I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

The need to solve the problems associated with spontaneous combustion, system of ventil- ation and methane drainage in gassy coal mines has brought about the development of mining and degassing methods which has made possible up to 80% gas recovery in retreating longwalls. Beneficial results also were obtained mostly in the double or multiple-entry systems, but for single-entry systems and for a seam thickness exceeding 3 m, gas recovery rate is still very low. With some single-heading systems, such as those where a return roadway is not maintained in the goaf behind the face line, a new methane drainage technology is practiced. Attempts were made to extract methane from roof holes drilled from offsets in the ribside of the longwall block. The inclinations and lengths of the boreholes were planned and designed on the basis of the geological and mining condit- ions encountered at the time and every second hole was terminated precisely at the point where the previous hole intersected the immed- iate roof goaf area above the face. There are mathematical relations approp- riate to the design of the above drainage systems to give optimum methane recovery under the given conditions. Some examples of drainage have reached 87% recovery and have attained 94% CH4 purity.

BHP is the world's largest copper concentrate producer with production from mines at Escondida (Chile), Ok Tedi (Papua New Guinea), and Island Copper (Canada). The entire concentrate production is further processed into refined copper by third-party smelters around the world. In anticipation of an expansion in the global copper concentrate production capacity and a corresponding increase in treatment and refining charges by copper smelters, BHP has continuously evaluated various opportunities for downstream copper processing. An expansion in the Escondida mine production, combined with BHP's interest in processing some of its concentrate production on-shore in Chile, ultimately resulted in the development of the Escondida Leach Process. This process was specifically developed for higher grade concentrates, such as from Escondida. An ammoniacal lixiviant and air are used under ambient conditions to leach less than one-half of the contained copper values. After solid-liquid separation, the solution is subjected to solvent extraction regenerating the ammoniacal lixiviant and the copper loaded organic phase is stripped in spent electrolyte returned from the electrowinning plant where ultra-high quality SX-EW copper is produced. The solid leach residue can, if required, be upgraded by flotation to produce a high-grade copper concentrate with improved fuel values and a pyrite tail for disposal. After an 18-month bench and pilot plant scale program and an engineering feasibility study, Minera Escondida Limitada decided to build an 80 000 tonnes of copper per year facility near Antofagasta, Chile. The installed investment cost amounted to around $160 million. The plant went into commercial production in November 1994 and better than 99.9995 per cent Cu cathodes were produced right from the start. BHP believes that the process and the commercial plant are an excellent example of a novel approach advancing the science of copper metallurgy in harmony with present demands for environmentally sound processes and high quality products.

The CIP process for gold recovery has enjoyed widespread application in most gold-producing countries. The development of a mathematical model of the CIP process has value for use in process design, process optimisation, and process control. Mathematical model development through laboratory experimentation is an important step in the design and optimisation of the CIP process. For this purpose, data has been generated through small scale laboratory leaching and adsorption tests both in batch and continuous mode. This test program has been carried out on specific ores of various types prior to the application of the models to production CIP plants utilising these ores. The applicability of leaching models derived from batch experiments was tested in a continuous five stage CIP pilot plant. The models were then adapted to scale-up the batch to the small scale continuous operation.

There are a number of factors affecting the discovery and develop- ment of uranium in Australia which makes this mineral almost unique and quite different from other minerals. I. The role of the Australian Government, which initially encouraged the discovery by offering rewards to prospectors who discovered deposits that could become economic. 2. At a later stage, the Commonwealth and South Australian Govern- ments prevented the development and production of "new mines" by refusing to grant mining title and refusing to allow sales of uranium by not issuing export permits. 3. The unique property that uranium and its daughter products possessed, i.e. radioactivity, meant that any person who purchased a geiger coun- ter could go prospecting, even though they had no previous experience in prospecting and they had an equal opportunity of discovering a new deposit as a company or independent geologist. 4. Because the exploration/demand for uranium didn't occur until the 1940s very little background geological information or models were available and so the early discoveries tended to become the locus for exploration rather than moving into areas which might on geological concepts lead to exploration programmes based on geological models. Because of the lack of knowledge there was the exchange of geologists from the U.S. Geological Survey and the South Australia Geologist Survey.

