FactoRs entering into the market value of coal are its grade, and the cost of labor, material, and capital. Reduction in these costs cannot be expected in the future, and it therefore follows that greater economy in their use must be accomplished if it is desired to hold the present markets; more tons of product per unit must be obtained in a given time from both men and material, and means devised for increasing the percentage of lump and domestic sizes. This paper is presented for the purpose of inviting discussion and stimulating thought in regard to the influence of methods of procedure and plans of mining, upon the quality of coal, the economical use of labor, material, and capital, and the cost of production. Even the better methods of the present day leave much to be desired, and a review of the reasons and necessities for their use may be of value in pointing the way to more economical mining. The writer does not attempt to discuss untried methods of mining, but rather to state clearly and concisely a summary of the results obtained under the several methods of procedure that have been adopted. In some instances a high degree of concentration has been effected, and comparisons of the results obtained with the results of lesser degrees of concentration form an interesting study. It is believed that much may be accomplished in improving the quality, and in the more economical use of labor, material, and capital, by concentration, and it is to concentration in particular that your study is invited. The writer, who has occasion to visit many mines, most of which are under different management, has been inclined to the opinion that improvement has been retarded in many ways and that mining has not as yet been entirely freed from the early-day practices which were forced upon it. This paper reports the results of a series of model displacement experiments carried out for measuring the efficiency of the water-drive process. This series forms a continuation and extension of that described by Engel-herts and Klinkenberg. Detailed information has been obtained on the influence of the oil/water viscosity ratio. The results are represented in the form of a diagram from which both the oil recovery and the water/oil ratio can be easily read off as a function of the total production (oil plus water) for all values of the viscosity ratio M between I and 500. These resu1ts are viewed in the light of the two existing theories on water flooding, viz. that of Buckley and Leverett and that of Dietz. It is shown that if the Buckley-Leverett theory applies, the relation between the relative permeability ratio and saturation, which plays a major role in this theory, (.an be calculated with a high degree of accuracy from the results of the model experiments. Dietz's theory is found to be in agreement with the experimental results in a certain range of circumstances. A discussion of the physical background of the Buckley- Leverett and Dietz theories makes it clear why the latter fails to agree with some of the experimental results. INTRODUCTION For an economical exploitation of oil fields both a rational control of natural (primary) recovery processes and a proper application of artificial (secondary) recovery methods are essential. These require detailed information upon the dependence of the relevant flow processes on the variables by which they are governed. Three methods are available for obtaining this information: (1) (statistical) analysis of actual field data; (2) appropriately scaled model experiments; and (3) mathematical analysis of the physical problem. If sufficient data were available, the first method would, in principle, be the most reliable one, although it has the drawback that the basic relationships between the variables involved are to a large extent obscured by the natural inhomogeneities of most reservoirs. The most profitable procedure seems to be: (a) determining the fundamental relations for idealized reservoirs by methods (2) and (3); (b) checking the consistency of the results obtained by these two methods; and (c) establishing the range of applicability of these methods to actual reservoirs by comparison with the data accumulated under (1). greatly restricted and every effort is being made to do away with it where possible, and to substitute a lead-base babbitt or a babbitt with 50 per cent,. tin. The amount of solder having the composition 50 lead, 50 tin, used by the Pennsylvania Lines East, during 1917, was approximately 100,000 lb., but there is reason to believe that a large portion of this can be replaced by a 60-lead, 40-tin solder with satisfactory results, and instructions have been issued to this effect. Inregard to the quantity of new tin used, it is not possible to give the amount, except approximately and from calculations based on the 1917 consumption of bearing metals by the Pennsylvania Lines East only, it is estimated that about 770,000 Ib. of new tin were required in a total of about 21,380,000 lb. of all kinds of bearing metals turned out by the foundry or purchased in the market. No change has been made in the specifications for bearing metals for some years, as the metals used have been satisfactory. A large proportion of the bearing metals are made up from old material re-melted and brought to standard composition by some addition of new metal, and every effort is being made to utilize old material to the best advantage and reduce the amount of new metal of all kinds purchased. For a number of years no tin has been used in the lining metal of either passenger or freight car journal-bearings, except such small amounts as come in from re-melting old linings. No change has been made in phosphor bronze used for rod bushings, as we should expect some trouble from bushings pounding out of shape if a phosphor bronze were used which contained less tin or more lead than the present specifications call for. In this, as well as in the case of all other bearing metals, we expect to use our utmost endeavors to economize and to substitute for tin wherever possible. The Tin-plate Industry D. M. It is well-known1-4 that Fe-Si alloys from approximately 9 to 27 at. pct Si show an ordered structure of the Fe3Si type at room temperature. Recently Meinhardt and Krisement,' through an investigation