STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.

ThE subject of elcctric signals for the despatching of mining cagey through shafts has received cousiderable attention recently from various mining companies. The Anaconda Copper Mining Co. has found it necessary to develop a system that is rcliable, safe and simple in operation, and easy to repair. The movement of all mine cages or skips is under the direction of a station tender, who rides on the cages when men or supplies are being lowered or raised; when ore is hoisted, he is stationed at a skip pocket for loading and despatching the skips. For the station tender's use, two signal systems are installed in cach hoisting compartment, and he is the only employee authorized to use them. One system is known as the "AC " or station bells, as it is operated from the 110-volt, 60-cycle, power service; the other system, called the "DC" or shaft bells, takes its energy from closed-circuit primary batteries. As a supplemcnt to the two main signals, a buzzer system is installed The general arrangement is similar to the main signal, except that there is a mine buzzer at each station. When a signal switch connected into the buzzer system is pulled down, all buzzers arc operated, thus notifying the station tender that he is wanted at seine particular level. Placed on the station posts, and within easy reach of the men on the cages are the signal pull switches for the main signals. The station, or "AC," pull switches are furnished with a short rope as shown in Fig. I, while the shaft, or "DC," pull switches are equipped with ropes that extend down the shaft past the next station. To avoid all confusion in the use of the three signal systems, a standard arrangement has been adopted in all mines for the location of the pull switches. Fig 2 illustrates the position of the pull switch at the various mine stations for the main signal systems, but it does not show the buzzer pull switch; this is fixed to the roof timbers about 25 ft. back from the shaft. If the skip pockets are a considerable distance below the station, a pull switch for each main shaft compartment is connected to the "AC" system and placed at this point. However, if the distance is short, a light cord is attached to the station pull switches and dropped down to the skip pocket.

