South Australian coals are all low in rank and generally poor in quality, with difficult combustion characteristics. This circumstance makes the selection of a fuel source for future power generation difficult, requiring careful study and detailed analysis of the various alternatives. Combustion characteristics can have a significant effect on plant design and costs, and need early attention in any exploration and evaluation programme. The physical location of the deposits, often remote from established infrastructure and centres of population, is also a major factor in the ultimate cost of power at the poirl use.

The Australian mineral industry involves a diverse range of expertise and skills. Within that, the mining industry, representing mine planning, mine management and equipment operation, has capital intensive, high productivity equipment and a small but skilled workforce. Continuing education for all personnel in the workforce after formal school courses will be an important contribution towards improving competitiveness. The non-tertiary sector represents a significant proportion of the workforce and requires as much attention as the tertiary educated group. Competency Based Training is now being developed for the mining industry in Australia under the National Training Board and the mining industry is well represented in establishing standards and curriculum. TAFE is a major source of accredited courses but some mining companies are also developing internal courses not necessarily for external accreditation. Articulation of such accredited courses to tertiary mining engineering courses has been considered. The education and training of equipment operators through continuing education requires attention to operating skills, an understanding of the productivity factors under the direct influence of the operator and providing product quality to the customer. The education and training of mining engineers has been widely covered and continuing close involvement of the mining industry is required to ensure well balanced courses in technical and interpersonal skills as well as motivation to continue learning for life. Postgraduate research is a part of continuing education but the mining industry has to continually address the adequate recognition of post-graduate qualifications for the increased technical or management expertise and the development of better analytical and problem solving skills which can be directed towards improving competitiveness. More attention has to be paid to providing adequate financial incentives to attract suitable students, particularly after attaining some experience, and to address their professional career path with a company so they are not significantly disadvantaged by undertaking post-graduate studies. The Chartered Professional Engineer status as provided by The Institution of Engineers, Australia to qualified candidates is being considered by The Australasian Institute of Mining and Metallurgy as a further recognition of a member's specific expertise and competence in mining and metallurgical engineering. Continuing education plays a major part in the maintenance of the expertise and competence required for a professional engineer to develop and also to retain chartered status. Continuing education will be a significant part of the education and training of all the mining workforce towards improving the competitiveness of the mining industry. The major challenges will be the motivation of all towards lifelong learning and the integration of the various programs towards providing the opportunity for a steady and satisfying career progression.

S. A. Tomich (Consulting Geologist, Perth) : I would like to commend Mr. Haycraft on his presentation on the economic geology of the North End of Kalgoorlie. This is an intriguing area which is in the Kalgoorlie field but not of it, inasmuch as it is separated spatially from the main Golden Mile by the Golden Pike Fault. Mr. Haycraft has stressed the differences-the mineralogical and structural differences of economic significance between the two areas.I would like to ask whether he is satisfied that the lithological sequence in the North End is the duplicate of that in the main Golden Mile area irrespective of the postulated effects of erosion, and more specifically whether there is any chance that the quartz-dolerite-greenstone of the North End may be in any way dissimilar from the quartz-dolerite-greenstoneof the Golden Mile which is tellurude bearing.J. A. Haycraft: In relating the quartz-dolerite in the Hannan's North-Mount Charlotte area back to the Golden Mile, we find some quite close similarities. Although the rocks are similar they are not necessarily one and the same.At Mount Charlotte we have three varieties of dolerite- a coarse-grained gabbroic dolerite on the eastern side of the orebody, the host rock medium grained and on the western side, a fine grained dolerite. Further west we have an amphibolitic variety of quartz dolerite.Recent drilling south of the Golden Pike fault on the Enterprise No. 20 level had indicated a remarkably similar sequence of rocks. We drilled west through a wide section of medium grained rocks into a fine grained rock and then into amphibolitic quartz dolerite before intersecting the Golden Pike fault. Since 2005 BHP Billiton Iron Ore has been working with the consulting company Runge to implement the software XPAC Advanced Destination Scheduler (ADS) in life-of-mine studies. The Mt Whaleback mine, being the single biggest open cut iron ore mine in the world, presents some special challenges in scheduling. The biggest challenge has been the slow run time and difficulty in targeting all ore and waste requirements. The high waste to ore strip ratio means that much of the cost of mining is tied up in waste dumping. It is therefore very important to schedule waste efficiently. At Mt Whaleback there is an additional challenge of managing two types of waste: inert and environmentally sensitive pyritic material. This paper shows how the XPAC destination scheduler is configured to achieve efficient and repeatable waste scheduling results at the Mt Whaleback mine. It also discusses proposed improvements to the process. The overall ore and waste schedule is configured to target mining parameters, crusher feed and grades. The schedule is run in two stages. The first stage is ore mining. The waste that needs to be mined is locked in a sequence. The second stage is the waste scheduling. The waste destination scheduler uses three inputs: source waste parcels locked in a sequence, a haul road and a waste dump block model. The process involves setting some rules for dump progression and haul path selection. These can be validated. The schedule is then run to target the shortest travel time. The results of scheduling are graphical and numeric and can be transferred into many different formats for reporting. The graphical result shows face positions in time that can be used for detailed dump design. The numeric results are used to estimate truck fleet size, fuel consumption, labour and equipment financials. The process has been successful in reducing the project time line, increasing the ability to do more scenarios and increasing schedule accuracy, transferability and repeatability.

