At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

The electromagnetic levitation technique has been successfully applied to rate studies of the de-carburization of liquid Fe-C alloys from 5.5 to zero pct C at 1660°C using gas mixtures containing 1 to 100 pct CO2 with CO or helium as diluents. The rate was shown to be independent of carbon concen -tration in the melt and only slightly affected by total pressure. The results were shown to be consistent with control either wholly or predominantly by gaseous diffusion. As well as avoiding side reactions with the crucible, levitation allowed precise calculation of reaction rates since the geometry of the system was accurately known. It also enabled interpretation using the established mass-transfer correlations for a gas flowing past a single sphere, The existence of gaseous-diffusion control and the extremely high rates of reaction reported for gas flowing past small spheres are of great practical significance in relation to current investigations into the use of spray-refining techniques in continzcous steelmaking. PREVIOUS work on the kinetics of carbon removal from liquid iron has generally involved the use of oxygen as the gaseous oxidant. Investigations have been made on commercial steelmaking furnaces and in addition laboratory-scale experiments have been attempted with a slag phase present. The general lack of agreement and the obvious difficulty in interpreting the results is at least partly due to the complexity of the systems used. This work has been reviewed by carter1 and more recently by Bods-worth2 and ward.3 The gas-liquid metal reactions have also been studied with slag-free melts by the conventional technique of blowing oxygen onto the melt contained in a crucible. The reaction between the oxidant and carbon could be followed by sampling either the melt or the gas phase. Side reactions with the crucible material have precluded direct interpretation of the results. Fujii, 5-7 using O-A mixtures, attempted to correct for the crucible reaction and reported that the reaction between carban and oxygen occurred at the melt surface and was controlled by gaseous diffusion for carbon contents greater than a critical value and by carbon-diffusion control in the metal for carbon contents less than the critical. The critical value was given as approximately 0.15 pct C. However, whereas this was the case for oxygen contents in the gas stream up to 10 pct, between 10 and 20 pct the rate was found to be approximately independent of oxygen content, and Fujii attempted to explain this observation by postulating the presence of an oxide "film".7 Turkdogan et a1.' have studied iron fuming during decarburizing and suggested gaseous-diffusion control of the reaction above a critical carbon concentration, given as approximately 2 pct C. Filippov9-12 reports in a similar manner to Fujii but makes no mention of the crucible reaction with the carbon in the melt, even though this would be expected with the temperature, crucible material (MgO), and carbon contents used. Both CO2 and O2 were used as oxidant gases. In the present work the decarburization of liquid Fe-C alloys was studied using an adaptation of the electromagnetic levitation technique, and thus the complexities introduced by crucible side reactions were eliminated. In this technique a single sphere of the Fe-C alloy is freely suspended and heated by electromagnetic induction in a flowing stream containing the oxidant gas. The full range of carbon levels up to saturation was studied, the temperature of the melts in this instance being held constant at 1660°C. The oxidant was CO2 which was used either pure or in association with a diluent gas, the total gas pressure being maintained either at 1 atm or at a reduced pressure. OF the many items of information necessary to the successful management of the blast-furnace, few are more important than knowledge of the location and movement of the stock-line: whether the furnace is full and has. been kept so; whether the stock is settling regularly or slipping; and, if slipping, how often it has slipped, at what times, and how far at each time. To obtain these data, a man is sometimes stationed at the top of a. pair of mechanically-filled furnaces, simply to watch and gauge them by hand in the old-fashioned way. - A more recent practice is the suspension of test-rods from ropes leading over pulleys to the ground-level, where the ropes are wound on small drums with graduated peripheries and provided with crank-handles, whereby the skip-man or some other person can quickly and conveniently gauge the position of the stock-line in the furnace. I believe the credit for this great improvement belongs to Messrs. McClure & Phillips of Sharon, Pa., who were, as far as I know, the first to apply it, and who have a patent for it. The valuable indications gained by application of the Uehling pyrometer to the down-comer are Dot to be ignored; but the information thus furnished is somewhat indi¬rect, and there is no scale for the translation of "top-tempera¬tures " into " feet down." Moreover, this apparatus as a whole is delicate, and the cost of its installation and maintenance is high. If the record furnished by the Uehling pyrometer is not in the most desirable form, the test-rods, on the other hand, give no record at all, except through the memory, or notes of a man who, to say the least, is not gauging continuously, and who may omit to report an improperly low stock-line, if it be due to a fault of his own.

