Described in this paper are oceanographic data which should be considered by an offshore design engineer and methods for developing a design wave height from the oceanographic data. The selection of a design wave is predicated on contemplated waves which might affect the site throughout the life of the structure. Selection of a design wave height may be based on (1) arbitrarily established recurrence Frequencies of hurricanes affecting the structure (predicted wave heights are associated with the expected variations of forces resulting from these waves) and (2) a risk-type evaluation wherein all possible storms affecting the area are considered (anticipated wave heights are associated with both investment plus risk costs and expected variations of forces). It is shown how the following oceanographic predictions are integrated into design considerations: (1) a classification of storm intensity which considers all recorded storms which affected the design area, (2) the recurrence interval of storms of a given- intensity (this interval is dependent on the extent of the geographical area considered in the design problem) and (3) a forecast of all wave heights which might affect the area (geometry of a structure often necessitates consideration of waves from a multiplicity of directions). The authors believe that the described techniques can result in selecting an adequate and reasonable design wave. INTRODUCTION Since the inception of offshore operations in the Gulf of Mexico, engineers engaged in designing suuctural facilities have been plagued with the problem of selecting an adequate and reasonable design wave. In the development of any offshore structure it is mandatory that the engineer evaluate the ability of the structure to withstand the ocean waves to which it will be subjected. Selecting such design waves quite naturally necessitates a coalition of the oceanographer and the design engineer. The oceanographer must provide a detailed knowledge of scientific principles which govern the behavior of waters in the Gulf of Mexico. He should also have an adequate knowledge of the manner in which design waves are utilized by the engineer. Although the design engineer's primary responsibility is applying the oceanographer's specialized knowledge in the creation of real structures, it is important that he possess some knowledge of related oceanographic principles to reasonably evaluate and apply the recommendations of the oceanographer. In the Gulf of Mexico it is the hurricane wind waves which generally govern the design of an offshore facility. The oceanographer must therefore develop techniques for predicting the heights, periods and frequency of all hurricane waves which might affect a particular structure. From this mass of oceanographic data, the design engineer must select the design waves which will apply to his particular design. PAST STUDIES ON FREQUENCY AND AMPLITUDE OF HURRICANE WIND WAVES Past oceanographic studies on the frequency of hurricane wave heights in the Gulf of Mexico have been devoted largely to predicting the recurrence interval of hurricanes which will generate maximum significant waves of given heights. The maximum significant wave height is the average height of the highest one third of the waves in that portion of the storm producing maximum wave heights. Since these waves occur over a relatively small portion of the storm (Fig. 1) and since the paths of hurricanes vary considerably (Fig. 2), the recurrence frequency of such heights is largely a function of the extent of the geographical area considered. In establishing the frequency of maximum significant waves for the entire American Gulf coast, the major fully developed hurricanes which affected the coastline from BrOwnsville, Tex., to Key West, Fla., were considered (Fig. 2). The study of the microscopic structure of the iron of car-wheels, which it is the aim of this paper to describe, was made at the suggestion of Dr. Dudley, whose paper upon the constitution of cast-irons (page 795 of the present volume) should be read in connection with this one. Although the two wheels referred to in that paper possess nearly an identical ultimate chemical composition, they possess, as Messrs. Dudley and Pease have shown, physical properties so widely different, as to make one of them nearly worthless for the purpose for which it was cast. Considering the chemical similarity, such a marked difference in strength cannot but be very striking, and goes to show how little reliance can be placed upon chemical analysis alone, if not properly interpreted. I say " not properly interpreted," because I believe that very few analyses of iron or steel are thus fairly dealt' with. That an analysis may read so much of one thing and so much of another, tells us very little as to the properties of the metal; for these are determined to a large extent by the conditions and relations in which the elements are present. To the unaided eye the difference between the two wheels under consideration is not striking. The inferior one would be described as light gray, and the other as somewhat darker. Upon careful examination of an etched fragment, however, the difference in structure will be found to be very marked, as may be seen in Figs. 1 and 2 (produced from photographs by the Ives process). It is exceedingly difficult to produce a photograph giving a fair notion of the appearance of the metal under the microscope, so as to give to persons not familiar with microscopical study, a proper appreciation of what a microscopist would consider a decided difference in structure. I