This research presents a snapshot and insight into the trends, patterns, and common considerations identified in the current standing of real-time tailings dam monitoring practice. Based primarily on information derived from concurrent research by the author (in form of a Catalogue of Real-time Instrumentation and Monitoring Techniques for Tailings Dams), challenges and opportunities when transitioning to a real-time monitoring system are discussed. Learnings and key considerations between different monitoring approaches are explored, including themes of limitations and advantages that were observed consistently through global supplier feedback.

The Eyre Peninsula (EP) has been known for its iron ore for more than a century. Edward John Eyre noted the ironstone outcrop at what is now Iron Knob in the 19th century. Sir Douglas Mawson visited and reported on the geology of the lower EP in 1906, noting the widespread presence of iron stone and the likelihood of copper being associated with the iron stone. Despite this knowledge there has been only one successful iron ore mining region developed on the EP and that is Iron Knob and the Middleback Ranges which have been mined continuously since 1899. The Middleback Ranges can justly lay claim to be birth place of the Australian iron ore and steel industries.The discovery of large scale haematite resources in Western Australia meant that there was no need to seek out iron ore that needed benefi ciation. The low price of iron ore precluded further development of the EP and many other areas in Australia and overseas. This situation changed rapidly in the mid-2000s with the emergence of China as the world’s industrial power house and the soaring demand and price for many resources including iron ore. This triggered a flurry of activity across Australia and led to the rapid exploration and drives to develop the EP iron ore. A brief examination of the magnetic maps of the EP shows the wide spread presence of magnetite and associated smaller haematite deposits. A closer look reveals the magnetite deposits to vary in formation style and host rock lithology as well as being significantly altered by regional metamorphism. *This is an abstract only. As the worldÆs population and global standard of living increase, the role of metals in the economy will not diminish in the 21st century, despite substitution and dematerialisation trends. Industrial Ecology is an emerging science that attempts to bring together physical, biological and social scientists and develop the tools for good management of the planet in the long run. In engineering terms, Industrial Ecology is defined as the reconfiguring of industrial activities with full knowledge of their environmental consequences. Production and use of materials must take into account the needs of both market and environment. Dispersive uses of metals will be phased out, as is being done with lead in gasoline, and post-use recovery of materials and energy will increase. This will result in an advantage for metallurgical processes that can use as feed materials concentrates as well as metal scrap and waste streams, such as bath smelting processes and slag resistance electric furnaces. The paper also discusses how metal extraction technologies, developed in the 20th century to provide essential materials to humanity, can be applied for the benefit of both mankind and environment in the 21st century.

Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

The relative infrequency of fatalities and other serious events can give them an appearance of being random, of being beyond any reasonable degree of anticipation and prevention. In fact, the vast majority of these events result from exposures that are identifiable, measurable, and manageable. The lessons of prominent incidents, such as the Space Shuttle Columbia, OxyÆs Piper Alpha, Esso Longford, BP Texas City, Massey Mine, as well as lessons from single fatality events, is that alongside the proximate causes of each incident, there also coexisted an underlying fabric of systems, mechanisms, and culture that allowed risk in the workplace to persist and often to become normalised. All of these ingredients of the organisationÆs safety fabric lend themselves to the influence and intervention of senior leaders. The difficulty is that traditional injury prevention paradigms are not sufficient for addressing the precursors that lead up to catastrophic and fatal events. A recent study of such events, led by Dr Thomas Krause concluded that the descriptive aspect of HeinrichÆs safety triangle is useful, but that the predictive aspect is not. The study surfaced reasons why a reduction in less serious injuries does not necessarily correspond to a proportionate reduction in catastrophic and fatal risks. This presentation expands on the findings to include the concept of exposure to the event potential linked to precursor events and the framework for leading an organisation to be both cognisant and effective in eliminating such events.CITATION:Russell, R, 2012. The title of my address today 'An Environment for Mineral Development' is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand's economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand's external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.

