The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. "Robustness can be defined as the ability of a system to resist change without adapting its initial stable configuration. Robust design methodology, which is widely accepted in the manufacturing industry, allows the establishment of robustness and reliability metrics in scenario analysis.In the mining industry, a mine can be considered as a system with design parameters such as processing plant and mining capacities. Traditionally, a limited number of scenario iterations are performed in an attempt to determine optimal capacity values. An important strategic decision such as process plant capacity in particular is made during the very early stages of a mining study, often based on a low level of information. Lack of time and tools to run and analyse a larger number of possible scenarios for different design parameter combinations are usually the main reasons for not performing a full analysis. In addition, the uncertainty of other mining study input parameters creates more risk in decision-making.With advances in technology, it is now possible to automate the process of generating several thousands of scenarios in an affordable and timely manner. This allows performing the results analysis and assessing robustness and reliability criteria within a reasonable time frame. It is possible to generate a surface of results based on the net present value (NPV) for each scenario. This surface will reflect the efficiency level of the capture of the economic rent for each production scale. In addition, each scenario can be tested under diverse conditions of volatility of other external variables such as prices, costs or recoveries for example.This paper aims to establish a methodology that applies robustness criteria to determine the best scenario on several surfaces of value, which is then assessed with real data from a mining project. Obtained results demonstrate the advantages of using the proposed methodology in dealing with the above-mentioned multidimensional problems. Double corrosion protection (DCP) rock bolts have evolved to become complicated assemblies comprising numerous components. This complexity is mainly associated with durability considerations including potential exposure to adverse groundwater conditions and ensuring separation of dissimilar metals within the bolt assembly itself.Recent progress in the construction of glass-fibre reinforced polymer (GRP) rock bolts have the potential to provide a viable alternative to conventional steel rock bolts in civil tunnelling applications. The durability of the material results in a much simpler bolt detail and permits the use of resin rather than solely cement based grouts.This paper presents the findings of the comparative structural testing of GRP bolts with conventional DCP steel bolts. The axial load performance, including stiffness, ultimate capacity and ductility of bolts are compared. Shear behaviour of bolts is considered, including durability issues associated with damage to the plastic sleeve used in DCP bolts.The paper also considers other issues which are relevant to the design of temporary and permanent rock bolts used in tunnel support, such as initial tensioning and grouting. The subject of my paper is one which, I am certain, has exercised the mind of every man on whom depends the safe and economical conduct of mining operations; particularly in this district where the enormous size of the ore body has necessitated the mine workings assuming a scale that was hitherto unknown in the history of Australian mining. I, therefore, approach the subject with the feeling that I am displaying considerable t.emerity, knowing as I do that the subject has engaged the earnest attention and thought of everybody immediately concerned in the extraction of the ore of this district, and particularly of the Broken Hill lode.I think I shall not be contradicted in asserting that a very large proportion of eur accidents are distinctly traiceable to inexperience on the part of the miner, and records at the mines and verdicts of coroners' juries in many instances uphold this assertion by showing that the accident under notice was the direct result of lack of knowledge of the conditions of the work, or, at any rate, of an error of judgment hardly conceivable in the experienced miner. That this assertion is correct may also be proved by visiting any of the mines of the district.To the experienced eye it will be evident at once that a very large number are not in way skilful in the use of their tools and, therefore, lack the experience which of necessity must be coincident with the acquirement of skill. Now in making this' assertion, I do not intend to be too sweeping...

This paper examines the process and specialised skills required to extract insight from data routinely collected by mine operations, maintenance, engineering and environmental departments. Typical insights include: enhanced understanding of root causes; recommendations for next best actions; and simulation of likely scenarios. The skills required for advanced analytics are not currently the domain of mining engineers. The professions required by tomorrow’s mines are likely to be diverse and multi-disciplinary, and will include control engineers, software engineers, mathematicians and statisticians. A case study is presented that correlates mobile equipment production delays with rainfall events across three mines on the east coast of Australia. One mine is shown to have significantly more rain related downtime than the other mines, providing compelling evidence to improve productive performance.