would, therefore, urge any one especially interested in this subject, not to depend upon the photographs of others, but to prepare and etch the specimens himself, and then examine them with a good microscope. As is well known, iron possesses the property of uniting with a number of elements, forming products which are either highly intimate mixtures of several substances, or else compounds of an indefinite character. I desire ho put on record a fact in relation to the effect of man ganese on pig iron which I have never seen in print, and which may, perhaps, not have been observed by anyone except myself. In 1875, while experimenting on the production of ferroman ganese in a blast furnace, I had burdened the furnace with a charge which I calculated would produce a 15-per cent. spiegel. The fur nace was very hot, having been running for a couple of days on a very light burden, and making a burnt iron, preparatory to the experiment I proposed to make to produce a high grade of spiegel. I calculated that the charge would begin to work in the fur nace in about twelve hoars after it was put on. After the -lapse of that time I commenced to watch the furnace carefully, but found little or no change in the appearance of the metal, although there was a very decided change in the cinder, showing that the man ganese ore had come in work. The iron was quite gray and very tough. The character of the cinder was good for a spiegel cinder, and 1 could not imagine where the manganese was going to, as it (lid not appear to be in either metal or cinder in anything like the quan tity indicated by the charge. The next morning things were still in the same condition. The furnace was very hot, the cinder good, and the iron very gray. I was then sorely puzzled. I had never heard of a gray iron with over 4 or 6 per cent. of manganese, and had no notion that an iron with more manganese could be gray and tough. With great difficulty a piece for chemical test was broken from a pig. Not less than a hundred blows from a heavy sledge were required to break it off, I took the specimen to the shop and directed that some borings from it should be brought to the laboratory, as soon as possible, whither I myself at once repaired to put things in readi ness for a rapid manganese determination. In about half an hour the machinist came in with the iron specimen in one hand and about a dozen blunted and broken steel drills in the other, saying that it mas impossible to drill the iron. There were several little depressions in the iron, which was malleable enough to be indented by the point of the drill, but not a chip had been cut from it. AMIDST the tumult and the shouting of the times, there are perceptible certain tendencies, quiet though serious, to take stock of the situation with a view to putting our house in order, and of these none is more encouraging than the awakening, interest in the higher education, and especially in technical education. Various committees of the professional organizations have cast much light on the matter and have pointed the way to progress and reform, but their scope is necessarily restricted by the requirements of precision and any excursion beyond these bounds must be undertaken by the unfettered individual who is free to rush in where responsible committees fear to tread. A discussion of the bearing of the higher education on character scarcely lends itself to objective treatment and yet, fraught as it is with imponderables and abstractions, the theme cannot be escaped in any com-prehensive scheme of education. The question is being pressed with growing insist-ence, why these United States, relatively to Europe, are deficient in intellectual output, and the ready reply, "Because America is a new country and Americans are too intent on developing their natural resources," is too facile and too false to carry conviction.

LIQUIDUS temperatures of molten alloys were measured in an oscillating-cup viscosimeter by observing the abrupt increase in the alloy viscosity when the apparatus was cooled below the alloy liquidus temperature. The liquidus transformation can be an elusive thermal effect in an alloy system where a small amount of material is involved in a low-enthalpy liquidus reaction, or where other unfavorable physical conditions interfere. Using the viscosity technique, liquidus temperatures were measured in binary alloys of plutonium with cerium, gallium, and iron, as well as ternary Pu-Ce-Co alloys. The previously described oscillating-cup viscosimeter1 is a torsion pendulum consisting of a right circular, cylindrical tantalum cup fitted to a rigid shaft which, in turn, is suspended by a torsion fiber in a highvacuum system. When the torsion pendulum is placed in oscillation the viscosity of the liquid contained in the cup is a function of both the decay of the oscillation caused by the viscous drag of the liquid contained in the sealed tantalum cup, and the period of the oscillation. The period is measured by a photo-electrically operated timer to the nearest thousandth of a second. Prior to each measurement, the apparatus is held at temperature between 5 and 18 hr to assure thermal equilibrium throughout the 8 to 10-cc alloy sample. When the cup, filled with a liquid metal, is oscillating. only a very thin outer layer of the fluid is in motion. This moving annulus represents the liquid's contribution to the moment of inertia of the torsion pendulum. When the viscosity increases, more liquid is placed in motion, and the slight increase in the moment of inertia causes a corresponding increase in the period of oscillation.