Data Metallogenica (DM) is unique as a global mineral sample collection and deposit database with over 70 000 rock samples and a wide range of descriptive, photographic and measurement data. Subscribers have access to approximately four gigabytes of on-line data with many examples included on the public pages. DM commenced its life on the Pacific rim in 1971 and much recent growth has focused on countries of the Pacific margin, particularly Australia, Fiji, Chile, Indonesia and Peru. Approximately 600 separate deposits and mineral occurrences in this region are represented in DM. The sets of rock samples have been photographed at high resolution and included on the web site, together with unpublished descriptions, deposit cross-sections, bibliographies, field and mine photographs, petrology and reflectance mineralogy. Figures and abstracts from PhD theses are a new addition and the donation of proprietary databases by companies and individuals is an encouraging trend. DM increasingly is being viewed as an acceptable and important repository for æfragileÆ and irreplaceable personal and company data, it is also being recognised in its true light as a high level information system, not solely a collection of rock samples. Data Metallogenica is a not-for-profit venture of AMIRA International that requires self-funding from December 2004. Growth and development must be funded entirely out of subscription and sponsorship revenues because no government subsidy is provided. The Pacific rim is in the mainstream of mining and exploration activities worldwide and those involved have much to gain from a dynamically sustaining DM. Chile, which hosts around 30 per cent of the worldÆs copper resources, is now the largest producer and exporter of copper. Chilean copper output accounts for more than one-quarter of total worldwide production. An increase to around 40 per cent is forecast by the end of the century. In addition, Chile ranks eighth in silver production and 11th in gold output. In Chile, mining generates more than eight per cent of the countryÆs GDP and the total value of mineral exports is more than US $7.85 billion corresponding to more than 25 per cent of South AmericaÆs mineral production. The rate of growth of Chilean mineral production is indeed impressive. Table 1 shows that in the period 1969 - 1998, copper annual production increased 564 per cent from 667 000 t to 3 764 000 t. Gold production went up 27 times from 1827 to 49 770 kg. Silver output grew 1219 per cent from 95 650 kg produced in 1969 to 1 166 380 kg in 1998. Several facts explain this dramatic increase of production, but the most important was the success of exploration sustained over the same period. This resulted in the discovery of several world-class deposits which when developed into mines, account for much of the production increases. Therefore, this summary review shows the success of basic exploration carried out during the last 30 years in the Chilean territory. The review is based on data already published in different specialised mining books or magazines. It only includes those world-class discoveries not the lesser discoveries important at local scale. All figures were calculated using 1998 $US dollar and average estimated metal prices valid for 1999: copper $US 1653 per t ($US 0.75 per pound), gold $US 9452 per kg ($US 294 per ounce) and silver $US 177 per kg ($US 5.5 per ounce).

Open pit/underground mining and mineral processing can generate large amounts of waste that contains sulfide-type minerals such as pyrite (FeS2), and it can produce acid mine drainage (AMD) when exposed to oxygen and water. This highly acidic wastewater contains heavy metals and this is one of the most serious environmental issues after mining operations taking several decades to completely remediate with high costs. For green mining, the present study focused on the development of a recovery technique for gold from an eco-friendly solvent, thiosulfate, by utilising mine wastes, tailings. First, gold recovery experiments in ammonium thiosulfate system were carried out using model samples representatively present in tailings (ie SiO2, Al2O3, FeS2, Fe2O3, and Fe3O4). The results showed that gold recoveries were negligible when using Al2O3, SiO2, Fe2O3, and Fe3O4 while pyrite shows a recovery efficiency three-fold as high as the maximum recovery efficiency when using others. Subsequently, the study also addressed the identification of the recovery mechanisms and post-recover process. The results indicate that tailings can be sufficiently utilised for gold recovery in the hydrometallurgy process and a further sustainable process can be established.

WaihiÆs Cornish Pumphouse is located on the edge of town in a dynamic and changeable area where history affects the future. As in any successful project, ingenuity and team work have been significant factors in the planning and implementation of the buildingÆs relocation.   Work around the Pumphouse site commenced circa 1900 with preparation to sink the No 5 shaft. Construction of the pumphouse and the steam driven C pump was completed by 1904 with hints of what was to come evident in 1905 as the No5 Shaft collar had sunk 350mm in four years. By 1907 surface cracking developed over the Milking Cow cave area and in 1913 200 mm was cut off the main pumping rod as the ground was sinking at a rate of 25 mm per year.   In 1913 ground around No 6 shaft had subsided 600 mm.It was also the end of an era as steam gave way to hydroelectricity and electric pumps replaced the C Pump. C Pump was maintained as a backup from 1913 to 1929 and then finally scrapped. 25 years of underground caving operations removed approximately 400 000 cubic metres of ore leaving a 7 ha collapse crater that eventually became known as the mine lake.   On the edge of town a tension zone over the Royal Lode began to develop 50 m diameter chimney collapses as large scale blocks relaxed into unfilled stopes in the old Martha underground mine. After the 1999 collapse part of the main street was closed and after the 2001 collapse Hazard Zones were declared, more streets closed and areas evacuated and retired from residential use.   By 1984 the Pumphouse has approximately one degree of tilt and in 2002 tilt on the Pumphouse accelerated briefly and then settled down. Tilt accelerated again late in 2004 and a scoping study was initiated to define protection options for the pumphouse. The Martha Mining Licence requires Newmont to 'Take whatever precautions are necessary to protect the old Cornish Pumphouse adjacent to No5 shaft' and viable solutions needed to found.   Any work on the Pumphouse comes standard with a wide range of stakeholders, governing agencies and legal framework to consider. Land Information New Zealand (LINZ) is owner and administrator of the pumphouse.

