The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. Holla has given a good background to the various methods of subsidence control in the coalfields around Sydney.The present writer notes that in many cases, especially with wide longwall panels, there is not the flexibility to alter the mine layout as there is to some degree with the various pillar extraction methods. For this reason it may not be possible to plan the workings to minimise subsidence and some damage to structures may occur. The cost of repair or the cost of subsidence provisions to minimise damage may be small in relation to the tonnages of coal which would otherwise have to be sterilised. One method of subsidence control which has been in use in the Newcastle area since 1970 is the panel and pillar layout (partial extraction layouts with stable pillars). An extracted panel width of 0.6 times the depth of cover resulted in a maximum subsidence of 115 mm for an extracted seam thickness of 2.2 m.As Holla points out, the extracted panel widths in relation to th depth of cover depend on the particular geological setting. His Fig. 3 shows that the subsidence over a panel width of 0.3 times the cover depth in the Southern Coalfield is the same as over a panel width of 0.55 to 0.6 times the cover depth in the Northern Coalfield.Selective pillar extraction and longwall mining can both be used in the panel and pillar layout. Holla's Figs 2 and 3 are used to estimate the maximum subsidence over an extracted panel of known geometry. Maximum subsidence is related to seam thickness. What provision is made for a reduction in subsidence due to the coal which remains behind in a pillar extraction panel if the pillar recovery is poor? The writer suggests that an effective seam height could be used, based on the actual mining height reduced by a factor to account for the percentage recovery of coal from an extracted panel.

The Waihi Region is host to many low sulphidation epithermal Au-Ag deposits. The Golden Cross mine located at the head of the Waitekauri River, eight kilometres NW of Waihi, was a gold mining operation that placed significant emphasis on environmental management. An assessment of the influence of this mining project on stream sediment geochemistry (Fe, Mn, As, Cu, Pb, Zn, Cr, Cd, Ni, Ag and Se) in the Waitekauri Catchment has been made. Effective waste management during the mine operation appears to have prevented contamination of stream sediment. Trace metal concentrations in the Waitekauri Catchment sediment have generally decreased since 1987, and are currently mainly below the ANZECC (2000) sediment quality guidelines. However, elevated As levels were recorded in the Upper Waitekauri River and Battery Stream, exceeding guideline values. Elevated levels of Cu, Pb, Zn and Cd were found in the Huanui Stream, a tributary of the lower Waitekauri River. This reflects the influence of past mining operations in the valley, as well as natural weathering of hydrothermally altered Coromandel Group andesite. At a number of sites, Mn concentrations also exceeded sediment quality guidelines, and this may be derived from the remediated Golden Cross mine site.

The usefulness of laboratory studies - petrology and mineragraphy in the search for, and investigation of, mineral deposits should not be exaggerated, but it should not be overlooked, because such studies will always contribute to an understanding of the geology of the deposits, and can on occasions provide invaluable information not otherwise available. A few examples furnished by the investigations of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organisation will show this.Petrology.In the early stages of the investigation of the King Island scheelite deposit, during the war, when the nature of, the deposit was not understood, a series of samples embodying the exposed rock types was submitted to the Mineragrap;hic Section for petrologicalexamination by the Mineral Resources Survey. It was at once apparent to the petrologist that the King Island scheelite ore was a contact metamorphic deposit, in which a series of argillaceous shales, calcareous shales, impure limestones and limestones had beenintensely metamorphosed. The shales had been converted to finegrained biotite and actinolite hornfels, according to their lime content, and the impure limestones to fine-grained diopside hornfels, garnetdiopside hornfels and garnet hornfels (calc-flint), the garnet being the lime variety grossularite. The limestones, however, after being first converted to marbles, had suffered intense pyrometasomatism, involving substitution of immense quantities ,of silica and' iron for lime and carbonate, and had been converted largely to a coarsegrained garnet rock, in which the garnet was the lime-iron variety, andradite. The silica and iron were derived from the mineralising solutions of the adja,cent ,granite. intrusion, responsible for the contact metamorphism, and were accompanied by tungsten and some molybdenum. The tungsten in the presence of so much mobile lime, was precipitated as schecelite, much of it finegrained and enclosed in or intergrown, with the andradite garnet or the quartz interstitial to the garnet.It was apparent that the King Island scheelite deposit, was a perfect example of selective pyrometallomatic replacement in a bedded contact metamorphic deposit. The bedded nature of the original rocks was preserved, and the scheelite was practically limited to the original limestone beds, 'Which had been so much more susceptible to replacement after recrystallization, than the other sediments. The further geological study of the deposit then resolved itself into the task of mapping the folding and faulting of the deposit, with bore cores to provide the stratigraphic sequence, and establish the number of scheelite-bearing beds.A second example is provided by a petrological investigation of the mineral composition and genesis of the talc deposits of the Gumeracha district of South Austral.ia, which was undertaken at the request of the South Australian ,Mines Department, in conjunctionwith mapping of these deposits. A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Industries in the Kwinana area have embarked on a journey of improving the eco-efficiency of Western AustraliaÆs primary heavy industry area. The Kwinana Industrial Area has some unique characteristics that provide both opportunities and barriers. The Kwinana Industries Council and the Chamber of Commerce and Industry are working with the industries to identify a range of projects that can deliver improvements for both environmental and economic æbottom linesÆ, and to progress these projects using internal and external resources. The evolution of the process, its relationship to the ethos of operating companies, and the availability of resources to pursue projects, is an interesting study with lessons for others interested in taking the same course.

