The dissolution of the naturally occurring mineral zircon (ZrSiO4) is examined after ball milling it with magnesium oxide for up to 100 hours in a laboratory mill. There was little effect on the solubility for the initial two hours where size reduction of the zircon was considered to be the dominant effect. Beyond two hours the dissolution increased as a function of the square root of milling time. X-ray diffraction of the powders did not reveal the identity of the soluble phase. However, a nanocrystalline phase was present after milling and this is thought to be the soluble phase.

I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

Cretaceous to Cenozoic sedimentary basins in Western Southland include a wide range of non-marine and marine sediments, in a structurally complex setting dominated by major fault systems. A reassessment of their mineral potential confirms large quantities of nonmetallic minerals (limestone, aggregate, marl), and smaller reserves of bituminous coal, lignite, clays, and oil shale. Hydrocarbon potential is largely untested. Metallic minerals are present in trace amounts, apart from platinum group minerals and some detrital gold. In the offshore area, seismic data suggest the hydrocarbon potential is significant. The Orepuki area has the most interest onshore.

Tailings management trade-off studies are done for all mining projects. There is wide variability in these studies as their approach, details and outcomes are determined by the experience and focus of the project team. While some of these approaches may consider the whole life cycle of the project others may focus only on capital and operating costs and direct environmental impacts. A complete life cycle approach is not standard practice. This paper describes an approach to implementation of formalised life cycle assessment (LCA) following ISO 14044 to tailings management trade-off studies. The paper describes the implementation of the methodological framework for the LCA, ie goal and scope definition, life cycle inventory analysis, life cycle impact assessment and life cycle interpretation. This standardised approach to implementing tailings management trade-off studies following the LCA approach will contribute to the state-of-the-practice in sustainable mine development.

Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

Extraction and Characterisation of Extracellular Polymeric Substances from the Mineral Surface During Bioleaching of Chalcopyrite Concentrate A mixed culture of moderately thermophilic microorganisms was used to bioleach chalcopyrite concentrate in a stirred tank reactor. The results show that up to 84.7 per cent of copper extraction could be achieved in 24 days at a pulp density of 6 per cent. The leaching rate of chalcopyrite concentrate tended to increase with an increase of dissolved total iron concentration. Furthermore, the extracellular polymeric substance (EPS) on the surface of the chalcopyrite concentrate was extracted and analysed. EPS was extracted at the first, third, eighth, 16th and 24th day during bioleaching, which mainly consisted of proteins, lipids, sugars and ferric irons. After the eighth day the total amount of EPS remained relatively constant. However, the amount of ferric iron in the EPS decreased in a large scale. The ore residue analysis indicates that the decrease of ferric iron was mainly due to the formation of jarosite on the mineral surface.

The Mining Innovation – State of Play was initiated three years ago by VCI in partnership with the University of Western Australia. The ambition was to create a ‘think tank’ type platform to support industry discussion on how it is performing in terms of innovation at a strategic level, what needs to change in the industry ‘ecosystem’, and how businesses may more effectively develop their strategy and architecture to innovate for competitive advantage.The drivers for this ambition were straightforward. The industry recognises itself as being conservative with respect to innovation and it knows the business and community endowment dividend from getting better at innovation is large; however, much of the material that seeks to provide insight on innovation tends to be drawn from industries that do not have the same high capital, long life cycle and market uncertainty characteristics as that faced by mining. Material that does focus on mining innovation is orientated towards technical innovation, not innovation strategy. There exists a significant knowledge gap, and filling it is valuable to both mining businesses and communities.The 2014 Mining Innovation State of Play report (Stanway, Griebel and Mahoney, 2014), based on a survey of over 230 mining executives, uncovered a range of insights but left several questions unresolved. The people with the best perspective on these questions are CEOs. They can see the business issues with sufficient clarity and have the influence to shape both the industry and its organisations, as seen in Figure 1. Discussing these questions with the view to progressing our collective understanding was the primary reason this interview series was conducted.Unsurprisingly, interviewing 15 CEOs and Chairpersons from different industries and commodities, across the globe resulted in a broad range of views. The discussions were frank and often blunt in assessing the short comings in the industry and suggestions for improvement. This degree of candour is hugely valuable as a basis for improvement. The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

More and more mining companies are becoming aware of the potential benefits of sensor-based ore sorting and process optimisation. This is reflected by a growing number of analysers that are available for drill hole logging, conveyor belt scanning, ore sorting, slurry analysis, etc. These tools all rely on a specific sensor technology that can be used to detect a material property such as colour, density, mineralogy, or chemical elements. However, all sensors have restrictions on the minerals and/or elements that can be detected or inferred. This is caused by the physical mechanisms behind the technology and depends on mineral concentration and compositional heterogeneity of the ore. Since nearly every ore deposit is unique in composition and characterised by different geological features that drive heterogeneity, no one-size-fits-all sensor solution is available. This makes it difficult for mining professionals to find suitable sensing technologies that can help them solve problems and improve processes for their specific ore types.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

The paper focuses on explosibility conditions in underground coal mines, the behaviour of explosions from initiating gas ignitions to violent dust explosions and the effectiveness and limits of operation of current designs of passive explosion barriers in suppressing the flame front. Areas of particular emphasis include: passive explosion barriers are not designed to protect personnel in the flame initiation zone and its immediate surroundings; passive dust and water barriers are generally considered ineffective against methane ignitions of the magnitude that can occur at the working face; dispersal of suppressant from passive barriers is adversely influenced by equipment, including conveyor belts, located in the barrier zone; current regulations in Australia do not specify the installation of barriers in all roadways leading to the face, so their use has a limited capacity to contain explosions; a manifest design limitation is that passive barriers are restricted to one operation and are therefore ineffective against repetitive fire gases explosions; and the practice of stone dusting in roadways inbye the barrier zone could conceivably adversely affect the operation of passive barriers. The paper discusses performance evaluations made in full scaleexplosion galleries and the use of alternatives to passive barriers,including the installation of active barriers under some circumstances.
