National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and truck at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. Haulage Cycle Established from Existing Operations For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between and the shovel and trucks with the new truck cycle times.

IT IS well known that one of the cornerstones of economic theory is the so-called law of supply and demand, which, really, is a group of economic laws, one of which may be succinctly stated : A rise in price tends, sooner or later, to increase supply. It is the fear that, in the case of petroleum, a limited natural resource, a point will soon be reached when supply will not respond adequately to price advances, which in recent years has prompted a movement for oil conservation. This movement has lately taken concrete shape in the appointment of a Federal Oil Conservation Board by the President. An important aspect of the law of supply and demand is that the supply of any commodity is not an entity per se, but is a factor of price. Supply, without the specification of price, has no exact meaning; and in practice supply cannot be divorced from considerations of price. Mathematically, supply may be expressed by the formula SP, which means that supply varies with price, just as the value of 10 raised to the x power varies with x. In its technical usage, supply is the quantity of a commodity that is bought currently on the market at a given price. In the case of a natural resource, however, this quantity will eventually depend not alone on price but on the physical volume of the reserve that exists and. that, in consequence, can respond to the stimulus of price. If this reserve is fixed in size, we must sooner or later reach a point where supply can no longer respond to price in the usual degree and a permanent shortage. will develop which no advance in price can correct, except in so far as higher prices may curtail demand or improve the efficiency of utilization.

THE Joint Committee appointed to consider a Code of Ethics for Engineers recommends, after delib-erate consideration, that each participating Insti-tute or Society adopt the short simple Code of Ethics following this report. The Committee further recommends that the following method of interpreting and administering the Code be adopted by each participating Institute or Society after any necessary provisions have been, made in the Constitution and By-laws of the Organization. The President of each Society or Institute shall appoint a Standing Committee on Professional. Conduct, to administer the Code of Ethics. The duties of such a Committee shall be to interpret the Code and to render opinions on any cases of ques-tionable conduct on the part of members that may be submitted to the Committee. These interpretations shall be reported to the Executive Board of the Institute or Society who may approve these interpretations, or take such other action as may seem just and necessary. The reports of the Committee on Professional Conduct, when approved by the Executive Board, shall be printed in abstract and in anonymous form in the Institute's or Society's monthly journal for the instruction and guidance of fellow members. This Committee on Professional Conduct shall be appointed in each Institute or Society by the President holding office at the time of the adoption of this Code and shall consist of five member one appointed for five years, one for four years, a third for three years, a fourth for two years and a fifth member for one year only. Thereafter, the President then holding office shall appoint one member annually to serve for five years, and shall also fill any vacancies that may occur for the unexpired term of the member who has withdrawn. These appointments shall he made from among the older members of the Institute or. Society, so that advantage may be taken of their mature experi-ence and judgment. The Committee after appointment shall elect its own chairman and secretary. The Committee shall have power to secure evidence or other information in any particular case not only from the organization's own members, but if it should seem desirable, from men in other professions. The Committee may also appoint sub-committees to consider certain cases when deemed necessary.