A model for column bioleaching is investigated to identify and understand aspects of bacteria in bioleaching applications, which have implications in heap bioleaching operations. The model is used to simulate scenarios that would otherwise be time consuming to perform experimentally. This study uses a model of bacterial transport and attachment/detachment to ore particles, with a bioleaching model for the depletion of a copper-sulfide, also accounting for liquid and gas flow and gas/liquid oxygen mass transfer. The model includes aspects such as oxygen and ferrous ion consumption, coupled with leaching of a copper-sulfide via the shrinking core model. The model is used to investigate how the rate of leaching is affected by the bacterial concentration in the columns, by the bacterial regeneration of the leaching oxidant ferric ions. The model is also used to assess the impact of oxygen limitation and inoculation method on the copper leaching. Some comparison of the model with experimental data will be shown.

Although a formal EES was not prepared for the WIM project due it winding down, CRA Ltd has been through the EES and planning scheme amendment process for its demonstration plant. Community consultation was involved with all aspects of this process. The paper outlines the WIM EES consultation program and provides lessons for future community consultation for major projects in regional locations with significant potential to alter the environment.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. In 1972, with the West Lyell Open Pit winding down, mining operations transferred underground. All development tunnelling until the end of the decade was carried out by a fleet of ten pneumatic Jumbos.A decision was made in 1980 to purchase an electric-hydraulic Jumbo and a second was purchased in 1982. Their introduction changed the face of development at Mount Lyell. Significant new demands were placed on main-tenance sections, particularly on electrical reticulation.Subsequently, two further electric-hydraulic Jumbos were purchased from Agnew Mining in 1984, and successfully overhauled and commissioned. As well, two electric-nydraulic production drilling rigs have been purchased. Only one of the original pneumatic Jumbos remains in service.

Ti-added ultra-low carbon (ULC) steel is produced by adding Al and Ti during the secondary refining process to deoxidise molten steel and to bind C and N which are detrimental to the deep drawing quality of the steel product. However, the production of Ti-added ULC steel faces challenges, including submerged entry nozzle clogging and surface defects on cold rolled coils. The troubles were often attributed to ‘Al-Ti complex inclusions’ in the molten steel. However, the evolution of oxide inclusions including their stability has been still unclear. In the present study, the evolution of these inclusions in Ti-added ULC steel was investigated by phase diagram measurement, CALPHAD thermodynamic modelling, high-temperature stability test for the oxides, and observation of transient behaviour of oxide inclusions in the steel. The phase diagram of the Al-Ti-O system was elucidated with an emphasis on oxygen potential, which significantly controls the stability of the oxides. CALPHAD thermodynamic models and a self-consistent database were developed. The transient behaviour of Al-Ti complex inclusions in Ti-added ULC steel was observed in situ using a confocal scanning laser microscope. This was additionally validated by the new thermodynamic model. The equilibrium phases of the oxide inclusions were investigated using a high-temperature resistance furnace, and were analysed using a secondary electron microscope, energy dispersive spectrometer, and electron back-scattered diffraction. By considering the morphology and crystal structure of these inclusions, the evolution of Al-Ti oxide inclusions was elucidated. Various behaviour of Al-Ti inclusions and their influence on steel cleanliness are discussed.

