Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. The Waimumu area, 12 km southwest of Gore, is underlain by the Gore Lignite Measures, an early Tertiary fluvial sequence approximately 500 m thick resting on Triassic-Jurassic argillitic basement. The Waimumu Quartz Gravels (Pliocene) have been deposited locally and are in part due to the localised reworking of the Gore Lignite Measures. Structurally the area is dominated by the Dunsdale Fault System, a steeply dipping series of NE trending reverse faults (Isaac and Lindqvist, 1990). The Belle-Brook, Hedgehope and Parker Road sites sampled are adjacent to the downthrown (east) side of the Hedgehope Fault.The authigenic gold-sulphide association at Belle-Brook was discovered in 1987 (Falconer, 1987: Clough and Craw, 1989). Despite a very limited amount of alluvial mining a significant quantity of authigenic marcasite has developed. Authigenic sulphide trace element analysis has shown anomalous amounts of As, Ni, Cr and to a lesser extent Zn, Pb and eu (Table 1). It has been established that the nickel occurs as a colloform banded Ni sulphide, possibly bravoite, within the marcasite (Figures 1 & 2). Arsenic and nickel (re)mobilisation are well documented in the literature. Generally As and heavy metals are mobilised in the groundwater as a result of the oxidation of sulphides (ie as a result of mining). At Belle-Brook it is reasonable to assume the authigenic sulphide trace element composition reflects either localised groundwater contamination or hydrothermal mineralisation. Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Working in thick coal seams presents many problems, included in these is obtaining the maximum recovery of coal under safe working conditions. In order to obtain maximum extraction it is important to understand the behaviour of pillars left for support purposes. However it is not always the practice to maintain pillar stability it is often required to design for pillar failure. The greatest hazard of pillar mining is uncontrolled pillar collapse. Many major and relatively minor collapses of pillar workings have been recorded in the history of mining. Notable among the collapses was that at Coalbrook Colliery in South Africa in 1960 (Bryan et al 1964). This led to recommendations on the design of bard and pillar workings in South Africa. (Salamon 1967) These design recommendations were based on the statistical analysis of stable and unstable pillar workings and introduced the concept of probability of pillar failure and safety factor. On the basis of this study a safety factor of 1.6 was prescribed for production panels in South Africa. A general review of pillar design procedures, reveals that a new phase of reinterpretation and modification is in progress. This takes into account for instance the effect method of working, whether by conventional drilling and blasting or continuous miner, has on coal pillar strength, and the necessity to review the methods for increasing depth of working. Also, as more is being understood about overall rock mass properties and advanced computer modelling techniques become more readily available, the mine planning engineer is faced with numerous approaches to pillar design.

In November 1999 Waihi Gold Mining Company commissioned its new crushing and conveying plant used to transport both ore and waste from the Martha Mine to its ore processing plant and also its tailings dam construction area. To date, a record monthly throughput of 854 000 tonnes throughput has been achieved. This paper outlines the measures taken subsequent to the commissioning of the system to achieve greater than design throughput and to mitigate the environmental and safety issues associated with operating the system in the middle of a town.

