The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

"This study investigates the dual function of a temperature responsive anionic co-polymer of poly (N-isopropyl acrylamide) (PNIPAM) as a selective flocculant/flotation collector. PNIPAM is used for separating hematite from 50:50 mixtures of hematite and quartz, at a variety of particle sizes. The performance of PNIPAM in this system is compared to that of conventional flotation collectors: sodium oleate and sodium dodecyl sulfate. The results of the study demonstrate that anionic PNIPAM used at 50¦C (above the lower critical solution temperature (LCST)) is the most effective flotation collector for hematite particles in the size range between 10 and 20 ¦m. This is attributed to the increased probability of both particle/bubble collision and particle/bubble attachment through the formation of hydrophobic hematite aggregates. Anionic PNIPAM used at 50¦C also produced the highest hematite recoveries for very fine hematite particles (circa 1 ¦m). However this recovery was completely unselective. This lack of selectivity is partially attributed to the activation of quartz particles by PNIPAM, but is thought to mainly occur as a result of entrapment of quartz particles within the matrix of hematite aggregates.CITATION:Forbes, E and Franks, G V, 2013. ALTHOUGH discovered as long ago as 1817, by Strohmeyer, the use of cadmium did not become in anyway general for nearly a century. Its properties, although well known, did not recommend it to users of metals generally, and it was, on the whole, regarded more in the light of a nuisance to zinc producers than anything else. Its real value was not appreciated until both the United States of America and Germany, who are entirely dependent on outside sources for their supplies of tin, were faced with the unpleasant fact that their tin stocks were being rapidly depleted, with practically no prospect of having them replenished. This resulted in serious efforts being made in the UnIted States of America to conserve what tin was available, and, as a consequence, several metals were tried in the hope that they would prove satisfactory substitutes for tin. Among these was cadmium, and it was found that cadmium could replace tin in a manner sufficiently satisfactory to permit of its use in many directions where tin had been used before.It is on this ability of cadmium to replace tin that its use became in any way general at first; but since then new avenues of development have been opened up in which its physical and chemical properties are proving their value. It is highly probable that its use will extend very considerably as time goes on. OCCURRENCE OF CADMIUM.There are several cadmium minerals known, but none of them occur in profitable quantities as ores. The cadmium of commerce is derived almost entirely from zinc minerals and ores in which it is almost invariably present in proportions which are usually very small. Cadmium behaves metallurgically almost the same as zinc, and hence constitutes a fraction of 1% of almost all spelter.

"The benefits of measuring blast movement to reduce ore loss and dilution have been recognised by many people for many years and various methods have been used with limited success. Geita Gold Mine is running the pilot study on the blast movement monitoring (BMM) system which is a revolutionary method developed and patented by the University of Queensland and Blast Movement Technology (BMT). The system consists of directional transmitters placed within the shot prior to blasting, which are then located after the blast with a special detector and then the data is processed with purpose-designed software.As part of continuous improvement on grade control, Geita Gold Mine is running a research project in all operating pits with the objective of: quantifying the three-dimensional blast muck pile movement and finally utilise the movement data to define post-blast ore polygons and incorporate the movement dynamics during block modelling,quantify the potential savings for ore loss and dilution,improve mine geologists knowledge of blast dynamics, andstimulate greater co-operation between drill and blast engineers and geologists to achieve optimum blast designs.To any operation with selective mining, it is critical to the economics of an operation to control ore loss and dilution; getting it wrong will result in significant lost revenue. Freeport IndonesiaÆs DOZ (Deep Ore Zone) mine is scheduled to commence production in the second half of 2000. The DOZ will produce 25 000 tpd using mechanised block cave mining methods and will have a number of major improvements when compared to previous block cave mines in the district. The DOZ will have an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system than in previous underground mines in the district. This paper will describe the mine plan, haulage, and ventilation systems, and compare them to those used in other operations in the district.

Due to the haphazard application of static tests in South Africa, several methods and interpretations have been followed. This has resulted in confusion amongst practitioners and regulators in the use and validity of these methods. Research was done over a two-year period to define standardised methods and interpretation of results. This included laboratory testing and continuous consultation with all interested parties throughout the country. The research yielded a modified ABA, based on several existing methods. The methodology includes AP determination using hydrogen peroxide, and an analysis of the supernatant by ICP. This has the advantage of not only registering reactive sulfur, but also provides the NAG pH, that enhances the interpretation and QC of the tests. Analysis of the supernatant provides an indication of heavy metal solubilisation, should acid conditions arise. One hundred and seventeen samples were compared to Leco S analyses and provided a good correlation. The Leco values were slightly elevated due to the reporting of total S as opposed to æreactive SÆ. The NP method deviates from the usual methodology, in that H2SO4 is used (to provide a field analogy) and the fact that a 24-hour stabilisation period is allowed before back-titration. The latter modification appears to prevent psuedo-buffering by transient phases. These methods have also been tested for repeatability and prove to be robust. A very simple macro-driven spreadsheet, æABACUSÆ, was also developed. This spreadsheet allows the entry of basic data and provides a detailed interpretation and graphical display of typical ABA data. In cases where drill holes are used, the Pennsylvanian approach of volume calculation can also be done with ABACUS. The results of the research have been distributed to interested parties in South Africa and it is hoped that these methods and their application will find widespread acceptance.