Single wavelength fluorescence sensing has been used in the preconcentration of ores for many years in situations where it is typically specific to the mineral of interest. Examples of fluorescence sensing include the sorting of diamonds in diamond mines and the sorting of scheelite in tungsten ores. However, the number of minerals that show useful single wavelength fluorescence properties in the visible spectrum is relatively small, so the application of fluorescence sensing is currently limited to niche application in the minerals industry. Recent developments at the University of Adelaide have focussed upon extending fluorescence signal measurements into the infrared spectrum, as well as investigating multi-wavelength fluorescence known as up-conversion fluorescence. These techniques may not only significantly increase the number of minerals that exhibit fluorescence properties suitable for both identification and sensor-based sorting, but also provide mineral-specific signatures of higher quality than previously attainable. This paper details the research work carried out by the University of Adelaide and funded by CRC ORE to develop a mineral-specific fluorescence sensor. The sensor targets two fluorine bearing minerals, fluorite and fluorapatite, that are common in many base metal ores such as porphyry copper ores and silver/lead/zinc ores. Fluorine is a known penalty element in mineral products derived from these ores, so mining companies need to monitor and control the amount of fluorine in their final product to keep it below commercially agreed specifications. Currently there is no real time sensor capable of monitoring fluorine in the ore feed so monitoring and control is carried out using time-consuming standard sampling and off-line laboratory measurements. The development and application of a real time fluorine sensor will enable the mining companies to monitor and control fluorine levels in the plant, greatly reducing the time and cost associated with producing their mineral concentrates within the prescribed specifications.

The Porphyry Gold Mine (150km NE of Kalgoorlie) was reopened in November 1983 with production commencing in April 1984. Original reserves quoted for the open pit were 822000 tonnes at 5.2 g/t Au based on wide spaced diamond drill holes. Close spaced grade control drilling has revealed some loss of tonnage and a significantly lower grade. In the area of the pit mined to 30 June 1985 this grade control reserve estimate contained 67% of the gold in the original ore reserve with the grade being 19% lower. It is anticipated that the final grade control reserve estimate will contain around 80-85% of the gold contained in the original reserve. There has been close agreement between the Mill Head grade (4.19 g/t Au) and the grade control predicted grade (4.2 g/t Au) confirming that dilution is not a major problem. After initial poor agreement (attributed to "lock-up" in the circuit) the bullion calculated head grade steadied out at 93% of the grade control prediction. This difference is considered to represent the geostatistical bias in the drill hole/crushed rock sampling. Gold recovery has been in the range 93-95% (compared with bullion calculated grade). The net result is that the recovered grade of ore mined to 30 June 1985 is 70% of the original ore reserve grade.

In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

PACMANUS is an actively-forming seafloor analogue of volcanic-hosted massive sulfide orebodies, situated on the crest of an andesite-dacite-rhyodacite ridge overlying rifted older arc crust in a back-arc basin. Hydrothermal deposits range from Mn-oxide crusts to Cu-Zn-rich massive sulfide mounds and chimneys containing significant Au and Ag. Preliminary data suggest a substantial magmatic component to fluids and metal sources, and we speculate that PACMANUS is the cap to a complete hydrothermal system including subvolcanic and intrusive-related mineralisation.

Construction of twin stacked railway tunnels through mixed ground conditions in the heavily populated urban environment of Hong Kong, including tunnelling in poor ground conditions, with low cover and under or adjacent to sensitive structures with minimal impact was the challenge presented by the tunnelling section of the Kowloon Southern Link project. This paper details how twin 1.1 km tunnels of 7.0 m internal diameter were driven by Mixshield tunnel boring machine (TBM) in mixed ground through one of the exclusive shopping and hotel districts in Kowloon. The paper addresses the challenges required to be considered and managed for the success of the project, including ground conditions, TBM selection, Mixshield TBM operation, settlement monitoring and control, ground- borne noise and vibration, proximity to utilities, buildings, roads and operating railways.