W. Johnson (Consultant, Adelaide) : Is there any mineralogical evidence of temperature of formation of the amphiboles and other minerals present in the crocidolite veins and country rocks7.N. A. Trueman: I am not aware of any definite evidence of the temperature of formation of these minerals, but am of the opinion that high temperatures would not be present during crystallization.No evidence from the qUl'trtz, magnetite and hematite of formation temperatures is indicated and, as the carbonate is later than the other minerals it does not supply any data either.According to Miyashiro and other workers who have studied the composition and stability of the glaucophaneriebeckite series, minerals of riebeckite composition are stable over a wide range of P, T conditions. Recent work by W. G. Ernst, of the University of California, indicate that, in the presence of an Fe203/Fe304 buffer, riebeckite and crocidolite are more likely to form at low temperatures. The occurrence of riebeckite-crocidolite as authigenic minerals has been reported from several localities.Dr. MacLeod (Geol. Surv. of W. A.): Recent regional mapping by the Geological Survey of Western Australia has revealed a total thickness of at least 30,000 ft for the Proterozoic sediments in the Hamersley Basin. In this succession the asbestos-bearing beds of the Brockman Iron Formation at Wittenoom are overlain by some 20,000 ft of younger sediments and volcanics. Most mines in the Bundamba, North Ipswich, and Rosewood districts of the West Moreton coalfield of south eastern Queensland have installed washing plants during the last five years. Many problems were encountered in their installation, including the small size of washing plant required in many cases, the economical minimum ash content under present and future market requirements, production from a one-product washbox of large and small coal of quality to satisfy both markets, measures to avoid adding unnecessary moisture to the washed slack coals, and excessive middlings in some coals or soft clay in others.INTRODUCTIONIt was fortunate for Brisbane, which was to become the capital of a new State, Queensland, in 1859, and grow into a city of over half a million people by the time of its centenary, that coal was found in abundance almost on its doorstep near Ipswich, the first mine being opened at Redbank in 1843. This was followed by the opening of many more mines in that district and, some 40 years later, in the nearby Rosewood district where high-volatile gas coal was produced (Fig. 1). These discoveries ensured a supply of reasonably priced coal (currently about 85/- per ton delivered) in Brisbane, but the quality is inferior to that of other coals mined in Queensland beyond economic range of Brisbane.Various factors led to an increase in the average ash content of the West Moreton coals during and after the war. Between 1940 and 1952 the gasworks coals rose in average ash from 13 8 per cent to 23·9 per cent and the powerhouse coals from 17·1 per cent to 27·1 per cent. This drift was arrested by the installation of 28 screening and picking plants from 1952 onward, but it became obvious that mechanical cleaning of the coals was essential due to the competitive market for coal and the worsening quality of reserves.

As the prices of metals slide, financial control of mineral processing operations becomes more and more important. Control of a mineral processing operation implies measurement of grades, recoveries and losses, with every effort being made to recover more product from the same feed. Shareholders become more concerned with the transparency of the operations and the corporate governance.There is only one way to achieve this and this is by sampling and making good use of the results of that sampling. Sampling systems that provide only 'rough' figures are not good enough. Similarly, a competitive position in the marketplace demands close control of product quality. Maximisation of product output demands that the product just meet the specification so that product yield is maximised. Decisions based on precise sampling results carry less risk that those based on imprecise results.This paper reports some recent advances in sampling theory that permit full quantification of sampling distributions, not just the sampling variance as has been possible in the past. These advances can be used together with simulation methods to tie down sampling precisions and develop calculations that quantify decision making risk when using the sampling results. Assmang Khumani Iron Ore Mine is exploiting the iron ore deposits that can be found in the Bruce-King-Mokaning farm areas in the Northern Cape, South Africa. The Bruce, King and Mokaning (Khumani) deposits are approximately 10 km south of the town Kathu, adjacent to the Sishen Mine. Assmang Limited is jointly owned and controlled by African Rainbow Minerals Limited and Assore Limited.Measurement, calculation and trending of plant throughput and chemical ore properties are critical in maintaining a successful beneficiation operation due to these values forming the basis of decision-making and thus promotion of efficient ore extraction. The Khumani management and engineering information system (MEIS) supplies information on key process parameters to an operational team and is required to do so within an optimal time frame, for maximum impact.Diverse data is put into the MEIS from multiple specialist systems, with interfaces that require manual intervention. Manual intervention is resource and time intensive to the point which limits the effect on the process and decreases the potential for value addition.Automation of interfaces decreases resource and time requirements, standardising plant wide data sources and providing the opportunity to provide specialist system data to decision-makers in a timely fashion, resulting in maximum impact on the process output.Engineering and metallurgical management systems were interfaced at Khumani Iron Mine by means of an automated table which facilitates the transfer of production data validated within the engineering system as input to the metal accounting system. In an underground mine operated with panel caving and subjected to high stresses, geotechnical events such as collapses or rock bursts are fairly recurrent. Both situations can involve risks for people, considerable production losses and increasing operational costs.This paper discusses an operational methodology for the recovery of the undercutting front carried out at El Teniente mine, which uses panel cave mining with post-undercutting, after the occurrence of severe damage due to a seismic cluster. The main objective of the recovery of the undercutting front is to prevent the spread of the collapse to the production level, risking the operational continuity. The methodology is the result of repairs that were carried out in the year 2014 at the North Reserves sector from El Teniente mine. Its characteristics are an undercutting front of almost 1000 m long, with the presence of relevant structures and faults, high stresses and high seismic activity.The practical implementation of the proposed methodology was successful since it prevented the spread of the damage, completely recovered the undercutting front and avoided production losses during the execution of the repairs. Also, considering the origin of the damage and the operations associated to the subsequent recovery of the undercutting front, in this paper we discuss the main control variables to be measured. As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

