Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

Current trends into mining iron ore have seen an increase in the exploitation of problematic orebodies that would typically be disregarded. These bulk materials cause problems within all facets of the material handling stream, from remains left in train wagons to transfer chute blockages, which can cause costly downtime to mining operations (Roberts, 1998). These problematic bulk materials are referred to as wet and sticky material (WSM) due to the adhesive and cohesive nature they possess. Their characteristics can be computationally expensive to model. With the development of discrete element modelling (DEM), in conjunction with advancement in computational power over the past decade, it is now more feasible to model WSMs into the DEM technique.This research will couple two different contact models that can represent the characteristics of a WSM. These models include the Simplified Johnson-Kendall-Roberts (SJKR) and the Easo liquid bridging contact models. The SJKR contact model is an expanded form of the classic Hertz model. This model includes the tensile forces that are in the contact zone between two bodies when they are separated, which the Hertz model failed to capture (Johnson, Kendall and Roberts, 1971). The Easo liquid bridging contact model accounts for the capillary effects and surface tension that will form between two bodies, such as that of a WSM (Soulié et al, 2006). Both of these models were coupled to give the best representation of a WSM, which was simulated using MoleculeX™ (Chen and Williams, 2017) as the software platform.Additionally, this research also investigated the adhesion of problematic iron ore samples onto impact plates under dynamic conditions. An experimental set-up consisting of an apron feeder and inclined impact plate was utilised, to gain an understanding of the way the material builds-up and the possible modes of failure that could be experienced. This was undertaken for different wall liner materials, wall liner angles and moisture contents of the iron ore samples. From this, a series of DEM calibration simulations were conducted on the experimental set-up and particle size distributions (PSD) of the iron ore samples. The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

A methodology for assessment and remediation of acid mine drainage (AMD) developed at the Sullivan Mine in the West Coast Region has been applied to the closed Blackball Mine, Blackball, West Coast Region. AMD from the Blackball Mine has low pH, high acidity, and elevated levels of iron, aluminium, manganese, nickel, zinc and arsenic. The AMD flows at a variable rate (36 - 101 L/s) into adjacent Ford Creek, causing an increase in acidity and trace element concentrations in the creek. To test the effectiveness of treatment with a simple limestone-based treatment system, a column leaching experiment was conducted over a nine day period. The results show effective removal of acidity, reduction in the concentrations of iron, aluminium, manganese and zinc, and production of alkalinity. To determine if this treatment method reduces the toxicity of the AMD to aquatic invertebrates, a 96 hour ecotoxicity experiment was conducted. The results show a significant decrease in mortality in the treated AMD compared to untreated. The column experiment, in conjunction with the ecotoxicity work, suggest that a passive treatment system consisting of a limestone leaching bed and an open limestone channel may be sufficient to treat the AMD from the Blackball Mine. Further work, such as large-scale treatment trials, is recommended.

Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.

Since the introduction of water cooled test rings the operation of cupelling retort bullion has not alone been sImplified, but has also been the means of concentrating the bullion for the fining test in a much shorter time.The first water cooled test ring which I used was rectangular in shape, inside dimensions 5 ft. 3 in. x 2 ft. IQ in., and made of i in. mild steel plates, with a water space of 9i in. x 3t in. However, it was found that as soon as the filling commenced to wear and the litharge came in contact with the jacket, the plate was gradually affected on the lines of the wash, caused by the blast. After a while the inside steel plate went beyond the factor of safety, and was then substituted on the sides and the front of the test ring by a tin copper plate, which has stood now for the last five years without showing the least signs of wear or leakage.The test remains in use as long as the bottom is regarded as safe, and toward the end of the life of the test the litharge is allowed to work against the copper plate.