T'HE Columbia Section of the A. 1. M. E. took charge of the Western Mining Convention on Oct. 3, and the meeting was held under their auspices. W. L. Zeigler, chairman of the Section, called the session to order. The first paper on the program, "Lead Refining Practice at Bunker Hill Smelter," was presented in per-son by the author, A. F. Beasley, superintendent of the smelter. He pointed out the differences in the refining practice at Bunker Hill from other American refineries. The Bunker Hill plant was the first to adopt the liquation process for silver skims as developed in Australia. Details were given of operating practice with results. F. F. Colcord questioned the author in regard to the kind of metal best suited for kettles, which was said to be cast iron.

Forty years ago, when the first shipments of iron-ore were made from the Lake Superior region, the supply for the blastfurnaces active at that date was in most cases a local consideration ; the majority of the smelting-plants being close to the oremines. CHUQUICAMATA, as the Chile Copper Company's mine is known, has the largest developed deposit of copper ore in the world. Indeed, it is improbable that its equal will ever be found. The Union Miniére du Haut Katanga, operating in the Belgian Congo, may some day surpass Chuquicamata in the total amount of copper produced; or one of the companies developing the rich copper region of Northern Rhodesia may ultimately outdo it. But in each instance, the ore will come from a group of mines separated by 80 miles or more; whereas the deposit at Chuquicamata is one vast integral mass containing as a minimum probably 1,000,000,000 tons of ore, averaging better than 8.5 per cent copper, and as a maximum-well, most any reasonable figure might err on the low side. Utah Copper approaches Chuquicamata more nearly than any other in tonnage of exploitable ore; but Utah's ore is less than half as rich. The figure for the aggregate copper content of the reasonably assured ore at Chuquicamata is breath-taking at 50,000,000,000 pounds. Other distinctions has Chuquicamata: It was the first of the Porphyry Coppers to use leaching as the method of treating the ore; its plant cost for producing is lower than that of any of the others, only Braden and Utah being close rivals; and it was worked for its copper long before any of the others. According to an authentic article published in Ingeniería Internacional (May, v 1982) the Incas smelted copper ores from Chuquicamata prior to 1536. Diego de ALnagro, to whom Charles V, King of Spain, generously allotted a one-fourth portion of South America lying south of Cuzco, the Inca metropolis, made an expedition into Chile in 1534. Experiments performed in this laboratory on the flow of gas-liquid mixtures through unconsolidated sands have been described and discussed in an earlier paper.4 In these earlier experiments a definite relationship was found between the liquid saturation of a sand and its permeability to the liquid or gas phase. Furthermore, the nature of the sand, the permeabilities of the sands over a range between 17 and 260 darcies, appeared to have a negligible effect upon the saturation-permeability relation. Likewise experiments indicated that the viscosity of the liquid, or the substitution of an immiscible liquid for the gas phase, had only a very slight effect on the permeability-saturation relation. This conclusion has since been definitely confirmed by the experiments of M. C. Leverett3 on the flow of oil and water through unconsolidated sands. The sands used by Leverett were of very low permeability (between 6.8 and 1.04 darcies), while the oil-water viscosity ratio varied between 90 and 0.057. Since the sands that constitute petroleum reservoirs are largely consolidated, although of widely varying degrees of consolidation, it was desirable to extend the experiments on gas-liquid mixtures to consolidated sand. In the study of consolidated sands additional variables are involved, but for the initial experiments the only new variable to be introduced was the cementing material. Experimental Procedure A comparatively limited assortment of sandstones was available for the selection of the experimental material. Of these, the Nichols buff sandstone appeared to be most suitable. It gives no visual evidence of any bedding planes, it has a firm structure, permitting easy handling, and its permeability is about 0.5 darcy. Its only disadvantage is the fact that it contains an appreciable amount of ferric oxide which, for experiments involving water, will hydrate and reduce the permeability. This