In this paper a laboratory investigation into the effect of confining stress, water content and gas desorption on coal permeability is presented. Of major significance is the effect of coal permeability on outburst occurrence and methane production, which is influenced by changes in stress. Test results indicated that the shrinkage of the coal matrix associated with desorption is greater than the coal matrix compressibility which will cause a reduction in the effective stress, hence increasing coal permeability.

The expansion of hydrometallurgical operations, declining ore grades and upwardly spiralling production increases the demand for fresh and recycled water with low levels of contaminants. The minerals industry is also increasingly being forced both by regulatory and cost pressures to reduce the amount of liquid waste they produce. This requires a strong focus on waste reduction by recycling, regeneration and reuse. However, these measures are often not enough in arid countries for a forward progress and expansion of their mining activities.   It is often the case that in the arid and semi-arid countries the only available water is either sea water or underground (brackish to hypersaline) saline waters. Brackish waters can be desalted at a reasonable cost but the desalination of highly saline waters is challenging and expensive.   There are emerging reports that sea water and in some cases hypersaline underground waters are now used by various mining industries as process water. This study explores the possibility of the use of sea water in various mineral processing and hydrometallurgical processes and briefly discusses the benefits and problems related to the use of saline waters at the mine and mill site. Several cases studies and preliminary laboratory test results are presented.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. Evans, and it was due to his work and suggestions that the question has grown from a mere hypothesis to a commercial undertaking, in so far as these works are concerned. A great deal of the early work was carried out in the form of small laboratory expe!iments, those giving the best results being ear-marked for subsequent trial on a larger scale. The recent boom in the mining industry has lead to some unique challenges in successfully operating processing plants. With high turn-over rates of both operators and technical staff, and many experienced personnel leaving regional sites for city based jobs there is often an onsite knowledge vacuum and this in turn puts pressure on both site training departments and senior metallurgists to provide the relevant skills to the continuous stream of new staff. Frequently both operators and new metallurgists are instructed on a æhow-toÆ basis rather than giving them the understanding as to why tasks are performed and decisions are made. This paper has been written with the plant operator and metallurgist in mind and aims to provide suitable material to be incorporated into a site training manual. Topics have been broadly divided into the following categories: factors that operational staff can control; including pulp density, air addition rate, froth depth, particle size and reagent type and use; factors that operational staff cannot control; providing general information on bubble size, froth stability, pulp chemistry and the mechanical effects of the rotor/stator system; and process improvements. Each topic is discussed with a view to clarifying the key process variables that need to be understood and optimised in an industrial operating plant.

A quantitative chemical model of the rocks of the Broken Hill lode environment is presented to illustrate a stratiform orebody in a meaningful form to scientists interested in environmental control on the chemicalcomposition of sediments.Even though this study was restricted by the narrow range of rock analyses available it is obvious that significant chemical differences exist between the various rock units and also that some association of metallic sulphides with Ca, Mn, Fe, and P is indicated.Correlation of this evidence with that from other mining fields may point out more definite chemical relationships and elucidate the puzzle of the mode of formation of many stratiform orebodies.

The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies.