The Bureau of Mines conducted laboratory research to determine the applicability of heavy liquid separation to the evaluation of certain mica ores and plant products. After careful standardization of the particular mica ores and associated gangue, accurate analysis of muscovite content could be obtained from results of heavy liquid separation. Where applicable, the method should be particularly suited to the analysis of ores and control of plant operations wherein savings in time would be of considerable advantage. Specifically, there are many instances where a quick plant control method should enable the production of a more uniform grade of mica concentrate. The laboratory use of various heavy liquids for separating minerals of different specific gravities has been recognized for many years.1-8 Sink-float procedures have proven their utility as a rapid and moderately accurate means for determining the mineral content of ores, test products, and plant products in certain nonmetallic concentrating operations. A standard method of analysis for mica in ore samples has not been published or generally accepted by the mica industry. Recently, the U.S. Bureau of Mines investigated methods for analyzing mica by heavy liquid separation. This report has been prepared to make the methods available to others who may need simple, relatively rapid methods of determining the mica content of ores and plant products. The heavy liquid method of mica determination has recently been adopted by one of the major mica producers for evaluating exploration and mill control samples. DESCRIPTION OF THE ORES AND HEAVY LlQLllD The weathered mica pegmatite ores used in the investigation were obtained from commercial mica op erations in Alabama, Georgia, and North Carolina. The major mineral constituents of the ores were muscovite, quartz, kaolin, and minerals of the feldspar group. The ores also contained minor quantities of biotite, limonite, and tourmaline. A comparison of the specific gravities of the major constituents of the ores (muscovite 2.76 +, quartz 2.65, kaolin 2.61, and feldspar 2.57), indicates that an effective separation of muscovite from the other minerals can be made in heavy liquids at a specific

THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

Chemical conditions for flotation and nonflotation of quartz with oleic acid as collector and barium, calcium, aluminum, iron, and tin as activators were studied using a simple vacuum-flotation technique in glass-stoppered graduates. The detailed study of barium activation led to an interpretation based on ideal Langmuirian chemi-sorption. FLOTATION of quartz is of practical importance as something to be avoided in soap-floating many types of ores. Clean, unactivated quartz is not floated with fatty acids and soaps, such as oleic acid and sodium oleate, in the quantities normally used for flotation. However, data in the literature indicate that almost any multivalent cation will activate quartz if given an opportunity. Thus, a common problem is to prevent activation of quartz by the various inorganic cations inevitably present in flotation pulps. Wark and his coworkers1 have demonstrated the reversibility of the chemical reactions and adsorptions involved in the activation, depression, and collection of the common sulphide minerals. The procedure in much of their work was to bring a mineral surface to equilibrium with solutions of known pH, collector concentration, and activator concentration, and then to test the floatability of the mineral by contact-angle measurement. From the data, graphs were constructed with pH and reagent concentrations as coordinates. These graphs show fields of flotation and fields of nonflotation, separated by narrow transition regions whose locations are shown by so-called contact curves. From the shapes and locations of the contact curves, which roughly separate fields of flotation from fields of nonflotation, a quantitative understanding of the interaction of the reagents with each other and with the minerals often can be deduced. The study of quartz flotation to be described in this paper follows in broad lines the approach of Wark and coworkers. That is, pH, activator concentration, and collector concentration were varied to find equilibrium conditions of flotation and non- flotation, and the results are presented graphically by means of contact curves. However, instead of testing for floatability by measuring the contact angle on a polished surface, a simple vacuum flotation technique was developed and used. Purified oleic acid was the collector and terpineol the frother. Barium activation was studied in some detail, and exploratory studies were made of activation with calcium, aluminum, ferric iron, and stannic tin. Preparation of Materials Quartz: Large lumps of high-grade vein quartz were crushed dry in a cone crusher and rolls. The —20, +28-mesh portion was screened out and used in the subsequent steps. This material was passed through a high-intensity magnetic separator to discard iron, then leached twice with hot concentrated HCl and washed repeatedly with distilled water. The cleaned sand was then wet ground with porcelain balls in a porcelain pebble mill, deslimed repeatedly by settling and decantation to discard —800-mesh material, and again washed with hot HCl followed by distilled water. The resulting stock of quartz was stored under water. Chemical analysis gave 99.8 pct SiO2. Table I gives the size analysis of the quartz used for flotation tests. Calculations from these data, using shape factors given by Gaudin and Hukki9 indicate a specific surface of about 500 cm2 per g. Blank flotation tests in distilled water, and in water with added frother, showed the prepared quartz to be completely nonfloatable and thus indicated the absence of organic contamination. Oleic Acid: The preparation of oleic acid was based on fractional vacuum distillation of methyl oleate2,3 followed by regeneration of oleic acid, and finally fractional crystallization of oleic acid from acetone solutions at low temperatures." The pure oleic acid was stored in a refrigerator. The iodine number of the oleic acid was found to be 90.0 (theoretical 89.93). Oleic acid was used in the form of a dilute water solution of sodium oleate, after preliminary flotation tests showed no effects of form of addition and order of addition of reagents when an adequate conditioning time (that is, 30 min) was provided. Minas de Matahambre, a copper mine located 100 miles southwest of Havana, Cuba, has produced 10 million tons of copper ore since it was first opened up in 1913. During the mid-1950's the mine was producing approximately 1000 tpd and had attained a depth of 3600 ft. As shown in Fig. 1, the property contains three shafts: the No. 1 shaft, 2100 ft deep and located 2000 ft south of the No. 2 shaft, provided service to the 2100 level; the vertical 3600-ft No. 2 shaft handled all production to the 3400 level; the No. 3 shaft on the northeasterly fringe of the mining area was in a semi-active status.

The '(author's edition" of the following paper, "subject to re vision," was received by him, and copies sent to Professor Geikie and others about two weeks before the date of the meeting at which it was to be read. A telegram, and subsequently a letter (both of which unfortunately arrived too late), apprised the present writer that the Director General objected to certain views ascribed to him as the reverse of those which he really held. These views, however interesting, had no very important bearing on the object of the fol lowing notes, which, as must be evident, are devoted to the conside ration of the close analogies between the Welsh and American rocks. Without being able, therefore, to account for the circumstance which Professor Geikie has mentioned, it is thought better in the present revised edition to omit all allusion to Professor Geikie, or Mr. Peach, or their views, except in this place, where I desire to thank them for their courtesy during the time which I had the pleasure of spending in their society. It appears sufficiently throughout the body of the paper that the writer had not the slightest intention of entering the controversy, which was about to commence, concerning the proper horizons of the St. David's rocks, for many reasons; and amongst others because he did not feel that a sojourn of a few days in a difficult region, which had been already studied by many of the foremost geologists of England, would warrant him in adding to the literature on the sub ject. The discussion of the analogies between these rocks and those of the Eastern Appalachians, which he has studied for twelve years, of which eight were spent in the service of the Second Geological Survey of Pennsylvania, was much more to his taste as it was more within his ability, and if he has added anything to the evidence of these analogies, the paper, however imperfect, will not have been written entirely in vain. Right or wrong, he assumes the entire responsibility of what follows.