The opening session* was held in the hall of the Franklin Institute, on Tuesday evening, June 20th, President Holley in the chair. The President introduced Mr. Franklin B. Gowen, who addressed the Institute as follows: Mr. President and Gentlemen : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of geutlenlen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. It is now three years ago that I wrote a paper on the fire which broke out in October, 1880, at the Chrysolite mine, Leadville, Col orado, of which I was at that time manager. The paper was read by title at the Harrisburg meeting in 1881, and was accompanied by plans and sections fully illustrating it. It was written to invite a general discussion of the course pursued in the management of that fire, since the various fragmentary and sometimes prejudiced or inaccurate newspaper accounts were not suitable to base judg ment on. The paper I offered, gave the facts as they appeared in the contemporaneous record which I had kept. At that time, a dif ference of opinion had arisen with an adjoining mine, as to possible damages entailed through the fire; and a law suit was talked of. In view of these circumstances, the President of the Chrysolite Company advised a temporary withdrawal of my paper. Somewhat later, I withdrew it entirely, because of the unlooked-for delay in * arranging the controversy referred to. It. has now, indeed, been amicably settled; but the lapse of time has deprived the matter of much of its immediate professional interest. To the urgent request of some of the members, that I should, at least, give a description of the fire- and gas-proof bulkheads employed, I yield with some hesitation, since I lay no claim whatsoever to orig inality in these devices, and therefore question the value of such a paper. The fire originated by accident, in the Chrysolite, a mine comprising extensive and more or less irregular workings, containing immense quantities of timbering, but partially packed with waste rock or earth. THE origin of so-called annealing or recrystalli-zation twins in face-centered-cubic metals continues to be a matter for speculation, and in the present report an attempt is made to explain their origin and to account for at least a majority of the observations concerning their behavior. The fact that annealing twins are prominent only The speelmen was deformed 8 pet in compression and then indented over the lower left-hand corner in a Rockwell in-denter, and then annealed to cause partial recrystallization. Note intense twinning in heavily deformed part and slight twinning in less deformed part. The upper right-hand corner is unrecrystalized. Area reduced approximately 25 pot for reproduction. after recrystallization suggests that deformation may be necessary for their formation. In 1926, Mathewson1 reported the observation by Phillips that annealing twins are frequently parallel to strain markings which delineate octahedral planes in the deformed (and partially recrystallized) matrix, and suggested that strain markings are mechanical twins which grow into annealing twins during recrystallization. Later work by Burke and Barrett' has shown that strain markings are traces of planes upon which slip has occurred, and that there is no evidence for the formation of mechanical twins of microscopically resolvable width in face-centered-cubic metals. Mathewson3 has pointed out, however, that slip may produce twin faults, and later modifications of this hypothesis have assumed that twin faults rather than true mechanical twins serve as the nuclei for annealing twins. Carpenter and Tamura5 suggested, also in 1926, that annealing twins might form by accidents of growth. 1. INTRODUCTION. AT the Washoe smelter,. Anaconda, Mont., the blister-copper from the converters is transferred, by means of a crane, to a refining-furnace,, in which it is brought to proper pitch by means of air and poles. From this furnace the refined copper, containing gold and silver, is poured into cast-iron molds placed on a platform-conveyor, giving an anode 36.75 in. long, 28 in. wide, and 21 in. thick. By reason of a disagreement between the smelter and the refinery, in reference to the silver-content of the anodes, it became necessary to investigate the methods of sampling used. II. SMELTER METHOD OF SAMPLING. At the smelter the sampling is done by " spotting " into water a small portion of the molten stream of copper as it flows from the furnace, by batting" the stream with a wooden paddle. The first sample is taken 30, min. after the pouring is started, three. other samples being