This presentation is a 20 minute snippet of my professional career, and my progression in the mining industry, from a lazy uni student to an up-and-coming blast engineer in the middle of a mining boom.My name is Daniel Hepburn and I am a blasting engineer for Orica Mining Services. I graduated from Royal Melbourne Institute of Technology (RMIT), in Melbourne in 2003. I completed both of my final year projects with Orica Quarry Services and was offered an assistant shotfiring job, which I accepted and worked for eight months. Having missed the cut-off date for the Orica graduate program, I planned to work with Quarry Services until the following year where I hoped my marks and the experiences I had gained would secure a graduate position. I didnÆt have to wait long, as in August of that year, I was offered (and I accepted) a graduate position in Perth as a technical services engineer for Orica Mining Services. The Orica graduate program is based over two years, and consists of real roles from day one; however, there is also opportunity to fast track the program for high performers. There is a structured rotation, from site to site, interstate or even international if you are so inclined. This includes the backpacker program, which allows graduates to experience the Orica culture in countries of their choice. There are also opportunities to try cross-functional roles in the different Market segments within Orica. I was lucky in that I knew what I wanted to do and where I wanted to work, so I stayed in Perth for my entire graduate program. I was also lucky enough to be fast tracked and finished my graduate program in 15 months. At the end of 2005 I accepted a position as an open cut blasting engineer based in Perth and even in such a short period of time I have already completed a number of major accomplishments. The Department of Mapping and Surveying (DMS), the Australian Key Centre in Land Information Studies (AKCLIS), the Department of Industry Development (DID) and the State Government Computer Centre (SGCC) are testing a regional information network in northern Queensland. Several study sites have been chosen by different groups of participants. The members of each common-interest group share their data for the site. They can also access datasets supplied by other organisations that are not directly involved in the particular study being undertaken. The participants include state government departments, local authorities, fed- eral organisations and the private sector. The participants communicate with computer systems in Brisbane via Q-Net. Q-Net is a pilot State government tele- communications network, established by the Department of Industry Development. Q-Net uses the communications sat- ellite AUSSAT 1 as the primary instrument of data transfer. The Q-Net network is a star system, with a Master Earth Station in Brisbane acting as a hub for radial earth stations, located throughout Queensland.

If continuous mining systems are to be successfully applied in metalliferous mines then reliable models will be needed to predict rock cutting machine advance and tool wear rates for effective machine selection before mining commences. Many of the predictive models developed to assess cuttability in situ are over-simplistic. As a result they tend to be both site and/or machine specific. Nevertheless very detailed models have been developed for full face machines which are capable of accurate cuttability predictions in a variety of rock mass conditions and for a variety of machine and tool configurations. However, models to predict productivity and tool consumption for partial face machines are not as well advanced. There is a need to develop reliable models for partial face machines such as Roadheaders, the Robbins Mobile Miner and the HDRK-Wirth CMM, as these types of machine are likely to predominate in a mining environment. The paper outlines the current state-of-the-art for predicting cutting machine performance and the work being carried out within the Centre for Mining Technology and Equipment (CMTE), in collaboration with the Australian mining industry, to advance our capability in this area.

Over the past 15 years many world-class gold discoveries have been made in the region. Some deposits, such as Lihir and Porgera in P.N.G., have a contained gold resource that places them among the top dozen deposits ever found on a worldwide basis. Can we see any pattern to these discoveries, or are they the result of good luck or chance by geologists and prospectors who struck it rich? Whilst such discoveries were a feature of the gold rushes of the 1850s and the 1900s, the present boom is now scientifically based. This paper develops an argument that long-tent, multi-disciplinary exploration by experienced geoscience teams underlie the successes achieved. Dis- coveries nearly always reflect a combination of skills, drawn from the areas of geology, geochemistry, geophysics and remote sensing, and a team approach. They do not represent the chance finds of a prospector's pick or such as the Norseman discovery where the gold reef was first noted by the prospector when his horse fell over the outcrop. The following deposits provide major examples of exploration successes within the Australian-Pacific region, it is not an exhaustive list and I have noted other significant producers at the end of this paper. For the Australian mines listed and based on our estimates for 1990 gold production, they represent about 20 per cent of the Australian production total.

Vitrokele technology is a resin process that can be applied in gold plants to reduce both capital and operating costs. The Vitrokele resin can be used for both precious metal recovery and for recovering free and combined cyanide from effluent streams. Vitrokele resin has been extensively tested at pilot plant level and is now applied successfully at a commercial heap leach facility in Zimbabwe where it is used in place of activated carbon for recovery of gold from pregnant leach solution. Significant capital cost savings were achieved by installation of a resin plant instead of a conventional carbon adsorption plant. Operation to-date has not seen any significant physical or chemical degradation of the resin either in terms of adsorption capacity/kinetics or physical appearance/size. This gold recovery process is equally applicable to slurry streams where it would be implemented in stirred tanks with interstage screens in a similar manner to a conventional carbon adsorption plant.