Authorisation No.66 (to Prospect) was allocated to R.W. Miller & Co. Pty. Ltd. on 1st November, 1976. Exploration has brought coal reserves to measured status in the Jerry's Plains sub-group which are about 550m. thick. The immediately lower Vane Sub-group, about 200m. thick, includes about 20 seams. The total measured and indicated reserves of the two sub-groups based on the criteria adopted by the company amount to 1362 million tonnes in situ. This very large resource is subject to very many mining constraints both physical and economic which limit the saleable reserves under present conditions to about 120 million tonnes. The results of the calculation of reserves after exploration is complete in a deep multiple seam situation is dependent upon the criteria used to include or exclude seams in the reserves. These criteria are state- ments of the miner's expectations of the market, mining and coal preparation technology, local and national politics and the law as it may be applied in the future.

The goal of the life-of-mine plan is to ensure that while the site is left safe, stable and non-polluting, the landscape is such that optimal use can be made of the site post-mining and closure. However, in the face of evolving shareholder expectations and the current international economic climate, numerous mines are ceasing operations and moving into a care and maintenance phase. These changes bring with them a high degree of community concern, not only about the potential legacy of closed operations, but also those mines that continue to operate.While mines across Australia are committed from the earliest planning stage to develop clearly defined post-mining land use and landform objectives, broader expectations related to these objectives may change and evolve during the life of the operation. This is especially the case where a mining operation has a project approval where the land use objectives are aligned to land capability and land use commensurate to that which occurred premining. The proportion of coal production from underground operations in Queensland, is likely to increase in the future. A portion of this increase will come from mines working under farming areas. The degree of compatibility between underground coal mining operations and farming is examined. Two case histories are considered in detail. These relate to farming areas in the Moura and Emerald districts. Mining the Moura, area has been undertaken for the last two and half decades, while in the Emerald area, large scale underground coal mining is currently being planned. Interference to watercourses and water harvesting programmes, damage to crops, and ponding in cultivated areas have been experienced in mining areas. With expansion of underground mining in farming areas, the principle areas of likely conflict are the effects of surface subsidence on irrigation and erosion control structures. Other potential problems that may arise in particular circumstances include reduction in availability of water for harvesting, pollution, surface cracking and damage to surface structures. Finely textured soils and erratic and violent rainfall patterns make farming in central Queensland particularly vulnerable to severe soil erosion unless strict precautions are taken. Soil erosion control is an essential part of farming. Contour banks are used to ensure that runoff velocities are suitably low. Where steep slopes are encountered, grassing is the most effective way to prevent erosion.

This paper examines the complex interplay of deposit characteristics, mining plans, tailings disposal techniques and rehabilitation requirements on planning for mineral sands operations. All component parts of this mining cycle are interdependent and cannot be evaluated in isolation when optimising a mineral sands operation. This is most evident when projects are large-scale or involve resources that contain complexities such as high slimes content, consolidated hard band materials, acid forming materials and radioactive materials. Projects located in environmentally sensitive areas add further to the need for more stringent planning. This paper describes the analysis techniques adopted by Hatch to evaluate mining and tailings placement options for a dredging and floating concentrator system. The principles and methods used in the analysis are applicable to any mining system involving the complexities listed above. The focus of this paper is on the reconstitution of mined material as tailings and the impact of this process on mining schedules and tailings construction and placement options.

THE alkaline method for the estimation of zinc cannot, in the writer's opinion, be relied. upon to within very narrow limits between two assayers on unknown quantities of zinc. The end point is not decisive enough, and allows the personal factor toenter largely into the assay. The following investigation was undertaken to see how accurate the acid method is on Broken Hill concentrates and ores, and what should be the limit between the results of two assayers. The method adopted is as follows:Weigh sufficient amount of ore to give titration (between 20 and 50 cc.), place in tall 400 cc. beaker, cover, add 7 cc. nitric acid and heat till brown fumes cease to be evolved. Wash dock glass into assay, add potassium chlorate, evaporate to dryness on a slow fire with the beaker uncovered. When no smell of chlorine or nitric acid is observed, remove and cool. Add 100 cc. boiling water, then 7 grm. ammonium chloride, W cc. ammonia (.880 sp. gr.), boil for five minutes, filter, wash...