taken at 1-hr. intervals, each sample weighing from 4 to 6 oz. The samples are dried, examined for particle's of burnt wood, screened on a 10-mesh screen of No. 8 wire to remove the fines, the oversize then screened on a 4-mesh screen of No. 20 wire to remove the coarse, the undersize of this screen being taken as the sample. Teh four portions thus obtained are thoroughly mixed and spli in half by passing over a 16-slot splitting-device, slots being 0.5 in. wide. One-half of the sample is sent to the laboratory for analysis and one-half kept as a duplicate. III. REFINERY METHOD OF SAMPLING. THE Cerro de Pasco Railway Co., owned and operated by the Corporation, is a common carrier whose chief functions are transportation of ore and concentrates from the mines at Cerro de Pasco to the smelter in Oroya, and haulage of coal from the coal mines at Goyllarisquisga to the coal washery at Fundicion. Connecting with the Peruvian Central Railway at Oroya, the C. de P. Railway maintains joint, daily freight and passenger service from Lima and the port of Callao to Cerro de Pasco, terminal of the C. de P. main line and gateway to the Huanuco Valley. Extending from Oroya to Cerro de Pasco the main line is a standard-gauge roadbed of 70-lb. rail, 132 km. long with a maximum compensated grade of 2.25 per cent and a curvature of 16°, climbing from an elevation of 12,272 ft. above sea level at Oroya, lowest station on the line, to 14,208 ft. at Cerro de Pasco. The highest point reached by the C. de P. is on the coal branch at Alcacocha where the rails are 14,385 ft. above the sea.

The solidus is usually the least satisfactorily determined portion of a phase diagram. Cooling curves, which succeed well with the liquidus, show the solidus inaccurately or not at all because of segregation which occurs during freezing. Heating curves of carefully homogenized alloys might be expected to indicate accurately the solidus, but they are seldom used. Dynamic methods involving heating or cooling are never completely satisfactory because of uncertainty as to whether equilibrium is attained. A static method in which the specimen may be allowed hours, days, or even weeks to attain equilibrium is to be preferred. In a static method a solid solution, for example, is first made thoroughly homogeneous, then heated to successively higher temperatures. After sufficient time at each temperature to assure equilibrium, some property is measured which should alter strikingly when melting begins. Microscopic examination can be used to detect the beginning of melting, but the method is tedious since the specimen must be quenched, sectioned, polished, and etched before each examination. Of all the physical properties which change on melting, electrical resistance is probably the most satisfactory to measure. The measurement may be made while the specimen is at temperature without damage to the specimen. It may be repeated indefinitely to ascertain when equilibrium has been achieved. Measurements may be made on a single specimen over the whole range of temperature. Most metals approximately double their resistance on melting. Since an accuracy of a few tenths of a percent is easy to achieve, the method is highly sensitive to the beginning of melting. In spite of these advantages, which have been perceived for a long time,l,2 a reasonable search of the literature has failed to reveal a single case in which the method has been satisfactorily applied in practice to the determination of solidus temperatures. The use of electrical resistance measurements appears to have been confined in practice to changes in the solid state. In the work described in the following pages we have applied the electrical resistance method to the solidus of the lead-tin system. We have found the method to be convenient, reproducible, and highly sensitive. We chose the lead-tin system because it leads to few technical difficulties. Furthermore, a number of determinations of solidus have been made in this system by various methods and results could be checked against them. However, all published results are not in good agreement with one another, so this work should help in determining the solidus more precisely. The Lead-tin Diagram Because of its commercial importance, there have been numerous investigations of the lead-tin diagram. The results of the most recent work on the solidus are indicated in Fig 7, as well as the results of the present work. The works of Honda and Abe3 and of Stockdale4 agree fairly well with each other and with the present work. Jeffery's5 data indicate the solidus to be about 50°C lower. Honda and Abe3 used differential thermal analysis on both heating and cooling cycles. Stockdale4 used the microscopic method and also differential heating curves. Stockdale's results were about 4" higher than those of Honda and Abe at low tin contents and lower at higher tin contents. These results also agree with those of Rosen-hain and Tucker.