There is an increasing trend in the extraction and development of copper resources from complex deposits. These deposits pose mineral processing challenges, as they often contain low grade disseminated copper ore with high levels of impurities particularly arsenic. Although arsenic is a naturally occurring element, the concentrations of arsenic can be magnified by mining and mineral processing activities. Therefore, while arsenic has no significant market value, its presence in the ore deposit will have production, environmental and human health implications. Geological modelling provides a means of spatially representing the three dimensional distribution of geological information to downstream stakeholders. The geologist completing the modelling work intimately understands the varying degrees of confidence, assumptions and extrapolation required to honour the data. Geological models are often taken and used by stakeholders without fully understanding this modelling process. This can lead to confusion amongst stakeholders when the geological model shows variable reconciliation. A method for visually communicating the confidence of the spatial distribution of geological models has been created by the Rio Tinto Iron Ore structural geology group for use primarily in geotechnical engineering investigations. A numeric confidence rating is assigned to each geological data point used in the creation of a geological surface. This is based on data type, collection method and reliability to indicate potential error in distance from its modelled location. In regions of sparse data, confidence ratings are inserted based upon the geologistÆs experience and knowledge of the geology, whereas mapped geological contacts or drill hole intersections are assigned a higher confidence rating. A regular grid of points is registered to the geological surface and each of these grid points is assigned a confidence rating using an inverse distance weighting using a nearest neighbour approach. The resulting grid is colour coded according to the confidence rating to provide a visual representation of the variable confidence of the geological surface in three dimensions. Subjectivity and bias from the geologist is minimised by critically analysing the input geological data and then applying this methodology to represent the confidence in the spatial characteristics of geological models. Understanding of this confidence enables mining professionals to make informed decisions and identify areas that require further geological investigative work. A project to develop the Zinclor electrowinning cell to industrial size is being conducted at Tecnicas Reunidas' Research and Development Centre with Spanish Ministry of Industry support. This project is the final development phase in zinc electrowinning from a chloride medium, the highest ZINCLOR technology development level prior to the industrial scale having already been reached. This paper covers the outcomes and conclusions corresponding to project Phases 1 and 2: Process Selection and Industrial Electrodes (1 m2) design and testing. The most important achievement reached is that there are presently available industrial cathodes and anodes for the Zinclor diaphragm cell giving an optimum response for zinc chloride electrowinning with unit power consumptions between 2.65 and 2.80 kWh/kg Zn, depending on the diaphragm type. Standard electrolysis conditions were: 65 g/L ZnC12, 3 g/L HCl, 160 g/L NaCl, 350 g/t Zn arabig gum as the addition agent, 36¦C, and 400 A/m2 current density. The selection of electrodes, diaphragms and organic additives for the industrial scale tests have been optimised. The complete electrowinning cell development, with electrodes having an active area of I m2, enables the evaluation of Zinclor Technology application for industrial processes.

The Gold Ridge Mine is an open-cut gold mine in the Solomon Islands. The mine is owned and operated by Gold Ridge Mining Limited, a wholly owned subsidiary of Ross Mining NL. At the invitation of the Solomon Island Government, project construction commenced in July 1997 and gold production commenced in August 1998. The mine is the countryÆs first, and represents a major milestone in the development of the Solomon Islands. At the time of project approval and construction, there was a growing awareness in the country of the potential impacts of mining in the tropics, partly due to unfavourable publicity surrounding a number of other mining operations in the Pacific region. The management of environmental impacts was therefore an important consideration in the approval of the project, and continues to receive a high level of attention from the Government and community. Ross Mining did not commit to the Gold Ridge Project until it had satisfied itself that all waste rock and tailings could be safely contained on-site, and that the standards normally expected of a mine in Australia could be met. Ross Mining approached the approval, construction, and operation of the Gold Ridge Mine with a set of operating principles that met Government and community concerns. These were:best practice environmental management; operation of the mine in accordance with standards expected of mining operations in Australia; independent peer review of key technical aspects; on-going consultation with Government and community; and equitable transfer of wealth to landowners and the local community. As a consequence, the Gold Ridge Mine has developed into a successful mining operation with a high level of support from local landowners, the general community and the Central and Provincial Governments of the Solomon Islands.