Unnamed early prospectors panned gold from creeks drain- ing the Great Dividing Range in the early part of 1851. The first publicised discovery was credited to Edward Hargraves near Bathurst in New South Wales later in 1851 and during the ensu- ing gold rush, prospectors rapidly made discoveries elsewhere in New South Wales and later across the border in Victoria. Reference to the attached graphs of gold production indicates that for much of the first 100 years, gold production came from the easily worked and readily discovered shallow alluvial deposits, many of which were located in the creeks draining mountainous regions of Victoria, New South Wales and Queensland (Fig. 1 and 2). As these deposits were exhausted, prospectors turned their attention to outcrop lode deposits which led to the development of underground mining techniques and a significant boost in over- all gold production. With the discovery of the rich Golden Mile lodes in Kalgoorlie in 1893, gold production increased signifi- cantly and peaked around the turn of the century. At that time, the enormous potential of the great Witwatersrand deposits in South Africa had only just been appreciated and for a few years, Australia led the world in gold production (1855-1863 and again in 1903). Underground mining continued in the Eastern Goldfields area of Western Australia, the Bendigo-Ballarat region of Victoria and in northeast Queensland. Very few of these operations continued beyond the Second World War, except the larger producers in the Kalgoorlie region where recovered grade had dropped to about 6 g/t Au. By the early 1970s with the gold price fixed at US$35 per ounce, most of the operations were shut down as labour costs escalated, with only the low cost bulk mining operation at Mt. Charlotte and the high grade reefs at Norseman continuing in Production.

For many years the mining industry at Broken Hill, New South Wales, Australia, was carried on with just sufficient attention to underground ventilation and hygiene conditions as to keep pace with necessity. However, the campaign against industrial diseases in other mining centres (notably South Africa) some years ago, brought the subject more prominently before local mining engineers.Throughout a period of several years, gradual improvement has been effected, and at the present time industrial hygiene is considered an essential part of the production operations of the various companies.In June, 1918, a move was first made by the Board of Trade advising an inquiry respecting the health of employees engaged in the metalliferous mining industry in the State of New South Wales. At the end of that year, a recommendation was made to the State Government by the Board of Trade that a Techni.cal Commission of Inquiry be appointed to examine and report upon the dust conditions of the metalliferous mines at Broken Hill. Following this a second report presented in 1919 made specific recommendations in respect to the scope of such a Commission. A Technical Commission of Inquiry was accordingly appointed and arrived in Broken Hill to inquire into the prevalence of miner's phthisis and pneumonoconiosis in the mines. Early in March, 1920, the examination of all mine employees commenced, and the work was completed in June, 1920. Mechanical damage leads to the increase of effective stress of sediments, and pore closure hinders the discharge of methane gas. Ignoring the influence of mechanical damage leads to an excessive prediction of hydrate gas production. Therefore, a fully coupled model considering mechanical damage-chemical decomposition-gas-water two-phase seepage-temperature was developed in this study, and the model was verified by Masuda experiment. Based on the fully coupled model, the temporal and spatial evolution of the whole process of hydrate decomposition under the influence of three initial absolute permeabilities, three pressure drops and three water saturations were considered. The results showed that: • The gas production rate reached the peak value in a short time after depressurisation, and the peak value increased with the increase of the absolute initial permeability. The larger the initial absolute permeability was, the faster the damage variable reached the peak value. The porosity increased gradually before the damage variable reached its peak, and the gas flowed more easily. • When the pressure drop was low, the hydrate remained stable in solid form. As the pressure drop increased, the hydrate gradually began to decompose. The greater the pressure drop was, the faster the initial decomposition rate of the hydrate was. So the damage variable increased rapidly and the porosity increased continuously, resulting in a large gas production rate at the initial stage of decomposition. • The larger the initial water saturation was, the smaller the effective stress wss, resulting in the slow growth of the damage variable and the small change of porosity.While the gas relative permeability was small, it resulted in a smaller gas production rate, and hydrate decomposition was slower. • The damage variable showed a process of rapid growth first, then slowly increased to the peak, and then gradually decreased to a stable state. When the damage was considered, the hydrate decomposition time to the steady state was longer, and the gas production was about 80.68 per cent of that without considering the damage.