THE following notes, compiled in the first instance for the makers of rock-drIlls, were read by Mr. Hanton at a meeting of the Broken Hill Branch on 12th Septelnber, 1922. It was decided that all Broken Hill mines be asked to give their individual views on the subject, so that a comprehensive Broken Hill view could be published. Replies have been received from four (4), mines to date, and their'ideas fairly well coincide with those set out by Mr. Hapton. His notes were as follow:- "The Zinc Corporation Limited.NOTES ON ROCK-DRILL DEVELOPMENTSAs far as our present experience goes, the rock-drill developments on this mine will probably be something resembling the following. The programme is subject to modification or alteratian, according to circumstances. The results of further trials and improvements in present drills, and the design of new types, will, of course, affect any general scheme such as that outlined. It appears reasonably certain that the 3i-in. reciprocating drills which have done practically all the stoping up to date, will be gradually replaced by hammer drills of the internal water-feed type, and that the existing types of hammer drill on the mine will be converted into internal water-feed machines instead of being used as dry machine with outside jet.The ultimate types of machines will be four... Type 1 would be a machine equivalent to the Ingersoll Leyner: 248, Waugh Turbro, SullivaIi DX61, or Holman CH2. This would be used for driving, cross-cutting, and similar excavating work, and possiblyfor stoping also, and should be capable of efficiently working any class of ground. This paper discusses the social and economic impact of mining, and in particular goldmining, on New Zealand. The range of topics covered and their complexity has confined us in this paper to highlighting the main points of concern û a detailed report is under preparation. A major problem in undertaking this study was the lack of hard data on important environmental, economic and social issues and if there is to be effective planning in the area of natural resource use this situation must be rectified. The following conclusions were drawn: Goldmining was very important in shaping New Zealand's early social and economic development, providing wealth, employment and impetus for social change.Foreign investment and technology has been an essential element in New ZealandÆs economic development.Mining is a small industry at present by this must not be allowed to obscure its potential to broaden New Zealand's economic base and provide foreign exchange.With modern methods, development of mineral resources and environmental protection are not incompatible but certain unique and irreplaceable areas must be preserved.There are problems in evaluating mining and other projects because different groups hold different values, and arguments often hinge on the valuation of costs and benefits rather than the technical aspects of the analysis.Mineral exploration is a high risk business and the potential returns must be sufficient to attract capital if New Zealand's mineral resources are to be developed.A resurgence of goldmining will clearly have obvious benefits for Waihi but the local community must plan carefully for their future. New Zealand will also gain valuable foreign exchange required for higher levels of economic activity.

Lacustrine sediments, hydrothermal explosion breccias and spring precipitates deposited 5200 - 1800 years BP as a result of geothermal activity at Lake Rotokaua, contain New Zealand's largest known sulphur reserves. Current drill indicated reserves are 2 600 000 tonnes of elemental sulphur, assuming a ten per cent (dry basis) cut-off, contained in some 17 000 000 tonnes of ore with an average grade of 214.0 per cent (dry basis) sulphur. Additional inferred ore containing 500 000 - 900 000 tonnes of sulphur has yet to be prospected by drilling. Geological factors will be important in exploitation of the deposit, particularly the extent and disposition of the orebody, sulphur grades and distribution, physical characteristics of the ore, permeability and stability of the overburden and the nature and extent of geothermal activity in the area. Trials to date indicate that Frasch mining and possibly opencutting are unlikely to be successful mining methods. Further mining feasibility studies will be required to ascertain the most likely mining system for the deposit.