Longstanding occupational health challenges of the underground hard-rock mining sector require both an analysis of historical data to assess evidence of linkages between the source of the problem and subsequent illnesses, as well as investigating the means by which health risks to workers can be eliminated or minimised. This paper refers briefly to a recently established National Health and Medical Research Council (NHMRC) sponsored Epidemiological Study into the incidence of Lung Cancer, contracted by mineworkers in Western Australia (WA) due to the inhalation of diesel exhaust fumes from 1996 to 2012. Thereafter it reviews current knowledge of the nature of the challenges facing those responsible for the health and wellbeing of underground hard-rock miners in WA, commencing with the recent categorisation of diesel exhaust as ‘Carcinogenic to Humans, Group 1’, by the World Health Organisation’s (WHO) International Agency for Research on Cancer (IARC). An attempt is also made to explore how the challenge has changed with the adoption of more advanced engine technologies, including the increased generation of ultra-fine volatile organic and other nucleates, submicron carbonaceous agglomerates and toxic gases.The compounding effect of using the mine decline access entry as both the primary ventilation intake and haulage-way is also discussed, as is the need to develop a more appropriate metric for regulating diesel engine emissions. Finally the paper refers to ongoing in-mine research pursued by the National Institute for Occupational Safety and Health (NIOSH) at its Diesel Laboratory in an underground limestone mine near Morgantown in the USA.CITATION:Jones, O, 2015. The wirebar furnacing and casting facility commissioned in 1970 at Copper Refineries Pty. Ltd. (CRL), Townsville, comprising a 70 tonne/ hour ASARCO shaft furnace and a Walker type casting wheel, contained several unique design features. Since commissioning, effort has been directed at improving metallurgical control of the casting process. This has resulted in the identification of optimum mould lubricant properties and the use of continuous on-line measurement of molten metal oxygen content. Casting defects such as cracks and surface porosity are readily explained and controlled using these techniques.

Project delivery in our current market is not as efficient as it could be. Industry at large (both client and consultant), is diligently following the engineer, procure, construct, manage (EPCM) or engineer, procure, construct (EPC) delivery models and not necessarily appreciating the underlying principles that make them the effective tools they were to start with. We often misinterpret project management with EPCM and end up with a literal and superficial interpretation instead of the disciplined risk reduction and business value capture exercise it is intended to be. One of these underlying principles is the project team as resource or commodity depending on which perspective we follow. Some of us understand this principle only too well and succumb to the temptation to take advantage of the imbalance in the understanding of EPCM by selling bodies and hours. Value and return on investment do not always come into the equation. The latecomers and aspirants are struggling with this as a barrier of entry into this lucrative market, since as we all know - people as commodity was becoming and still is a scarce resource. Clients are also waking up and asking why 1000 engineers on the floor are better than 100, when engineering design in all aspects of industry, new technology aside, is mature. Why is it that we start with a clean sheet of paper with every project or that neighbours in the same industry segment and location just happen to have completely unique conditions and circumstances that require totally original design (Local conditions aside)? The answers to this question appear when we explore the role of the project team and how it is structured. We will need to investigate team culture and levers for success. Then we will formulate a business case for a team to be able to follow traditional project management practices with EPCM delivery models but yet end up with an alternative look, feel and result. An outcome where more input is not necessarily better and the client and consultant both are aligned with success measured in dollars and a win-win outcome for both parties.

Western Mining Corporation has grown from a small gold exploration and mining company, funded by large established mining companies, into a large multi-commodity and multi-national mining company with shareholders who no longer have the same understanding of mining as the founders. Ore reserve calculation methods and reporting procedures have gradually changed throughout the group during this growth. These changes have been led by the newer mines, in particular the Kambalda nickel mines, where the need for more global, less conservative reserves were required to justify capital and forward sales contracts and to inform shareholders of the true worth of their company. This change in attitude to reserves has flowed back to the gold mines and has allowed a better informed management and investing public to plan for the future. Management of the calculation of reserves remains the responsibility of individual mining operations, but a corporate reporting and management structure exists through the office of the Director of Exploration and divisional chief geologists who strive to maintain standards of calculation and reporting. Specialist ore reserve geologists are starting to justify their place in the organisation, particularly at the larger operations. Reporting to the new AusIMM Standards is fully supported, although the amount of supplementary information requested will need to be considered carefully because of the large number of factors that make up even the simplest reserve.