Water resources legislation in Brazil is evolving in a number ways. The nature of water resource ownership has changed in the last constitution (1988) so that now all water remains the property of the state and not the individual. There is also an increasing amount of legislation to control water access from the environment and regulation over water quality for water discharged. Finally, in some regions charging for water has been introduced and this is expected to become more wide-spread over the next few years. Increasing government attention to water legislation creates an increased need for mine sites to improve water management. As a fundamental basis for this, it is necessary to make robust estimates of mine site water balances, which also requires knowledge of the regional water balance to provide context for the mine water use. A conceptual model for mine site and environmental water balance is presented. Issues associated with conventional water monitoring are discussed. It is proposed that introduction of automated monitoring to provide comprehensive and consistent data is attractive. However, there remain a number of cultural and practical impediments to purchase, implementation and maintenance of effective monitoring, which are summarised.

A formalised approach to risk management has been regulated in the United Kingdom (UK) since the Construction (Design and Management) Regulations 1994 (CDM) came into force in 1995. These regulations have recently been revised in 2007. In response to a series of significant claims around the world the UK insurance industry published a code of practice for risk management of tunnels in 2003, and that was followed by an international version in 2006. Probably one of the main contributions of this new approach is the recognition that health and safety risks can best be addressed early in the process, initially by the owner and then by the designers. One of the aims is to achieve elimination of risks by good design. The advantage of a risk-based approach to tunnel design is that all risks are considered explicitly, and any residual risks in the design are communicated clearly to the construction team. This paper looks at the implementation of this formalised approach to risk management with reference to the A3 Hindhead Project. The design has been undertaken in accordance with the requirements of the CDM regulations, and also in compliance with the Joint Code of Practice for Risk Management of Tunnel Works in the UK. An outline of the risk-based design process used is provided, including examples.

The resurgence of silicosis and coal worker’s pneumoconiosis (CWP) in mining and the recent ban of engineered stone products underscore the need to comprehensively address mineral dust exposures and the associated health hazards. Worker exposure to particulate matter, remains a pressing concern demanding nuanced exploration as all dusts are not created equal. The established link between silica and respiratory diseases necessitates a more detailed understanding of the characterisation of particulates and their health impacts. While current monitoring relies on total mass, it is increasingly evident that the size, shape, mineralogy and agglomeration of particles play a crucial role in determining health impacts. This has been evident in the engineered stone industry with workers not only facing a greater risk of silicosis, but also seeing a faster progression of the disease and a higher likelihood of dying from it. Simultaneously, the surging demand for critical minerals, integral to low-carbon economies, has seen government and industry fast tracking the exploration, mining and processing of these commodities. Critical minerals, crucial in technologies like lithium-ion batteries and high-performance alloys, are central to achieving global environmental goals. Significant funding is currently being allocated to advance the development and processing of these materials, however there remains a considerable gap in understanding potential health risks, urging comprehensive health risk assessments. To tackle these challenges, the University of Queensland has developed innovative dust characterisation methodologies, including the use of the Mineral Liberation Analyser (MLA), a scanning electron microscope, to characterise respirable and inhalable dust samples. This advanced technique, initially applied in coal and metals mining, is expanding to critical minerals mining, unravelling diverse mineralogical components and particle size distributions. This conference presentation will showcase the latest research, emphasising the use of advanced analytical techniques to deepen our understanding of the size, shape and mineralogical composition of particulate matter. By synergising insights from coalmines, metals mines, smelters, engineered stone and critical minerals assessments, we aim to proactively manage health risks, contributing to safer workplaces and responsible production practices in the mining sector.