= Jeffery5 used electrical resistance measurements of the alloy as it was being heated or cooled. Apparently he did not attain equilibrium as his results are about 40°C lower than those of Stockdale4 or Honda and Abe.3 MATERIALS AND METHODS The lead and tin used were of high purity. They were supplied by the American Smelting and Refining Co., who gave the following analyses: Lead: silver, 0.0016 oz per ton; copper, 0.0008 pct; cadmium, 0.0007 pct; zinc, 0.0002 pct; arsenic, 0.0003 pct; antimony, 0.0002 pct; bismuth, 0.0005 pct; tin, 0.0001 pct; iron, 0.0020 pct; lead (by difference), 99.995 pct. One hundred grams of metal with the desired proportions of lead and tin was weighed out to the nearest one-tenth of a milligram. The mixture was placed in a silica crucible, covered with charcoal, and melted in a reducing atmosphere in a gas-fired furnace. The alloy was well stirred. Chemical analysis of two of the alloys checked closely with the weighed portions. The compositions of the remainder of the alloys were taken directly from the weighings, without chemical analysis.

THE PROPERTY AND LOCATION THE Ray Consolidated Copper Co.'s mining property is located on Mineral Creek 6 miles north of Kelvin, at Ray, Pinal County, Ariz. (Fig.. 1) . The mining claims now owned by the company consist of 126 lode claims, comprising 2,144.9 acres, containing at the beginning of operations 82,904,368 tons of 2.19 per cent. copper ore. GENERAL CHARACTERISTICS OF THE OREBODY The main orebody is a disseminated deposit in schist and porphyry formed by secondary enrichment. Its existence was proved by churn drilling, and it is at present one of the largest proved copper deposits in the world. The orebody itself covers .205 acres with an average thickness of 121 ft., and occupies a definite belt which has a northwest direction. Its length is approximately 5,000 ft. The width varies, being about 2,000 ft. at the west end and 2,500 ft. at the east, narrowing down irregularly front both ends to a few feet in the center. The thickness of the body varies greatly along the line of lode, ranging from a few feet up to 470 ft. thick. The ore horizon is not constant, but varies, following in a broad sense the topography The body in general dips slightly to the northeast, and is broken up by numerous small faults and fractures. The ore-bearing formations, consisting of mineralized schist and mineralized granite porphyry, stand fairly well and offer no difficulty in mining operations.

In conducting a pressure build-up test on an oil well, it is often necessary to shut-in the well for a short time prior to initiation of the test. The effect of such a short tern shut-in on the resulting pressure build-up curve is derived. The derivation is based on the Kelvin point-source solution and is a straight forward extension of the fundarnental theory. The magnitude of the effect is evaluatecl and illustrated by an example. It is shown that if the production subsequent to the short term shut-in is at least 10 times the duration of the shrct-in, the effect will he less than 10 per cent. INTRODUCTION It often happens that before a pressure build-up test can be made an additional valve must be mounted on the wellhead, or on arrival at the well, it might be learned that the well had been shut-in several hours the previous day because of a shortage of tankage. In such cases the question is How will such an interruption of production affect the results of a pressure buildup test This work explains how to take account of such a short term shut-in in order that the test can proceed without further delay. The solution presented here makes use of the Kelvin point-source solution used by Horne1 in his treatment of the pressure build-up in wells. Use is also made of the super-position theorem. MATHEMATICAL DERIVATION The well is assumed to have been in production at a constant rate for a relatively long time (several days or more). It is then shut-in for a short time, after which it is again placed in production at the previous constant rate. It continues to produce at this rate until shut-in for a pressure build-up test. The Kelvin point-source solution is expressed by Eq. 1. The sequence of production rates is listed in Table I.