I. INTRODUCTION. AMONG the industrial enterprises which have, from time to time, been undertaken in our Dominion, few have been more uniformly unsuccessful than those which have had for their object the development of our mineral resources. These resources have not been regarded as insignificant. On the contrary, it is supposed that we possess in our ore deposits something more than mere points of mineralogical interest. Some people are enthusiastic enough to believe that our mineral wealth will yet occasion the establishment in our backwoods of happy and industrious communities, causing, in fact, our wilderness to blossom as the rose. These enthusiasts do not shut their eyes to the serious obstacles which at every stage interfere with the carrying out of mining enterprises in this country, and which tempt one to believe that no such enterprise can ever be conducted to a desirable end, but they entertain the conviction that as our capitalists, miners, and technologists reach the years of discretion, and handle our mines in an economical, vigorous, and judicious manner, and as our statesmen become alive to the necessity of fostering, without extremely protecting, our metallurgical industries, mines and furnaces will gradually prosper, and so develop as to become a tower of strength to our agricultural, manufacturing, and mercantile interests. The fact that our past experience does not generally justify such glowing anticipations makes one all the more anxious to put on record the history of a successful mine, such as the Silver Islet has, on the whole, been. My connection with its discovery and early development was a very intimate one, and I propose in this paper to sketch its history and character, and sum up the amount of silver it has so far yielded. An additional reason for the appearance of this paper is that the Transactions of the Institute contain only a few references to the Silver Islet Mine. Although this mine is reported successful, we have, of course, no guarantee that it will not fall a victim to the same influences which have

The salt deposits of the Mississippi Embayment region present a problem of origin so genetically related to the larger problem of the stratigraphy and structure of the region that a discussion of the one necessarily involves or assumes an understanding of the other. For this reason, I shall summarize briefly our knowledge of this region, emphasizing the facts related to the subject of this paper. In so doing I shall make liberal use of the reports of the National and State surveys. Geographically that section of the United States known as the Mississippi Embayment region represents a great V-shaped area, extending from near Cairo, Ill., to the Gulf of Mexico, and including Louisiana, eastern Texas, all that part of Arkansas bordering the Oua-chita and Ozark mountains, western Tennessee, Mississippi, and a part of Alabama. This great section Professor Harris has described as structurally a pitching trough, its medial line being well represented by the Mississippi River. Outcropping along the border of this area are the Cretaceous and Tertiary formations, unconformably laid down on the hard Paleozoic rock sheets that show more or less plication, deformation, and faulting, depending upon their proximity to the nearby major uplifts. East and west of the Mississippi River the Cretaceous and Tertiary beds dip river- and coastward at angles greater than the slope of the land. "Waters entering along the outcropping edges of the Tertiaries and Cretaceous and following bedding planes southward are soon thousands of feet beneath the surface." As the sedimentation of the region progressed, faulting and slips occurred along planes of pre-Cretaceous weakness. Whether these movements were genetically related to the loading of this V-shaped area, as Professor Harris seems to think, is a question still to be settled. The accompanying map, Fig. 1, was taken from Bulletin No. 7 of the Louisiana- Geological Survey. It shows the regional distribution of the salines, as well as an alignment of the domes, which has been assumed to indicate faulting.

The iron industry has been so markedly the cynosure of all eyes, that a sense of weariness has overtaken many on-lookers, and a new wonder is desired. While the commercial phase of the iron industry has necessarily engrossed the public attention and probably is the more worthy of record, still the mechanical and metallurgical phases have recorded conspicuous advances and merit attention. In order to appreciate the present condition of blast-furnace practice, it is necessary before enumerating the advances made during the past decade to give a brief discussion of the tendencies in the methods of administration as well as the conditions governing supremacy, for these factors have modified the aims of the manager. It might also be well to apologize for a record of the advances made during such a short period as a decade, were it not that, for the individual, time is marked as much by the impressions recorded on the brain as by the jumps of the second hand of a watch. Furthermore, this article is written in order to carry out a project of the late Dr. Egleston, to have a record made each decade. I regret that the data collected by him, and forwarded to me, end with 1896, and therefore do not include the interesting results which followed the introduction of Mesabi ores. The perusal of the notes is melancholy reading, somewhat like the feelings we experience in going through a graveyard. It is a record made up of so many plants, which have ceased to be factors in the iron world, if they are not entirely moribund. Historically, they would be interesting, emphasizing as they do the abnormal and somewhat overestimated importance of furnace lines, taken without proper reference to volume of blast and nature of stock used. I regret, however, that the time at my disposal does not permit of this presentation.