Some time ago a study was initiated at the Colorado School of Mines in an effort to arrive at a better understanding of the stress fields developed within drill bits under dynamic loading and the influence that these stress fields could have on the failure of the bits. Particular emphasis has been given to the influence that bit shape has on the establishment of highly localized, potentially destructive stress inhomogeneities within the bit. The study has been divided into three phases involving three velocity regimes: impacts at very low velocities, 0 to 20 ft/sec, a velocity range in which dynamic effects are just beginning to be found; impacts at velocities ranging from 20 to several hundred ft/sec, a range commonly encountered in practical drilling operations; and impulsive loading through the detonation of explosives, a region in which the dynamic effects are greatly exaggerated and made more identifiable. The ultimate objective is to provide basic data which will enable the mitigation through judicious design of the frequency and severity of these transient concentrations of intense stress, thereby prolonging and increasing drill efficiency. This paper presents results of the third phase of this study — the development of a better understanding of the dynamics and mechanics of failures caused by transient stress-wave interactions. The impulsive loading or transient waves in these experiments were generated by detonating small explosive charges placed on the ends of Plexiglas cylindrical rods terminating in truncated cones. Under such intense loading, dynamic effects are greatly exaggerated and, hence, made more identifiable. The explosion generates a high-intensity transient stress disturbance which moves through the rod, reflects from surfaces which lie in its path, and establishes momentarily narrow regions of high concentrations of stress where failure of fracture may occur. The peregrinations of these waves, their interactions and their effects have already been described in the literature (see, for example, Refs. 1 and 2). The locations and extent of the regions quite apparently are strongly dependent on specimen shape, making it possible through judicious shaping of specimens to relocate the highly stressed regions, minimize their extent, or eliminate them entirely. These experiments were designed, first, to identify more clearly the vulnerable regions in geometries relevant to drill-bit design and, then, to modify these regions in a predictable way by changing specimen shape. Through this latter process, it is anticipated that better bit design might evolve. The specimens used in the experiments were cylindrical rods, 1 1/2 and 1 1/8 in. in diameter, ended by a truncated cone, with the cone angles ranging from 45° to 130°. Upper cone face diameters were 1/2, 3/4, or 1 in. A small plastic-covered electric blasting cap detonated on the axis of the specimen produced the spherical shock wave. The detonators used were Olin Mathieson No. 6, which induced into the rod a transient saw-toothed stress disturbance of about 3-microseconds duration, corresponding to a wave length of 0.3 in. in the Plexiglas. Five distinct systems of fracture were observed: (1) along the axis of the rod, a lower system of fractures, the cracks focusing around one point for specimens having cone angles of 80° and 90° and, as the cone angle was increased, spreading downward; (2) just above these fractures, an upper system of fractures composed of horizontal cracks observable in some specimens but not of any appreciable extent; (3) a third system of axial cracks still above the latter, observable in the small cone-angle specimens; (4) in the upper part of the specimen, a system of radial fractures extending from the blasting point; and (5) circular spalling due to reflection of the wave on the boundary of the cylinder. Only the first three systems, the axial fractures, are examined here. LOWER TENSILE FRACTURE SYSTEM The first, lower system of tensile fractures, shown in the photograph of Fig. 1, was observed in almost all of the specimens. Previous investigations of E. L. Tucker and R. E. Head' related in particular to the effect of cyanogen compounds on galena, sphalerite, and pyrite, and their behavior in the presence of such compounds. The present contribution deals with the floatability of the copper minerals and of pyrite. All experiments were performed on minus 200-mesh material, the method of preparation being the same as that described in the previous article. Flotation tests were made in a small mechanically agitated machine of 50-gm. capacity designed in this laboratory by Gates and Jacobsen.2 General Naval Stores pine oil No. 5 and potassium xanthate were used in constant amount in all of the experiments; these agents were selected because of their present wide use in the flotation of copper minerals. Time additions were varied to secure four final hydrogen ion concentrations, namely, neutral, 0.0005 per cent. CaO, 0.003 per cent. CaO, and 0.02 per cent. CaO. The variation in lime addition was introduced to include the range of alkalinities employed in actual flotation practice. The minerals employed were the purest obtainable. Uranium ores occur in the Lower Cretaceous Inyan Kara group of heterogeneously stratified fluvial and fluvial-marine sandstones in the Black Hills of western South Dakota and northeastern Wyoming. There are three principal mining districts, each in the ancestral and present drainage area of a major river partially responsible for stripping the region to its present topographic form. Primary minerals in the deposits are coffinite and uraninite with minor amounts of paramontroseite and haggite. The ore minerals coat sand grains and fill interstices of complexly cross-stratified sandstone along solution fronts similar to "roll" type deposits of the other districts. Minerals of oxidized deposits are typically carnotite and tyuyamunite with different proportions of secondary vanadium accessory minerals. Ground water was the transporting medium and deposition of primary uranium and vanadium minerals occurred in reducing environments produced and controlled by physio-chemical characteristics of the sedimentary rocks.

SYSTEMATIC data are presented on the relation of composition of nickel silvers to color, tarnish resistance, hardness and liquidus temperatures, for alloys containing up to 30 per cent nickel and 50 per cent zinc, further modified at certain nickel and zinc contents by 0 to 8 per cent of tin and 0 to 10 per cent of lead. Attention has also been directed, using a still more limited range of alloys, toward a study of tensile properties and such casting properties and characteristics as fluidity, shrinkage and pressure tightness. In some of these, rather broad ranges of composition are dealt with; in others, it has been expedient to focus attention on the Federal Specification 20 per cent nickel silver casting alloy, WWP-541.

In the design of underground excavations, rock mechanics considerations are nearly always based on an elastic behavior of rock. Most rocks do exhibit a certain amount of elasticity, and the application of principles and concepts of elasticity to rock mechanics problems has been largely responsible for progress in the field over the past 10 or 15 years. No doubt the theory of elasticity will remain the most useful analytical tool available for both the design of underground openings and the interpretation of phenomenological data.