Optimisation of the underground mining production process benefits from informed decision making during the process of explosive rock fragmentation. Selection of the most appropriate bulk explosive products for underground production blasting is an area of endeavour that offers significant economic upside if correctly and thoroughly undertaken. The explosive selection process is facilitated by a clear understanding of:the physical and detonic properties of the alternative explosive options available; the response of different rock masses to these different explosive options; and the importance of maintaining a clear focus on desirable blast outcomes in order to enhance value creation aspects of the mining production process. The level of understanding of these issues is raised through the application of measurement and modelling technology, quantifying the effects of blast design (and implementation) on process outcomes. Homestake Darlot and DynoConsult applied a range of dynamic blast measurement and outcome modelling techniques in order to explore the relationship between rock properties, explosive properties and mining process efficiencies. A campaign of vibration and explosive Velocity of Detonation (VoD) measurement produced feed data for use in vibration and fragmentation modelling during the extraction of one of the major stoping blocks at Darlot Gold Mine. The paper describes the use of these tools and discusses the understanding gained concerning the limitations and capabilities of, and the reconciliation between, a selection of analysis and modelling approaches.

Laboratory leach tests of Nabarlek uranium ore carried out by the Australian Atomic Energy Commission to compare the effectiveness of Caro's Acid1 (permonosulphuric acid) as an alternative oxident to pyrolusite indicated reduced acid consumption in leaching and lime savings in neutralisation of tailings liquors when using Caro's Acid. Interox Chemicals Pty. Ltd. arranged a plant trial for Caro's Acid at Queensland Mines Nabarlek Plant. The trial confirmed that significant savings in acid and lime can be achieved under plant conditions. Plant operations also demonstrated improved redox potential control was possible using Caro's Acid.

There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. In the above mechanism; the surface re- actions appear to be fast and not rate controll- ing. In a carbon surface deficient bed the diff- usion of oxychloride intermediate through the boundary layer to the carbon surface becomes the rate controlling step. In a zircon surface deficient bed the diffusion of oxychloride away from the zircon surface controls the reaction. This postulated mechanism can be used to ex-, plain the observed experimental effects.

The Clem Jones Tunnel (formally known as the North-South Bypass Tunnel), a A$2.88 billion road tunnel project in Brisbane, Queensland, was successfully completed almost seven months ahead of schedule. The project included two parallel 4.7 km long road tunnels, 740 m of intermediate roadway access ramps and two auxiliary ventilation tunnels. The tunnels incorporate intelligent tunnel systems, best practice fire and life safety standards and typical civil tunnel elements.Over the duration of the project the Parsons Brinckerhoff (PB) and AECOM (formally Maunsell) design joint venture (MPB) were Lead Designers to the Leighton Contractors and Baulderstone Bilfinger Berger Joint Venture (LBBJV). Construction of the toll road commenced in September 2006 and was completed in March 2010, with the tunnel opening then. Contributing to the success of this project was the continued support the lead designers gave throughout the construction period.This paper will focus on some of the structural elements that contributed to the success of the project – in particular the cable tunnel structure, a small precast, culvert shaped element under the pavement of the mainline tunnel, and the fit-out of the Gibbon Street shaft which were designed to be constructed in a combination of precast and in situ concrete.The cable tunnel was incorporated early in the design phase and runs the length of much of the tunnel. This paper will outline the challenges faced by the designers with implementing this system which provided significant construction advantages, among which were being able to install a separate ventilation duct during construction and to start fitting out the mechanical and electrical conduits and drainage system while tunnelling was still underway.The Gibbon Street shaft had a length and width of 20 m by 40 m and an overall depth of 38 m. A 20 m high structure of precast and in situ concrete was constructed in the base to accommodate mechanical and electrical equipment and provide a take-off access for the southern ventilation tunnel. The construction purpose for this structure was to provide a junction between the tunnel boring machine (TBM) and the roadheader-style tunnels, a staging platform for commencing the roadheader tunnelling, and a platform where the TBMs could be dismantled and removed.The design was assessed and reviewed many times throughout the construction process to address the needs of each of these stages. Innovative use of precast concrete was used to minimise construction time.Additionally, the designers provided support to the construction team from the time of design completion through to the tunnel opening. This meant that the changes to the design and adjustment of construction loadings could also be assessed. The fi nal outcome resulted in an efficient construction sequence and a project that has provided an excellent outcome for the client, stakeholders and community.