OneSteel and BlueScope Steel have been working with the CSIRO to develop sustainable carbon fuels and reductants which are suitable for use in the iron and steel industry. One of the initial focuses of this work has been a process called steel recarburisation which is the addition of carbon to liquid steel to produce particular steel grades. This paper reports on the preliminary work and the recent full scale recarburisation plant trials conducted at the OneSteel Sydney Steel Mill.   Preliminary experimental work involved kilogram scale recarburisation of liquid steel with a range of commercial and prepared charcoal products. This work showed that charcoal dissolves into liquid steel very quickly and that carbon recovery to steel was inversely related to the charcoal volatile content. Initial larger scale work focused on the collection of wood, and preparation of low volatile charcoal which is required for steel recarburisation. Approximately three tonnes of charcoal was prepared at the Corrimal coke ovens of the Illawarra Coke Company. This charcoal was dried, crushed, sized and packaged in a form suitable for addition to 80 tonne liquid steel ladles.   The recarburisation trial was conducted over 30 ladle heats during June 2009. The charcoal was manually added to the liquid steel in 5 kg bags using normal plant practice. Conventional commercial recarburiser was also added to the liquid steel in alternate ladle heats. The performance of the charcoal was compared with the conventional recarburiser based on the carbon recovery to steel, hydrogen pick-up by steel and the rate of carbon dissolution into steel.   An analysis of the trial results showed that the charcoal performed at least as well as commercial recarburiser in carbon recovery and rate of dissolution but may have resulted in a slightly higher hydrogen content of steel. This is probably due to the higher moisture content of charcoal. The main challenges in the future include: increasing the charcoal density to improve transport and handling economics, securing a sustainable supply of biomass for the steel industry and developing a charcoal production industry so materials of suitable quality for both production and trials on other applications can be conducted.

In the north of the Netherlands, in the environment of Harlingen, an industrial waste incinerator was installed in 2011. The population in the region is concerned about adverse health effects related to possible emission of dioxins. This study compares the relative merit and reliability of four sampling approaches aimed at quantifying the possible pollution patterns surrounding the incinerator: short-term versus long-term isokinetic flue gas sampling, spatial sampling of grasses and a novel approach developed by the Toxicowatch Foundation, based on local composite sampling of ten eggs from backyard chickens (local area pollution load averaging by accumulating bio-entities). Based on the latter approach results of a new analytical bioassay, DR CALUX®, from 15 locations near Harlingen harbour show distinct above-threshold dioxin levels in the environs of the incinerator. Currently only short-term flue gas sampling is mandated by the authorities; based hereupon, under normal operating conditions, the incinerator appears to be compliant with emission standards. This short-term sampling scheme is seriously flawed, however, in that it only demands one continuous 12-hour sampling period per annum – an extreme grab sampling transgression in the time domain. In starkest possible contrast, significantly elevated dioxins emissions were measured in flue gas during events of unstable combustion conditions by continuous long-term measurements. The dioxin congener patterns from long-term flue gas sampling show similar patterns as the congeners found in backyard chicken eggs and grass, evidence that elevated dioxins in eggs is due to emissions from the incinerator. These results make it mandatory to perform long-term, continuous measurements for all sources where similar high-temperature combustion/emission processes take place. Backyard chicken eggs are a prevalent regional bio-accumulating sample type in rural and agricultural regions, which is relevant to air pollution emission monitoring. There are interesting relationships between this type of sampling bio-sensors and the special bioassay DR CALUX® features, which, although quite outside traditional contexts, never-the-less all can be well understood in the context of the Theory of Sampling. We venture to unravel the complex interactions between correct and incorrect sampling errors and the extraordinary complicated analytical issues involved in monitoring and source tracking using accumulating bio-sensors. Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