of Fe-Si alloys at room temperature by neutron diffraction, discovered that at 10.8 at. pct Si ordering of the FeSi type occurs while above this composition the normal Fe3Si-type superstructure appears. This FeSi type of ordering was also found by Davies8 as indicated by X-ray diffraction measurements on an Fe-8.7 at. pct Si alloy. Meinhardt and Krisement7 extended their neutron-diffraction work and determined the phase-boundary temperatures for both FeSi- and Fe3Si-type ordering. INTRODUCTION "Project Financing" or "Project Loans" have become increasingly popular in recent years, and commercial banks are being asked to consider more and more of such financing. However, the analysis of this type of loan is quite different from the analysis of a loan to a financially sound corporation based on the company's balance sheet. For this reason Chemical Bank did a study of project loans in an attempt to be more sophisticated in our approach to them. As part of this study, we examined 29 project financings for which information was available. In this article I shall describe project loans and set forth the guidelines we developed, as an aid to credit officers who might have occasion to analyse this type of financing. DEFINITION OF "PROJECT FINANCING" OR "PROJECT LOAN" The terms "project financing" and "project loan" commonly describe the various methods that banks and institutional lenders use to finance the construction of new projects on a basis whereby payout is anticipated from the revenue stream generated by the project. A project financing often involves a loan to a new entity formed specifically to own the project. The analysis of a project loan proposal is quite different from the analysis of other term-loan proposals since it involves a credit decision based on the review of a projection or forecast rather than of historical earnings and/or it involves the reliance on contractual obligations of third parties. Lenders are asked to assume the added risks associated with project loans because: 1. Project financing may permit a company to obtain additional leverage. It is possible for companies to arrange financing on a project basis that could not be arranged as a direct borrowing. For example, a company may not be permitted to borrow more money directly, due to a limitation in a bond indenture. However, a project financing can sometimes be negotiated on a basis not prohibited by the indenture. 2. Often the sponsors of, or the stockholders in, the project are seeking an off-balance-sheet financing. For example, 11 of the 29 projects in our study were arranged on an off-balance-sheet basis and one showed on the balance sheet as a deferred income item. An off-balance-sheet financing, for the purpose of this article, is a financing which does not show as a direct liability on the balance sheet of the sponsors of or stockholders in a project. 3. Projects are often located in a foreign country. The financing is arranged so that the lenders assume the political risk on the loan because many companies rightly believe that this arrangement affords a degree of insulation from political risk not otherwise obtainable. 4. Many projects are jointly owned by several sponsors. This form of financing lends itself well to a situation where a new entity is formed to own a project and do the borrowing. Project loans can be used to finance a variety of activities including development of iron-ore deposits and associated pelletizing plants; development of coal reserves; construction of pipelines, alumina plants, fertilizer plants and refineries; etc. The specific areas of analysis can be quite different, depending upon the type of project being financed. It is important, therefore, to classify the proposal according to the type of project, and also by the nature of the financing - nonrecourse financing, financing covered by a guarantee of completion and financing supported by an undertaking lasting for the life of the financing. John Stewart MacARthUr, born in 1856, was the son of Robert MacArthur of Glasgow, and came of Scots stock distinguished for character and religious conviction. His election as elder of the Free Kirk gave him greater pride than the receipt of the gold medal of the Institution of Mining and Metallurgy. The former honor was for character— it marked him as a son worthy to follow in his father's footsteps; the latter was awarded for his life work of eminent service to the gold industry. Cheery optimism, resolution, tenacity of purpose, and industry ever characterized his actions. Apprenticed to the Tharsis Sulphur & Copper Co., his work on the chemical staff brought him to the notice of the Cassel Gold Extracting CO.,. at that time struggling with an unworkable electrolytic process..He was engaged by that company, in 1886, as technical manager and before long brought out the perchloride process, which was speedily followed (in 1887) by the epoch-making cyanide process. This process revolutionized gold mining and directly led the way to the elevation of the mining engineer to the most broadly trained product of the engineering profession. A noteworthy feature of the cyanide process was its completeness when introduced. Over thirty years have elapsed and the use of the process has been worldwide, but no suggested improvement has stood the test of time. The extension of the process to the beneficiation of silver ores—containing far more metal per ton and thus requiring the employment of stronger solutions—has brought us the Merrill and Crowe improvements in precipitation and the Nipissing desulfurization process for certain silver-hearing minerals. Roasting apparatus, fine crushing, filtration, and settling equipment have all aided the extension of the process in and from its original field. As Hennen Jennings put it,, the cyanide process today is essentially that of 1890. This self-containedness of the cyanide process arose from no mere chance; it was directly due to MacArthur. It was he who personally investigated every known method of precipitation and then every form of zinc from sheet, punchings, filings, millings, rods and shaving down to fume; it was he who investigated the effect of protective alkalies, of so-called accelerators, and of the addition of lead salts; he was determined to leave nothing to chance.