Linear interpolation of geo-related variables is important to different aspects of mining engineering such as long and short-term mine planning. The ore deposit description attained from spatial modeling of blast hole datasets has been widely taken into account, particularly, for short-term mine design and grade control, so as to define the ultimate destination of a mined block. It is approved in practice that making the wrong decision leads to losing a huge amount of money for choosing the destination of a mined block. In the case of complex ore deposits, the issue of estimation of variables in the region is questionable and somehow tedious. Due to this fact, modeling those complications in the co-spatial behavior of the grades in multi-element deposits prompts one to employ enhanced geostatistical techniques. Traditional approaches of this purpose such as polygon, inverse distance weighted and even (co)-kriging approaches, are incapable of reproducing those complexities such as non-linearity, heteroscedasticity and geological constraint that frequently exist among the variables of interest in those deposits. Another difficulty in employing those linear interpolations in grade estimation is smoothing effect, in which the estimated grades are over and under estimated. The Broken River Province, in the northern part of the Tasman Orogen, is divided into the Camel Creek and Graveyard Creek Subprovinces. In the Late Cambrian to Early Ordovician, and again in the Late Ordovician, the northern part of the Tasman Orogen was probably a convergent margin with calc-alkaline volcanism. These episodes may have been separated by a passive phase in which quartz-rich flysch and tholeiitic volcanic rocks were deposited. Subsequently, in the Silurian, the region underwent extension forming a large turbidite basin which included the Camel Creek Subprovince and the Hodgkinson Province to the north. Melange is pervasive in the Camel Creek Subprovince which was folded twice in the Devonian. The melange may be related to thrusting accompanying D1. No rocks younger than Early Devonian have been recognised whereas, in the Hodgkinson Province, deposition continued until the latest Devonian. The Graveyard Creek Subprovince formed adjacent to the Camel Creek Subprovince, probably as a pull-apart basin on stable crust. The deformation history of the Graveyard Creek Subprovince contrasts markedly with that of both the Hodgkinson Province and Camel Creek Subprovince. In the Graveyard Creek Subprovince, melange is only present in Early Ordovician rocks. No major angular unconformities have been recognised in the overlying marine to non-marine sequence, which ranges from Early Silurian to Early Carboniferous. Several hiatuses and a slight angular unconformity, all within the Devonian, may be related to the major events in the Camel Creek Subprovince. A major deformation in the Graveyard Creek Subprovince in the Early Carboniferous had only slight effects in the Camel Creek Subprovince. Movement on the Clarke River Fault was probably an important influence on sedimentation and deformation in the Broken River Province.

This paper describes a methodology for the design of mine pillars at the McArthur River Mine. The pillar strength is calculated using a method that accounts for confinement, pillar geometry and intact rock properties. The average pillar stress was calculated using in situ measurements of vertical stresses at shallow depth and the tributary area method in conjunction with numerical modelling. Observations of pillar behaviour indicate that an existing pillar stability graph may be slightly conservative and further adjustments for the local rockmass conditions are needed. The results to-date indicate that all mine pillars are stable for a range of mining geometries at McArthur River Mine.

The limitations of the conventional practices, and their effects, in prospecting for and in the evaluation of alluvial gold deposits are briefly reviewed. Geophysical prospecting methods have demonstrated their complementary role in the delineation of deposits by reducing the number of boreholes which are primarily of a 'probing' type. Larger diameter boreholes, although more expensive on a linear basis, are much cheaper on a volume recovered basis. The need to have sufficient volume as well as number of samples is stressed. Classical statistical methods are not appropriate for such deposits as there is sufficient structure, or spatial correlation, to require the application of geostatistics. Quite reliable semi-variograms, but not in all cases, of the spherical scheme have been obtained. Subsequent kriging has, to date, been confined to unworked deposits: retrospective estimates to compare to production have not therefore been produced. However, the technique shows promise but indicates a considerably greater borehole density (of the conventional diameter) may be necessary to produce confident estimates. Used in conjunction with larger diameter boreholes, a lesser borehole density may be sufficient, through radical reductions of the sampling error.