The grade control process undertaken at mines aims to maximise the value of the ore (valuable product) mined and fed downstream for processing or sale. The full range of grade control activities includes: reserve estimating, drilling/sampling, assaying, modelling, ore block design, blasting, ore mark out, excavating, stockpiling, processing and reconciling. Over the last 25 years, the grade control process has undergone significant improvements and this is in part due to the developments in grade control blasting. This paper discusses the development and classification of grade control blasting applications in surface mining. A review by the author in 1988 (Little and van Rooyen, 1988) is used as a benchmark for discussing the very significant progress that has been made.Two major technology initiatives have enabled this development. The first was the development of a method for the measurement and analysis of total displacement during the blasting process. Currently, the Blast Movement Monitor (BMM®) is a practical tool that has been used around the world to improve the industry’s understanding of three-dimensional blast movement dynamics. The second technological enabler was the development of electronic detonator systems. The unique aspects of electronic detonating systems are their higher accuracy and that all detonators are activated at time zero (initiation). From a grade control blasting perspective these features and other improvements allow experimentation and, ultimately, more complex, multiobjective blasts to be designed and implemented.This paper reports on a classification and review study undertaken by the author. In all, five selective blasting methods and nine bulk blasting methods are classified and reviewed. Five important observations are made: there is value in classifying the range of grade control blasting strategies, and the blasting objective framework presented is helpful in this regard the range of strategies available to designers is increasing as enabling technology develops, so too do the ambitions of blast designers and the expectations of downstream customersgrade control blasting and Mine to Mill concepts are merging, and this paper caters for this trend using multiple blasting objectiveshaving a technical primary blasting objectives framework, combined with the classification system presented here, should assist practitioners and stakeholders with lateral thinking in regards to future technological innovations, grade control blasting and Mine to Mill initiatives.CITATION:Little, T N, 2015. The conclusions reached by den Tex after a study of the fabric of some rocks from Broken Hill have been used to support the epigenetic hypothesis for the origin of the ore, first by Edwards (1959, p. 70) and then by Stillwell (1962, p. 131) in his criticism of Segnit's (1961) views. Den Tex claimed that the petrofabric study provided "independent evidence that the ore, at least in its present form, post-dates all events of a diastrophic nature in the area concerned".Repetition of this claim by Edwards and by Stillwell and the lack of any criticism of den Tex's work for more than three years implies its general acceptance by geologists in Australia. Therefore it appears necessary to examine parts of den Tex's paper in detail to show that his, conclusions are unwarranted. The major weaknesses in his study are that1. the petrofabric study was inadequate to warrant any major conclusions, and2. the petrofabric data allow alternative conclusions.Den Tex made a single visit to the field, collected six carefully selected specimens and presented quartz and· biotitepetrofabric diagrams for two specimens, quartz-diagrams alone for three more and included three diagrams of the orientation of c-axes and fractures in one specimen. It is not reasonable to come to firm conclusions about the origin of such a complex area as Broken Hill on such inadequate data, despite den Tex's claim (p. 87, lines 22 and 23) that "a thorough investigation of the quartz-fabric of the wall rock was undertaken".Den Tex's interpretation of each diagram is open to criticism, and alternative (and to my mind, preferable) interpretations may be made. At Great Boulder Gold Mines Ltd. a number of attempts were made to remove water soluble copper and iron salts from calcined pyritic concentrates but variou~ problems arose and the methods were abandoned.A method of rapid washing has been developed and although some problems still exist a workable process was established which resulted in substantial savings of reagents used for the cyanidation of calcine.INTRODUCTIONIn the Great Boulder flowsheet crude ore is ground in cyanide solution, then thickened, agitated and subjected to two stage filtering. Secondary filter discharge is pulped with flotation circuit water, gassed with sulphur dioxide to precipitate soluble gold and activate pyrite, and after the addition of copper sulphate and xanthate, the pyrite and tellurides are recovered by flotation. Flotation tailings are thickened and pumped to the disposal area and concentrates are calcined in Edwards roasters. Calcine is washed to remove water soluble copper and iron salts and the washings pumped to the flotation section where the copper is used as an activator. The washed calcine is cyanided and returned to the crude ore circuit via the thickeners. Solution for precipitation in the Merrill Crowe is drawn from the crude ore thickeners.Prior to the introduction of calcine washing the calcine contained 7 lb/ton copper of which approximately 60 per cent was water soluble. The Heavy Media Separation plant operated at Lidsdale siding, eight miles from Lithgow, by the N.S.W. Mining Co. is a product of the Western Machinery Company, of D.S.A.This mill, designed to use finely ground magnetite as the heavy medium, was prefabricated in America and shipped to Australia for erection.First operated early in December, 1951 it has worked on a two-shift basis since. Designed for an input rate of 330 tons per hour, this mill is capable of washing 4 in. x /u in. coal down to its inherent ash by removing all heavy material, including high-ash coal.The principle is quite simple. A stream of raw coal is fed into the separatory vessel which contains a liquid medium, the density of which is adjusted to produce the desired split between coal and refuse. In this bath the lightest coal floats, and all material heavier than the specific gravity of the medium sinks, and is removed separately. Such a system is,. ideally suited to Western coal, as there is no definite splitting point between coal and refuse. Inherent ash of the coal fed to the plant ranges from 8 to 25%, the corresponding density range being from 1.28 up to 1.8.Generally speaking, the higher the density the higher the ash content of the coal.The density in the separatory vessel (hereafter called the cone) can be quickly and easily adjusted throughout the above range to any desired value. The ready solubility of gold in dilute aqueous solutions of the cyanides of the alkalies or alkaline earths provides a convenient method for the separation of the precious metal -from the large surplus of associated materia1. The finely ground ore is pulped with a weak solution of cyanide, agitated to dissolve the gold, filtered and washed. The lowgrade filtrate is then clarified and the gold precipitated by some electronegative agent, the most usual being finely divided zinc or zinc dust. The slight precipitate is collectedon some form of filter coated with a filter aid, the filter cake being then known as "gold slime".A typical analysis of this slime is given in Table 1.

The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013.