The mechanism most consistent with available information on atmospheric trace element emissions involves the volatilization of a significant fraction of many trace elements during coal combustion, with subsequent condensation on fly ash as the combustion gases cool. The larger surface-td-volume ratio of the smaller particles leads to an enrichment of the volatile trace elements. From an environmental viewpoint, the submicron size particles are of greatest concern. These particles show the highest concentrations of trace elements, are least efficiently collected by pollution control devices, have high atmospheric mobilities, and are deposited preferentially in the pulmonary and bronchial regions of the respiratory system. The mechanisms for trace element enrichment and formation of submicron particles will be described.

An experimental survey has determined the occurrence of Ti2 Ni-type phases in binary and ternary alloys of Ti, Zr, or Hf with first, second, or third long-period transition metals and also in ternary systems in which 0 is the third component. The existence of eleven previously unreported isomorphs is cited and some approximate phase boundaries are given. Lattice parameters are reported for the new phases. The periodic table relationships involved in the occurrence of the phase are discussed. A previous paper' reported the occurrence of a group of Ti2Ni-type phases (structure-type E93) containing Zr in combination with Rh, Ir, and Pt, and Hf in combination with Rh, Pd, Ir, and Pt, and cited evidence to show that all of the Zr phases and the Hf-Pd phase are not binary phases but occur only when 0 is present. More recently one of the present authors found that in the ternary systems of Ti and 0 with Cr, Mn, Fe, Co, and Ni the occurrence of the Ti2Ni-type phase could be correlated qualitatively with valency electron concentration, and that the role of 0 appeared to be that of an electron acceptor.' This paper describes the results of a broader investigation of the occurrence of Ti2Ni-type phases in binary and ternary systems containing Ti, Zr, or Hf. EXPERIMENTAL PROCEDURE Alloys were prepared by arc melting. The purity of the metals Zr, Rh, Hf, Ir, Pd, and Pt was given in the previous paper.' The additional materials used for this work were metals with a minimum purity of 99.9 pct and reagent grade ZrO2, TiO2, Cr2O3, and NiO. Chemical analysis of several alloys in each system indicated good agreement between intended compositions and cast-button compositions. For the heat treatment precautions were taken to avoid oxygen contamination. The specimens were wrapped in Mo foil and sealed in fused quartz tubes at a room temperature pressure of 1 x mm of Hg. These capsules were then annealed in a vacuum furnace at an external pressure of 5 X mm of Hg. Since the major constituent in most of the alloys studied was the brittle Ti2Ni-type phase, Debye-Scherrer patterns with sharp lines could be obtained with powder crushed from the annealed solid samples without being reannealed. Metallographic, X-ray diffraction, and density determination techniques previously described1, 2 were used. RESULTS AND DISCUSSION Zr-Rh-O, Zr-Ir-Oand Zr-Pt-O Systems-Figs. 1 through 3 show the approximate boundaries of the Ti2Ni-type phase fields at the temperatures indicated in the ternary systems Zr-Rh-O, Zr-Ir-O and Zr-Pt-0. In each isothermal section the Ti2Ni-type phase field is labeled E and the unidentified binary phase found in the previous work' is labeled ?. The dotted lines, which are not phase boundaries, correspond to the composition (Zr2 B)1-xOx. In each system the Ti2Ni-type phase field is displaced to the high-Zr side of this composition line. However, the departures from Zr2B stoichiometry for the metal components are not as high as Zr3B, as was inferred from the previous work. Lattice parameters of the Ti2Ni-type phases in the alloys shown as triangular data points in Figs. 1 through 3 are given in Table IA. The probable compositions of the Ti2Ni-type phases have been estimated from the isothermal sections. DESPITE the very small number of engineers who can get away from their tasks to New York, a point so far from the Mid-Continent and Cali-fornia oil fields, where the real important, engineering progress in the industry is being made, the attendance was remarkably good, and it was generally remarked that all the sessions were "snappy," and there was no drag. This was largely because, under instructions from the chairman, very few papers were permitted to be read, and the "high lights" of each paper were pre-sented orally as an introduction to the large and varied discussions, many of which were prepared in advance. The round table discussion on petroleum engineering research problems, conducted by W. E. Wrather, proved a greater success than was anticipated, considering the difficulty in getting many of the men to discuss such problems. There has been no crystallization of opinion heretofore of what are important engineering research problems, as distinguished from pure science problems, and a digest of the discussion will be made available so as to present the results obtained. It is hoped that further round table discussions, as well as committee work, in the meantime summarizing problems appear-ing in papers published the last two to three years, will enable the oil industry to determine intelligently which of the problems are most important for immediate attack. The roundtable discussion on petroleum engineering educational problems, conducted by H. C. George of the University of Oklahoma, was equally fruitful, and since managers of companies, consulting engineers, and pro-fessors cooperated in these sessions, a cross-section of their opinions on improving the curricula for training the large number of petroleum engineers, which the industry can absorb in-the next few years, was obtained.

