C. H. GIBBS,* Salt Lake City, Utah (written discussion?).-The development of the coke industry in Utah had a somewhat checkered career for the first 50 years of its existence. About 1851 the iron-ore deposits of the Iron Springs and Iron Mountain mining districts, Iron County, Utah, were discovered. Obtaining of iron for any purpose at the time involved its shipment from the Mississippi River to Utah, by ox-team. The result was that the pioneers endeavored to establish an iron-ore smelting plant at what was known as Iron City, near Iron Mountain, in Iron County. Bishop Taylor, who headed this enterprise, endeavored to obtain coal suitable for coking from the Cretaceous coal measures immediately east of Cedar City. A few small bee-hive coke ovens were built and lump coal was coked in these ovens; or, more properly speaking, the volatile matter of the lump coal was driven off, leaving a carbonized material that retained the lump shape, although it was extremely, friable. This coke was promptly found to be unsuitable for iron smelting, not only clue to its extreme weakness under smelting load, but also because of the fact that it carried about 5 per cent. sulfur. Bishop Taylor made a very thorough and exhaustive effort, covering a considerable period of years, to locate suitable coking coal in Southwestern Utah. His efforts failed, and in 1902 the iron-ore property acquired by him and associates was sold to the Colorado Fuel and Iron Co. It is of interest to note in this connection that the iron-ore deposits of Iron County at present are the largest known undeveloped iron-ore fields on the North American continent. It is safe to say that there is at least one hundred million tons of 55-per cent. ore actually in sight. In 1878, coal-mining operations were begun at Connellsville, in Huntington Canyon, Emery County. Ten 8-ft. bee-hive ovens-were constructed, and lump coal was carbonized for use in the Salt Lake valley smelters. The product was somewhat better than that obtained in Iron County, but was still of very inferior quality. It had to be hauled a distance of 140 miles by wagon to the two small smelters then operating in Salt Lake valley. These ovens operated only a very short time. The next move toward obtaining a coking coal was in 1889 when the Pleasant Valley Coal Co. began operations in the Castle Gate district. In 1890, eighty 8-ft. bee-hive ovens were constructed, and the product. was used until 1900 in all the smelters in Utah. During this period, 124 additional. ovens were constructed, making a total of 204 bee-hive ovens operating at Castle Gate.

I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

STUDIES of ground movement and subsidence caused by mining necessarily chiefly deal with causes and effects of making extensive excavations underground with spans beyond the strength of the un- supported or temporarily timbered roof or hanging wall. Perhaps no other phase of engineering is so de- pendent for results upon the assemblage of what may be called "experience data." That this is the case is cot surprising when one considers the number of variables involved in any at- tempted mathematical formula to determine the angle of draw or the angle of permanent slope of the rocks in any particular case. It is not like dealing with construction materials in which, through testing of. small specimens, in conjunction with the tests of large built- up specimens, relative stresses and strains may be deter- mined and formulas closely approximated for still larger constructions.

As sphalerite is such a common constituent of many types of ore, the present investigation was undertaken to determine what its relations are to the other minerals in the deposits, and also whether these are of any genetic significance. The data presented herewith were obtained from a mineralographic study of about 200 ore specimens from some 43 different localities, represented by suites of specimens in the Cornell University collection. It was quite evident from an analysis of blast-furnace operations that the work we are doing in America is anything but creditable. We were consuming fully 1000 pounds of coke more than is necessary for each ton of iron made, and were hammering the linings of our furnaces out in a very short time, and nothing but the very high price of pig-iron would stand the drain. It had long been my pet scheme to gradually reduce the quantity of air, at the same time increasing the burden to the maximum and decreasing the limestone, and determining, if possible, the fuel economy which might be reached consistently with the maximum production of the furnace. CURRENTLY 12,892 students are enrolled in the mineral engineering schools of the United States and Canada, marking an all-time record high for these schools. It shows a remarkably rapid recovery from the effects of World War II. Enrollment in all the other engineering branches has also increased but not so rapidly as in the mineral engineering branch. Almost all the data in this report are from the eighth questionnaire study of the mineral engineering schools made, as formerly, under the auspices of the Mineral Industry Education Division of the AIME. Every school is represented in the data, for which the authors thank the deans and professors who supplied the information. For this reason, the data of all the studies are comparable, an achievement not always possible in endeavors of this kind. For comparison with the general engineering enrollment situation, data are included from the January 1947 issue of the Journal of Engineering Education.