An optical incestigation of the phase transformations in RbFeF, has been conducted. Details of the ferromagwetic phase transition and the metamagnetic state are disczrssed. The three-dimensional magnetic domain structure existing in bulk crystals of RbFeF3 is described, as well as the effect of the magnitude and direction of the applied magnetic field on the domain struclure. The strong magnetoelastic interaction in RbFeF, is demonstrated. The results of the direct observation of the role of dislocation subboundaries and slip bands as nucleation sites and as pinning sites for magnetic domain walls are reported. THE perovskite compound RbFeF, has recently been shown to exhibit three magnetic states.''' Above 102°K it is paramagnetic, between 102" and 87°K it is antiferromagnetic. and below 87°K it is ferromagnetic (i.e., exhibiting remanence) with a modification of the magnetization occurring at 40°K. The changes in magnetic structure at 102o, 87°. and 40°K are accompanied by shear transformations to successively lower crystal symmetry classes.3 At 102°K a second-order phase transformation to a tetragonal crystal structure occurs. The c/o ratio increases with decreasing temperature to a value of 1.0034 at 87°K where the crystal undergoes another shear transformation to an ortho-rhombic crystal structure. The magnetic modification at 40 K is also accompanied by a shear transformation to a lower crystal symmetry. RbFeF3 is unique in that in the ferromagnetic state it is transparent in the bulk to visible light, has a low saturation magnetization, a large magnetic rotation. and has good optical properties.' All these features make it an ideal material for the investigation of magnetic domain structures in bulk crystals. In addition a dislocation etch has been developed which reveals the point of emergence of dislocations with the (100) surfaces of RbFeF3,5 making it possible to determine the dislocation arrays in the material. As a result domain wall dislocation interactions can be observed in the bulk crystal. In this paper we report on 1) the crystallography of the phase transformations in RbFeF3. 2) the domain configurations as a function of magnetic field and crystal orientation. 3) the interaction of dislocations and magnetic domain walls in RbFeF,. EXPERIMENTAL PROCEDURE Since the temperature range of interest is below room temperature the dewar shown in Fig. 1 was employed. It was designed to fit on the stage of a Leitz panphot metallograph, and permitted examination of the sample at a magnification up to 150 times. The dewar consists of a double-walled glass cylinder bent into an L shape. The space between the walls is evacuated. The viewing wirldows were made of four optically flat quartz discs aligned parallel to each other and sealed to the sides of the concentric cylinders. The specimens were mounted in a holder attached to a flexible plastic shaft. Various holder designs were employed depending upon the type of observations to be made. For studies of the phase transformation between the antiferromagnetic and ferromagnetic state the holder shown in Fig. 2(d) was employed. This holder permitted accurate temperature control at 82" to 88°K by balancing the heat input from the carbon resistance heater against the heat loss to a heat sink immersed in liquid N2. Magnetic field studies were conducted by employing the holders shown in Figs. 2(a) and (b). The holder shown in Fig. 2(n) has a solenoid imbedded in it. such that the magnetic field direction is in the same direction as the incident light. The magnetic field provided by the holder in Fig. 2(b) is perpendicular to the incident light direction. The holder in Fig. 2(r) was employed when observations of the specimen were desired while an elastic bending stress was applied to the sample. The stress was applied to the sample by pulling a wire from outside of the dewar. The wire was attached to a lever pivoted on the holder. which caused the knife edge of the lever to push against the sample. The crystal growth and the sample preparation were described previously.' THE interesting and carefully developed formula which Professor Bucky presents for answering the question of whether proposed new equipment will give a net return on investment equal to or greater than that on present equipment starts with an assumption that the management may make this relative return a determining factor in its decision whether or not the new equipment should be provided. I do not question that in some cases the management may take this position, but I would point out the error involved in so doing. The proper test is not a comparison of the return on new as compared with the return on old investment, but is rather a comparison of the return on a particular new investment as compared with the return which would be obtainable from some other new investment which now might be made. Then I would point out that I believe Professor Bucky is in error in using as a factor in his computations the item of unamortized cost of old investment. The financial advantage to be derived from a new investment does not depend on the extent to which we may in the past have written off the cost of old equipment, nor does it even depend upon what was the original cost of that old equipment. Even the salvage or resale value of the old equipment will only enter into the picture to the extent that the present salvage or resale value differs from the ultimate salvage or resale value otherwise to be obtained, after due allowance for the interest factor.