The Rawley property is located in the Kerber Creek mining-district, Saguache county, Colorado, at an elevation of 10,600 ft. (See sketch-map, Fig. 1.) Ore was found in this vicinity as early as 1880, and claims covering a large area were located and in many instances patented. The ores, however, being of comparatively low grade, and the nearest railway station, Villa Grove, being some 20 miles away, it is extremely doubtful whether any considerable amount of ore was ever handled at a profit. It is safe to say that several hundred thousand dollars were spent (a large part in building mills) previous to 1902-03. About that time a very capable promoter gathered together a group of these claims and interested some New York people, who had had no previous mining experience, in the purchase of these claims. Following the organization of a company, this promoter became General Manager. As often happens under such conditions, the first step was to erect a mill to treat 100 tons per day. It may not be fair to this enterprise to say that the failure which followed might have been foretold, simply on general principles, but this much is certain—the water supply fluctuates in the course of a season through a wide range and for a considerable portion of the year was inadequate to run this mill at capacity. Further, it is currently reported that some of the mill foundations were placed on ice. However true this statement may be, it is a fact that, when first inspected by us, many of the belts in the mill were held on'their pulleys by means of idlers. A shut-down followed, with a material re-adjustment of interests, at which time we became consulting engineers for the company.

DURING the past few years frequent reference has been made to a certain type of iron known generally as "bad iron," "dirty iron," etc., both by steelmakers and producers of iron castings.1 Open-hearth operators have claimed that such iron was entirely within the specified limits as to ordinary analysis but it was difficult to make good steel from it. It has been suggested that unreduced material in the iron is responsible, also that most trouble is experienced with the iron when the blast furnace is delivering a product whose analysis is more or less variable. Other reasons suggested are the use of scrap or borings, unsintered flue dust in the burden, a cold hearth, too high a proportion of unsuitable grade of ore, or the form of the carbon in the iron. Accordingly, a subcommittee was appointed at the fall meeting of the Open-hearth Committee of the American Institute of Mining and Metallurgical Engineers held in Pittsburgh in October, 1926, to investigate the reasons for the occurrence of this bad iron and suggest methods for preventing its appearance. This committee enlisted the cooperation of the U. S: Bureau of Mines Experiment Station at Pittsburgh in undertaking a study of pig-iron quality as affecting the open hearth. The following is a report of the findings to date:

The Quebrada Blanca copper/molybdenum prospect lies on a dissected plateau in the high Andes of Northern Chile. The Superior Oil-Falconbridge Group began exploration of the Property in 1977 under a joint venture foreign investment agreement with the Chilean government. Quebrada Blanca is a relatively high grade secondarily enriched porphry copper deposit. Primary mineralization occurred 38 million years ago and accompanied quartz monzonite intrusive. Early disseminated Primary mineralization was followed by hydrothermal mineralization, mineralized breccia, and post-mineral faulting. After supergene enrichment Quebrada Blanca was buried under late Tertiary gravels and then partially re-exposed in Quaternary time. During the past five years, a successful exploration program has developed an open-pit mining reserve, provided samples for bulk metallurgical testing, and located more than adequate supplies of water for future operations. The main orebody is amenable to conventional metallurgical treatment and contains more than 400 Mt (441 million st) of recoverable open-pit ore at about a 1:1 overall stripping ratio. The average millhead grade during the first six years of operations will exceed 1.5% Cu, plus recoverable molybdenum values. Several hundred million tons of additional reserves are available in the surrounding districts

THE need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of man-power in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system: if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated. IN the Parkes process of lead refining, after desilverization has been completed by means of the addition of zinc, there remains in the lead from 0.5 to 0.6 pct zinc. At this stage in the refining operations virtually all impurities are reduced to refined lead specifications except zinc and antimony. All excess copper, nickel and cobalt have been removed by the zinc additions. The silver remaining should not exceed 0.1 oz per ton. It then remains only to remove the zinc and antimony in order to produce refined lead. At the Herculaneum plant of the St. Joseph Lead Co., practice formerly was to complete