In 1856 Henry Darcy described in an appendix to his book, Les Fontaines Publiques de la Ville de Dijon, a series of experiments on the downward flow of water through filter sands, whereby it was established that the rate of flow is given by the equation: q= - K(h2- h2)/I1 in which q is the volume of water crossing unit area in unit time, I is the thickness of the sand, h1 and h2 the heights above a reference level of the water in manometers terminated above and below the sand, respectively, and K a factor of proportionality. This relationship, appropriately, soon became known as Darcy's law. Subsequently many separate attempts have been made to give Darcy's empirical expression a more general physical fornzulation, with the result that .so many mutually inconsistent expressions of what is purported to he Darcy's law have appeared in published literature that sight has often been lost of Darcy's own work and of its significance. In the present paper, therefore, it shall be our purpose to reinform ourselves upon what Darcy himself did, and then to determine the meaning of his results when expressed explicitly in terms of the pertinent physical variables involved. This will be done first by the empirical method used by Darcy himself, and then by direct derivation from the Navier-Stokes equation of motion of viscous fluids. We find in this manner that: q = (N4(p/p)[g - (l/p) gradPI = WE, is a physical expression for Darcy's law, which is valid for liquids generally, and for gases at pressures higher than about 20 atmospheres. Here N is a shape factor and d a characteristic length of the pore structure of the solid, p and IL are the density and viscosity of the fluid, a = (Nd2)(pip) is the volume conductivity of the system, and E = [g - (l/p) grad p] is the impelling force per unit mass acting upon the fluid. It is found also that Darcy's law is valid only for flow velocities such that the inertial forces are negligible as compared with those arising from viscosity. In general, three-dimensional space there exist two superposed physical fields: a field of force of charucteristic vector E, and a field of flow of vector q. The force field is more general than the flow field since it has values in all space capable of being occupied by the fluid. So long as the fluid density is constant or is a function of the pressure only, curl E = 0, E = - grad F where F = gz + dp/p The field of flow, independently of the force field, must satisfy the conservation of mom, leading to the equation of continuity div pq = — f ap/at , where f is the porosity, und t is the time. As part of its broad program of educational assistance-including grants, fellowships, and scholarships -Kennecott Copper Corp. offers summer employment opportunities for college students at each of its operations. Originally, summer job programs were intended primarily to help students defray their educational expenses. But as the nation's economy expanded with increased production and a growing demand for well-trained engineers, summer employment became an important means to help qualify future professionals and fill industry's need for them. Both the employer and the student thus derive benefits from such training.