In any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly not due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul. "Ore Supply Edwin C. Eckel, in his monumental work on Iron Ores, has but little to say concerning the Pacific Coast deposits. He mentions (p. 269) those of Minaret, Madera County, and the Eagle Mountains, Riverside County, Cal., "perhaps 50 to 100 million tons each;" the deposits in Shasta County, worked for the electric furnace on Pitt River; and

IN earlier years, the custom prevailed of regarding the anthracite basins as cases of folding with slight development of faulting. Folding is so pronounced and, in the eastern and western Middle Fields, at times so violent, that the inference was a natural one and led to the widespread impression that practically all the disturbances of the seams could be explained in this way. The cross-sections-and maps prepared forty or more years ago for the Second Geological Survey of Pennsylvania, by Mr. Ashburner under Prof. J. P. Lesley, exhibit little else than folds.1 So far as I can discover faults fail in the charts, except in one small case in the Henry Colliery near Plainsville on the outskirts of Wilkes-Barre. Some years ago, while spending a day or two in Wilkes-Barre, under the guidance of R. V. Norris, I looked over some recent and accurate cross-sections of a number of the large collieries and was deeply impressed with the peculiar behavior of some of the seams and the intervening shales. Thus, a seam might present a small, more or less overturned fold, rising 30 to 50 ft. (9 to 15m.) above its general course, and yet the movement would be taken up in the overlying shales, so as hardly to be noticeable in the seams next above or below. These and similar anomalies, especially when shown with the accuracy of engineer's surveys, possess great scientific and practical interest, bearing as .they do, not alone on coal mining, but on theoretical geology and the actual behavior of strata under great compressive stresses. In preparation for the semicentennial meeting of the Institute, an, effort was therefore made to secure some of the most interesting sections for presentation to the members. The collection of illustrations here shown is mainly due to, Mr. Douglas Bunting of the local committee, to whom and to the contributing companies acknowledgments are due.

OF the many items of information necessary to the successful management of the blast-furnace, few are more important than knowledge of the location and movement of the stock: line:—whether the furnace is full and has been kept so; whether the stock is settling regularly or slipping; and, if slipping, how often it has slipped, at what times, and how far at each time. To obtain these data, a man is sometimes stationed at the top of a pair of mechanically-filled furnaces, sim-ply to watch and gauge them by hand in the old-fashioned way. A more recent practice is the suspension of test-rods from ropes leading over pulleys to the ground-level, where the ropes are mound on small drums with graduated peripheries and provided with crank-handles, whereby the skip-man or some other person can quickly and conveniently gauge the position of the stock-line in the furnace. I believe the credit for this great improvement belongs to Messrs. McClure $ Phillips of Sharon, Pa., who were, as far as I know, the first to apply it, and who have a patent for it. The valuable indications gained by application of the Uehling pyrometer to the down-comer are not to be ignorcd; but the information thus furnished is somewhat indirect, and there is no scale for the translation of " top-temperatures " into " feet down." Moreover, this apparatus, as a whole, is delicate, and the cost of installation and maintenance is high. If the record furnished by the Uehling pyrometer is not in the most desirable form, the test-rods, on the other hand, give no record at all, except through the memory or notes of a man who, to say the least, is not gauging continuously, and who may omit to report an improperly low stock-line, if it be due to a fault of his own.

