In view of various papers and discussion.;, at recent meetings of the Institute, upon testing, methods of testing, inspectors, inspection and specifications, it has occurred to me that my experience of some fifteen years, in the making and enforcement of specifications, in connection with the Motive Power Department of the Pennsylvania Railroad, might give some value to the few suggestions offered in this paper. There is friction, not to say antagonism, between the producers and the consumers of structural materials. On the one hand, the producers complain of the severity of inspection, or the lack of knowledge and want of good judgment on the part of inspectors, and, indeed, have gone so far as to suggest the abolition of the whole scheme of inspecting and testing materials. The coal picture in 1955 was much brighter than in 1954, when the tonnage produced dropped to the 1939 level. Bituminous coal and lignite production are expected to approach 465 million tons, against 392 million tons in 1954, an increase of about 19 pct. On the other hand, the production of anthracite declined about 7 pct to some 25 million tons. There was marked improvement in coal consumption in all industrial lines except railroads. At the end of November 1955 the largest consumer, electric power utilities, had used about 126 million tons, an increase of some 22 million tons over the previous year. The objective of the study is development of an analytic process based on rock and explosive properties which allows the prediction of the stress distributions and fracture zone around explosive charges. A computer program has been written for this purpose, using a finite difference approximation to the momentum equation, to describe the motion of the surrounding rock by step-wise integration. Its application provides ground motion data such as stress components, displacement and particle velocity as a function of position and time with respect to a spherical charge. The effect of tensile and shear failure on these ground motion parameters can be included. The analytic procedure contained within this program has been used to predict peak stress as a function of distance in rock for rock-explosive combinations for which field data exists to determine peak stress levels directly. Two methods have been used for the spherical charge which in the analysis replaces the actual cylindrical charges: instantaneous application of peak pressure to a charge having a radius equivalent in contained volume to a charge having a length to diameter ratio of 1, and gradual pressure build up to peak pressure with a charge radius equivalent in contained volume to the total charge used in the field test. The agreement with field data would appear best with the latter treatment. The peak stresses obtained are in closer agreement with field measured peak-stress and a better approximation to field stress wave duration exists in the case of gradual pressure build up. Subsidence is controlled by a complex com¬bination of mining and geologic factors. For example, a compilation of worldwide data shows that, as the percentage of shale in the overlying rock mass decreases and the amount of sandstone increases, the angle of draw (and the area affected by subsidence) decreases. Limestone in the over¬burden appears to cause a more than twofold decrease in the angle of draw compared to a like amount of sandstone. Increased amounts of sandstone were accompanied by a greater surface subsidence relative to the mining height. The total thickness of overburden did not appear to influence the subsidence magnitude above super-critical panels. The greater the thickness extracted, the smaller percentage of that thickness shows up at the surface as subsidence. The greater the percent of the seam extracted, the greater the subsidence reaching the surface. The maximum subsidence above room-and-pillar panels de¬pends on the pillar height and minimum width as well as the other factors listed.

Studies of the possible effect of plant water chemistry on the strength of unfired iron ore pellets apparently have not been reported in the literature. Naturally occurring soluble salts were removed from magnetic concentrate filter cakes obtained from several iron ore concentrators. Laboratory balling tests showed that unfired pellets made from these "clean" filter cakes were 50-100% stronger than the usual unfired pellets containing the salts. The fact that certain chemical additives dissolved in the water used for balling "clean" concentrates decreased the strength of unfired pellets indicates that salts in the plant process water may be responsible for lower strengths. According to chemical analyses of plant process waters at these plants, calcium and magnesium are probably the most detrimental salts in the plant circuits. It is suggested that calcium, magnesium, and other polyvalent cations in the mill process waters ion-exchange for lower-valence cations in the bentonite and thereby destroy the electrostatic-charge bonding in the green pellet. Some practical guidelines are also included for plant balling practices.

CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

At the Atlanta Meeting in October, 1895, a short paper was presented by Mr. R. W. Leonard on the " Assay of Auriferous Ores and Gravels by Amalgamation and the Blow-pipe" (Trans., xxv., 645), embodying the results of some very conclusive tests as to the value of the process. His arguments regarding the desirability of the process appear to be indisputable, but the practicability of the field-outfit used by him is open to question. The Province of Ontario, in which Kingston is situated, is still largely unexplored; and at the Kingstoil School of Mining we give much attention to the instruction of prospectors and the testing of ores. General discussion on the above subject, presented at the Pittsburgh meeting, October, 1914. GEORGE S. Rice, Pittsburgh,. Pa.-Undoubtedly there is a serious problem through the juxtaposition of gas and oil wells and coal mines, not only at the present time, but possibly of far more serious import for the future. If one examines a map of the coal fields on which is superposed the oil and gas fields of the country, one finds that they overlap to a very great extent. I may say at the beginning that we have not, so far as I know, had any very large number, of accidents growing out of this situation causing loss of life. Such accidents, or rather incidents, that have occurred have all been rather potential possibilities for disasters due to the leakage of gas from wells into the adjacent coal mines. The condition has been most acute in the Fairmont district of West Virginia, and in the general coal fields southwest of Pittsburgh in Pennsylvania. The accidents which have actually occurred were summarized in Bulletin No. 65 (Oil and Gas Wells through Workable Coal Beds) issued by the U. S. Bureau of Mines, reporting the transactions of several meetings in Pittsburgh, February, 1913, of oil and gas well representives, State geologists, State mine inspectors, coal-mine operators, and representatives of the U. S. Bureau of Mines. This conference was partly brought about through a case in which the Pennsylvania State inspection department had brought suit to restrain a gas company from completing a well through a certain mine. The office of the Attorney General of Pennsylvania asked the opinion of the Bureau of Mines upon the matter; about the same time the Association of State Geologists, at its New Haven meeting, asked the Bureau to take up the problem. Accordingly, it was thought advisable to bring together the several, interests. For the most part the danger is, I think, greater in the future, than at the present time Many parts of the coal fields of Pennsylvania, in Greene County particularly, have been penetrated by numerous wells very close together, and with the present practice of having a large coal pillar around each well, has made or will make the mining of many areas difficult or pro-

A short discission is given of the cryotron us a supercozductitzg- switch. The parameters of interest such as gaiz, critical gate current, critical control current, and critical surface current density ave described. The photomask-photoresist process makes possible the study of much narrower dimensioned cryotrons than previously possible using mask stencils. Data is given for the above parameters as a function of width, thickness, temperuture, and crossing ratio. Photographs of the various circuits used are shown. The techniques involved in making connection to the circuits and the precautions taken to avoid side effects in the measurements are discussed. In particular data is given for critical currents of sipercotzducting. lines down to 2X 104 in. A vise in critical surface current density is obserced jor the strallev lines in both lead and tin. A discussion of the ihact of these measurements in the design of future cryotron circuitry is given. In addition to the improvement in device density achieved by simple scale reduction. additonal gains in density may result through improved device form factor. THE cryotron is a superconducting current switch, invented by D. A. Buck.' Fig. 1 shows a typical crossed-film cryotron. Usually the gate is made of tin and the control is made of lead. The critical gate current, is the current that drives the gate resistive with zero current flowing in the control. The critical control current, I is defined as the current in the control necessary to switch the gate resistive with a small monitoring current in the gate. The gain of the device, G, is defined as Since for uniform thin films G should be proportional to the gate width divided by the control width, it is convenient to define the critical surface current density, Jcg, to be the critical gate current divided by the gate wldth. The data which follows will show that, for a given control width, I, is relatively constant. Thus, by measuring Jcg the change in gain as a function of gate width may be measured without measuring I,.

