by the two machines in various strength materials very closely matched the manufacturerÆs estimates. The major impact on costs per tonne related to the wear on bits, which in turn varied with the bit design and composition. Bit design and composition testing is continuing.

Smaller deposits of high grade chalcopyrite or the concentrates of low grade and complex copper bearing ores, can be subjected to extraction processes other than smelting and converting. Low temperature chlorination and segregation processes are among those mentioned in the literature. In the present work, extraction of copper from a Brazilian chalcopyrite concentrate by slurry chlorination with chlorine gas at room temperature, dry chlorination by chlorine gas in the temperature range of 350 to 450¦C and segregation roasting of the calcined concentrate in the temperature range of 650 to 800¦C have been carried out. The effect of several experimental variables on the extraction of copper has been discussed in all these cases. Under optimum experimental conditions, 100 per cent Cu extraction was possible by either slurry or dry chlorination processes and around 86 per cent Cu by segregation roasting. For all the three cases, possible methods have been suggested to trial the studies on a pilot scale to assess their technoeconomic viability.

There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. The Cleveland Mine has an annual ore production of 400,000 tonnes at a grade of 0.79 per cent tin and 0.30 per cent copper. It is achieved by an open stoping method, mechanised overhead sub-level benching. The operation is trackless with a ramp access from all working places to the surf- ace. Broken material is loaded from the stope and development headings into diesel trucks and hauled to the surface crushing plant.

Acid mine drainage is a serious and chronic environmental problem of mining. This paper discusses the factors affecting the rate of acid generation by mine rocks and illustrates the relevance of these factors to the mines of the Northern Territory, Australia. The factors may be divided into two groups: internal factors and external factors. The first group covers characteristics of ores, mine waste rocks, tailings, etc and the second group covers surrounding conditions. The latter is further divided into four sub-groups, viz surrounding temperature and pressure, chemical conditions (ferrous/ferric adsorption ratio, total iron concentration, oxygen concentration and pH), surrounding biological conditions and mechanical conditions. Special attention is given to the surrounding P-T conditions, especially water partial pressure, and its relevance to the Northern Territory mines.

In those days no one worried - there were plenty of other things to do. But in'these days it is different. Everyone worries- and. because there is so much worry, emotion has entered the picture. And, worse than that, capital is being made in political circles. People who were quite unaware, five years ago, that any problem existed, have now become experts on the subject, and shout to high heaven that something should be done - and yet they go on using the leaded high octane petrol they deplore so much. And even scientists, who should know better, adduce only such evidence as fits the argument in hand. And the Press is not without blame - some of its reportings is open to serious question, whatever may be the excellence of its motives. The point is made that one should know what one is talking about. And make sure that the evidence quoted is fact - and make sure too, that all the evidence is used, not only that which suita the argument.

Magnetic field studies provide remote sensing of magnetisation distributions and a means to investigate moderately- to strongly-magnetised ore deposits that may be partially or totally buried. However, above-surface magnetic field surveys have limited capability to resolve the detail of magnetisation distributions because of the large separation between the magnetisation and the magnetic sensor. While some of this detail is available from magnetic susceptibility logging within boreholes or from magnetisation studies on recovered core, these measurements are limited to the exact trace of the boreholes. The large disconnect between ground or aeromagnetic surveys and highly-localised borehole sampling can cause problems in developing robust source models from magnetic survey data. The measurement of magnetic field in boreholes has the capacity to at least partially bridge that gap by measuring the magnetic field due to magnetisations proximal to, but not intersected by, the boreholes.CSIRO has developed the world’s first downhole magnetic tensor gradiometer. This instrument measures magnetic field gradients in all directions within a borehole. A prototype instrument has been built and tested as part of phase 1 of the Deep Exploration Technologies Cooperative Research Centre (DET CRC). The prototype performed well with magnetic pyrrhotite at the DET CRC test site in the Adelaide Hills and at Carpentaria’s Hawsons magnetite deposit south of Broken Hill. Further work is required to reduce the diameter of the probe so that it can operate in NQ holes (it is currently limited to HQ or wider) and to transform it to a continuous logging tool. The borehole tensor gradiometer can be used to investigate the continuity of magnetisation over a distance of several metres to tens of metres away from a borehole intersection and the structural dip of the magnetic body. It can be used to either replace or augment downhole magnetic susceptibility logging. Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. It is shown that optimum ore selection for an open pit mine is independent of any consideration of discount rates, although ore sequencing will depend upon the time value of money if the product grade is to vary across time.CITATION:Everett, J E, 2015. Drilling is one of the most, significant cost components of any stoping or develop- ment operation. Two of the factors contri- buting to the drilling cost are the supply and servicing of consumable items such as drill rods and bits. The purchase cost of consumable items can be controlled to a large extent by using the correct balance of quality and price. However, the service cost is a less easily controlled factor and it is in this area where potential savings are significant. In June, 1976 a six month trial period was commenced at The Zinc Corporation, Limited and at New Broken Hill Consolidated Limited with two separate suppliers supplying and ser- vicing all longhole drilling parties (one supplier for each mine) at a guaranteed cost per metre. As a result of this six month trial period a new contract was commenced in December, 1976 with one supplier supplying and servicing all longhole drilling parties at both ZC and NBHC for a twelve month period. This concept has now been in operation for over twelve months and has proved to be a significant means of slowing down the increas- ing cost associated with drilling operations.