With the increased focus on the need for more uranium mines, this paper presents the design process currently underway for the development of the Millennium deposit in northern Saskatchewan, Canada. This deposit, located 630 - 750 m below surface, will be accessed by two shafts and will be mined by blasthole stoping methods at less than 500 t/d. Mining grade will approximate two per cent U3O8 and mine life is expected to be six to seven years. The project is a joint venture between Cameco, AREVA and JCU. This paper discusses in detail methods used to predict worker radiation exposures, the methods used to monitor the work environment and procedures unique to the uranium industry necessary to minimise worker radiation exposures.

In blasting large tonnages of ore or material, the economy of the operation 'depends mainly on the mine manager's judgment in placing the holes to the best possible advantage and in determining the most effective size of hole to suit the conditions and requirements.The placing of holes is often looked upon as a problem involving so many uncertain factors that the application of simple mathematics is impossible. The uncertain factors arise when dealing with strata of different character, in hardness toughness and resistance to shearing.A study of the practice at many mines where all types of strata from hard ore to relatively soft overburden, and even coal, is being mined, suggests that the problem is not as complex as generally believed. There is, without doubt, some uniformity in the amount of burden given to holes of equivalent dimensions, regardless of the material being mined. The reason is simple. With too great a burden hard rock will not break out and soft rock will "bull". The nature of the strata is taken care of by the strength, quantity and distribution of the explosive charge and, to some extent, the spacing of the holes.It is because burdens are uniform in all classes of strata met with in mining, that a formula can be used to design blast hole layouts.The formula introduced in this paper is empirical as it is based on prevailing practice. It has been tested and proved remarkably accurate against every example available to the writer. Many thousands of blast holes, at many different mines, are represented by the examples given in the attached tables; to give further examples would only mean, unnecessary repetition. A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

Field studies of the radiations backscattered by iron ores from a 60Co source of primary gamma radiation located in a borehole logging probe have confirmed thatthe P" factor, a ratio of high energy gamma ray intensities to low energy intensities in selected energy windows of the backscattered gamma-ray spectrum, is a valuable measure of grade for sedimentary iron ores of the Pilbararegion of Western Australia.Laboratory studies of model boreholes have shown that variations in borehole diameter and variations in bulk density of the formations have a significant influence on the measurement of P" ratios. If these influences 'are taken into account the mean ore grade in a new blast hole, for instance, can be predicted with a probe of suitable configuration to within 0·8 per cent Fe at the 95 per cent confidence level, while the grade of a single 120-cm split can be determined to within 2·6 per cent Fe. These results were obtained by pooling data from five blast holes covering the range of iron concentrations 20-68 per cent Fe and apply to the mean hole grades 54-68 per cent Fe.Results for two development holes were generally comparable to those obtained from individual blast holes95 per cent confidence limits of ±0·9 per cent Fe for mean ore grade and ± 4·1 per cent Fe for single splits. A greater number of data points is needed before these confidence limits can be further improved.The technique utilized to obtain these results was derived from a "multiband" approach to collection of backscattered spectral intensity data, an approach which permitted selection at the data processing stage of the most statistically significant P" ratios for the type of mineralization encountered in the field. The multiband technique also permitted selection of the most significant of another set of windows in the backscattered gammarayspectrum to measure a newly developed "S-factor", a ratio sensitive to borehole diameter. Another window provided information on bulk density. All these measurements were made with a single pass of the same loggingprobe.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.