During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

In adding one more to the list of papers that have been presented on the subject of steel rails, I wish to explain at the beginning that in enumerating the steps in the manufacture which, I think, have an all-important effect on the wearing-qualities of the rail produced, I do so with no little hesitation. As a student in the field, I am anxious for the opinions of others, and have finally decided to ask for it in this way. I have not stated everything which I think affects, in one way or another, the life of rails, but have confined myself to those steps in the manufacture which I felt most sure did do so. Recognizing the danger of being carried away by enthusiasm, I have endeavored to make my assertions with caution, and to understate my case rather than to overstate it; but if I have succeeded in throwing a ray of light on this vexed question and placed it in the eyes of some railroad men in an aspect which they have not fully considered, my boldness will be more than justified. I. Uniformity in the quality of the material charged into the converter assists the attainment of uniformity in the steel produced.— This is the argument which is used by the champions of the cupolamelting or indirect process, and has considerable weight. It takes vastly more skill to make good steel if there is a great irregularity in the iron charged into the vessel than if there is not this irregularity ; but on the other hand, there are certain advantages in the direct method, such as a lower sulphur-percentage from the same furnace-iron, while it is possible to get as great uniformity in the iron charged by having the furnace-capacity enough in excess of the demands from the converting department, to allow for occasional " slips " in the furnaces, and permit the mixing of the iron from two furnaces which are respectively too " hot" and too "cold." 11. Care in pouring ingots at the proper temperature into warm moulds, and the treatment of ingots before rolling, have important effects on the rails made from them. The nucleation rate of the a (pay) to 0 (white) tin transformation was measured as a function of temperature and a tin particle size using an X-ray diffraction technique. The powder specimens of a tin were essentially monodisperse and the small dinzension of the particles of these specimens was varied from 13 to 75 p. Several types of nucleation sites of differing potency were fbund to be operative in the nucleation process, but it could not be determined whether these sites were on the free surface of the tin particles or within the volume. Assuming that they were on the free surface, the average density of the most potent sites was calculated to be 2.5 to 5.3 x 10' sites per sq cnz through the application of a Poisson distribztion finction to the isothermal data. Analysis of the temperature dependence' of the rate constmts at a given fraction transformed suggests that the active sites are regions of higher free energy and not catalytic interfaces. Appreciable induction periods were observed at the lower temperatures of transformation. Experimental studies1 of solid-solid phase transformations have led to the belief that the new phase nucleates at structural imperfections. The purpose of the present work was to learn more about the mechanism of nucleation in solids and the nature of the singularities at which nucleation occurs. In this investigation nucleation rates in the isothermal transformation of gray to white tin were measured by an X-ray diffraction technique using essentially monodisperse powders of gray tin. This particular phase transformation was chosen for study because it presented fewer experimental difficulties than most others. The experimental temperature-control problems were minimal because the two phases coexist in equilibrium at 13.3"C, and measurable transformation rates occur at temperatures only slightly above room temperature. The growth rate of the P phase into the a2 is sufficiently fast to make the measured transformation rate equivalent to the nucleation rate, provided that the particle size of the samples is small enough; for the experimental temperatures used in this study, the particle diameter must be less than 100 p. EXPERIMENTAL TECHNIQUE The P tin used in this study was obtained from Capper Pass and Son Ltd., North Ferriby, Yorkshire, England, and was of 99.999 pct purity. It was transformedS to the a phase and ground into a fine powder in an agate mortar. This powder was separated by a Roller air classifier into seven fractions whose dimensions, as determined by microscopic measurement of many thousands of particles, are given in Table I and whose distribution of size within each fraction is given in Figs. 1 and 2. THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