Measurements have been made of the variation of internal friction with temperature for OFHC copper, and for a series of binary solid solutions of high purity copper with zinc, gallium, germanium, arsenic, and silicon, to investigate the effect of alloying elements in substitutional solid solution on grain boundary viscosity. The apparatus used was of the torsional pendulum type developed by KeI1 modified so that the specimen and vibrating system could be maintained in a high vacuum. The activation energy for grain boundary relaxation in copper is 33,000 cal per mol. This is considerably less than the activation energy for self-diffusion, in disagreement with Ke's theory2 that the two activation energies should be the same. All the alloying elements increase the activation energy for grain boundary relaxation to approximately 44,000 cal per mol, increasing the grain boundary viscosity at a given temperature. The results are discussed in terms of theories of grain boundary slip put forward by MottQ and by Ke.+ Experiments have also been made to investigate the effect of small amounts of oxygen on the variation of internal friction with temperature for copper. EXPERIMENTS described in this paper were designed to investigate the effect of alloying elements in substitutional solid solution on grain boundary viscosity, using the internal friction method developed by Kel for measuring grain boundary viscosity. It was considered desirable to make the system under investigation as simple as possible by making experiments on a comprehensive series of binary alloys of copper with the elements immediately following it in the periodic table, i.e., zinc, gallium, germanium, and arsenic. These elements are within the range of favorable size factor for solution in copper, and the systems have been extensively investigated by Hume-Rothery and his co-workers." Later, in order to study the effect of the relative size of the solvent and solute atoms, experiments were made on a series of Cu-Si alloys, since the apparent atomic diameter of silicon when in solution in copper—the diameter necessary to assign to the solute atoms to account for the lattice constant of the solid solutiona—is almost the same as that of the solvent atoms. Preliminary experiments were made to measure the variation of internal friction with temperature for pure copper. Ke made some experiments on copper," but found that the curves obtained were not reproducible in consecutive experiments. The copper was maintained in an argon atmosphere during the experiments but, although he took precautions to exclude oxygen, Ke came to the conclusion that the precautions were not entirely satisfactory, and that the lack of reproducibility must be due to absorption of oxygen by the copper. Experiments have therefore been made to investigate the effect of small amounts of oxygen on the variation of internal friction with temperature for copper. Previous Work Ke made extensive experiments on high purity aluminum and was able to show that the grain boundaries behave viscously at high temperatures. He found that the relative rate of movement of the grains could be expressed as Where v is the velocity of slip, A is the constant, u is the shear stress, H is the activation energy, R is the gas constant, and T is the absolute temperature. By assuming that the boundary layer was one atom thick, he obtained a value for the viscosity which, when extrapolated to the melting point, gave good agreement with the viscosity of the liquid metal at the melting point. Ke also made experiments on other high purity and commercial purity metals:, and on some alloys." " He came to the conclusion2 that the activation energy for grain boundary slip was the same as for self or volume diffusion and for steady state creep in single crystals. I desire to call the attention of the Institute to a novel system of dredging which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at 1east of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circamstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action; and, SO long as holes could be bored and fired in solid rock, this process was effective enough. I HAVE been asked to discuss "What Can be Done to Revive the Mining Industry," particularly from the standpoint of the copper industry. It is impossible to consider this problem, if in fact there can be one, from an isolated position. The mining industry is but a part, although a very important one, of that exceedingly complicated machine characterized as commerce, which comprises within its operation and functions the-multitudinous activities that, combined, make up the sum total of the production, manufacture, distribution, sale and utilization of goods and products resulting from the agrarian, industrial and commercial effort of mankind. We survey a world today with its disturbed mass of humanity permeated with discontent, passions loosened by brutal combat not yet brought under control, class hatreds aroused, national prejudices in a state of stimu-lated excitement, governments for the most part enfeebled, some destroyed to their foundations, with fragile structures raised in place of those that seemed enduring, and which have disappeared. A burden of indebtedness incurred in defiance of all economic law exists, to meet the exactions of which, levies of taxation that constitute a grievous burden upon effort and industry are exacted by the needs of those nations that are most favored, while printing presses are busy manufacturing currency that either has, or approaches, a negative value among those less favored. This picture, while not pleasant, is one that should be looked at squarely and carefully appraised in estimating the immediate future. For four years the world marshalled, and exerted without stint, its combined endurance, vitality and resource in an effort of destruction, which violated no less the orderly working of physical and economic laws than it did the conventions of social and civic relations. To have imagined that without travail the orderly processes that governed the relations of mankind could at once be reestablished and begin functioning, was, as has been demonstrated, fallacious; perhaps no more so than the error that is committed today by those opportunists who fail to take cogni-zance of basic conditions which must be remedied be-fore the world can resume its progress to a universally prosperous and satisfactory condition. Please do not gather from this somewhat unpleasant recital that I regard the future with gloomy foreboding or entertain pessimistic doubts, for, emphatically, I do not.