The effect of stress and temperature on the creep rate of Ag-33 at. pct A1 and Ag-33 at. pct Al-1 at. pct Zn for prismatic slip was determined over a range of temperatures from 440º to 700°K. The alloys exhibited a brief initial inverted transient creep over which the creep rate increased slightly to a steady-state value which depended only on the stress and temperature, regardless of the previous strain history. The steady-state creep rates were found to be given by: where the activation energy is independent of the stress and strain and agrees fairly well with that estimated for diffusion. The observed creep behavior was shown to be in qualitative agreement with a model based on the stress-induced local disordering in the vicinity of a dislocation. OVER the past fifteen years, considerable progress has been made in correlating the experimen-entally observed plastic behavior of pure metals over each temperature range with one or more of a series of theoretical strain-rate controlling dislocation mechanisms. Despite the current interest in the plastic behavior of intermediate phases and inter metallic compounds, however, very little has been done in identifying the operative dislocation mechanisms in these materials. It is anticipated that the plastic behavior of intermediate phases can be rationalized in terms of the same dislocation mechanisms that are appropriate to pure metals and a solid solutions, provided the additional complexities arising from crystal structure, bonding, long-range order, short-range order, and defect lattices are taken into account. As part of a more extensive investigation on the plastic behavior of intermediate phases, Mote, Tanaka, and Dorn1 recently reported on the effect of temperature on the yield strength for prismatic slip in the hexagonal Ag-33 at. pct A1 intermediate phase as recorded in Fig. 1: Over Region I the deformation was observed to take place as a result of the thermally-activated Peierls mechanism, and over Region II the athermal disordering mechanism applied. The experimental data at that time, however, were not sufficiently extensive to identify the thermally activated mechanisms operative over Region III. It is the purpose of this investigation to attempt to identify the mechanisms that are operative over this high-temperature region. It will be shown that the same mechanism operates all over Region Ill, although the activation energy for this mechanism is in good agreement with that for diffusion, the process cannot be attributed either to the motion of jogged screw dislocations or the climb of edge dislocations. The results, however, are in good qualitative agreement with stress-induced disordering localized at dislocations. EXPERIMENTAL PROCEDURE The alloys studied in this investigation were prepared from silver, aluminum, and zinc (each of purity greater than 99.995 pet) by induction melting under an argon atmosphere and chill casting in a copper mold. Rectangular bar single crystal specimens (1/4 by 1/8 in. in cross-sect ion) of Ag-33 at. pct Al were grown in vacuum by a modified Bridgman technique. Similar Ag-33 at. pct Zn specimens were produced by an identical technique employing an argon atmosphere. The specimens were so oriented that the angle 90-Xo between the tensile axis and the normal to the prismatic plane and the angle A, between the tensile axis and the slip direction were 45 ± 1 deg. The oil industry is at the parting of the ways in relating fundamental engineering concepts to legal interpretations and field practices. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

The most effective means of controlling the dust in the drilling of rock has been found after careful investigation to be collection of this dust at the source. By direct collection, all the dust is collected at the collar of the drill hole and deposited into suitable containers. Equipment for handling this work can be either portable or stationary, depending upon the particular requirements and the application. For most work the portable unit is found most advantageous, and with a capacity capable of handling two drills operating simultaneously. Such a portable unit would consist of a metal cap, or hood, placed against the face of the rock through which the drill steel would be inserted. This hood is connected by a flexible rubber hose to a primary separator, where the bulk of the dust is collected. From here a second length of hose connects to the secondary stage of separation, where the fine particles of dust are collected and which is built in as an integral part of the vacuum producer. Hoods are adapted for vertical, horizontal or stope drilling, and mounted so as to become immediately effective when collaring the hole and remain in place continuously. Such dust collectors can be used with either wet or dry drilling. However, in view of the fact that when drilling dry and using the dust collector, the dust count can be maintained within safe limits, wet drilling becomes unnecessary. Furthermore, it has been found that when using the dust collector not only has the dust hazard been eliminated, but also increased footage can be obtained. Samples taken under a wide variation of conditions indicate that where the dust count required is below five million particles per cubic foot, dust collectors will be required. Opreators, in general, accept the use of this additional equipment favorably, and it is generally felt that such means of collecting the dust will soon be universally adopted. Tests made by the Connecticut Department of Health Bureau of Occupational Diseases show dust counts reduced from 203 million particles to 6.05 million by the use of the dust collector, when drilling dry.

THE work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacionál da Produção Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operat¬ing practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being expanded and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining condi¬tions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern São Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940).