Leaching or solution mining, a relatively simple and economical process for beneficiating metallic ores, is likely to find increasing application in the treatment of low-grade ores that are impractical to mine by any other means. This process may be carried out in two different ways: 1) dump leaching, where the ore is moved from its original location to be leached at another site; and 2) In-situ leaching, where the ore is leached in place by introducing the leach solution at the top, letting it flow down through the ore under gravity, and then recovering it plus the dissolved metals it contains. Whichever leaching method is used, it is almost always necessary to break up the ore before leaching. In this paper a study is reported which indicates that rock broken by an explosion-in particular, an underground nuclear explosion-is significantly more amenable to leaching then is rock broken by other methods. These results suggest that the leaching speed and efficiency could be increased by nuclear fracturing of the ore. Not only would the leach time be shortened, but the resulting increase in strength or richness of the solutions would decrease plant installation expense as well as reduce pumping and processing costs. A considerable fund of experience has been accumulated in the course of several hundred experimental underground nuclear explosions, so that the gross results of any given nuclear explosion can now be predicted with a fair degree of confidence.' From this knowledge it seems clear that, under the proper conditions, large ore bodies can be fractured much more economically-macroscopically speaking-by nuclear explosions than by other methods. The present study concentrates on smaller scale effects that is, the cracks in the chunks of rock broken by the explosion-and shows that here too, in the microscopic domain, there are important advantages to nuclear fracturing. The intense shock produced by the very fast acting, high-brisance nuclear explosive fractures the rock in a way that should significantly improve its leachability. Experimental Procedure This study compared rocks broken by nuclear explosives with rocks produced by conventional mining, quarrying, or core drilling. The test samples, granite chunks 6 to 8 in. on a side, plus core sections, came from the area of the Hardhat*2 nuclear explosion and were taken both before and after the explosion. For comparison, several samples of quarried granite were obtained from a local gravestone monument company. The general procedure was to soak the test samples in leaching solution and then determine the extent of penetration. A standard commercial copper leaching solution was used (10 gpl Cu, 10 gpl H2SO4, 5 gpl ferric Fe, 15 gpl total Fe, pH about 1.5), to which a water-soluble penetrant dye, Zyglo 1-c, had been added. Details of the procedure were as follows: 1) Sample leached in solution containing Zyglo penetrant dye. 2) Washed with water. 3) Air-dried. 4) Cut with granite wire saw. 5) One face polished with granite monument polish. 6) Sent directly to be photographed, or heated at 110°C for 2 hr and then sent to be photographed. 7) Photographed under ultraviolet light to show crack patterns. Results After 10 days of leaching at 70-75°F, the samples were removed from the solution, washed, dried, and cut in half with a granite wire saw to study the penetration of the leach solution. Since the Zyglo dye in the leach is visible under ultraviolet light, the degree of penetration of the leach (and hence the cracks in the samples) can be studied on photographs of the crosscut samples made under ultraviolet light. The photos in [Fig. 1] show how the leach solution penetrated various representative samples. Of the 71 rock samples examined, fractures were most frequent and prominent in samples from the rubble produced by the nuclear explosion [(Fig. 1D)]. Fracturing was less apparent in shaft-mined rock [(Fig. 1B)], still less evident in drift-mined rock [(Fig. 1C)], and practically nonexistent in cored or quarried specimens [(Fig. 1A)]. The samples in [Fig. lA-C] were from the same general area as the nuclear explosion, but they were obtained before the explosion. Results of the crack studies are summarized in [Table 1]. The Zyglo-treated leach solution penetrated the test samples at the rate of about 1/2 mm during the first hour, 1 mm by the end of 4 hr, 2 to 3 mm in 12 hr, and 4 to 6 mm in 10 days, showing a progressively slower rate with time.

I desire to call the attention of the Institute to a new form of drawing-board trestle. With the ordinary four-legged trestle, commonly used, one has not the means of adjusting the height of the board to the draughtsman. To obviate this inconvenience, and at the same time to enable one to incline the board, I have devised an arrangement of curved and straight slots and thumb-screws, by means of which the hoard can be raised three or more inches, and placed at any desired angle of inclination on either side. Figures 2, 3 (Plate I) show side and end elevations of the trestle for a single board, and Figure 4 for two boards. The latter form is adapted for use in schools, or where it is desired to economize space.

