Higher education is in serious trouble in the United States. With increasing costs threatening to create a taxpayer's revolt, serious thought must be given to determining whether or not we can continue to afford our present educational policies. Disinterested students with little aptitude are pushed into over- crowded universities by well-meaning parents, but they lack real objectives beyond achieving that great status symbol-the degree. Advanced degrees are heaped upon the baccalaureate degree, and the pursuit of the pure and social sciences continues at the expense of engineering and technology.

This paper assesses some of the critical factors that must be considered and addressed in the implementation of small computer systems for technical applications within a coal company. Aspects of hardware selection that are somewhat specific to the coal industry are discussed, and a table of potential areas of application is presented. The dilemma of internal software development is presented and a software development program based on a users group approach is outlined and discussed in detail.

Drilling operations in Nebraska during 1943 were reduced to approximately two thirds of the 1942 number. Twenty-seven wells were completed during 1943 and five wells were drilling at the close of the year. Eight of the completions, in provcn fields, were producers. The operations were distributed throughout the state as follows: eleven in Richardson County, four each in Buffalo and Harlan Counties, three in Furnas County, and single operations in Antelope, Butler, Dakota, Dawes, Gage, Nemaha, Otoe, Pawnee, Scotts Bluff and Sherman Counties. For the past several years the U. S. Department of Energy has sponsored the development of a computer simulation program that will predict the performance of coal preparation plants under a variety of different operating conditions. Recently a study was undertaken to transfer the simulation logic from the large scale mainframe environment to a small inexpensive microcomputer operating in a highly interactive "user friendly" environment. This paper describes a program that was written for the APPLE II Plus microcomputer which accomplishes these objectives. The program prompts the user for information in such a manner that it can be used by persons other than computer specialists. This makes the program directly accessible to plant managers, designers and operating engineers.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution : "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Miming and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the ex- pressed policy of the Institute to refrain from official participation or action in political and semi-political matters."

CARNEGIE INSTITUTE OF TECHNOLOGY On May 27, twenty-five of the leading representatives of the coal mining industry of Western Pennsylvania met with President A. A. Hamerschlag, of the Carnegie Institute of Technology, with a view to bringing about closer relations between the Institute and the mining interests. It was felt that the advice of the men in the field was necessary for the proper training of young men for mining work. A resolution adopted at this conference, among other things, called for a board of mine operators and engineers to serve in an advisory capacity with the Carnegie Institute of Technology. As a result of the counsel and recommendations of the Advisory Board, the Carnegie Institute of Technology, in cooperation with the U. S. Bureau of Mines, has recast its four year course in Mining Engineering and has also established a two-year course in Coal Mining. To carry out this new program, there has been organized the "Cooperative Department of Mining Engineering" in the Division of Science and Engineering of the Carnegie Institute of Technology.