Dynamic shocks, which occur in mine hoisting systems have been measured by various investigators over the past 30 years. In 1966 the most intensive analytical investigations were being planned in Bochum, Germany, where equipment then was being constructed to measure the power generated in any particular dynamic shock. Between 1953 and 1956, in Broken Hill, N.S.W., accelerations of the shaft conveyances were measured and analysed. The "effective mass" of the conveyances at the time of the shock was then and still is considered as indeterminate and not easily measured. It is believed that probable peak forces can be determined by the product of the static mass and the accelerations. The subsequent problem of the elimination of the dynamic shocks becomes one of possibly increasing the frequency and thus reducing the amplitude, after identifying and evaluating the shock generators. In addition, judicious use of the clearance between the shaft conveyance and the guide, as a zone in which to absorb vibrations, is a factor which has been overlooked in earlier investigations on This topic.

Slags are the most voluminous solid by-products generated in pyrometallurgical operations, and, as such, finding an application for these oxidic materials is pertinent to maintaining resource efficiency. In particular, pyrometallurgical copper production is associated with high slag rates, typically ranging from 2.2 to 3.0 tons of slag per ton produced copper, which necessitates slag valourisation. A possible application for these iron silicate slags is as supplementary cementitious materials (SCMs), which effectively lowers the CO2 emissions per ton of cementitious material. Although utilising iron silicate slags as SCMs has been studied in previous work, the scientific literature has limited data on the effect of composition on the inherent reactivity in cementitious systems. More specifically, no reports on the impact of FeO/SiO2 ratio have been presented in previous publications. Therefore, the present study aimed to isolate this parameter in a synthetic FeO-SiO2-Al2O3-CaO-MgO-Cr2O3 system. Since the amorphous content is a pertinent parameter for SCMs, a high-temperature confocal laser scanning microscope (HT-CLSM) was utilised to assess the crystallisation behaviour at continuous cooling conditions. Furthermore, high-temperature rheological experiments were conducted to measure the viscosities of the slags in relation to the crystallisation behaviour. The experiments showed that depolymerising the slag by increasing the FeO/SiO2 ratio generated a less viscous slag, which showed higher tendencies for crystallisation. Furthermore, experiments assessing the inherent reactivity as an SCM showed that depolymerising the slag by increasing the FeO/SiO2 ratio as the sole independent parameter generated an initially more reactive slag. However, replacing SiO2 with FeO was found to negatively affect the reactivity as measured over seven days within the tested compositional range.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Control Mastery: Gain insights into how the Critical Risk Management framework ensures ongoing control monitoring and effectiveness for psychosocial hazards. While this implementation’s outcomes are still in their early phases, promising key indicators such as absenteeism, turnover and cultural engagement have emerged. These metrics are set to experience positive shifts as controls prove adequate. As the conference nears, we anticipate having data to showcase these transformative results. An electron probe micro-analyser, controlled by a dedicated mini-computer,has been operating at Imperial College since 1970. The data assessment capability of the computer was limited and, in order to make better use of the information produced by the analyser, extra computing facilities were needed. Following the initiation of a Laboratory Automation Project at Imperial College involving the use of a central computer linked to laboratory type computers and to further more powerful systems,it became possible to carry out much more detailed and extensive mineralogical analyses by connecting the mini -computer to the Laboratory Automation Network. The paper describes the techniques employed including hardware, software, inter- connection, analysis and operating methods.

Bougainville's copper mine is located on the west slope of the Crown Prince Range on Bougainville. A high grade copper concentrate is produced for sale to overseas customers. Production planning which was originally based on pilot plant data has developed progressively since commissioning of the concentrator in 1972. Pilot plant data and mine sampling have been supplanted by the correlation of concentrator performance with ore sources, as the basis for short term planning. The influence of accurate sampling is reflected in 1. hourly shift control, 2. the daily milling statement, 3. the prediction of the characteristics of ore from various mine locations, 4. production reconciliation, and 5. the control of copper losses. The mechanical and electrical failures of the original sampling system emphasized the need for a reliable, automatic sampling facility. The development of a pneumatic drive mechanism, which has now been fully field tested, was undertaken.