Pilot-plant and laboratory tests were made on blends of steel plant flue dust and portland cement to determine whether the flue dust could be pelletized for use as a source of iron in dry process cement manufacture. Strength and setting time results showed that an acceptable agglomerate can be made with a Type II portland cement binder. Abrasion-resistant and well-sized pellets were made in a horizontal drum, using a simulated closed circuit, with a binder content of 7.5% and a moisture content below 15%. Pellet quality was found to be relatively insensitive to changes in binder concentration above 5%. Simulations of stockpiling and weathering indicate that little difficulty would be encountered with use of the flue dust pellets in cement plants.

THE economy as well as the living standards of a country depends largely upon adequate supplies of raw materials at reasonable prices. Geological and climatic conditions responsible for the occurrence of commercial minerals and the growth of raw agricultural and forest products are so varied in different parts of the world that no country can be self-sufficient. The world is rapidly shrinking because of improvement in transportation facilities, but populations are steadily increasing and so are the needs for a greater production of raw materials and for their more equitable distribution. Too many barriers between nations prevent free access to the main sources of supply of the raw materials vital to neighboring nations and it is just such barriers that are often the cause of friction and even war. The International Trade Organization is doing a commendable job in helping to. break down barriers and to reduce friction, and we should now find ways to facilitate access to these sources of supply and encourage more efficient and greater production of the raw materials so urgently needed throughout the world. This cannot be done by individual selfish governmental agencies, influenced as they are by politics, nor by socialistic governments attempting to nationalize industries. It can be done efficiently only by the free individual through private enterprise properly protected against adverse governmental action. This protection can be supplied by the World Bank.

With a productive output growing at an annual rate of 8%, the Soviet mining industry should emerge as the world's leader in total mineral output during the 1980's. (The Soviet Union's share in the world's total mineral output in 1973 was estimated at 22 to 23%.) According to estimates by Soviet mining experts, the mineral potential of the Soviet Union will sustain the current 8% annual growth rate in the future.