Metal contamination of sediments can be an issue for minesites discharging water. Water sampling of receiving waters is frequently undertaken. Sampling and analysis of sediment is less common. The variability of receiving environments makes the formulation of a generic sediment sampling strategy virtually impossible. Each situation needs to be carefully assessed before sampling is undertaken. This paper outlines the approach taken for one such survey.The main factors that need to be considered in a survey of surficial sediments are sample representativeness and sample variability. A simple data set from one site within a regional survey is used to illustrate the importance of these factors. The metal content of sediment is shown to vary significantly over small spatial scales.The variability associated with the spatial distribution of samples within a site is shown to be the most significant source of variability in the study. This variability could bias the results of a study if not planned for in the sampling methodology. Taking multiple samples from within each site (sub-site samples) and combining the data gives a more representative indicator of overall conditions than a single sample. The optimum number of sub-site samples to be taken from each sampling site was found to be 15.It is shown that a composite of sub-site samples can give a good indication of the average site metal content, while considerably reducing the sample preparation and analysis effort.

The Honeymoon Well nickel sulphide deposits are located in the Agnew-Wiluna greenstone belt, about 45 km south of Wiluna. Both disseminated and massive sulphide nickel deposits are hosted by komatiitic rocks within the deformed and metamorphosed Honeymoon Well ultramafic complex. Fresh ultramafic bedrock is covered by up to 50 m of highly conductive transported material which greatly hampers both exploration and understanding of the bedrock geology. In the early-1970s, mineralisation was discovered by diamond drilling geochemical anomalies defined by wide-spaced percussion drilling over ultramafics that had been outlined by ground magnetics. Subsequent drilling has defined a resource of 158 Mt at 0.71 per cent nickel (based on 0.4 per cent nickel cut-off, 300 m below surface, December 1995) in four deposits. Over the life of the project a wide range of geophysical techniques have been used including airborne and ground magnetics, time domain clectromagnetics (EM), induced polarisation (IP)/resistivity, gravity and downhole techniques including EM, IP and physical property Measurements.

"The development of a predictive geometallurgical model is a multidisciplinary and iterative task that involves both discovery and integration aspects. In this paper, the authors discuss the concepts of geometallurgical modelling in terms of the underlying relationships that are used to connect geology, metallurgy and economic value, and how the early-stage preparation of a spatial geometallurgical model enhances project value and provides a sound basis for future studies and test work programs.Hot Chili’s (copper-gold-molybdenum) Productora Project, which is located in northern Chile, is a porphyry-copper style deposit that can be exploited using open pit mining and preparation of a saleable concentrate from fresh ore, as well as heap leaching, solvent extraction and electrowinning (SX-EW) extraction of copper from oxide ores. To enhance project value in the Productora prefeasibility study (PFS), Hot Chili developed a geometallurgical model that was used to predict the process responses of both sulfide and oxide ores. The Productora model incorporates test results from mineralogical, metallurgical and comminution testing, as well as other studies completed on a suite of samples collected from the many geological domains of the deposit.Using Bond Work Index and Abrasion Index proxies in the geometallurgical model, Hot Chili estimated the variability of sulfide ore throughput and comminution costs. Heap leach acid consumption in oxide ore was estimated from drill hole calcium concentrations. The model was then used in mine scheduling to identify high and low throughput or high and low acid ore zones so that the processing of these zones could be advanced or deferred to improve net present value (NPV). Additionally, the cost benefits of preparing an early-stage geometallurgy model were quantified through a comparison to a conventional model that was based on test work averages.CITATION:King, G S and Macdonald, J L, 2016.