Pasminco is actively addressing the optimal utilisation of the known orebody at the Broken Hill mine, in addition to actively exploring for economic mineralisation in the region. As part of the policy of better utilising the known mineralisation a major upgrade of geological systems at the mine was initiated. The software chosen for this change was Maptek's Vulcan, mainly because of the ease of use of this package. Rather than having numerous data sources in varying software packages the mine aimed to limit interfaces and packages. The decision to upgrade the mine's software was not taken lightly, especially in view of the inature stage of Broken Hill mining operations. However, the current mine life of Pasminco Broken Hill mine is I I years, which is longer than many new mines setting up in Australia today. Also, a more sophisticated system brings with it a better understanding of the economic mineralisation, possibly extending the mine life further. The process of moving the Broken Hill databases into Vulcan was a huge task which included, database transfer, digitising, wire framing, modelling and eventually ore resource calculation. To ensure the validity of the new ore resource accounting system, the existing system was run as a duplicate for the introductory year, providing a comparison and if necessary a safety net. The benefits of such a change, however, became apparent almost immediately. Area geologists realised the opportunity to revise geological interpretations in their areas of responsibility, enabling them to obtain a better understanding of orebody morphology. Three- diniensional analysis provides an excellent method by which review of ore targets both in the underground and mine lease exploration areas can he made. As each new find of mineralisation enters the system and hopefully extends the mine life, the opportunities for further mineral exploration in Broken Hill area by Pasminco are enhanced.

Western Deep Levels, a seismically active deep level told mine. stalled placing backfill in their narrow tabular workings as part of the regional support strategy in 1986. Over the years the percentage of working places being backfilled has been gradually increasing. At the end of 1995 the support efficiency and the labour productiveness relating to support installation were scrutinised to determine if resources were being optimised. Owing to financial, safety and productivity constraints it was decided to redesign stope support to be less labour intensive, safer and provide an integrated stope support system. This new integrated system will thus combine the previously used temporary, permanent and back area support consisting of mechanical props, hydraulic props and backfill respectively. Backfill previously formed an integral part of the regional support in conjunction with strike stabilising pillars. To design the integrated support system the backfill placement quality has to be exceptionally good and placement must be done as close as possible to the working face. The backfill to face distance was reduced by 30 per cent and in some areas by more than 50 per cent with an increase of square metres filled to increase the effect of the backfill even more. Water is a defining feature of the Pilbara. Its management was and remains vital for the pastoral industry which European settlers established when they first came to the Pilbara, and for the mining industry which now dominates economic activity in the Pilbara. Water availability in the Pilbara is, however, problematic. Severe droughts and major floods can occur at close intervals. In response to this uncertainty, the Department of Water undertook a Prefeasibility Study to determine, at a high level, the water requirements and opportunities in the Pilbara region. This paper reports on the outcomes of this study and the water integration opportunities in the region, identifying the sources of water supply and offers possible options for managing this water sustainably for the present and future demand. A range of supply opportunities is reviewed including: dewatering from mining operations, surface water, and desalination. All opportunities were subject to order of magnitude costing, including capital, whole of life and retail unit pricing with preferred options receiving further interrogation through triple bottom line (TBL) analysis to prioritise solutions. Options were also subject to intangible quantification (IQ) including benefits from the reduction of carbon emissions to ensure that the preferred option is based on factors other than just the least cost. Demand analysis was undertaken to identify current and future requirements and were assessed through review and integration of regional and sub regional master plans and consultation with mining, agriculture, industry and the community. The paper concludes that the viability of a Pilbara integrated water supply scheme depends on the development of a financial mechanism involving both government and industry participation models. The agreed scheme formed the basis of a submission to Infrastructure Australia for funding assistance.