Two-dimensional analyses offer considerable promise in providing the basic information required to effect more precise control of petroleum reservoir performance. This paper describes a method for conducting some engineering analyses of this type using a high-qreed digital computer. The general approach is to (I) develop a representative numerical model of the reservoir and (2) employ a suitable numerical technique to solve the basic equation of flow and to develop the required engineering information for the particular case represented by the model. This technique has been used to calculate pattern performance in connection with several field projects involving water injection into oil reservoirs. This type of analysis involves sequentially (I) calculating the pres-' sure distribution in the reservoir and (2) tracking the progress of the interface between the displaced and displacing fluids in a step-wise manner to provide a depletion history of the operation. The particular analysis presented in this discussion is subject to the restriction that the mobility of the displaced and displacing fluids be equal and assumes that the fluids are incompressible and that gravity and capillary pressure do not affect the shape of the flood pattern. Complete two-dimensional .flexibility is maintained with regard to definition of reservoir rock and fluid characteristics, placement of physical restrains and boundary conditions, investigation of flow characteristics in the reservoir, and movement of the displaced and displacing fluid interface. The results of these studies indicate that the highspeed digital computer is well suited for conducting reservoir performance studies in two-space dimensions and that dependable numerical techniques are available for making such analyses. INTRODUCTION One of the problems facing petroleum engineers is that of providing more precise engineering control over reservoir operations at all stages during the depletion cycle. The most direct approach to this problem is to simulate the reservoir with some type of physical or mathematical model and use the information developed from the behavior of the prototype to predict the performance of the actual reservoir. This principle is, of course, not new, and a variety of simulation techniques have been developed to provide information on the behavior of oil and gas reservoirs. One straightforward refinement of present reservoir analysis techniques is the progress from one-dimensional reservoir models to those where the reservoir can be represented in two- and three-space dimensions. Multidimensional reservoir analyses are desired in order to show not only what is happening in the reservoir but in addition to show where in the reservoir the various phenomena of interest are occurring. Thus far, two-dimensional analyses have been confined predominantly to potentiometric and electrolytic model studies. However, when large numbers of wells are involved and where large-scale models are required, such problems become very tedious and instrumentation problems become acute." It is possible through use of numerical methods and general purpose digital computers to avoid many of the instrumentation difficulties and to relax some of the restrictions of previous techniques. The purpose of this paper is to discuss some recent experiences with the use of high-speed digital computers for predicting pattern performance in fluid injection operations and to describe the numerical procedures which have been used for making such analyses. THE NUMERICAL MODEL The problem of representing the reservoir with an appropriate numerical model is composed of at least two important considerations. The first requires that an adequate description of the reservoir mechanism be formulated in the form of the basic differential equation describing the process. The second consideration is definition of the physical characteristics of the reservoir. The latter requires that representative basic data be obtained, examined, and interpreted to provide sufficient detailed definition of the pertinent physical properties throughout the system. INTRODUCTION In September 1974 the Resource Appraisal Group of the Branch of Oil and Gas Resources, U. S. Geological Survey, was asked to aid the Federal Energy Administration (FEA) in its legal responsibility to generate by June 1975 an independent appraisal of the undiscovered oil and gas resources of the United States, both onshore and offshore. As a result, the Resource Appraisal Group accelerated its ongoing efforts to develop sound appraisal methods and procedures that would permit the systematic collection and evaluation of basic data from petroleum provinces throughout the Nation. The results of this independent appraisal of the Nation's conventional oil and natural gas resources were published by the U. S. Geological Survey as Circular 725, June 1975 (1). The estimates in this report of undiscovered recoverable oil and gas resources for the United States were made: (1) by carefully re- viewing a large amount of geological and geophysical information gathered on more than 100 different provinces by over 70 geologists within the Survey; (2) by applying a variety of resource appraisal techniques to each potential petroleum province; and (3) by application of subjective probability procedures to group appraisals for each petroleum province. These methods provide a range of estimates which are summarized in terms of low, high and mean values for the various provinces and groups of provinces, or regions. The basic data and procedures used are documented and are being incorporated into a dynamic, data- intensive system that can be upgraded, updated and reevaluated periodically. These data are open to public inspection. The goal of a detailed quantitative understanding of the variables insulfide flotation in terms of established, or new, scientific principles is still distant, although there has been a good beginning in the past 50 years with more rapid progress since 1930. Advances have paralleled closely those in other branches of surface chemistry and the development of a series of experimental techniques such as contact angle, surface area measurement, radioactive tracers, infrared spectra, electron diffraction, monolayer, and electro- chemical methods of investigation. The second editions of books by Sutherland and Warkl ( 1955) and Gaudin2 ( 19571, are detailed accounts of this progress. The complexity of sulfide mineral flotation systems is indicated by Sutherland and Warkl who list 32 variables of flotation, of which only 22 can usually be controlled by the metallurgist. A consequence of this multiplicity of variables, many of which may be specific to each particular ore, is that ways of floating sulfide minerals from new ores are still developed empirically. How- ever, this review will try to show how the chemistry of the function of frothers, collectors, depressants, and activators in sulfide flotation is being steadily unravelled. Chiefly, it will be concerned with the interaction of pure soluble compounds with individual sulfide minerals, the surfaces of which are often not stoichiometric for several reasons discussed by Plaksin.3 As a result, for example, a freshly cleaved galena surface has cathodic and anodic areas which have different degrees of oxidation and different reactivity to- wards collectors like xanthate. Such complicating considerations should be remembered in the subsequent discussion of pure minerals. THE NEED FOR FLOTATION REAGENTS After considerable controversy it has been established with a few exceptions that unoxidized, uncontaminated sulfides will not float. Gaudin, Miaw, and Spedden4 have discussed the relation between the crystal structure of solids and the native floatability of the exceptions mentioned above. A second question which has been much explored is the nature of the surface on which a collector like xanthate is adsorbed or reacts. Is this the un- changed surface of the sulfide mineral, or does the adsorption depend on the initial oxidation of the sulfide surface ? Sutherland and Warkl and Gaudin2 discuss the work of Taggart5 and others on this question without reaching any other conclusion than that oxygen was important.