Now that both the national and state legislatures are seeking ways of reducing expenses, the appropriations for geological investigation and for the study of mineral resources have been greatly reduced and in some cases entirely stopped. Is this policy justified? The sums saved by these reductions are always small. If the work accomplished by these surveys has no intrinsic value to the community, but is only an interesting way of spending some of the people's money when that money is plentiful, there should be no surveys at any time. If, on the other hand, they perform a necessary function, it is indeed foolish and short-sighted to save these paltry sums to the detriment of the community. It is not my purpose to undertake a general justification of geological surveys. Rather, 1 wish to call attention to the work of one state survey that has been discontinued, and to indicate ways in which the work was valuable to the people, even though that state's mineral resources are not very important, and why it should be continued. Though at one time in Connecticut's history iron mining and smelting were important, and copper was mined in appreciable quantities in two localities, it is many years since it could be regarded as a mining state. At present Connecticut stands far down among the states in the value of its mineral products. Granite for architectural and structural purposes, trap rock, clay, agricultural lime, feldspar and quartz, together with a few other nonmetallic minerals, are produced in appreciable quantities, but the natural resources of the state consist at present much more largely in its attractive scenery, woods, lakes, shore line, and in the opportunities that these offer for rest and recreation. Is the prosecution of geological work in such a state a waste of the taxpayer's money? Or can it be that though it was formerly valuable, the work is now completed? The only way to answer these questions is to review the geological work done in the past and to consider the type of information the people want, as reflected in the requests that have been received by the director of the survey in the last few years. At the University Club, New York, Jan. 23, Chairman George E. Hale and other officers of the National Research Council, gave a dinner to officers of the national engineering and other societies. About thirty persons were present, including officers of the National Research Council, the four Founder Societies, American Society for Testing Materials, Society of Automotive Engineers, Inc., Illuminating Engineering Society, United Engineering Society, and Engineering Foundation. Letters were received from the Western Society of Engineers, which also had been invited. Gano Dunn, vice-chairman of National Research Council, was toastmaster. The proposed permanent organization of the National Research Council and possible methods of connection with the national engineering societies, either directly or through Engineering Foundation, were outlined. It was suggested that not only the four Founder Societies be represented in the Engineering Division of National Research Council, but also that the other national engineering societies be admitted to membership. It was proposed that the Engineering Division should have a chairman who should be an engineer of wide reputation and of the highest professional attainments who should devote his whole time to the establishment and development of the Division. Methods of organizing industrial research were discussed. At a subsequent meeting of the National Research Council, an invitation was issued to each of the national societies to form a research committee encouraging that committee to become active in the promotion of research within its respective field. Due recognition is to be given each committee in the general organization of the National Research Council. Dr. H. M. Howe, in a very interesting and comprehensive address, told of much important work that had been clone by the various sections of the Research Council, as that of mechanical engineering in developing the often rather nebulous devices for helping win the war and putting them in such form that they could be of direct use to the military service. The section on metallurgy, till lately under Bradley Stoughton and now under G. H. Clevenger, did much valuable work in the improvement of helmets and body armor and made very extensive ballistic tests with refractory steels for this purpose. Important work was done in investigating the fatigue of metals and results of great moment were achieved. The committee on ferro-alloys, under J. E. Johnson, Jr., did important work in effecting economy of manganese in steel manufacture with a view to reducing the necessity for importation of manganese ore, thus releasing ships for other purposes. , The section on electric welding has accomplished valuable results in the development of electric welding for ships, a new branch of industry of very great promise.

WE vote this month without knowledge of either major presidential candidates' position on mineral problems. Too long have we kept our own counsel, turned our backs on the public. Certainly we must formulate policies upon which we may unite in industry council, but implementation of these by legislative bodies requires popular understanding, if not support. The earth and its resources are the province of the miner and the farmer but beyond this, and the basic need of the economy for both, the similarity ends. In this election year the disparity between the poll strength of these two fundamental callings is apparent. While both candidates have found it essential to incorporate a farm plank in their platforms, mining has been neglected as not being a basic issue. If this gives the mining fraternity the advantage of voting objectively, it also leaves the general public in the dark as to the attitude of the candidate on a basic issue. It is an issue on which depends the future of the nation, but, unfortunately, the public is not aware of its own vital stake in mining. Thus election time brings with it a fresh example of the evils of automatic lawn sprinkling-a long standing peeve of ours. Back in the days of the hand-held sprinkling hose in the intimacy of the twilight the mining man had the opportunity to unburden himself on the problems of mining to his neighbor who might be a doctor, lawyer, or accountant. With the encroachment of mechanized sprinkling, yet another forum for the indoctrination of the layman into the significance of mining has disappeared. Familiarizing your neighbors with mining in the lawn sprinkling societies of yesteryear was the individual's contribution to public relations for mining. The corporations can use educational advertising in popular magazines as is practiced by such companies as Kennecott. The AIME can play an important part by providing career guidance information on the mineral industries. We offer the suggestion to the American Min¬ing Congress, that the splendid exhibitions of mining machinery featured in alternate years for metal and coal mining, respectively, might be opened to the general public one night during the week of the show. Newspaper publicity would add greatly to the public's interest in such an opportunity. Power for the public is considered a vote-getter and no candidate has neglected to make his stand on this subject. Is the price of the kilowatt in the home of greater importance to the voter than the price of the metal durable goods which he purchases every year? Not really, but the voter thinks so. Mining has as much sales appeal as 'potatoes or kilowatts if presented in the proper way. We suggest that a little hand lawn sprinkling by the right people in the right places would produce an abundance of publicity which would give Mr. and Mrs. American something new to expect from their representatives-a vigilance over the flowering of their mining industry.