THE Institute of Mining Engineers has shown so much interest in the educational problem of profitably combining theory and practice, that it seems especially appropriate to lay before its members the methods and aims of the mining laboratory of which I have charge, and in which one form of combination of hand with head work is now being tried. If anything may be contributed toward the solution of this problem by the discussion which follows, my purpose mill be attained. Whether it was wise or not to establish a mining school so far from the principal mining centres, does not now enter into the question. Given, a mining school already begun, how shall it be made most efficient in developing engineers who are trained to think for themselves as well as versed in the works of others ? This is the question with which we have had to deal. In considering the bearing of this laboratory work upon the students' preparation, it will be convenient to take it up under five different heads: 1. The methods and aims of the laboratory. 2. The advantage to students of having a part, at least, of their practical work in the curriculum of their school. 3. The advantage to be derived by mine; and works. 4. Degree of accuracy which may be attained in working ores on a small scale. 5. Reslts of work in the laboratory. 1. The Methods and Aims of the Laboratory.—During the May meeting of 1873, held in Boston, I had the privilege of reading before you a paper stating the plan; and aims of this laboratory. Since that time me have been constantly following out those plans, and are more than ever convineed that me are working in the right direction. We do not feel that the time we have spent has been in any sense thrown away. Perhaps the aims of the laboratory can be most clearly shown by illustration. Many young engineers have school thinking that they know everything. They go to the works, and expect to teach the superintendent something and the men a good deal, regardless of the fact that it is this spirit that has prejudiced workmen against schoolmen. This paper is a continuation of two earlier papers,1,2 and presents new data on the grindability of various ores and other materials-the results of several years of intermittent research work on the nature of grinding and interpretation of test results. It is divided into five parts: 1. The tabulated results of several hundred grindability tests on a wide variety of ores. 2. A method of correcting screen analyses and calculating from them the surface and other properties. 3. A description of a. new method of measuring the "surface energy" of in ore by pendulum impact tests. 4. Test results. 5. A general discussion of the test results and their application to grinding problems.

The question is often pondered whether the flotation process is still an art or has become a science. The fact is that flotation is a science in so many variables that only art can blend them. It is demonstrable that no less than one hundred variables are involved in any flotation operation, most of them immeasurable on a routine basis. The behavior of every one of them is always governed by orderly and unchanging law, as no man can doubt. There is nothing truly indefinite about that behavior; the only indefiniteness is in our knowledge of it, either in general or from hour to hour in the circuit. In dealing with a simultaneous equation in, say, one hundred variables, all not only affecting the outcome to some degree but many influencing each other as well, it is small wonder that the mineral-dressing profession presents a case history of debate and controversial opinion. The statement of the subject of this symposium—a symposium on flotation machines—seems to delimit and define the matters to be considered and at least the general nature of the conclusions sought. Nevertheless, in such a meeting it is not possible to meditate upon all the variables that do in one way or another affect performance of flotation machines. To attempt it would be much like trying to operate a hundred-ring circus. Perverse variables being what they are, one could expect the elephant in ring 36 to squirt a trunkful of water at the tightrope performer in ring 37 to ruin that artist's act, just as our learning to depress pyrite in the early 1920's ruined the act of the formerly faithful old Callows. Honest Disagreements Selective flotation dates from 1922 or 1923, when several plants established their regular flotation operations on a selective basis. Since then, two decades of efforr have gone into the development of better and better flotation machines. Many have come and gone. The competition has simmered down to perhaps a dozen machines, each one of which is staunchly defended by some operators as being the best for their particular jobs, and as scornfully dismissed by at least a few others elsewhere as being positively the poorest for theirs. These disagreements are honest disagreements, honestly arrived at after plenty of sweat. In many a flotation plant, one machine has been tried out against another under conditions as fair as they could possibly be made. Sometimes the results are on a par but more often one machine shows a consistent and unmistakable margin of superiority over the other. In equally honest and enlightened tests, machine A may win over machine B in one place, and machine B over machine A by as great a margin in another. This paper purposes to identify some of the more prominent reasons why this is so,