Rope-type haulage has had many applications in the mining and allied industries. Records have indicated favorable results both from a standpoint of efficiency and investment. The Truax-Traer Coal Co. has used some variations of rope haulage at their mines and preparation plants. They have built a system which solves their particular problems, and have an investment which has indicated an annual savings in operating costs. Rope haulage, as applied to the mining industry, goes back many years for both underground and surface mining, or a combination of both. The Truax-Traer Coal Co. has used gravity retarding hoists as well as several variations of rope haulage, including electrical and combinations of both, but each was limited in its use and application by natural conditions and economies of the operation. Several systems of rope haulage equipment are offered by manufacturers today for handling railroad car movement on a limited or continuous basis. The portal and railroad loading facilities of Truax-Traer Coal Co.'s Burning Star Slope mine, located in Jackson County, Ill., were moved in 1960. The old location was abondoned, eliminating 3% miles of underground track haulage. The mine was converted to an all-belt system, and coal is loaded at a new raw coal plant and shipped by railroad cars to a central cleaning plant. The company wanted to operate the surface facilities as efficiently as possible, employing a minimum number of workers, using the latest type railroad car movers. The existing rope haulage facilities at several locations throughout the country were examined and considered for the Slope mine location. The application of each appeared favorable but lacked flexibility, and it was difficult to justify the capital investment. The company decided to investigate the possibility of building a system that would apply to their problem, and have an investment that could be amortized in a relatively short period. SPECIFICATIONS They employed the services of Allen and Garcia Co. of Chicago, Ill. Through combined efforts, a railroad car rope system was designed to specifications as shown in Fig. 1. The Falk Corp. of Milwaukee, Wis. built the hoist to the specifications as shown in Fig. 2. It has an all welded base and pedestals. The all welded drum is not grooved. A single helical gear was used in lieu of herring bone type. A Falk speed reducer, Unit 90Y3-A, is driven by a 25-hp 1800-rpm, 440-V ac type 'C' (high starting torque) drip-proof, Frame 324-U motor. The speed reducer shaft is equipped with a solenoid operated ac spring set shoe brake, operating on a 7-in. diam. brake wheel. The dolly car, shown in Fig. 3, was field constructed, using the trucks and frame of a railroad tank car. Truax-Traer did not alter the frame but added plates and anchors for hoist ropes and frames for 8.5 tons of concrete to be used as ballast on the car. The limit switch operating shoe was also installed and the car coupler latch mechanism overhauled. The hoist rope selected was 1% in. in diam., 6x37 improved plow steel extra flexible, right lay, regular lay, with independent wire rope core, and preformed. Wedge sockets were used to connect rope to the dolly car as shown in Fig. 4. The system employs two 30-in. and three 16-in. diam. sheaves. All are bronze bushed and equipped with grease fittings. Larger sheaves are used for directional change of hoist rope and the smaller ones as snub sheaves to correct fleet angle of rope as it approaches the hoist drum. The Trench lay cable, buried between the two tracks, is used for electrical distribution and controls between hoists and operator's cab. Foundations for the system required 187 cu yards of reinforced concrete using approximately 60 cu yd each at three locations. Four hoists are employed in the system, two for each track. A pair is interconnected electrically and when one operates, moving the cars, the tail hoist idles with brake released. The process is repeated for the reverse direction. A limit switch, mounted in the track near each end of the system, is tripped by the dolly car as it approaches the hoist. Having suggested magmatic waters as the probable agents of vein- and ore-deposition in Southeastern Alaska in a paper entitled, The Geology of the Treadwell Ore-Deposits,' it is with particular interest that I note Mr. W. Lindgren's application of the hypothesis of igneous emanations to the gold-quartz veins of Victoria and of California. After describing the similarities of the veins and of the changes in the wall-rock due to the action of vein-waters in the two regions considered by him, Mr. Lindgren formulates the hypothesie that the veins of this type " have been deposited chiefly by ' eruptive after-effects ;' in other words, chiefly by hot ascending waters originally contained in the granitic magma and relased from it by decreasing pressure, due to its irruption into the upper parts of the litho-sphere. It is quite possible that atmospheric waters may have played a certain part by aiding the precipitation and by effecting certain forms of concentration in the deposits." There are many reasons for extending this hypothesis to southeastern Alaska. This region and the Sierra Nevada belt of California are undoubtedly parts of one geologic province, throughout which the main events of geologic time are evidenced by identical or closely similar records in the rocks. Our knowledge of the former region is still fragmentary, to be sure; but the origin-dates of the most prominent features of geology have been located in the time-scale, and found to correspond completely with the red-letter dates in the Californian record.