An investigation into different aspects of importance in the understanding of explosibility of hybrid mixtures of coal dust, air and gases potentially found within mine workings through a comprehensive laboratory program of explosibility tests was conducted. Plotting of test results revealed that conditions of potential explosibility could be described using two dimensional flammability limit surfaces- for coal dust/oxygen; methane/oxygen; and coal dust/methane mixtures. From these plots, the three dimensional flammability envelopes defining the explosibility of the coal dust/methane/oxygen mixtures can be defined and illustrated for a coal sample. The surfaces of the three dimensional envelope describe limits which separate inert mixtures of coal dust and methane at varying oxygen levels from those concentrations which are ignitable under defined conditions. It is considered appropriate to generalise that the geometric shapes of these limit regions are applicable to all type classifications of coal dust. There are practical applications of these results to the underground environment.The action of free radical initiators in the propagation of a methane gas explosion was examined for its applicability to the flammability of coal dust/gas/air mixtures. The oxides of nitrogen or NO x radicals have influence upon the lean limits of flammability of hybrid mixtures and this is illustrated by use of three dimensional coordinate geometry. Gases can be introduced to the underground environment through the exhaust gases of diesel equipment. It is concluded that radical species can substantially increase the flammability of gas and dust flames and as a consequence raise risk of mine atmosphere explosibility.

Magnesium is the lightest metal used in structural applications but these are only a small part of magnesium usage, with the use in aluminium alloys consuming half the magnesium produced. Other applications include steel desulphurisation, nodular iron manufacture and metal reduction. Demand for magnesium is expected to increase towards the end of the decade because of a requirement to lighten the weight of automobiles. The current western world plant capacity and production rate is 250 000 tpa. The CIS and PRC also have production capacity but shipments from these countries have been limited in the last half of 1994. The price for magnesium has followed trends similar to aluminium with recent recovery from US$1500 per tonne in 1992 and 1993 to US$4000 per tonne in 1995. The major magnesium producers all use different production methods and the potential exists to establish a large-scale magnesium industry with operating and capital costs comparable to aluminium. The Australian Magnesium Research and Development Project has been established to develop a low cost method of production using the magnesite and infrastructure resources in Central Queensland.

A key concern both in public perceptions of the environmental performance of the mining industry and in the development of policy relating to mining activities is the state in which the areas may be left at the completion of mining operations. There is, in effect, concern that the transient economic benefits of mining are enjoyed by the few, while the 'scars' may remain for all. While the techniques of mine rehabilitation have improved rapidly in recent years, an important set of economic issues has generally been neglected.In this paper, the economic and policy aspects of mine rehabilitation are examined. The key issue addressed is how to determine when expenditure on rehabilitation should stop. The answer to such a question requires consideration of the full range of social, as well as private, costs and benefits of rehabilitation at a particular site. Clearly these costs and benefits will vary between sites. From both an economic and policy perspective it is important to establish whether the additional gain from more rehabilitation would exceed the additional cost.It is concluded in the paper that the technical feasibility alone does not justify a paeticular level of rehabilitation activity and expenditure. While more rehabilitation at a particular site may be technically feasible, the additional expenditure incurred in undertaking that rehabilitation may result in little extra benefit. This conclusion has important implications for government policy, particularly with respect to establishing the goals for rehabilitation, criteria for successful rehabilitation and enforcement of rehabilitation objectives.

The advances in computerised processors and digital microscopic imaging have enabled more studies that attempt to quantify textural information from rock images. However, a texture classification system designed for geometallurgy has always been challenging, as it combines general image analysis techniques and specific texture classifications in terms of the size, shape and orientation of mineral particles. In this paper, a novel texture analysis technique using grey level radial shell association (GLRSA) and spectral angle mapper (SAM) to discriminate between different geological images is outlined. The technique can be applied in routine analysis and characterisation of mineralogical and textural attributes which may correlate with variability in mineral processing behaviours. Using this texture analysis technique, a set of small texture reference images, a texturelet reference library, has been identified from a suite of drill core images. Rock types are classified according to the proportion of each texturelet type recognised. The library is site specific.CITATION:Nguyen, K, 2013. An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

This paper presents results of an investigation on acoustic emission characteristics of granite, sandstone and rock-like material in the unconfined compression and tensile tests. Both the acoustic emission signature and stress-stain curve are analysed in the experiments.The experimental results show that different acoustic emission characteristics are observed at different stress and deformation stages in unconfined compression and tensile testing. Extensive and unstable acoustic emission changes may be interpreted as indicating failure of the rock.

Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

Simultaneous mass-balancing of a mineral processing flow sheet results in adjustments to each data point that reflects the accuracy and precision across the full set of data. In this way, all the good work that goes into designing the sampling and analysis protocol for each sample point is leveraged in order to produce a æbetterÆ set of balanced numbers for every sample point in the circuit. Few operating plants employ whole of circuit balancing techniques to produce reported operating results. This situation is changing with the application of mass balancing technology which utilises redundant data for production accounting and metal reconciliation from product to ore source across multiple phases and multiple time periods. Mine and plant data can now generate credible information to improve productivity. Mine and plant personnel can now use consistent data sets for review and planning. Decisions based on balanced data can be made quicker and with increased confidence.