the refining by means of oxidation in a reverberatory furnace. This process consisted of heating the lead to 14000 to 1500°F and allowing it to come in contact with excess air passing over the surface of the lead and periodically agitating the bath of lead with air. This procedure not only resulted in the loss of zinc but of a considerable quantity of lead converted to the oxide in the form of dross and fume. The fume, collected in the baghouse, together with the dross was returned to the blast furnace, thus adding appreciably to the circulating load on the blast furnace and refinery. In addition, operation and maintenance of the reverberatory furnace was expensive and required the performance of disagreeably hot and somewhat hazardous work. The process of dezincing with high vacuum was developed at this plant as a substitute for the oxidation process and finally led to lower operating costs, the practical elimination of dross and fume and the direct production of metallic zinc, which is very suitable for re-use in the desilverization process. Essentially this process consists of subjecting the lead to high vacuum, in a kettle provided with means for heating, a bell-shaped member open at the lower end so constructed that it can be immersed in the molten lead, and means for evacuating the interior of the bell and for sealing an agitator. Metallic zinc is thus produced and collects on the upper cooled part of the bell member. This metallic zinc is periodically removed and re-used in the desilverization process. The process is quite simple. It is conducted at a low temperature, thus permitting the use of iron equipment, and shows a material saving in refining costs over the old method. EQUIPMENT AND ITS USES Dezincing Machine.-The equipment employed in this process consists of a dezincing machine, a steel kettle of 120 tons capacity, a vacuum system and equipment for handling the dezincing machine (Fig I). The dezincing machine consists of a compact assembly, suitable for handling with an overhead crane, consisting of a treating chamber and the agitating mechanism. This paper describes a method of measuring initial and long-term deformations which occur in the medium surrounding mine accessways, and discusses the importance of this type of measurement in assessing support-problem areas. Delineated are (1) description of the rock-deformation monitoring equipment, (2) results of two field tests which monitored rock deformation around 4-foot-diameter raise bores, and (3) a numerical-analysis (finite-element) technique to correlate theoretical with experimental results. Instrumentation developed provided the sensitivity and resolution needed to measure rock deformation around a full-scale raise bore during excavation. Results of the tests conducted at the Lucky Friday mine, Mullan, Idaho, show the relationships between (a) de- formation vs. time, and (b) deformation vs. bit progress. Based on theoretical evaluation of the initial deformation, the medium appeared to behave elastically. Using an estimated field stress of 5,500 psi and Poisson's ratio of 0.20, the gross modulus of elasticity of the rock was calculated to range from 3.15 to 6.0 x 106 psi (with one outlier which was determined to be >12 x l06 psi).

The Consolidated Mining and Smelting Company of Canada, Ltd. at Trail, B. C., inaugurated a comprehensive program of investigation about 15 years ago to develop the most economical process of recovering the metal in the large accumulated stock of by-products of the lead smelter and the zinc plant. Two principal methods of recovery were followed to a successful conclusion—an electrothermic process to treat zinc-plant residues and cold slag and the fuming of hot slag from the lead blast furnaces. The latter was selected because it showed a saving over the former in its ability to handle hot blast-furnace slag, thus obviating the necessity of granulating, handling and eventually remelting the same slag for the electrothermic process. The design of a fuming plant was commenced in 1928, and construction, which was started immediately, was completed in July 1030. Operating intermittently for a general tuning up, the plant was officially blown in for regular operation in August. During this month the vagaries of a slag-fuming plant were studied and an operating crew was trained. A history of slag fuming at Trail and the development of plant design is given in a paper by G. E. Murray in the Transactions of the Canadian Institute of Mining and Metallurgy for 1933. Fuming Plant The fuming plant at Trail (Fig. 1) is a separate unit although of necessity interlocked closely with the lead smelter. The plant consists essentially of a fuming furnace with its accessories, a waste-heat boiler followed by an economizer, and a suction-type baghouse. The plant was built as the first of two 400-ton units with the intention of adding the second unit within a year, so that flues, fans and buildings were built to handle double the original load. Furnace.—The furnace as originally built (Fig. 2) was of water-jacket construction, 10 ft. wide, 20 ft. long and 6 to 10 ft. high.
